TUBO, Abra- The municipal officials of this town have warned all those engaged in illegal mining within the municipality to stop their activities otherwise, legal action will be taken against them.
This is contained in Sangguniang Bayan Resolution No. 45 Series of 2011.
It specifically identifies the barangays of Upper Tubo composed Alangtin, Dilong, Tubtuba, and Tabacda situated within the tri-boundary of the provinces of Ilocos Sur and Mt. Province. These have long been determined as potential seat of high-grade gold and copper by the multi-national firms that carried out mining explorations in the past.
The move was prompted by reports of residents that some people from outside the province are doing small-scale mining activities within the area of Sitio Matowe.
The people of Tubo, particularly the Maeng tribe, are known for enforcing the lapat system – the indigenous way of environmental management through a purposive manner of conservation, protection, and equitable utilization of their natural resources to sustain the needs of future generations.
They are also noted for their stand on self-determination - that they would not want others encroaching into their own ancestral domain.
Mayor Wilma Saguiyod-Gattud called for the massive dissemination of the same for everyone to be informed of said resolution.

BANGUED, Abra-In response to the challenge of climate change, the Second Cordillera Highland Agricultural Resource Management Program (CHARMP2) embarked on a special project to help mitigate said environmental problem.
The CHARMP2 integrates the components on community watershed forest management and agro-forestry to address the threatening problem of the environment and at the same time provide livelihood for the participant-beneficiaries in the project sites.
Based on the report of the Provincial Management Group (PMG) headed by Philip M. Tingonong, the CHARMP2 had already started its seedling production in four key areas through the participation of peoples’ organizations (POs). The Pos are the Liwang Council of Elders Association, Tagnawa Di Licuan Association, Lapat Di Supo Association, and Kumon Di BOBAR para as Kin-amayan.
Of the 258,052 target for 2011, the four POs had already produced 136,026.
For the assisted natural regeneration, the Liwang Council of Elders Association had produced their target of 72,000 seedlings.
Arnel Valdez, a PMG member, said there was not much problem encountered in the project sites except from that of the surveyed reforestation site of Brgy. Baoyan, Boliney because the area covered is within the jurisdiction of Brgy. Ampalioc, Luba based on the cadastral map. However, it was suggested that the municipal assessors of both municipalities should present the necessary documents regarding said land claim and dispute.
Meanwhile, the other components of the CHARMP2 are being implemented as programmed. Under the component for the social mobilization, participatory investment planning and land titling, all the 32 barangays in the project areas have undergone training for barangay development councils on gender-based participatory development. The provincial NGO evaluation and assessment have also been done.
Other components on agriculture, agribusiness and income generating activities and the rural infrastructure development are also being carried out.

BANGUED, Abra- The Land Transportation Office – Abra released last week 71 Pantawid Pasada Cards with a load of P1,050 each to jeepney owner/operator qualified to receive the one-time financial aid from the government for the transport sector.
A project spearheaded by Department of Energy (DOE), the Pantawid Pasada Program is a measure to cushion the impact of oil price hikes brought about by the increase of oil prices in the global market.
Tricycle drivers with franchises were earlier given a one time financial assistance of P150 each under the Pantawid Pasada program.
Meanwhile, Land Transportation Office (LTO) provincial head Eusebio R. Bidalen admitted that for two weeks now, LTO Abra could not issue plates to vehicles being registered as they ran out of plates.
The increase in the number of motor vehicles being registered has been attributed to the increase of suppliers of motor vehicles in the province. To date, there are already nine suppliers of motor vehicles which more than doubled the number of suppliers in the past years.
It was also noted that the number of buyers of motor vehicles had also increased due to the special promotional offers of the suppliers for easy-to-own installment basis.
Bidalen said they had already sent their request for empty plates at the LTO – Central Office and these will be available soon.

BANGUED, Abra- The provincial head of the Department of Labor and Employment here is urging the colleges in the province to establish their own Public Employment Service Office (PESO) to help their graduates in their job hunting.
In a radio interview, Dr. Emerito Narag emphasized the need for the private sector to publish their job vacancies in the local newspapers, or be aired over the local radio, and most of all, be posted in the PhilJobNet and registered with the provincial PESO here to give access to job seekers.
Narag is very persistent in the campaign to strengthen the awareness of the private sector employers on the Department Order No. 21 Series of 1994, providing for the posting of job vacancies to all the channels of communications and information in order to give access to the local job seekers to help them land jobs in their localities.
The establishment of PESO offices in the colleges provide referrals and placement of their own graduates, thus, Narag reiterated this campaign to the members of the Industry Tripartite Council (ITC) during their regular and special meetings. The ITC is composed of representatives from the labor and service sectors as well as the academe in Abra.
Meanwhile, Narag again reminded the people especially those applying for jobs abroad to be very careful in contracting the services of recruitment and placement agencies. He advised the public to deal only with agencies that are validated as legal and with existing permit from concerned agencies for their own protection .
While the jobs fair in the province is conducted only once a year, continuing recruitment by private recruitment and placement agencies are carried out in collaboration with the provincial PESO here.

THE OVERSEAS Workers and Welfare Administration (Owwa) recently provided livelihood assistance to the family of Rebecca Orillosa Bocarile, an overseas Filipino worker (OFW) from Bucay, Abra, who died of refractory septic shock due to complications from pneumonia last December 8, 2010.
Bocarile, who worked as a household service worker in Bahrain, is survived by her husband Carlito, and three daughters Emie Rose, 11; Trisia Ann, 9; and Eprilyne, 7.
Last March, Carlito, who is employed as a casual government employee in Abra, received from Owwa a P120,000 check which covers the death and burial benefits of his wife.
Last August 3, Carlito was also handed a P15,000 check under Owwa’s Educational and Livelihood Assistance Program (Elap) for the family’s backyard piggery project. Carlito was also given a two-day Entrepreneurial Development Training, which is essential to sustain their livelihood project.
Meantime, Emie Rose, a Grade VI pupil in Mandalipay Elementary School in Abra was also granted the Elap scholarship to ensure her studies. Under the said scholarship, Emie Rose will receive a subsidized scholarship of P5,000 a year in grade school, P8,000 a year in high school and P10,000 per year in college until she finishes a baccalaureate or vocational course.
Owwa Regional Director Manuela Peña said Elap aims to provide special benefit packages to cover the continuous education for one eligible dependent of a deceased OFW until the completion of his tertiary education or a vocational course, as well as a provision of financial grant for a livelihood project to the legal spouse or dependent.

BANGUED, Abra, Philippines — The Automated Weather Station (AWS) installed at the campus of the Bangued East Central School (BECS) in Barangay Zone 3, here was inaugurated recently and now serves its purpose as an important source of data in determining the weather condition in the province.
Bangued parish priest, Fr. Renato Amasi, blessed the facility and prayed that this weather monitoring instrument be free from all harm and malicious intents and be used for the greater development and safety of all Abreños, especially during bad weather condition and during typhoons.
In his opening remarks, Isidro Vasquez, consultant on Environmental Concerns of the Bangued municipal government, who facilitated the installation of the AWS here, said this weather monitoring instrument would aid farmers in scheduling their agricultural activities from land preparation, to planting and harvesting, according to the weather conditions of the locality considering that there will be a more accurate data gathering of the prevailing weather condition that aids weathermen in determining the weather condition in times of the year.
The instrument can provide pertinent data on weather parameters that would guide farmers in their activities.
The data generated by the instrument would aid planners in providing the support services that farmers and entrepreneurs would need based on the trend of weather conditions in the locality.
