A team of physicians from The Doctor’s Hospital, Bacolod City, headed by Dr. Nicanor V. Vargas III went to Escalante to conduct various medical tests for about 150 patients. | |||
Services conducted for free were glucose testing (FBS and RBS), cholesterol screening, foot screening, chemical testing for urine, ECG (Echocardiogram) and consultation. | |||
A mobile pharmacy was also made available for the members who would like to avail of the medicines. They were assisted by the nurses and staff of the City Health Office. | |||
Mr. Fred Reteracion, the chairman of ECGEM said that the free consultation will become a monthly program for ECGEM and the city government especially for members of the cooperative. | |||

FORTY more public high schools in Negros Occidental are now connected to the Internet as they are recipients of Gearing up and Internet Literacy Access for Students (Gilas) of the Ayala Foundation financed through the Priority Development Assistance Fund (PDAF) of Senator Franklin Drilon. | |||
Drilon, with Ayala Foundation president Vicky Garchitorena, Negros Occidental Governor Alfredo Marañon Jr, and EB Magalona Mayor David Lacson, led the turnover ceremonies of the project to the beneficiary schools. | |||
The turnover ceremony was hosted by EB Magalona National High School. | |||
Drilon said he has allocated P10 million for the Gilas project. P4 million is intended for the province of Negros Occidental. | |||
He also stressed that he will continue to support the project and allocate funds for this from his PDAF. | |||
Meanwhile, Garchitorena said that so far there are 3,000 public high schools in the country which were connected to the Internet through the Gilas project, which was started in 2005. | |||
Garchitorena added though that they will soon turn over the responsibility to the Department of Education and assured Ayala’s continued support for the project. | |||
The project was organized in 2005 by civic-minded businessmen led by Ayala Corporation chairman and CEO Jaime Augusto Zobel de Ayala who hope to make a tangible and lasting contribution towards improving the future of the youth in the Philippines. | |||

BACOLOD CITY, July 29 (PIA) -- Coups are a thing of the past, Senator Gregorio “Gringo” Honasan II said in a press conference here prior to the Vice Mayor’s League of the Philippines Visayas Island Conference. | |||
Honasan was a guest at the conference along with Vice President Jejomar Binay and Senator Tito Sotto III. | |||
The senator said that any coup attempt at this time will not prosper due to the following factors: 1) there so much democratic space; and, 2) initiatives for serious reforms and good governance, including transformational changes in Philippine society, have been set in motion. | |||
“Coups and uprisings from the military are a thing of the past and I am confident that there is no need to be alarmed about it, although we should get to the root causes of these statements and find out if this is a widespread sentiment without prejudice to the report that will emanate soon from the military organization,” Honasan said when asked on his reaction to the statement of Marine Col. Generoso Mariano calling for the ouster of President Benigno S. Aquino III. | |||
“I see no basis for this since the President and his government continues to enjoy a very high trust rating,” said Honasan in reaction to the reported impeachment of PNoy. | |||
Honasan was inspired by the President’s SONA when the Chief Executive mentioned the sustained anti-poverty programs, housing for policemen and soldiers, and continuing reforms in Philippine society including making the taxation system or the revenue generating system more efficient. | |||
Although inspired, Honasan expects that what the President mentioned in his SONA will be given substance in the forthcoming second Legislative Executive Development Advisory Council (LEDAC), which will thresh out national order of priorities considering the country is on the eve of budget deliberations. | |||
“I think we should begin to reconfigure our methodology for changing our leaders instead of relying on people power or uprisings from the military or a combination of both, and we should strengthen our institutions more like our electoral processes through serious electoral reforms,” Honasan added. | |||

The summit started with a thanksgiving mass followed by an opening program and ribbon-cutting ceremony which officially opened the products display and food exhibit showcasing the 10 LGU winners of the 1st Food Festival Cooking Showdown. | |||

The 200 outstanding officials were honored at the 13th National Sandugo Awards at the Diamond Hotel in Manila yesterday. | |||

Among the awardees were Governor Alfredo Marañon Jr., Mayors Evelio Leonardia of Bacolod City, Agustin Ernesto Bascon of Himamaylan City, Lawrence Marxlen de la Cruz of Don Salvador Benedicto, and Alejandro Mirasol of Binalbagan, and 58 barangay captains in Negros Occidental. | |||
Robredo quoted a Philippine National Red Cross report that said "there is a gap of 400,000 units of blood for 50,000 patients." | |||
He said they would not want to have incidents where "we see children dying of dengue fever all because blood is not available." | |||
Department of Health (DOH) assistant secretary Paulyn Jean Ubial said, "As of last year, the voluntary blood-letting program has produced 800,000 blood units and while we have gone a long way, we are still short of 200,000 units." | |||
Ubial said the commitment of the 200 awardees needs to be replicated in order to "ensure we have adequate voluntary blood by 2015." | |||
Robredo added that the National Voluntary Blood Services Program is a joint undertaking of the DOH and the DILG and it needs strong partnership at the local level since "you are vital to help cascade the programs to the people." | |||
This program is successful because you got involved in it, Robredo told the awardees. | |||
"I hope you continue volunteering your services because they mean a lot to our people, the community and our nation," he added. | |||
Marañon said he is happy to see so many awardees, not just the mayors, but many more barangay captains. | |||
He added that he will continue to support the blood program and will urge more chief executives to double their efforts in contributing to it. | |||

NEGROS OCCIDENTAL, July 26 (PIA) -- The municipality of E.B. Magalona is strengthening its efforts on its solid waste management (SWM) program by enhancing the capability of its barangay officials on its implementation. | |||
About 46 barangay chairpersons and barangay kagawads from the 23 barangays of the municipality attended the training on July 22 at the Sunburst Resort at Silay City. They are also chairpersons on the committee on environment | |||
During the training, the participants were given lectures on the basic principles of Ecological SWM as well as environmental impacts, basic provisions and guidelines in the establishment of a Barangay Solid Waste Management Committee. | |||
The Provincial Environment Management Office (PEMO) assisted by giving the municipality the technical capacity by providing resource persons who are experts on the program. | |||
Resource persons include PEM Officer Atty. Ma. Aleta C. Nuñez, who gave the basic provisions of the law, Engr. Jocymar Vitorino who assessed the status of SWM in the barangays to be addressed in their plans, and Ms. Olive Seruelo, Information Officer of PEMO gave a lecture on SWM Information and Education Campaign (IEC) and social marketing as well as tips to be an effective implementer of SWM. | |||
Meanwhile, Forester Vicente los Bañes of Environment Management Bureau in Region 6 enlightened the barangay officials of the roles and responsibilities of the Barangay SWM Committee. | |||
To ensure optimal participation of the barangays, EB Magalona has set up an incentive or reward approach entitled “The search for most environment-friendly barangays” which was launched during the environment week celebration last June 2011. | |||

As President Aquino delivers his State of the Nation Address (SONA) today, government workers are thankful that one of his reforms is to change the leadership at the Government Service Insurance System (GSIS) that paved the way for the improvement of its services to its more than 1.7 million members. | |||
One of these innovations is the GSIS Wireless Automated Processing System (G-W@PS) machines that are installed around the country. It epitomizes the "dependable, anytime, anywhere" battle cry of the agency. | |||
The G-W@PS was developed in the GSIS and makes use of a combination of world-class technologies, such as radio frequency identification, biometrics, and virtual private network to come up with a secure system that can perform processing remotely in a paperless manner. | |||
Using the G-W@PS machine, members can apply for loans, and check membership and loan accounts and process loan applications without any documentary requirement, while Pensioners can also renew their active status in the kiosk. | |||
The G-W@PS kiosk resembles an automated teller machine (ATM) that has a touch screen monitor but unlike an ATM it does not dispense money. | |||
In Negros Occidental, at least 18 G-W@PS kiosks were installed in different cities and towns in Negros Occidental from May to June this year, in addition to the one at the Provincial Administration Center. | |||
Another G-W@PS kiosk was installed at the PAC Building, one in the Bacolod Government Center and 16 others in Cadiz, Bago, Sipalay, Calatrava, Escalante, Himamaylan, Kabankalan, Sagay, San Carlos, Silay, Cauayan, and Hinigaran; and in the Department of Education Division Office of Negros Occidental.* | |||
Leo Villanueva, project development officer of the Cooperative and Livelihood Development Office of the Bacolod City government, said their co-employees are all praises for the G-W@PS kiosk at the BGC for the convenience it brings to them. | |||
Villanueva said they can avail of their Consolidated Loans between two to three days through the G-W@PS which would normally take more than a week if they had processed it at the GSIS Office in Bacolod.Ernie Asoy, population project officer of the City Population Office and president of the Bacolod City Government Employees Union, said, "It saves our time." | |||
"The retrieval period of information on G-W@PS window is very fast, and the Loans window is easily displayed. With the press of a few keys, in a matter of seconds, our loanable amount can already be viewed thus we can make confirmation right away," he said. | |||
This information would surely take a longer time if it is being processed in the GSIS office, where most transactions are manually, he said.Imogene Kanaan, city tourism officer of the Bacolod City government, said saving the employees’ time will also translate to more productivity in the office. | |||
She cited that before, when there was no G-W@PS kiosk at the BGC, many City Hall employees would be absent for half a day just to go to the GSIS Office in Tangub to process paper works for their loans. | |||
Now that there is one inside the BGC, employees can just leave the office in a few minutes. | |||
"With this innovation, I can say that the new GSIS leadership is really serious in straightening things in the agency, and in reaching out to their members," Kanaan said. | |||
Nemia Defiesta, local treasury operations officer of the Bacolod City Treasurer’s Office, said by accessing her status through the G-W@Ps, she can immediately be informed of her remittances and payments for her GSIS loans, as well as her balances."This makes me worry less since I am planning to avail of early retirement from the government service. I can sleep soundly knowing that when I retire, my GSIS records are updated and I will have no problem with the release of my pension," she said. | |||
Employees and middle managers at the Negros Occidental Provincial Capitol are also happy with two G-W@PS kiosks installed at the PAC Building. | |||
Calvin Chavez, storekeeper at the Finance Division of the Provincial Administrators Office, said the bulk of his paper works gets lesser due to the G-W@PS kiosks. | |||
Chavez, who handles the GSIS concerns of all Capitol employees under the Economic Enterprise Development Department (EEDD), said the processing of the loans have become "more paperless" since many procedures can now be done electronically within their inter-office system. | |||
Leonardo Eusebio, administrative officer of the Provincial Administrators Office and the one handling the GSIS concerns of all Capitol employees except those under the EEDD, said their employees are happier with the features of the G-W@PS. | |||
Members can process their E-Cash, Consolidated Loan, and Policy Loans with lesser time than when they process them in the GSIS office. | |||
Chavez said there were many occasions in the past that some of their employees had to stay the whole day at the GSIS office just to wait for their papers. | |||
He said now with G-W@PS, if there is no problem with the member’s requirements, sometimes the loan can be released in 24 hours time. | |||
The G-W@PS kiosks at the Provincial Capitol is being guarded by Romualdo Masicampo Jr., who is employed by the provincial government as a watchman but is now being assigned specifically for the G-W@PS machines. | |||
Masicampo disclosed that aside from the employees of the Provincial Capitol, which total around 2,000, many employees of other government agencies use the G-W@PS at the Provincial Capitol also. | |||
The nearby offices around the PAC Building are those of the Hall of Justice, Department of Labor and Employment (DOLE), National Food Authority (NFA), Landbank, DEpEd, Land Transportation Office (LTO), Social Security System (SSS), and the National Bureau of Investigation (NBI). Those near the BGC are the Commission on Audit and the Department of Foreign Affairs. | |||
Everyday there are between 200 to 300 GSIS members who come to transact at the G-W@PS kiosks here, and the busiest we have are in July and August, probably because these are lean months in our province and people need to loan, Masicampo said. | |||
Roniel Tanguan, audio-visual equipment operator, and Alaine Noelle Borja, assistant information officer, both of the Provincial Information Office, shared they only had to wait for two days for their Consolidate Loans to be released which they applied for this month. | |||
"And the good thing was, I didn’t have to leave the office and go to the GSIS office to process this loan," Borja said. | |||
Evangeline Lachica, fiscal examiner of the Provincial Accounting Office, also said "the G-W@PS window is easily accessible." | |||
"With a few clicks, you can view your balances, loans, and remittances much faster that when you inquire at the GSIS Office," she said. | |||
Although the information in the G-W@PS can also be accessed though the GSIS website, not everyone has access to the Internet, so G-W@PS is a good option, she said.* | |||

BACOLOD CITY, Negros Occidental, July 21 (PIA) -– Some 20 out-of-school college level students of the town of Don Salvador Benedicto successfully finished the career preparation training program for business process outsourcing jobs. | |||
The training was held from June 27 to July 14. Each participant received a certificate of recognition which they can use when applying for a job as call center agent. | |||
The training was conducted by Mary Tolentino of Client First, a leading name in recruitment with global clients like Teleperformance, Stream Global, Accenture and Aegis People Support. | |||
This project replicates the “study now, pay later” program of the national government but in this case it was funded by the municipal government. | |||
The students will have pay back their training fees as soon as they can land a job. | |||
D.S. Benedicto Mayor Lawrence Dela Cruz, in his message during the closing ceremony said that education is one of the keys to advancement and no one can ever take it away from the trainees, that is, the gift of knowledge in the field of communication. | |||
D.S. Benedicto is situated 47 kilometers away from Bacolod City and lies at about 2,495 feet above sea level. Travel time from Bacolod City is approximately one hour by public utility jeepneys. | |||
