'''Sara seeks stronger autonomy to boost crisis response'''.<br>
ILOILO CITY – The new PHP23-million broodstock and hatchery facilities at the Southeast Asian Fisheries Development Center Aquaculture Department (SEAFDEC/AQD) in Tigbauan, Iloilo are expected to boost the supply of aquaculture in Western Visayas and the country as a whole. The facilities composed of a multi-species marine hatchery, multi-species freshwater hatchery and milkfish broodstock tanks were inaugurated by Agriculture Secretary William D. Dar on Thursday. In his message, SEAFDEC/AQD chief Dan D. Baliao said the structures would serve as model facilities for the multi-species hatcheries that will be built in the future under the "Fry Sufficiency Program” which they will undertake together with the Bureau of Fisheries and Aquatic Resources (BFAR).
DAVAO CITY - Mayor Inday Sara Duterte is pushing for stronger local autonomy to boost the potential of local government units in responding to a crisis. In her recent talk during the 2021 Regional Planning of the League of Municipalities of the Philippines (LMP) at the SMX Convention Center, Lanang, Davao City, Mayor Sara said that a stronger local autonomy is a viable tool to harness the potential of the local government units in addressing situations such as the coronavirus pandemic. “I have personally seen the value and the benefits of strengthening local autonomy, especially now at the age of Covid-19. Our local government units need the financial stability and operational capacity to sufficiently respond to crisis without sacrificing funding for priority programs and projects. I joined the League of Municipalities of the Philippines in the call to push for income reclassification of municipalities,” she said.

'''Barangay certificate, clearance option for PhilSys registration'''<br>
LEGAZPI CITY – The provincial government of Albay has now lifted the checkpoints for strict border control regulations manned by the Philippine National Police (PNP). This was contained in Executive Order (EO) No. 35 issued by Albay Governor Al Francis Bichara on Thursday. "Reasonable restrictions may be imposed by the local government units (LGUs) of destinations, which should not be stricter as those prescribed under higher alert levels and subject to the oversight, monitoring, and evaluation of their respective Inter-Agency Task Force," the EO stated. Albay is now under the lower Alert Level 2 community quarantine status in the fight against coronavirus disease (Covid-19). Based on Department of Health data, Albay has 654 active cases of Covid-19 as of December 5. On vaccination coverage as of December 3, a total of 614,794 individuals or 62 percent of Albayanos are now inoculated with at least one dose of the coronavirus vaccines out of the total target population of 987,297.
DAVAO CITY - Individuals who have no valid ID can use a barangay clearance or barangay certificate to register for the Philippine Identification System (PhilSys). “If you don’t have a valid ID, Barangay Clearance is the last option for 18 years old and above and Barangay Certificate for 15 to 17 years old,” said the PhilSys team in Barangay Maa here in a recent social media post. The PhilSys team also reminded the registrants to attach a 2x2 picture to their barangay certificate. The barangay certificate and clearance should contain the registrant's complete name including the middle name, date of birth, and the complete address.
