Proclamation No. 472, s. 1965 by then president Macapagal officially made Rio Hondo the site for the first Muslim or Moro community in the Philippines. The first community in the Philippines created for a Religion by the Philippine government. Misguided and ignorant non-muslim filipino leaders thought or believed that moros or muslims were indigenous people. They blinded themselves from the fact that moros or muslims are the followers of the religion of Islam. That anybody (color or race) can be a moro or muslim.
