The Philippines has been a "decentralized" form of government since 1991, contrary to what most Filipinos think. Ever since the creation of Republic Act 7160, each LGU is responsible for its own domain. Even the smallest LGU the barangay creates its own Budget. It is not dependent on handouts from the city, municipality or province. "IMPERIAL MANILA IS A MYTH!", it does not exist anymore. The Philippine budget formulation system is not centralized. "Budgetary planning has been DECENTRALIZED since 1991". It is the responsibility of each LGU to submit their budgetary needs for review. Failure to submit is the problem.

History of Sindangan, Zamboanga del Norte, Philippines

The municipality of Sindangan was created on December 22, 1936 by virtue of Executive Order 97 signed by then President Manuel L. Quezon.

Formerly an isolated barrio of the municipality of Katipunan, Sindangan is now among the top revenue generating municipalities of the province of Zamboanga Del Norte.

Exactly how Sindangan got its name is shrouded in mystery, however there are two popular versions being spread around town, the fish version and the flower version.

The flower story speaks of beautiful flowers growing in the place (Sindangan is still known for its orchids until the present). A Spaniard chanced upon the flower and asked the locals if there were any pests in the plant. With their very little knowledge of Spanish, the locals answered "sin dangan" or "no pest". Henceforth, the area was called the place with no pests or "sindangan"

The version on the fish relates a story of a fisherman walking home carrying with him a basket of fish. The Spanish Guardia Civil stopped him and he was asked what the name of the place was. Thinking he was being asked what type of fish he was carrying, the fisherman answered "indangan". The Spaniard heard it to be Sindangan and the place was called the name ever since.

The early natives or settlers in the municipality were the Subanen. Over the years, and partly due to the existence of a military camp nearby, people from Luzon, Visayas and other Mindanaoans migrated to the area, pushing the Subanen to the nearby mountains.
