In view of the ongoing unfortunate incident that is taking place in this city which started early this morning brought about by the sieged perpetrated by the members of the MNLF group, in the Barangays of Sta. Barbara, Rio Hondo, Mampang, Sta. Catalina, Mariki and Talon Talon causing panic not only to the affected residents but also to the entire populace of the city, aggrevated by the hostaging of several civilians as human shields and evacuation of several residents, and in view of the pronouncement made by City DILG director Mohamad Taha S. Arakama, who was present in today's session and who briefed the Body on the situation obtaining in the city , that the Honorable City Mayor is urgently requesting the Honorable members of the Sanggunian Panlungsod to convene in a Spedial Session today in order to address this situation ?? ?? with this man made calamity, and considering that SP Resolution No. 840 dated Septermber 24, 2012, declaring Zamboanga City in a state of calamity due to the massive flooding in several barangays due to Typhoon "Lawin", has not been lifted yet, Honorable Rogelio L. Valesco Jr. proposed the adoption of a resolution to continously declare the City of Zamboanga in a State of Calamity, with its expanded purpose, and to authorize Her Honor, the City Mayor, the release of the city's calamity funds for assistance to those affected residents of the city and to support the on-going program and operations to address this manmade calamity, subject however, to compliance of existing laws, rules and regulatins.

After due consideration, on motion by Honorable Rogelio L. Valesco, jr. jointly and severally seconded by all Members present, it was

Resolved, that the Sangguniang Panlungsod of Zamboanga hereby continuosly declares the City of Zamboanga in a State of Calamity due to the present peace and order crises, and to authorize Her honor, the City mayor, to release the city's calamity funds for assistance to those affected residents of the city and to support the ongoing program and opreation to address this manmade calamity, subject however, to compliance of existing laws, rules and regulations, transmitting this resolution to her honor, the city mayor, for the appropriate action, and furnishing copies hereof to the City Budget office, The City accountant, the city treasurer and the city Auditor for information.

  • How did the administration have such an advance notice? Check Facebook posts about this siege. Will you find very very early posts about rebel complete take over? Highly commendable for the administration to be able to assemble the Sangguniang Panlungsod (city council) that early in the morning. Much more highly commendable is for the city DILG director already having all the intelligence gathered from the Military and PNP (Philippine National Police) regarding this calamity.

Nobody was really sure it was the MNLF until late in the day of 9/9/13 (That's how the news reported it). Full military and PNP force was not dispatched (per news again) until late afternoon of 9/9/13. This document records that the Office of the Sangguniang Panlungsod met early morning of 9/9/13. And have already concluded and declared that the City was in a state of calamity?

    • September 9, 2013: Before noon time on the 9th of September while the war was still escalating, The Sangguniang Panlungsod (City Council) of Zamboanga City had an emergency meeting and declared the City of Zamboanga to be in a "State of Calamity".

    • If the ARMM and the NCMF remains (per 1987 constitution) politicians will continue to poke at Non-Muslims and Muslims to be at war. There is a built-in national budget for this. The people will continue to suffer. Solution: Amend the constitution.
    • As long as the Philippine Government continues to favor the Muslim Religion by financing it through the ARMM and the NCMF with a yearly national budget, there will always be jealousy and disgruntlement among the non-muslims.
    • Repeal the ARMM and the NCMF. Respect the constitution's "Separation of Church and State".
