One of the best forms of transportation.

The city of Zamboanga has a strange franchise law. The motorcyle and the sidecar is licensed as one vehicle. So in effect when the engine of the motorcycle can't be fixed anymore, a new franchise has to be acquired or junk the unit. The city does not allow the operator to replace the motorcycle. An old two cycle engine can't be replaced with a brand new engine that is less polluting and more fuel efficient.

Now you would think that it would be a no-brainer to let the operator replace the engine or the motorcycle. But the legislature (City Council) could possibly have their pockets lined by the franchise holder.

So the city council creates laws to implement fixed fares but they do not implement the law. This is one of the biggest problems of Zamboanga City, the implementation of laws.

Why doesn't Tricycle Adjudication Board Chairman Atty. Jesus Carbon do something about this? The City Legal Officer Atty. Carbon, only blows his horn but does not continue on the implementation of the prosecution of violators.

They all rant and rave but nobody does the continued implementation of the law.
