The Philippines has been a "decentralized" form of government since 1991, contrary to what most Filipinos think. Ever since the creation of Republic Act 7160, each LGU is responsible for its own domain. Even the smallest LGU the barangay creates its own Budget. It is not dependent on handouts from the city, municipality or province. "IMPERIAL MANILA IS A MYTH!", it does not exist anymore. The Philippine budget formulation system is not centralized. "Budgetary planning has been DECENTRALIZED since 1991". It is the responsibility of each LGU to submit their budgetary needs for review. Failure to submit is the problem.

Baliangao is a 5th class municipality in the province of Misamis Occidental, Philippines. According to the 2000 census, it has a population of 14,552 people in 3,255 households.

   * The 2.5-km. long Balinga0 Beach, in Tinago, is located north of the town.
   * Sunrise Beach.
   * Cagban Island.
   * Baliangao Marine Park is a 74-hectare wetland fish sanctuary in Danao Bay.  It is managed by the Pipuli Foundation and was named by the University of the Philippines as the Third Best Managed Reef in 1997.  The park has a mangrove swamp and a natural depression inside the large intertidal zone.

The beginning of Baliangao


   * Baliangao was originally a part of Dapitan (Zamboanga del Norte)
   * It was one of the nine original towns of Misamis Occidental when Act No. 3537 on November 2, 1929 divided the old province of Misamis into Misamis Occidental and Misamis Oriental.
   * The town’s name was derived from the word balay sa langaw meaning “house of flies.”
