Minimize corruption and maximize prosperity with a Guarantee of One Senator per Region. They divided the Philippines into REGIONS, but kept SENATORIAL representation national with no accountability to any regions.. No wonder many regions remain poor. Petition for a regional senatorial election. All regions will have senatorial representation.

The Philippines has been a "decentralized" form of government since 1991, contrary to what most Filipinos think. Ever since the creation of Republic Act 7160, each LGU is responsible for its own domain. Even the smallest LGU the barangay creates its own Budget. It is not dependent on handouts from the city, municipality or province. "IMPERIAL MANILA IS A MYTH!", it does not exist anymore. The Philippine budget formulation system is not centralized. "Budgetary planning has been DECENTRALIZED since 1991". It is the responsibility of each LGU to submit their budgetary needs for review. Failure to submit is the problem.

Tambanan is one of the barangays of Naga in the Zamboanga Sibugay province within the Zamboanga peninsula and is part of Region IX in the Island of mindanao.

History of Tambanan, Naga, Zamboanga Sibugay, Philippines

The Barangay was named after a local fish, "tamban", which is abundantly sold in the area, thus the name, Tambanan. It was created as a Barangay on September 15, 1930 under the Municipality of Naga in the province of Zamboanga Sibugay.

In 1937 to 1938, when Pedro Changco headed the community, he bought lands from the natives and christians and the rubber plantation started. Its operation stopped during the Second World War, and the Changco's returned to Visayas leaving behind their workers. The plantation operated again under the management of Ramon Lacsamana under a new name, Zamboanga Rubber Company (ZRC). During the course of its operation, the company faced challenges in the form of rebels, robbers and even Department of Agrarian Reform (DAR) personnel.

In 1960's, the Barangay experienced its share of problems in the form of flash floods and people residing near the creeks and canals lost some of their properties.

In 1988, CARP was implemented and farmers who were awarded Certificate of Landownership (CLOA) took over the operations of the company. There, TAMBANAN AGRARIAN REFORM MULTI-PURPOSE COOPERATIVE (TARBEMCO)was born and on January 13, 1993, it was officially registered with the Cooperative Development Authority (CDA).

Today, TARBEMCO is managing 994.158 hectares of rubber plantation, providing employment to many thereby supporting almost the entire community in terms of livelihood.

TARBEMCO pays loan, redeems land title

IPIL, Zamboanga Sibugay, 21 Feb (PIA) -- Showing what a hardworking and resourceful cooperative could achieve, Tambanan Agrarian Reform Beneficiaries Multi-Purpose Cooperative (TARBEMCO), a rubber-based cooperative in Naga, this province received on February 15, 2012 its land title covering 869 hectares of an awarded land through the implementation of Comprehensive Agrarian Reform Program, and certificates of registration of two six-wheeler hauling trucks which were made as collaterals of a loan it availed from the Department of Agrarian Reform – Development Bank of the Philippines (DAR-DBP) Window III Financing Program.

In a short but meaningful ceremony held at the DAR Provincial Office, Ipil Heights, Provincial Agrarian Reform Officer (PARO) Rizzel Villanueva, turned over the land title and the vehicle registration certificates to TARBEMCO through its Board of Directors Chairman Oliver Dolera.

Representatives from the DAR Central Office – Project Development Management Service (PDMS) Maria Theresa Baul and Rose de la Torre witnessed and attended the ceremony. Also present were Naga Municipal Agrarian Reform Officer Flordie B. Bagundol and Atty. Judith P. Patriarca, Legal Division Chief of DAR Zamboanga del Sur, who both played significant roles in the financial assistance granted to TARBEMCO.

TARBEMCO received assistance from the DAR-DBP Window III Financing Program in the form of loan in the amount of Php 5.4 million way back in 1992 which was used as the initial operating capital on the cooperative’s rubber replanting program. On August 18, 2011, the coop made its final payment amounting to Php. 41,528.04, thus freeing itself from the said loan obligation.

ZamPen’s Noche de Honor Caps Labor Day Month-long Celebration

Awarding of Outstanding Workers and Companies Sat, Jun 04, 2011 (Source: DOLE IX) Zamboanga City – The final salvo of the 2011 labor month celebration culminated in a fitting tribute to outstanding private sector employees and employers in Zamboanga Peninsula Region. This was held last May 31, 2011 at the Lantaka Hotel by the Sea, this city. The event, now on its second year, kicked off with a provincial search as early as February 2011 which gave a headstart to DOLE Field Offices to advocate, launch, convene selection and conduct their respective awarding ceremony.

Mr. Jose Suan, Vice-Chair representing Labor of the Regional Tripartite Industrial Peace Council (RTIPC), in his opening message, congratulated DOLE, its leadership, the Regional Coordinating Council (RCC) and intermediaries for putting together series of regional activities for a meaningful final salvo. “We hope good things will not end tonight, social justice and tripartism will continue to be sustained para makamit ang tuwid na daan tungo sa kaunlaran Para sa Lahat” he said.

Active Public Private Partnerships at work in all aspects of this laudable initiative, afforded the coming together of stakeholders by way of creative linkages and bonds as seen in the involvement of the Tripartite Industrial Peace Councils of Zamboanga City, Zamboanga Sibugay, Dipolog City and Pagadian City with all of DOLE family, intermediaries, LGU partners and social partners particularly the Rotary Club East of Zamboanga City, as one of the major sponsors of this event.

No less than Assistant Sec. Hon. Ma. Joji V. Aragon came to celebrate the twin victory of employers and employees of ZamPen. Her warm presence was felt even more when she delivered her keynote message.

“In looking for outstanding workers, we collectively make a statement to reflect on the importance of pursuing a culture of excellence at work. It is also to always provide value-added work and a good time to ponder on the essence of the dignity of work, which to a good extent means to do our best and be an exemplar in whatever job we do,” Asec. Aragon said.

“By honoring the best employer, we collectively take stock of what works in terms of effective business practices, what works in raising productivity and competitiveness; and what works in ensuring workers welfare-ingredients of a successfully-managed and sustainable business,” the Assistant Secretary added.

She also lauded ZamPen for showing that business and workforce objectives are best pursued if common and shared and that is about creating a balance between dynamic economy and productive workforce which ultimately bears on individual workers’ interest and well-being, thereby achieving decent work for all.

All awardees received Plaques of Excellence while outstanding employees received cash incentives as well, courtesy of Rotary Club of Zamboanga City-East. Certificates were likewise awarded to the employer-nominees, namely: Philippine Pioneer Rubber Product Cooperative of Zamboanga Sibugay, Katipunan Bank (ZN), Inc, Lee Plaza City Central and Rural Transit Mindanao Inc. of Dipolog City as well as to employee-nominee Charlie M. Quijano of Lee Plaza Central, Dipolog City.

Lending prominence and prestige to the event was the participation of various performing groups in the program. The Unibersidad de Zamboanga Grand Chorale, Southern City Colleges Sinag Tala Performing Arts, and the Top Plaza Hotel Performers (“Talenyado Night” winner of ZaNorte’s labor day activity) who took days off from their work and traveled all the way from Dipolog City to entertain the audience.

The program was hosted by the powerhouse tandem of Ms. Jazmin O. Cinco, LIO, TSSD and Engr. George G. Ledesma, RTIPC Vice-Chair for Management and Industrial Group of Zamboanga Inc (IGZI) President. The well thought-out preparation and execution would not have been possible if not for the collective effort of all involved as punctuated in the closing remarks given by IMSD Chief Ms. Elsa B. Tan, Chair of the TWG Labor Month Celebration.

The Search is a local initiative of RD Ligutom and has been implemented in the regions he was previously assigned. “It was conceptualized and implemented as a way to deepen DOLE’s engagement with the community and to make its presence more meaningful and relevant by recognizing outstanding workers and companies, promote strong employee morale, boost efficiency, improve productivity, encourage social responsibility and accountability, maintain industrial peace, and elevate the competitive advantage of the country,” he explained.

TARBEMCO made an over-all payment amounting to ₱ 9, 000, 000.00. After a series of processing of papers and documents by the DAR, TARBEMCO finally took back its land title and motor vehicles’ registration certificates which they now own free from encumbrances and liens.

The event was a glorious milestone in the history of TARBEMCO which, like many rubber-cooperatives, went through a struggle in its journey in rubber farming plantation. Only a few Agrarian Reform Beneficiaries (ARBs) cooperatives throughout the region have paid their loan obligations which they incurred during the previous years when they suffered financial crisis. The achievement of TARBEMCO also brought joy to DAR Zamboanga Sibugay which is continuously supporting rubber-based cooperatives in Zamboanga Sibugay, Zamboanga del Norte and in Isabela City, Basilan.

TARBEMCO has already paid its land amortization for the awarded property to LBP back in May 2011 in the amount Php 19,334,602.43 pursuant to the provision in the Comprehensive Agrarian Reform Law (CARL). Under the CARL, landowners are given just compensation to be advanced by the government, while farmer beneficiaries who were awarded with the CARP-covered agricultural land will have to pay amortization to LBP. Thru determination and hard work, TARBEMCO has really achieved its vision, setting a real paradigm to other ARBs and to other cooperatives. (JPA/CAL/ALJ/DAR/PIA-Zamboange del Sur)
