Continuous info dissemination helps decrease fire incidents says BFP Quirino

CABARROGUIS, Quirino, Feb 4 (PIA) -- Fire Marshal Chief Inspector Santos Gawongna of the Bureau of Fire Protection (BFP) here said that their continuous information and education campaign (IEC) in schools and barangays is paying off as shown in the decrease of fire incidents in the province.

Gawongna said there were 13 fire incidents recorded in 2010 while there were only five in 2011.

He said 12 of the fires were accidental, one intentional. “Last year, all the five incidents were accidental,” Gawongna further detailed.

Gawongna said this can be attributed to the continuing information campaign that they are conducting in every barangay and in schools.

For this year, the BFP has already conducted IEC in 68 out of the 132 barangays which is the agency’s main activity during the regular conduct of “I Love Quirino” caravan by the provincial government.

“In the IEC, we educate the barangay folks on the prevention and suppression of all destructive fires on buildings, houses and other similar structures; forests; vehicles and equipment and petroleum industry installations,” Gawongna explained.

10K hectares of palay ruined by rats

RAT infestations in the provinces of Isabela and Quirino in Cagayan Valley resulted in damage to 10,000 hectares of palay.

Region II Agriculture director Lucrecio Alviar, Jr. said about 7,977 hectares of crops were damaged in Isabela while at least 1,070 hectares were destroyed in Quirino.

Most of the destroyed crops were planted near the creeks and irrigation canals.

Although the infestation has already been contained, Alviar said the affected areas still comprise 15 percent of the 51,497 hectares of planted areas.

The DA through the Cagayan Valley Integrated Agricultural Research Center provided affected farmers with 27 kilos of rodenticides aside from conducting massive rat baiting campaign.

Massive information campaign was also undertaken to teach farmers and other rural folks on how to effectively control rats and prevent similar occurrences.

DA, NIA conduct consultation forum on the proposed 5 croppings in 2 years scheme

CABARROGUIS, Quirino, February 1 (PIA) -- The Department of Agriculture and the National Irrigation Administration conducted a consultation forum on the proposed adoption of the proposed Five-Croppings in Two Years Scheme last Friday, January 27, 2012 at the Magat River Integrated Irrigation System Multi-Purpose Hall, Cauayan City.

In his presentation, Vicente E. Galvez, Regional Irrigation Manager of the National Irrigation Administration Administration-Region 2, said that the proposed scheme will effect to a 175,356 metric tons increase in palay production for the service area of NIA-Region 2. “This means additional income for our farmers in the area,” he said.

“Under the proposed scheme, there would be five croppings starting January 2012 until December 2013. The last day of irrigation water delivery for the first cropping or regular dry crop for 2012 would be in March 26 and irrigation water delivery for the second cropping (regular wet crop 2012) would immediately start in April 10. This would allow a third cropping or late wet crop for 2012 starting September 4,” Galvez explained.

On the other hand, Lucrecio C. Alviar, Regional Executive Director of the Department of Agriculture -Region 2 stressed that with the advent of climate change, there is a need to revisit the way of doing things, particularly the cropping patterns.

Farmer leaders who attended the consultation welcomed the new scheme. However, they expressed apprehensions on the availability of seeds and also the nutrient requirements of the soil, considering the short period of its recovery from the previous cropping.

Director Dante S. Delima, assistant secretary and national director of the AgriPinoy Rice Program of the DA, said the activity was just the initial consultation and if all stakeholders agree to the scheme, the DA would focus its resources towards providing the necessary interventions to ensure the success of the program.

MARIIS officials will be conducting a workshop this week to further discuss the feasibility of the scheme in its service area in line with the projects it is scheduled to implement this year. (TCB/PIA 2 with Melissa C. Agbisit)

Quirino tourism office unveils provincial tourism master plan

CABARROGUIS, Quirino, Jan. 30 (PIA) -- The Provincial Tourism Office here recently bared the 15 eco-tourism projects to be developed under the tourism master plan from 2010-2015. Provincial Tourism Officer Aurea V. Martinez said these projects include the ongoing construction of wake boarding sports facilities, improvement of the Capitol Sports Complex, establishment of Zafari and Zoo Park, construction of motocross track and trail, firing range and purchase of white water rafting equipment. Martinez said the provincial government will also establish a commercial plaza and sports complex, procure additional boats for sustainable development of the I Love Quirino Park, improve the Aglipay Caves & Campsite and Governor’s Rapids and sustain the road side tree plantation. “The province will also come up with a heritage and cultural program for all municipalities through the involvement of secondary, tertiary and vocational institutions to preserve the indigenous culture and dialect,” Martinez added. Meantime, the provincial government shall also push through with the construction of North Eastern Luzon Expressway (NELEX) at Nagtipunan-Dinadiawan, Aurora-Alfonso Castaneda, Nueva Vizcaya-Caranglan- San Jose City, Nueva Ecija. The project entails the construction of around 133-175 kilometers of roads and 1,950 km of bridges. The proposed road will serve as an alternate to Dalton Pass and it is expected to strengthen inter-regional transport linkages, promote strong physical integration and hasten the development of the province. The feasibility study is also on going for the construction of Quirino Airport to be established at Aglipay-Maddela with an implementation schedule of 2012-2040. The tourism master plan is in line with the priority development thrusts of Gov. Junie E. Cua and Cong. Dax Cua to place the province in the national development road map, which in turn aims at transforming the province into a one sstop ecotourism and adventure destination in Cagayan Valley.(TCB/PIA 2)

1,830 typhoon-affected Quirinians to have new homes through DSWD’s core shelter project

CABARROGUIS, Quirino, Jan. 28 (PIA) -- The Provincial Social Welfare and Development Office (PSWDO) here has reported that the 1,830 families who were rendered homeless by the previous typhoons will soon have new homes through the Department of Social Welfare and Development’s Core Shelter Assistance Project. Provincial Social Welfare Officer Laura Matammu said the P202,883,600 fund from the DSWD intended for the project is now ready and the construction of houses has been started. Matammu said the core shelters will be constructed sporadically in the lots owned by the affected families in Diffun, Cabarroguis, Saguday and Aglipay and in communal sites donated by the local government units of Maddela and Nagtipunan . “Of the total amount, P128 million will be for the construction of core shelter units; P45 million for the emergency assistance of the 9,192 partially affected families and P28 million for the cash for work program,” Matammu disclosed. The provincial social welfare officer also said that Gov. Junie and Cong. Dax Cua will shell out P20 million each as additional fund for the project. (TCB/PIA 2)

OWWA 2 invites OFWs’ relatives to enroll in Microsoft Tulay program

CABARROGUIS, Quirino, Jan. 24 (PIA) -- The Overseas Workers Welfare Administration (OWWA) in region 2 is urging Overseas Filipino Workers (OFWs) and their legal beneficiaries to enroll in the Microsoft Tulay program, a special project in partnership with Microsoft Corporation which provides information and communication technology training to OFWs and their families to broaden their career opportunities. Nestle Baccay, OWWA-based Information Technology instructor, said only a few OFWs and their relatives are enrolled in the program that is why OWWA is doing everything to motivate them to avail of the program. Baccay said the program is open for students who want to learn basic computer applications such as MS Word, Powerpoint, Excel, video editing as well as using the Internet. Baccay said this will enable the OFWs and their families to communicate through the Internet. The project also aims to address the primary issue of family disintegration. “Through the project, problems arising from OFWs’ prolonged separation from their families will be prevented,” Baccay added. NGCP-scheduled shutdown to affect Quirino, Nueva Vizcaya, Ifugao and parts of Isabela

TUGUEGARAO CITY, Jan. 21 (PIA) -- The National Grid Corporation of the Philippines (NGCP) served notice of the scheduled shutdown of some of its transmission facilities on January 25, 2012 from 4:00 to 6:00 in the morning. The affected distribution utilities (DUs) are Quirino Electric Cooperative (QUIRELCO), Nueva Vizcaya Electric Cooperative, Inc. (NUVELCO), Ifugao Electric Cooperative, Inc. (IFELCO) and Isabela Electric Cooperative I (ISELCO I). Lilibeth Gaydowen, NGCP’s Corporate Communications and Public Affairs officer for North Luzon said the specific cities and municipalities to be affected by the power interruption are determined by the said DUs, unless the activity affects the entire franchise area. Gaydowen added that the DUs allot the available power within their franchise area and implement the power interruption schedule among the end-users. The corporate communication officer explained that the temporary shutdown aims to facilitate extension of Blackstart Service Test of Ambuklao Hydro Electric Power Plant to Magat Hydro Electric Power Plant. “The said test will validate the capability of the plant to start from complete shutdown without the assistance from external power coming from the grid. This provision will enable immediate restoration of power supply in the Northern Luzon sub-grid during emergency situation,” Gaydowen explained. Gaydowen assured that normal operations will immediately resume after work completion. “NGCP’s customers and the general public are advised to take the necessary preparations and precautions for this scheduled interruption,” she said. NIA to convert Addalam Dam into infra-tourism

SAGUDAY, Quirino, Jan. 18 (PIA) -- The National Irrigation Administration (NIA) region 2 said it will convert the Addalam River Irrigation Project (ARIP) here, into infrastructure tourism to maximize its potentials not only to irrigate thousands of rice fields but also for the development of the tourism industry of this town and the whole province. Regional Project Monitoring Committee, Project Manager Estanislao Najera said the dam has big potential as tourist spot with its clear waters, a state-of-the-art dam and its accessibility to all types of vehicles. Najera said there were already some tourists who visited the area. However, there is a need to enhance the area and establish some facilities to be able to convert it into infra-tourism. Najera also confirmed that the waters in the upstream of the dam is where the most expensive fish species thrives, the “Ludong,” which is now being advocated by the Bureau of Fisheries and Aquatic Resources (BFAR) region 2 for its preservation and conservation of its potential for economic development. Cecil Dy, a private sector representative of the regional project monitoring committee, said the plan is very laudable and it will pave the way towards the conversion of other infrastructure project of the government into a tourism destination. On the other hand, NEDA Assistant Regional Director MaryAnn Darauay stated that through the regional project monitoring committee (RPMC), other projects with tourism potentials that are being implemented by LGUs and other government agencies will be converted into an infra-tourism. Quirino hospital to be completed in June

CABARROGUIS, Quirino, Jan. 17 (PIA) –- The on-going construction of the Quirino Provincial Hospital (QPH) in barangay Mangandingay is targeted to be completed and inaugurated in June of this year. Architect Carlos Salvador of the provincial engineering office said the construction is already on its 6th phase and an addition of manpower was done to fast track the completion of the project. Salvador presented that the overall project cost is P300 million, where P183.3 million was sourced from the Department of Health’s facilities enhancement project, P30 million from Congressman Dakila Carlo Cua’s fund and the rest came from the province’s fund. “It is already 70 percent completed and we will try our best to finish the project before June to formally open it to the public,” Salvador said. He further stated the old hospital of the province can no longer accommodate sick constituents that is why some still seek health services in the nearby provinces, such as Isabela, Nueva Vizcaya and even in Manila. The new provincial hospital is a 250 bed capacity with state-of-the-art facilities.. He further said the hospital will not only help sick individuals but also some of the unemployed. (TCB/OTB/PIA-2)

DOLE Quirino bares accomplishments

CABARROGUIS, Quirino, Jan. 12 (PIA) -- The provincial head of the Department of Labor and Employment (DOLE) here has reported that their office Based on its accomplishment report, DOLE Quirino was able to facilitate the application of some 1,715 job applicants, higher than their 1,350 has exceeded their 2011 targets in employment facilitation, Special Program for Employment of Student (SPES) and jobs fairs.target. Of the total number facilitated, 1,346 were hired under the Public Employment Service Office. Guillermo C. Tan, DOLE provincial head said the remarkable accomplishment is attributed to the strong support of the PESOs of the province in the implementation of employment programs as well as the strong linkages with the schools/universities and the Technical Education and Skills Development Authority. On SPES, Tan said they targeted 1,200 student beneficiaries but they were able to register 1,300 beneficiaries or 108 percent accomplishment. Out of the registered student beneficiaries, 1,200 were targeted to be absorbed and 1,250 students were actually placed or 104 percent accomplishment. Seven jobs fairs were conducted in the municipalities of Nagtipunan, Saguday, Maddela and Cabarroguis, Diffun, Aglipay during celebration of their town fiestas and one at St Marks School on its founding anniversary celebration. On capability building services for livelihood, DOLE 2 had provided a total of P2,831,514 livelihood assistance to some 14 local government units, cooperatives and some individual beneficiaries. Highlighting their accomplishments are the liquidation reports they retrieved from their beneficiaries such as LGU Saguday - Nego Kart, P135,000; La Paz TODA- P200,000; MAGSALO- P120,000.00 and Starter Kit-PWD, P100,000.00. Quirino residents relieved from interests, penalties of overdue real property tax payments in 2011 and prior years

CABARROGUIS, Quirino, Jan.11 (PIA) -- The provincial board here has approved an ordinance condoning the interests and penalties on overdue real property tax payable to the provincial and municipal governments in 2011 and prior years on account of the calamities that visited the province. Citing Section 276 of Republic Act 7160 or the Local Government Code of 1991 which states that in case of a general failure of crops or substantial decrease in the price of agricultural or agri-based products, or calamity in any province, the Sangguniang Panlalawigan on recommendation of the local disaster council passed Ordinance No. 4 aimed at condoning or reducing the taxes and interests in all the municipalities of the province. The provincial board said that the move is a form of relief assistance to real property owners who have failed to pay real property taxes in 2011 and prior years. It can be recalled that last year, typhoons Juaning, Pedring and Quiel adversely affected plantations of palay, corn, vegetables, bananas and orchards as well as destroying thousands of houses and various government infrastructures. The period of payment of the basic real property taxes including the corresponding special education fund is from January 1, 2012 until June 30, 2012 only. Taxpayers can pay in staggered basis. Quirino residents score slow gov’t action on fallen bridge

MADDELA, Quirino—Residents in the eastern district of this province have assailed the slow action of the government in repairing a fallen bridge along the main highway in Barangay Villa Norte, which, they said, has been taking its toll on the local economy. They bewailed the lack of concern shown by officials over their plight, with local traders and farmers bearing the brunt of the problem with the difficulty of transporting their goods to and from this town and nearby Nagtipunan in the past three months. “We do not know what it would take for our officials to do something because with the way they are acting right now, it’s like they simply don’t care,” said a grocery store owner in Barangay Poblacion Norte, who asked not to be named for fear of harassment. The Tungcab Bridge was damaged by Typhoon “Pedring” in September, isolating Quirino from the coastal towns of Isabela and Aurora, as well as Maddela and Nagtipunan towns from rest of the province. This has put an added cost on basic commodities, mainly on the transport of goods and other farm produce as cargo trucks could not deliver their load straight to public markets and other retail outlets. “We always hear our buyers complain, suspecting that we are taking advantage of the situation by getting so much profit on our products. But we face the risk of [losses] if we do not pass on the added [transportation] cost,” said Rita Juan, a store owner in Ponggovillage in Nagtipunan town. Office employees and students would have to spend an additional P20 in their daily fares. The Department of Public Works and Highways (DPWH) earlier repaired a detour, but one which passes through a rugged upland dirt road from Barangay Victoria in Aglipay to Barangay village in Maddela, prolonging travel time by almost two hours. As an alternative, temporary repair work had been done on the bridge, but allowing only light vehicles, through a steep and narrow path on the damaged bridge. Although the Tungcab Bridge is a national government concern, Gov. Junie Cua said the provincial and town governments have been working closely with the DPWH and the private sector to ensure that the road would not be closed to traffic. He cited the construction of the overflow bridge through the resources of the Quirino and Maddela governments, the DPWH and the local business sector. “Unfortunately, due to continuous rains, the [alternate overflow bridge] was washed away and had to be rebuilt twice already,” he said. CABARROGUIS, Quirino, Dec.29 (PIA) -- Around 24 personnel of the Department of Education here were recently feted in fitting rites during the annual Division Public School Teachers and Employees association convention and Teachers’ day celebration at Saguday, Quirino. Among the recipients of ‘Most Outstanding’ awards were: Eduardo C. Escorpiso, Jr, Science supervisor; Regina Carbonel , secondary school principal; Sonia Pagbilao, elementary school principal); Fely Manuel, secondary school head teacher); Zosima Canilao, secondary school head teacher); Vic Emerson Danao, department head and Amelia Naval,elementary school head teacher. Teachers Nerliza Domingcil, Erlito Madriaga, Eliza Marcelino and Josephine Salviejo were awarded as Outstanding Master Teachers. Six secondary and elementary teachers namely, Noveline Tacata, Arnold Saballa, Vivian Cristobal, Vilma Matamis Irene Decena and Apolonio Butron; guidance counselors Eduardo Rios and Mary Mercy Bustillos were likewise awarded. Instructors Rosalinda Edu and Ma. Luisa Cortes of Maddela Institute of Technology, Jesse Palacay of Saguday National High School and Filomena Molina of Maddela district were awarded as outstanding employee, instructors and retiree respectively. Meanwhile, division Brigada Eskwela winners were also recognized. For small category, the winners were Mangandingay Elementary School (first); Dibul Elementary (second); Isidro Paredes Elementary (third). For exceptional category, La Paz Elementary School (first); Aglipay East (second) and Big category, Aglipay West (first), Saguday Central (second) and Cabarroguis Central (third). Cong. Cua elected Red Cross governor anew

CABARROGUIS, Quirino, Dec. 16 (PIA) -- Congressman Dakila Carlo Enriquez Cua of the lone district of Quirino province was re-elected as a member of the Board of Governors of the Philippine Red Cross during the recently concluded 29th Biennial National Convention at the Manila Hotel on December 7. Cong. Cua was elected as PRC governor along with Leonida Ortiz, Mabini Pablo, Leslie Espino, Sherwin Gatchalian, Rosalind Wee, Carissa Coscolluela, James Dy and Celso Lobregat. Cua will now serve his second four-year term having been elected in 2007 and served until 2011. He ranked 6th of the 9 elected board of governors and the only candidate from north and central Luzon who was able to win a seat in the PRC board of governors. Prior to his election in 2007, Cua has been committing his time, knowledge and skills to the PRC Quirino, supporting all its programs and projects especially on youth development, disaster management, volunteer development, chapter capability building, primary health care and safety as well as blood services. Among his contributions to the Red Cross include the allocation of P1 million for the chapter building improvement, donation of P1 million for the PRC projects and 132 first aid kits with contents to schools with trained Red Cross Youth volunteers on first aid. Cua is also a consistent chapter donor on service delivery and special events and he also co-authored the Emblem Bill. Roadside Firetree planting in Quirino province to be completed before the year ends

CABARROGUIS, Quirino, Dec. 12 (PIA) -- The Provincial Tourism Council (PTC) here has reported during its last quarter meeting last December 9 that the Firetree planting along the national roads will be completed before the end of December. This is one of the council’s project under the tourism master plan and in support to the national greening program. PTC chairman Maria Angela E. Cua said the tree planting was already completed in the highway barangays of Diffun such Brgys. San Antonio, Diego Silang, Maria Clara last December 2; Aurora East, Aurira West and Cajel in Diffun and portions of San Marcos and Mangandingay, Cabarroguis last December 9. On December 15, the PTC will move to the highway barangays of Aglipay and if there are excess seedlings, the group will also cover some parts of Maddela up to Nagtipunan. Cua assured that all highway barangays will be covered. She also invited the barangay residents to take part in the tree planting activities by taking care of the plants and ensuring their growth. She also thanked the residents who assisted the PTC in planting and digging holes, and the personnel of the Department of Education under the leadership of Schools Division Superintendent Benjamin Paragas who provided the tree guards. Meanwhile, Provincial Environment and Natural Resources officer Celso Aresta said the tree planting activities of PTC is a big boost to the national greening program. Quirino Tourism Council conducts roadside tree planting

CABARROGUIS, Quirino, Nov. 21 (PIA)--Around 300 fire tree seedlings were planted recently by the Provincial Tourism Council (PTC) headed by former congresswoman Maria Angela Cua from San Marcos of this municipality to Gamiz, Saguday. Provincial tourism officer Aurea V. Martinez said the roadside tree line plantation is one of the identified programs and projects in the Provincial Tourism Master Plan that was crafted during the term of then governor, now Congressman Dax Cua. The fire tree specie has been considered because its colorful orange flower will contribute to the roadside beautification of the national highway from Diffun to Nagtipunan added Martinez. The tree planting activity is also a contribution of the PTC to the national greening program of the Department of Environment and Natural Resources (DENR). Cong Dax Cua and his wife, Midy Cua, Gov Junie, PTC and RTC chair Ma. Angela Cua and the members of the PTC joined the activity which was participated also by the Provincial Natural Resources Office (PNREO), Philippine National Police (PNP), Department of Education (DepEd), DENR, CENRO Diffun, Assessor’s Office, Bureau of Fire Protection, provincial warden’s office and the Quirino Polytechnic College. Meantime, Gil Francia of the DENR said that another tree planting activity is scheduled on December 2, 2012 where the PTC targets to plant a total of 2,222 fire tree from San Antonio to Cajel in Diffun town. CABARROGUIS, Quirino, Nov. 16 (PIA) -- Some beneficiaries and benefactors of the Quirino Livelihood for Everyone (Q-Life) recently formed an organization with the mission to complement the Q-LiFE programs through the operation of a poultry dressing plant, processing, packaging, marketing and distribution business. Dante B. Tobias, elected president of the group known as the Development Advocates of Quirino and Livelihood Associates (DAQuiLA) said that the organization aims to uplift the living condition of the members in accordance with the conditions of the national development plans. Tobias said the group shall enhance and defend the interest of its members for their mutual aid and protection by designing and undertaking activities for the benefit and welfare of its members and the organization, including housing, building and other projects not contrary to law. To further promote their development advocacies, they will coordinate and collaborate with government agencies and other rural workers organization for lawful undertakings. Joining Tobias in the roster of officers are: Louie P. de Vera, Vice President; Ditchie L. Gumih-o, secretary; Marvie E. Red Cross-2 invites runners for Million Volunteer Run

CABARROGUIS, Quirino, November 11 (PIA) -- Gov. Junie E. Cua urged all volunteers to register and join the Million Volunteer Run (MVR) of the Philippine Red Cross (PRC) to be held all over the country on December 4, 2011. Speaking at the regional launching here, Cua said the MVR aims to heighten awareness on disaster risk reduction and decrease the vulnerability of the community to disasters. “We aim to build an army of 44 Red Cross humanitarian soldiers in every barangay (1 leader and 43 members) who will be trained to respond to disasters, donate blood and alleviate human suffering,” Cua said. Cua said thousands of runners have already committed to join the MVR and the funds that will be generated from their registration fees will be used for the Red Cross 143 Volunteers Training Program on disaster management. In Quirino, a total of 1,000 runners have already committed with a registration of P350 each. They will be given an echo bag, race bib, whistle, ID and t-shirt. The provinces of Isabela, Cagayan and Nueva Vizcaya and the city of Santiago have also committed 1,000 runners each and 500 from Ifugao province. Cua announced that registration is until November 30, 2011 and registrants are advised to visit their Red Cross chapter offices. Volunteer can register as runners or they may sponsor one or more runners. Individual, office or group sponsorship is also accepted. Meantime PRC governor Dakila Carlo ‘Dax’ E. Cua said the run aims to break all records and put the Philippines in the record as Volunteer Capital of the world. Red Cross Region 2 chapter launches Million Volunteer Run

CABARROGUIS, Quirino, November 4 (PIA) -- The Philippine Red Cross (PRC) Cagayan Valley chapter is taking another milestone with the regional launching of the Million Volunteer Run in this province today, in time with the birthday of Congressman Dakila Carlo E. Cua. PRC Quirino Chapter administrator Jesusa Leal said the different provincial chapters namely, Isabela, Nueva Vizcaya, Cagayan, Santiago City with Ifugao will be joining the regional launching this morning and the orientation meeting to be held at 1:00 this afternoon at the Cua residence at Baro a Lubong, Mangandingay, this municipality. “This is part of our preparation for the Million Volunteer Run on December 4 which will be held simultaneously in the entire country to mark the International Volunteer Day on December 5,” Leal said. Leal added that the Million Volunteer Run will work in conjunction with “143 Red Cross,” a volunteer flagship program where the PRC trains 44 people in every barangay, one leader and 43 members, as disaster responders and providers of basic assistance such as first aid and psychological support. OFW association, ambulant vendors get livelihood assistance

CABARROGUIS, Quirino, October 27 (PIA) -- The Zamora D’Great Overseas Filipino Workers (OFW) Association here and some 20 ambulant vendors from Aglipay town received P440,883 livelihood assistance from the Department of Labor and Employment (DOLE 2) recently. The livelihood assistance, which was personally handed to the beneficiaries at the office of Gov. Junie E. Cua by Regional Director Grace Y. Ursua, is part of the DOLE’s mandate to assist workers uplift their kind of living. In behalf of the recipients, Governor Cua thanked the DOLE for the assistance to his constituents as he promised that his office will oversee the proper implementation and monitoring of the two projects. The ambulant vendors will venture individually into a Nego Kart (Negosyo sa Kariton) which will enable them to increase, upgrade and diversify their products and services, and market the same to more buyers or customers. Each vendor-beneficiary is provided with a total of P15,000 to cover the acquisition of a vending cart and accessory livelihood tools; working capital for procurement or production of marketable goods or services; trainings on production skills, entrepreneurship and business management; and in securing business permits to operate in designated areas. Typhoons Mina, Pedring and Quiel affect NABCOR’s collection, procurement

MADDELA, Quirino, October 26 (PIA) -- The National Agribusiness Corporation (NABCOR), a government owned and controlled corporation operating in this town, has suffered from a very low collection from the farmers who loaned certified corn seeds, fertilizers and other farm inputs. Sylvia Consolacion, cashier, said the NABCOR facilitated the release of interest-free loans for farmers in the form of farm inputs such as certified corn seeds and fertilizers. This was done through the Quirino Livelihood for Everyone, the livelihood component of province’s ‘I Love Quirino’ project. Consolacion said they were able to release P8 million worth of farm inputs but to this date, their collection is still at P2 million. “Most of the farmers who availed loans were adversely affected by typhoons Mina, Pedring and Quiel so we are accepting partial payments,” she said. The NABCOR is buying the farmers’ corn-in-cob at P5.70 per kg and their loans are supposed to be deducted from their sales. However, due to the typhoons which destroyed the corn crops, only farmers who harvested early were able to sell corn-in-cobs to the NABCOR. Consolacion said as of October 13, the NABCOR has only procured an estimated P1.5 million worth of corn-in-cobs. The NABCOR is a government-owned and controlled corporation attached to the Department of Agriculture (DA) which buys and processes corn-on-cobs straight from the farm. Skills Registry System in Quirino town kicks off

MADDELA, Quirino, October 25 (PIA) -- The Skills Registry System (SRS), a government program aimed at addressing job mismatch in the country, was launched in this municipality recently. Spearheaded by the Department of Labor and Employment (DOLE) – Regional Office No. 2, the launch was held at the town’s social hall and was attended by the municipal and barangay officials. Mayor Renato Ylanan said he is optimistic that SRS will help uplift the living condition of his constituents through job facilitation. Meanwhile, Guilllermo Tan, chief of the DOLE Quirino Field Office challenged barangay officials to actively implement the project so that their constituents will get the full benefit of the SRS. On the other hand, Prexie Caronan, chief of the DOLE 2 Technical Services & Support Division said the SRS will enlist active labor force including. “The SRS database will be linked to www.phil-job.net, the official job portal of the Philippine Government, so that information can be viewed anywhere at any time through the internet. This is very useful on the part of the job seekers and employers because job matching can be done online,” she added. “You are the main actors of this program because information will come from you. If employers will come to your place, you have a ready database for available skills. Your incentive in registering skills of your constituents may not be monetary, but the joy of helping others,” Caronan told the barangay officials. The SRS, which has a tagline of “Hahanapin ka ng Trabaho kung Ikaw ay Nakarehsitro,” is a one-time registration as the information will only need to be updated if necessary such as when the registrant already got a job or has acquired additional skills or working experience. In region 2, the SRS was piloted in three areas such as Sta. Ana and Aparri in Cagayan province and Santiago City in Isabela. Caronan said the successful piloting of the project has paved the way to its second wave of implementation in the municipalities of Lallo and Tuguegarao City in Cagayan, Ilagan and Cauayan City in Isabela, Solano in Nueva Vizcaya and Maddela in Quirino. Agri chief to Quirino farmers: Go organic

CABARROGUIS, Quirino, October 24 (PIA) -- Department of Agriculture (DA) Secretary Proceso Alcala urged the farmers here recently to practice organic agriculture as he assured them that the DA will be providing assistance for the production center of BIO-N and tricogramma during his visit in the province recently. In his meeting with the farmers, Alcala assured that he will maximize his time and effort to attain the Department’s goal of food sufficiency through organic agriculture. Bio-N fertilizers is a solid inoculant in powder form that contains two important strains of bacteria capable of converting atmospheric nitrogen (N2) into a form usable by rice and corn plants. It contains bacteria that can enhance root development, growth and yield of rice, corn and other crops. Trichogramma, on the other hand are tiny black wasps that lay eggs inside the eggs of corn borers and other moths and when they hatch, they begin to eat the developing caterpillar inside the egg. The Trichogramma wasp is an effective biological control agent against the Asian corn borer (Ostrinea furnacalis) and similar pests. Secretary Alcala likewise urged the farmers to sustain their upland rice production using the province’s traditional varieties for local consumption and export. Mining firm distributes relief goods to typhoon victims in Cabarroguis

CABARROGUIS, Quirino, October 23 (PIA) -- Over 328 families in barangay Tucod here who were affected by typhoons Pedring and Quiel received food packs from Oceanagold Philippines, Inc. (OGPI), a mining firm engages in the exploration, development, operation, and production of gold and other minerals here and in Nueva Vizcaya. Brennan Lang, the OGPI general manager , said that the company wanted to extend assistance to the affected community in the form of relief goods. Lang said the food packs containing assorted goods such as rice, coffee, sugar and canned goods were given to the affected households in Lower Tucod who were listed by the barangay officials and the local government unit of Cabarroguis and validated by the company’s Community Partnership (Com Part) team. The firm’s general manager added that the Com Part team and their twelve (12) OGPI scholars from Quirino State College joined in the packing and distribution of relief goods. “We don’t only help our scholars get university education but also teaching them help their own communities through volunteerism work,” Lang stressed. Meantime, Lucita Exconde, community relations manager shared that the relief goods are just a small amount because the company also wanted to reach out and help other neighboring communities affected by Typhoon Pedring and Quiel. Quirino province gets P3M Gawad Pamana ng Lahi Awards

CABARROGUIS, Quirino, October 20 (PIA) -- The Department of the Interior and Local Government (DILG) recently cited the provincial government of Quirino as the regional winner of the first Gawad Pamana ng Lahi Award in Region 2. Governor Junie E. Cua, together with the other provincial officials personally received the awards which consisted of a trophy and a check of P3 million from Local Government Secretary Jesse M. Robredo and Union of Local Authorities of the Philippines (ULAP) president Gov. Alfonso Umali during the Biyaheng Pinoy, a yearlong celebration of the 20th anniversary of the Local Government Code, held at the Philippine International Convention Center. Cua thanked the DILG for the awards as he vowed to continuously adhere to the good governance principles of transparency, accountability and exclusivity in local administration and development. The amount will serve as funding support for the implementation of programs and projects under the Millennium Development Goal. Vincent dela Rosa, information officer of the DILG 2 said “the Pamana ng Lahi Award is being conferred annually since 2011 to all deserving local governments for their commendable performance in administrative governance, social governance, economic governance and environmental governance.” The concept came from the previous Region’s Outstanding Local Legislature of the Year (ROLLY) and Region’s Outstanding Municipalities of the Year (ROMY) awards wherein high performing local government units are feted for their substantial contributions in realizing the goal of decentralization. Criteria for the selection of the winner include the local governance performance management system (LGPMS), 80 points; seal of good housekeeping, 10 points; innovations, 5 points and awards(s) or distinction(s), 5 points. Filipino healing priest Fr. Suarez visits Quirino province

AGLIPAY, Quirino, October 11 (PNA) – The Filipino healing priest, who is known for conducting healing masses in the country and abroad, visited Quirino province Monday and conducted a healing mass in one of the Catholic parishes in the province.

Thousands of Catholic devotees attended the scheduled healing mass of Fr. Fernando Suarez at the Our Lady of Lourdes Parish in Aglipay town.

As early as 6:00 in the morning, the devotees were already gathered at the Parish church located at Palacian, in this town.

Sick people not only in the province of Quirino but also from Isabela, Nueva Vizcaya and Cagayan came to seek healing during the mass.

Fr. Suarez said he scheduled a healing mass in the province as he wanted to also "heal" the effects of the two typhoons that devastated the properties and livelihood of the people recently.

He said he wanted to bring strength to the people who were affected by "Pedring" and "Quiel" and to assure the townsfolk that there is hope for the future.

He said the people affected by calamities are facing difficulties and with his healing mass, he hoped to bring them hope and courage to move forward and be inspired by the word of God.

The visit of Fr. Suarez in the province and the region is his first since he began conducting healing masses.

Quirino province now under state of calamity

CABARROGUIS, Quirino, Sept. 30 (PNA)– The local chief executive placed the province under state of calamity after it has received huge damages report on agriculture and infrastructure caused by typhoon 'Pedring'.

Governor Junie E. Cua called on concerned government agencies to help the province regain to normalcy especially that the province has only limited financial resources.

He said several major infrastructure projects, particularly a bridge in Nagtipunan town, was destroyed by typhoon Pedring.

Cua said he wanted that immediate rehabilitation to the San Dionision II bridge should be restored so the residents in Nagtipunan would not be isolated.

In a report of the provincial disaster risk reduction and management council (PDRRMC), a total of 1, 095 houses were destroyed in the province while 4,083 houses were partially damage.

The provincial government has registered no casualties compared to other provinces in the region. It has registered 11 injuries and 75 barangays were greatly affected where the PDRRMC made a pre-emptive evacuation, especially to residents in the low-lying areas particularly those that were living near the rivers.

The total individuals affected reached to 52,203 while the damages on infrastructure are still being assessed by the provincial engineering office.

The total estimated damaged on agriculture reached to P220 million based on the report of the PDRRMC.

The damage on palay was estimated at P75 million while P126 million for corn.

When typhoon 'Juaning' hit the province earlier, the provincial government was also declared under a state of calamity due to huge damages on corn and banana plants.

“Pedring” batters Quirino province

CABARROGUIS, Quirino, September 28 (PIA) -- Typhoon “Pedring,” pounded the whole province of Quirino leaving millions worth of damages in corn, rice, livestock and infrastructure. Based on the initial damage assessment conducted by the Provincial Social Welfare and development Office and the Provincial Disaster Risk Reduction Council, around P125 million worth of damages in corn and P 93 million in rice were recorded. According to Agathon Pagbilao, provincial disaster action officer, they are still assessing the damages in infrastructure. “Some buildings in the capitol compound such as the Peoples’ mart, Capitol Plaza Hotel, Land Bank of the Philippines and the newly constructed gymnasium were hit by Pedring’s strong winds,” Pagbilao reported. In Aglipay town, around 93 houses were totally damaged and 221 were partially damaged in four barangays of the municipality, affecting at least 314 families or equivalent to 1,256 persons. Pedring's powerful winds also toppled electric posts causing power outages in the entire province up to this moment. Officials of the Quirino Electric Cooperative (Quirelco) are still assessing the typhoon damages in the cooperative’s facilities. Likewise, the strong winds uprooted trees along the national roads which made them impassable last Tuesday. Telecommunication facilities were also damaged causing communication disruption in some of the areas of the province. As of press time, classes are still suspended in some schools due to the damages brought by Pedring. (TCB/PIA 2)

BFAR2 conducts research on ‘ludong’ sanctuary in Quirino

NAGTIPUNAN, Quirino, September 24 (PIA) — Some personnel from the Bureau of Fisheries and Aquatic Resources (BFAR) 2 has conducted a research on the possible sanctuaries of ‘ludong’ along the upper stream of the Cagayan River particularly in the province of Quirino and to study the habitat of the endangered fish specie in the country.

he team led by Ericson Alejos together with the provincial agriculture office personnel of Quirino went to the remotest villages of Matmad, San Pugo and Wasid in the southern part of Quirino with the main goal of searching for ludong sanctuaries in the province. ‘Ludong’ otherwise known as lobed river mullet with scientific name of Cestreaus Plicatilis is considered to be a President’s fish because of its expensive price in the country. To save the remaining ludong in the country, the Department of Agriculture through the BFAR has launched a program dubbed as ‘Oplan Sagip Ludong’ which also aims to study the possibility of ludong’s mass production. The Oplan Sagip Ludong is a program to include research and development, conservation and protection including information, education and communication. BFAR 2 personnel also conducted an information, education, campaign to elementary pupils of the three barangays aimed at creating awareness among the residents in the area in the conservation and protection of the endangered fish species. #PIA- Isabela

Nagtipunan residents urged to conserve and protect ‘ludong’

NAGTIPUNAN, Quirino, September 24 (PIA) -- Residents in one of the remotest barangays here were urged to help protect and conserve the remaining ‘ludong’ fish specie during the recently concluded ludong exploration at Barangay Wasid by the Bureau of Fisheries and Aquatic Resources (BFAR) 2 research team. The residents admitted that they used to catch ludong at the Cagayan river but they were not aware that the fish specie which is the most expensive in the country is now endangered and the government has imposed a five-year moratorium in catching it. A Bugkalot farmer and fisherman, Dan Dampal, 58 years, said that he is not aware of his fish catch whether it's ludong as he does not know how it looks like and that the said fish is already a rare specie and needs to be preserved and protected. Dampal said all he knows is that the fish is different and more delicious than any other kind of fish caught in the Cagayan River. He said that now that he has already seen the picture of the fish specie and is already informed of the rareness including the five-year moratorium in catching the said fish, he will not catch the said fish anymore. “Though I know that this fish has high price in the market ranging from P3 thousand to P5 thousand pesos, I am now aware of the effort of the government in protecting and conserving it”, Dampal said . On the other hand, Wasid barangay captain Armando Toloy said he and his fellow barangay officials will help BFAR in its campaign of protecting the remaining ludong in the Cagayan River especially in the area of jurisdiction of barangay Wasid. Toloy also admitted that only this time that they became aware that ludong goes down to the brackish water of Cagayan River in Aparri to lay their eggs and go back upstream when finishing laying eggs. 'Ludong’ conservation to be included in school curriculum, says school official

NAGTIPUNAN, Quirino, September 23 (PIA) -- Wasid Integrated School principal Dante Taipan, this province assured that they will be supporting the protection and conservation of ‘ludong’ perceived to be present in the upstream stretch of Cagayan river. Taipan said that beginning next month they will integrate the protection and conservation of the said fish species in their school curriculum. He added that since barangay Wasid is perceived to have ‘ludong’ in the Cagayan River, they will educate and inform their pupils and students on the need to conserve and protect the rare ‘ludong’. “We assure you of our support of informing and educating our pupils and students in the protection and conservation of ‘ludong’”, Taipan said during the forum held at the school compound. They will be honored on September 7, 2011 at the provincial gymnasium. CABARROGUIS, Quirino, Sept. 1 (PNA) - The provincial government will construct a world-class sports complex at this capital town worth P180 billion.

Governor Junie E. Cua, said the project will be funded by the provincial government, Office of the Congressman and other national government agencies.

The project covers the construction of a sports center, commercial plaza and tourism complex. The existing facilities will be improved and the potential resources of the capitol complex will be developed.

The tourism complex project submitted to the Regional Development Council (RDC) include amenities for wake-boarding, beach volleyball, pavilion, restaurant, swimming pool, spa, villas, rest rooms, shower rooms aside from the improvement of the capitol building and its vicinity.

The commercial complex will include a promenade, improvement of Capitol Plaza and Restaurant, Capitol Peoples Mart, Land Bank of the Philippines commercial building, souvenir booths, and construction of computer center and library.

On the other hand, the sports center will include gymnasium, improvement of the grandstand and facilities, improvement of track oval and construction of motocross race track.

Cua said the project will be under a public-private partnership scheme.
