Within these 17 regions in the Philippines, there are 42,027 barangays, 1486 municipalities, 148 cities, 82 provinces. It has a democratic form of government and the freedom of speech is upheld by law. English is the "lingua franca" and is the mode of instruction in all high schools, colleges and universities. Laws and contracts are written in English.

The Philippines has been a "decentralized" form of government since 1991, contrary to what most Filipinos think. Ever since the creation of Republic Act 7160, each LGU is responsible for its own domain. Even the smallest LGU the barangay creates its own Budget. It is not dependent on handouts from the city, municipality or province. "IMPERIAL MANILA IS A MYTH!", it does not exist anymore. The Philippine budget formulation system is not centralized. "Budgetary planning has been DECENTRALIZED since 1991". It is the responsibility of each LGU to submit their budgetary needs for review. Failure to submit is the problem.

  1. The Bullies. They want you to tolerate them so they can continue to maliciously deprive you. Do not believe these bullies teaching tolerance, saying that it’s the path to prevent hatred and prejudice.
  2. The victims who are waiting for the right moment to retaliate. They can’t win yet, so they tolerate.

San Isidro lies in the south eastern portion of the municipality.bounded on the south with Brgy. Tuguis of Hinigaran town,on the east by Brgy. Gen.Malvar,on the north by Brgy. Don Salvador Benedicto.at the highway to Hinigaran,there is a crossing going to this barangay when facing the east.a few meters away facing the west is the crossing to Brgy. Miranda.The road going to San Isidro passes by the Barangays of M.H.del Pilar and a portion of Brgy. Buenavista Gibong.This road goes up to the Brgy. proper of Malvar and Cambarus,and up to the highway going to La Castellana passing by the Brgys. Antipolo and Pandan.

History of San Isidro, Pontevedra, Negros Occidental, Philippines

The old name of this Barangay is Tuguis.It was so because it has a river called Tuguis which is actually in the jurisdiction of the same barangay in the municipality of Hinigaran.The river was named Tugis because of the abundance of a plant they called Tugis.But some old folks says that it came from the two words two and geese...which according to hearsay ,the Spaniards asked the natives what are those two fowls they saw swimming in the river,and one native answered them in English(because at that time the American forces during the war taught the natives to speak American English.)He said...those are geese.two geese..later on it was spelled Tugis.

It was uncertain as to how the name Tugis was changed to San Isidro.however as some old folks says,it was in honor of the patron saint San Isidro Labrador to whom they dedicate the first fiesta of the place.The natives mostly were from Panay Island who traveled by boat up to the Tugis River.The first fiesta was celebrated on May 15 and until now it still is the date of the yearly celebration of the San Isidro Festival...honoring the patron saint of farmers as the people who dwells in this place are farmers producing rice even until now.
