Wars of ancient history were about possessions, territory, power, control, family, betrayal, lover's quarrel, politics and sometimes religion.

But we are in the Modern era and supposedly more educated and enlightened .

  • Ask yourself; What religion always campaign to have its religious laws be accepted as government laws, always involved in wars and consistently causing WARS, yet insists that it's a religion of peace?

  1. The Bullies. They want you to tolerate them so they can continue to maliciously deprive you. Do not believe these bullies teaching tolerance, saying that it’s the path to prevent hatred and prejudice.
  2. The victims who are waiting for the right moment to retaliate. They can’t win yet, so they tolerate.

DSWD: govt’s 4Ps produces 23,354 high school graduates in Region IX

ZAMBOANGA CITY, April 30 (PNA) – The Department of Social Welfare and Development (DSWD) said that 23,354 high school graduates for school year 2014-2015 here in Region IX are beneficiaries of the government’s Pantawid Pamilyang Pilipino Program (4Ps).

DSWD Regional Director Zenaida Arevalo said Thursday that 1,171 of the 23,354 students graduated as valedictorians, salutatorians and with honors.

Arevalo said the province of Zamboanga del Sur has the highest number of 4Ps beneficiaries who graduated high school at 8,222 graduates.

The other graduates are from the following areas: Zamboanga del Norte, 7,098; Zamboanga Sibugay, 4,487; and, 3,547 for the cities of Zamboanga and Isabela.

Families that are beneficiaries of the 4Ps program receive Php 500 health and Php 300 education assistance per child below 17 years old from the government through the DSWD.

A maximum of three children below 17 years old in a family can avail of the benefits given through the 4Ps program.

However, they have to comply with the following requirements: undergo regular check-up at the health center and must have complete immunization; pregnant women beneficiaries of 4Ps must complete the required prenatal check-up; at least 85 percent attendance in school for the students; and, required to attend the family development sessions being conducted by the DSWD.

9 Arrested on Drug Charges in ZC and Zambo Sur

Zamboanga City - Operatives of SWAT Rapid Deployment Platoon under ZCPSC conducted a checkpoint operation in Purok 5, Brgy. Recodo at 11:15 in the evening of April 24, 2015. This resulted in the arrest of suspects Cikal Omar Ahmad, 22, of Purok 5, said barangay. Recovered from him were a sachet of suspected shabu, drug paraphernalia, a loaded Colt MK IV caliber .45 pistol, 53 empty sachets, and other paraphernalia.

His back rider identified as Adzmie Kahal Kahal, 18, of Purok 1B, Brgy. Recodo was also arrested for possession of drug paraphernalia. These two were riding a black Honda Wave motorcycle with license plate JS 5208. They were initially flagged down for travelling with no side mirror, with muffler emitting excessive noise, and both of them were not wearing helmet. Instead of pulling over, the driver made a u-turn but was blocked by advance security personnel. Ahmad pulled a pistol from his jacket but was grabbed by Police Superintendent Huesca, the team leader. Suspects and all confiscated items were turned-over to ZCPS9 (Ayala) for filing of appropriate cases.

Lapuyan, Zamboanga De Sur - Operatives of Provincial Intelligence Branch and Lapuyan Police Station and Philippine Drug Enforcement Agency (PDEA) proceeded to Purok Kalimodan, Barangay Poblacion, and implemented a search warrant at 3:00 PM of April 21, 2015. Said warrant issued by Presiding Judge Joel G. Vercide, Municipal Trial Court In Cities, 9th Judicial Region, Branch 1, Pagadian City dated April 16, 2015, was served against Sherwin Angelo Praico a.k.a. “Winky”, and Jasmin Praico a.k.a. “Bai”, which resulted in the arrest of the couple. Confiscated during the search were twenty-nine sachets with varying sizes containing suspected shabu weighing 3.99 grams as per result from the Provincial Crime Laboratory Office, and assorted drug paraphernalia. The pair is temporarily detained at Lapuyan Police Station while appropriate case for violation of R.A. 9165 (Comprehensive Dangerous Drug Act of 2002) was already filed before the Provincial Prosecution Office, Pagadian City docketed under I.S. No. IX-09-INV- 15D-002-07 dated April 22, 2015.

Labangan Zamboanga Del Sur - Elements of Labangan Police Station received a call from Barangay Binayan Chairman Ian Buscabos, informing them that they conducted a citizen’s arrest in Purok Kuatro, at 8:30 AM on April 23, 2015. The arrested persons were identified as John Louie Daguman y Napiñas, 20, Belnard Gift Tilitili y Baliton, 24, Edmund Guisado y Cirera, 21, all residents of Alta Tierra Barangay Tiguma Pagadian City. Elements of Labangan Police Station led by Police Senior Inspector June Lawingan, OIC, proceeded to the aforesaid place, and recovered from their possession two small sachets of shabu, and a large sachet of same substance. Suspects and confiscated items were turned-over to Labangan Police Station by the arresting personnel. Suspects are temporarily detained at said MPS while appropriate cases are prepared in court.

Zamboanga City - ZCPS 7 (Sta. Maria) SAIDSOTG operatives conducted a buy-bust operation in Rennit Drive, Km. 4, Pasonanca, Zamboanga City at 10:00 in the morning of April 24, 2015. The operation resulted in the arrest of Marcos Caner Jr y Uddih, 31, of Hipolito Drive, San Roque, for violation of R.A. 9165 (Comprehensive Dangerous Drugs Acts of 2002). Confiscated items include four sachets of suspected “shabu”, Php 200.00 marked money, and a black and white XRM 125 with license plate 8133. Subject and the confiscated items were turned over to the assigned investigator. The aforesaid suspect is now under the custody of ZCPS7 Sta. Maria while the confiscated drugs were turned-over to RCLO9 for laboratory examination.

Zamboanga City - ZCPS 11 SAIDSOFT operatives together with ZCPS5 (Divisoria) conducted a joint buy-bust operation in Barangay Lunzuran at 4:00 PM of April 24, 2015. The operation resulted in the arrest of Yamato Sony Francisco y Francisco, 18, resident of Purok 7, Brgy. Recodo. Confiscated from him were two sachets of suspected “shabu” and Php 200.00 marked money. Arrested person and the confiscated items were brought to ZCPS11 for further investigation and documentation, while the prohibited substance was taken to Regional Crime Laboratory Office 9 for quantitative and qualitative examinations.

NGAs offer scholarship programs to 4Ps student-beneficiaries

PAGADIAN CITY, April 28 (PIA) – Life is full of opportunities for Pantawid Pamilyang Pilipino Program (4Ps) student-beneficiaries, as the different national government agencies (NGAs) have offered them scholarship programs during the recently concluded mass graduation program for 4Ps student-beneficiaries here recently.

The agencies that came to present their scholarship programs were the Technical Education Skills and Development Authority (TESDA), Department of Science and Technology (DOST), Commission on Higher Education (CHED), Department of Labor and Employment (DOLE), and others.

Dubbed “Pagtatapos Niyo, Tagumpay Ng Pipilino: Pagdiriwang para sa Pantawid Pamilya Graduates ng 2015,” the mass graduation program was designed to recognize the Pantawid student-beneficiaries who graduated valedictorian, salutation and honorable mention from high school and to help them avail of the scholarship programs offered by government agencies concerned.

The different colleges were also invited in the open house booths set up by the Department of Social Welfare and Development (DSWD) to apprise the new graduates of the different courses offered by their schools.

Provincial Director Eualalio Lumactod of TESDA-Zamboanga del Sur informed the graduates that TESDA is offering scholarship grants for technical-vocational courses this year.

“To the new graduates who are interested to pursue technical and vocational courses such as welding, electronics, electricity, tourism-related and agriculture-related courses, TESDA offers 1,000 scholarship slots for Zamboanga del Sur this year,” Lumactod announced.

Lumactod encouraged the new graduates to enroll agriculture-related courses saying that it is the national government’s top priority program and most in demand these days.

DOLE-Zamboanga del Sur chief Milo Encila, on the other hand, said the agency has been implementing the Special Program for Employment of Students (SPES) giving opportunity to poor but deserving students to pursue their college education through the support and sponsorship of the local government units and private establishments in a 60-40 sharing scheme.

Encila said for Zamboanga del Sur, a total of 12,987 slots are allotted to high school students who are interested to avail of the SPES program. “The program has 12.7-million budget for the province’s two districts,” he concluded.

DENR-9 turns-over research center at Labangan town

LABANGAN, Zamboanga del Sur, April 27 – The Department of Environment and Natural Resources (DENR)-9 formally inaugurated and turned-over the Forest and Timber Resources Research Center (FTRRC) to the Ecosystems Research and Development Bureau (ERDB) in a simple rites recently held at Barangay Pulacan this municipality.

In a makeshift tent set up in front of the refurbished research center, Regional Director Arleigh J. Adorable turned-over the key of responsibility to Antonio M. Dano, assistant director of ERDB-9.

In his message, Marcial Amaro, assistant secretary for field operations, hoped that the center would not just continue with what had been started in 2012 but continue maintaining, upgrading and ensuring that the researches are being done insofar as far as clonal preparation of planting materials is concerned to support the National Greening Program which will end in 2016.

It can be recalled that the clonal facility was inaugurated and started its operations in July 2012 with Assistant Secretary Amaro and Undersecretary Ernesto Adobo as the guests of honor during the said occasion.

At the start of the program, Ruben Tabora, head of ERDB-9 reported that the clonal facility had produced 20 thousand seedling in 2012, 30 thousand in 2013 and 50-thousand last year. It is now targeting to produce 90 thousand seedlings of various indigenous trees this year.

Amaro also challenged the officers and personnel manning the facility to further enhance and work more seriously in the years to come.

Meanwhile, Assistant Director Antonio Dano of ERDB-9 in his acceptance message said, “ to us in the research sector, it is a reminder of what are we going to do. Our role is very important and the expectation of DENR from us is very high that we really have to support the program of the DENR particularly the NGP.

“With this clonal facility we are expected to produce quality planting materials,” Dano pointed out.

“It is a big challenge for us, with the expected target as presented earlier, we always emphasized that we want to produce quality planting materials,” Dano said.

Also in attendance during the occassion are Gil Ona, assistant regional director for DENR’s Management Services, and PIA-9 Regional Director Noemi B. Edaga as well as the entire staff of the facility. Rev. Fr. Francisco Pintac, parish priest of Lantian officiated the blessing of the facilities and the motorcycles for its working force.

Man Wanted on 4 Counts of Murder Cuffed in Hospital; 4 Other Wanted Persons Arrested

A man listed in Sibuco municipality as its No. 10 Most Wanted Person was arrested during a police operation carried out by Sibuco MPS in Zamboanga City Medical Center at about 12:30 PM of April 23, 2015. Suspect Fredolyn Delos Reyes Bello, a known follower of Jamaruddin Samson Alih alias “Boy Takas”, was arrested at said hospital where he is confined.

This is by virtue of warrant of arrest for four counts of murder docketed under Criminal Case Nos. 838, 839, 840 and 841, non-bailable, issued by Presiding Judge Laarni N. Dajao of RTC9, Branch 27, Siocon, Zamboanga Del Norte. Bello is still under medication at Zamboanga City Medical Center while under police custody.

Zamboanga del Norte - A fisherman from Barangay Arena Blanco, Zamboanga City was arrested for frustrated murder during a law enforcement operation conducted by Liloy and Salug MPSs in Barangay Baybay, Liloy at about 2:00 PM of April 23, 2015. Mike “Toto” Muallam y Jama, 42, was arrested by virtue of alias warrant of arrest for Frustrated Murder docketed under Criminal Case No. L-002134 with bail bond fixed at ₱200,000.00, issued by Judge Oscar D. Tomarong of RTC9, Branch 28, Liloy, ZDN dated December 2013. Said arrested person was subsequently brought to Liloy MPS for proper disposition.

Sibutad, Zamboanga del Norte - A man was arrested for violation of RA 7610 during a police operation carried out by Sibutad MPS at about 9:00 AM of April 23, 2015. Police Inspector Pocholo R. Cortez, Sibutad Police Chief, identified the arrested suspect as Francisco Montano y Ageas, 68, resident of Purok 1, Barangay Poblacion. He was nabbed by virtue of warrant of arrest for Violation of Section 10-A of RA 7610 docketed under CC No. 19450 with recommended bail bond of Php 80,000.00, issued by Presiding Judge Rogelio D. Laquihon of RTC9, Branch 7, Dipolog City, dated February 27, 2015. Said wanted person is arrested at his residence and is detained at Sibutad MPS for proper disposition.

Malangas, Zamboanga Sibugay - A man was arrested for direct assault during an operation carried out by operatives of Malangas MPS in Purok Maabi-Abihon, Brgy. Poblacion at about 5:30 PM on April 23, 2015. Police Senior Inspector Mickel Argus, Malangas Chief of Police, said that suspect Joseph Roel Suan, resident of the aforementioned place, was arrested through the warrant of arrest filed under Criminal Case Number 4206-M with bail bond of Php 6,000.00, issued by Presiding Judge Shene Cañete of 5th Municipal Circuit Trial Court, 9th Judicial Region, Imelda, Zamboanga Sibugay. Suan is now under the custody of Malangas MPS for proper disposition.

Labangan, Zamboanga del Sur - A man facing an estafa case was arrested during a police operation carried out by intelliegence operatives of Labangan MPS in Barangay Dalapang at about 8:30 AM of April 23, 2015. Police Senior Inspector Junie Lawingan, Labangan Police Chief, said that suspect Ladie Aberin was arrested at his residence by virtue of warrant of arrest for Estafa with Criminal Case Number 12005-2k15 issued by Judge Rolando Goan of RTC 9th Judicial Region Branch 21 Pagadian City. Arrested person is detained at the said police station while waiting for court order.

PRO9 Units Conferred for Completing PGS Initiation Stage

Police Regional Office 9 was conferred in the Performance Governance System by the PNP National Headquarters, Camp Crame, Quezon City, for passing the Initiation Stage.A total of 88 line units under PRO9 was accorded with PGS certificates.

Of this total, two police stations under Zamboanga City Police Office, Isabela City Police Station, two maneuver companies of Regional Battalion 9 and Provincial Public Safety Company of Zamboanga del Sur Police Provincial Office bagged the Silver Eagle Award, the second highest award, for garnering the score of 90%-95.99%.

The awarding ceremony was held at Centro Latino, Paseo del Mar last April 14, 2014. Police Chief Superintendent Wilfredo Dalis Franco, Deputy Director of the Directorate for Personnel and Records Management conferred the awards to the recipients. The conferment of said certificates was supposed to be done last year, but due to unavoidable circumstances, the awarding was only done recently.

Members of the Regional Advisory Council of Police Regional Office 9 representing the academe, business, health, media, judiciary and other sectors received the certificate of appreciation for their invaluable support to PRO9 who contributed immensely in making PRO 9 pass the Initiation Stage.

The Performance Governance System makes the works of the Philippine National Police more manageable, simple and organized by utilizing the balanced scorecard concept. It improves the crime solution, as well as crime prevention and control in partnership with all stakeholders, and ensure effective use of police intelligence.

The PGS has four stages which satisfy the Performance Governance System of the Philippine National Police. They are the Initiation, Compliance, Proficiency, and Institutionalization Stages.

The initiation stage is the hardest stage among the four. In order to attain the strategic measures of this stage, the Police Regional Office 9 formed the technical working groups, the Multi-Sectoral Governance Council and the Strategy Map of Governance Charter Statement, such as Mission, Vision and Value.

Police Regional Office 9 is now in the process of fulfilling the second stage, which is the compliance stage after passing the first one. PRO9 cannot proceed to the next stage without passing the initiation stage. Hence, PRO9 leadership commended the members of the Technical Working Group for their untiring efforts in the formulation of strategies.

Man wanted in Zambo del Sur killed in Cebu encounter

A man wanted in Zamboanga del Sur for a double murder case was shot dead in an encounter with police in Cebu province on Thursday.

Cebu provincial police intelligence operatives shot Edgar Degamo after he allegedly tried to fire at them, GMA Cebu's Alan Domingo reported Friday.

The encounter occurred in Barangay Canjulao in Lapu-Lapu City, when the police were serving an arrest warrant against Degamo for double murder and multiple attempted murder.

Police said Degamo tried to draw his handgun but police operatives beat him to the draw.

Degamo died from four gunshot wounds to the chest.

High-Ranking NPA Leader Captured in Piñan; 4 Other Wanted Persons Arrested

Piñan, Zamboanga Del Norte - Elements of Piñan MPS together with the personnel from Regional Intelligence Unit 9, PRO9 Regional Intelligence Division, and CIDT-Zamboanga Del Norte arrested a former Exe Com member Sec SSC-NBC (lied-low as of the 4th Quarter of 2006) and back to active status as Deputy Secretary of NG-KARA, CPP/NPA/NDF Western Mindanao Regional Party Committee (PSR Listed as of year 2012), during a manhunt operation in Barangay Sta. Fe at about 1:00 AM of April 19, 2015.

Suspect identified as Rodrigo Tayasan was arrested by virtue of warrant for Multiple Murder with Quadruple Frustrated Murder and Damage to Government Property docketed under Criminal Case Number 508 issued by Acting Presiding Judge Bernadette S. Paredes-Encinareal of RTC 10th Judicial Region, Branch 36, Calamba, Misamis Occidental. Another arrest warrant for Murder docketed under Criminal Case No. S-4888 issued by Presiding Judge Reymar L Lacaya of RTC 9th Judicial Region, Branch 11, Sindangan, Zamboanga del Norte was also served against him. Tayasan is currently under police custody for proper disposition.

Zamboanga City - A man listed as the no. 7 Most Wanted Person in Zamboanga Police Station 9 AOR fell into the hands of said police station during a police operation carried out by ZCPS9 led by Police Senior Inspector Ramon I. Bautista, Jr. at the inner part of Barangay Anuling at about 1:35 PM on April 18, 2015.Suspect identified as Noel Rojas y Inclan, 39, resident of Sitio Pole Diutay, Lapaz. was arrested by virtue of warrant of arrest for two counts of murder filed under Criminal Case No. 30305 and 30306, with no bail recommended, issued by Presiding Judge Gregorio V. Dela Pena, III of RTC, Branch 12, Zamboanga City dated March 30, 2015. Arrested man is presently detained at the said station.

Polanco, Zamboanga del Norte - Operatives of Polanco MPS nabbed a man during a manhunt operation in Barangay Letapan at about 10:00 AM of April 18, 2015. Police Senior Inspector Edison Francisco Alviar – Polanco Police Chief, identified the arrested man as Donato Esmade y Jamolod, 18, resident of said place. He was arrested by virtue of warrant docketed under Criminal Case No. 3350 issued by Judge Deborah P. Garcia-Nazario of MTC Polanco, ZDN dated Feb 20, 2015 and Criminal Case No. 19481 with bail bond amounting to ₱10,000.00 each, issued by Judge Victoriano DL Lacaya Jr. of RTC Branch 9, Dipolog City dated February 25, 2015. Suspect is now temporarily detained at Polanco MPS for proper disposition.

San Miguel, Zamboanga del Sur - Two wanted persons, one of whom is listed as the no. 6 most wanted in this municipality, were arrested during a police operation in Purok Talisay, Barangay Dao-an, San Miguel at about 4:20 PM of April 18, 2015. Police Inspector Willie Joy B. Pogado, San Miguel Police Chief, identified the arrested suspects as Jenny Cege Molehon a.k.a. "Jenny" (No. 6 Most Wanted Person - municipal level), 27, resident of Barangay Legarda, Dinas. She was arrested by virtue of warrant for murder docketed under Criminal Case Number 13-085, and for Robbery with Violence/Intimidation docketed under Criminal Case Number 07-041 issued by Presiding Judge Edilberto Absin of RTC, Branch 29, 9th Judicial Region, Pagadian City with recommended bail bond of Php 40,000.00. The other arrested man was identified as Junrey Mañaneta Estomo a.k.a. “Ren-Ren”, 18, resident of Barangay Dao-an, who was arrested for attempted homicide docketed under Criminal Case Number 1640-SM, issued by Presiding Judge Maria Teresa Pangilinan, 6th MCTC, San Miguel-Dinas-Lapuyan with bail bond worth Php 12,000.00. Arrested suspects are temporarily detained at San Miguel MPS awaiting court disposition.

499 youth finish TESDA skills training

PAGADIAN CITY, April 22 (PIA) – A total of 499 students finished a community-based training program known as Special Training for Employment Program (STEP) for the year 2014, implemented by the Technical Education and Skills Development Authority (TESDA)-IX based at Dao, this city.

The mass graduation ceremony was held Thursday, April 16, at the city’s gymnasium with Representatives Victor Yu and Aurora Cerilles of the first and second congressional districts of Zamboanga del Sur, respectively, as guests of honor.

Yu and Cerilles were the ones who initiated and allotted funds entrusted to TESDA for the skills development program of their respective constituents who successfully graduated from the different technical-vocational programs.

The graduates were given not only certificates of training signed byTESDA Secretary Noel Villanueva but also National Competency Assessment or National Certificates (NC-II) as their their license to practice their profession and tool kits for them to be able to immediately start and practice their acquired knowledge and skills.

In her message, the lady lawmaker told the 499 graduates that “through this training your acquired power and skills will help you overcome poverty. Hard work is the key to your success.”

On the other hand, Congressman Yu also said that the provincial and municipal officials have acknowledged the importance of human resources in our province. “Human resources are very important in a community,” he said.

To answer this call, the provincial government led by Governor Antonio Cerilles has focused on improving our educational systems, starting with the basic education, elementary, high school and the tertiary education, Yu disclosed.

Earth Day activities set

THE Department of Environment and Natural Resources (DENR) said that mangrove propagule planting will be the main highlight during Wednesday's observance of the 45th Philippine Earth Day Zamboanga Peninsula Region.

DENR Regional Director Arleigh Adorable said the Earth Day observance, which falls on April 22 of each year, is in line with the Presidential Proclamation 1481, series of 2008.

The mangrove propagule planting, Adorable said, will be held in Barangay Bulanit in Labangan, Zamboanga del Sur.

He said the activity will be participated by the DENR personnel, people's organization and beneficiaries under the National Greening Program (NGP), Labangan Municipal Government employees, youth, residents, and other stakeholders.

It will be followed by a beach clean-up activity at Tukuran Beach in Tukuran, Zamboanga del Sur, according to Adorable.

He said they have lined up several other activities in the event. These include: wildlife trafficking meeting of the technical working group, bird identification/orientation and organization of bird club, attendance to the wildlife conservation society of the Philippines symposium, attendance to the national caving congress, site visits to Mount Timolan protected landscape, wildlife handling, permitting and enforcement training workshop, and the conduct of a local bird festival.

This year's observance is anchored on the theme: "Earth Day Every Day, Everywhere, for Everyone."

The Earth Day celebration is an international event started in 1970 by its founder United States Senator Gaylord Nelson. It is the largest civic event in the world celebrated simultaneously by people of all backgrounds, faiths, and nationalities.


New DENR-9 regional office building inaugurated

PAGADIAN CITY, April 20 (PIA) – As the regional center for region 9 has been transferred from Zamboanga City to Pagadian City, the Department of Environment and Natural Resources (DENR)-9 has inaugurated on Friday, April 17, its new regional office building erected at the President Corazon C. Aquino Regional Government Center in Barangay Balintawak this city.

Addressing the audience comprising some city government officials, provincial officials, Congressman Victor Yu, Philippine Information Agency (PIA)-9 staff, DENR-9 regional office staff as well as personnel from the different Provincial Environment and Natural Resources (PENROs) and Community Environment and Natural Resources Offices (CENROs) throughout the region, Undersecretary Demetrio L. Ignacio Jr. said the construction of the new regional office building here in the city is a proof of “DENR-9’s commitment to support the transfer of the regional center to Pagadian City” as mandated under Executive Order No. 429 issued by former President Corazon C. Aquino.

Undersecretary Ignacio was sent to deliver the speech of Secretary Ramon JP. Paje, who was in South Korea attending the World Water Summit.

“It is almost 40 years since DENR-9 constructed a regional office building. To have an office that gives us the dignity we deserve, the new regional office now stands on a 1.4-hectare lot donated by the city government of Pagadian within the newly created President Corazon C. Aquino Regional Government Center,” Secretary Paje said in his message as read by Ignacio.

Paje also reminded the DENR personnel that their agency “is primarily tasked to manage, conserve, protect and sustain the environment and natural resources, serving as the forefront in implementing programs and projects that can directly reduce poverty, strengthen food security, mitigate impact of climate change, protect biodiversity, geo-hazard mapping, pollution control, stimulate economic growth and establish political stability.”

On the other hand, Congressman Victor Yu of Zamboanga del Sur’s first district has commended the DENR for immediately complying with the order to transfer its regional office to Pagadian City. In fact, he said, DENR-9 was the first agency to construct its regional office at the regional government center.

Other agencies which have started constructing their regional offices there are the Office of Civil Defense (OCD), National Irrigation Administration (NIA), Bureau of the Treasury, National Economic and Development Authority (NEDA) and the National Meat Inspection Service (NMIS).

Some agencies are still renting while a few have already constructed their regional offices in their own lots here in the city.

Suspect is now under the custody of Tungawan MPS for proper disposition.

Zamboanga City – Detection Management Unit of Zamboanga Police Station 11 conducted an operation in Barangay Cabaluay at about 10:00 AM of April 14, 2015. This led to the arrest of Vicente Luna y Marcos, of legal age, residing at said barangay. Suspect was arrested by virtue of warrant of arrest for violation of Section 5 (i), R.A 9262 with recommended bail bond of Php 24,000.00, issued by Judge Peter V. Eisma, RTC Branch 15. The suspect was temporarily freed after he posted the required bail bond.

Siocon, Zamboanga del Norte - Operatives of Siocon MPS, led by Police Inspector Joie L. Alcasarin, conducted a police operation in Barangay Latabon at about 8:00 AM of April 14, 2015. This led to the arrest of the number 5 Most Wanted Person (Municipal Level) of Siocon. He was identified as Abdu Salicala y Taupan, 52, fisherman, resident of said place. He was arrested by virtue of warrant for murder docketed under Criminal Case Number 689, without bail bond, issued by Presiding Judge Reuben L. Maraon of Branch 27, Regional Trial Court 9, Siocon, Zamboanga Del Norte dated November 8, 2005. Arrested person is now detained at Siocon MPS detention cell for proper disposition.

Siocon, Zamboanga del Norte - Operatives of Siocon MPS arrested two senior citizen farmers in Barangay Pangian at about 9:30 AM on April 14, 2015. The arrested couple was identified as Florentino Entero y Prato, 87, and Florencia Del Rosario y Entero, 56, both residents of said place. This is by virtue of warrant of arrest for Qualified Theft of Coconuts docketed under Criminal Case Number 2015-01-13 (1174) dated February 17, 2015 with bail bond of ₱40,000.00 each, issued by Presiding Judge Laarni N. Dajao of RTC 9, Branch 27, Siocon, ZDN. Arrested persons are now under the custody of said police station.

Katipunan, Zamboanga del Norte - A female was placed under arrest by elements of Katipunan MPS during a manhunt operation in Barangay Tuburan at about 3:30 PM of April 14, 2015. Suspect Gemma Solis, 55, resident of Barangay Tuburan, was arrested by virtue of warrant for grave oral defamation docketed in Criminal Case Number 010-15 with recommended bail bond amounting to ₱4,000.00 bail bond, Presiding Judge Alnaiza T. Katipunan, Zamboanga del Norte - The no. 8 Most Wanted Person of Katipunan MPS was arrested during a police operation in Barangay Balok at about 4:30 PM on April 14, 2015. Suspect identified as Zosimo A. Andig, 44, resident of Barangay Balok, was arrested by virtue of warrant for Violation of section 5(a) of RA 9262 docketed under Criminal Case Number 19391 with bail bond set at ₱60,000.00 issued by Presiding Judge Rogelio D Laquihon of Regional Trial Court, 9th Judicial Region, Branch 7, Dipolog City. Fallen Dinas Cop Awarded with Heroism Medal

Police Regional Office 9 has awarded the PNP Posthumous Heroism Medal, the equivalent of the Medalya ng Kadakilaan to the late PO2 Rolando Landiao Dumasig, formerly assigned at Dinas Municipal Police Station, Zamboanga del Sur Police Provincial Office and a Plaque of Appreciation.

The awarding ceremony was held at the Police Regional Office 9 Quadrangle during the Monday Flag Raising Ceremony, April 13, 2015. Both awards were presented by Police Chief Superintendent Edgar Orduna Basbas, Acting Regional Director of Police Regional Office 9 and assisted by Police Chief Superintendent Ramon Martinez Ochotorena, Deputy Regional Director for Administration. Both were emotionally received by the widow of the late PO2 Rolando Dumasig, Mrs. Gwendulyn Dumasig.

The PNP Posthumous Heroism Medal is the highest award to be given to the fallen members of the Philippine National Police who met their untimely death while enforcing the law.

PO2 Rolando Dumasig has demonstrated the kind of dedication and commitment to public service. He ignored the danger, wherein, his life was at risked when he and his co-policemen served the warrant of arrest against Saudi Nanding, number 8 Most Wanted Person in Dinas, Zamboanga del Sur. Thereby, a shoot-out between the PNP and the Ambal Criminal Group on March 27, 2015 at Barangay Beuatan, Dinas, Zamboanga del Sur was ensued, which resulted to his untimely death. Through his sacrifice, late PO2 Dumasig ended his life, thus, he is worthy to receive such award.

In recognizing the gallant act being displayed by the late PO2 Rolando Landiao Dumasig and risking his life in performing his mandated duties and responsibilities, the Police Regional Office 9 has also awarded the Plaque of Recognition to the late subject Police Non-Commissioned Officer.

On the other hand, the Public Safety Mutual Benefit Fund Incorporated has extended Financial Assistance to the bereaved family of the late PO2 Rolando Dumasig. The Regional Manager has awarded the check with unspecified amount to the widow of the late PNCO during the said occasion.

Indeed, the Police Regional Office 9 was in deep sorrow over the loss of the PO2 Rolando Dumasig, with whom the Command considered him as a dedicated and courageous member of the police force. Obviously, he ignored the danger in dealing with the members of the syndicated crime group whom he and his group have encountered in the name of the police service and for the sake of the Filipino people. The death of the late subject Police Non-Commissioned Officer will serve as the Best Role Model to his comrades in arms.

21 Fishing Boats Impounded in Pagadian

Pagadian City - Pagadian City Police Station and the 903rd Maritime Police conducted seaborne patrol at Illana Bay of this city at about 5:30 AM of April 11, 2015.

This is for the implementation of Executive Order 305 - “devolving to municipal and city governments the registration of fishing vessels three tonnage and below and for violation of all forms of illegal fishing accomplishment report on the conduct of seaborne patrol”. This resulted in the apprehension of twenty-one motorized fishing boats. All seized motorized fishing boats are now in the custody of 903rd Maritime Police.

Charges filed against kidnappers in Zambo Sur; P60-M ransom demanded

ZAMBOANGA CITY (MindaNews/15 April) — Police have filed criminal charges against five of the 10 suspected kidnappers who seized two children and a bakery worker last March 31 in Pitogo, Zamboanga del Sur.

One of the two children, Zynielle Jay Garban, 2, was found dead three days after the suspects seized them. Fishermen fished out her body at sea near Pitogo town.

Senior Supt. Sofronio Ecaldre, Zamboanga del Sur police director, said the criminal charges were filed against the suspects on Monday before the provincial prosecutor’s office.

Ecaldre named the respondents as the following: Mahbad Hassan and Alkim Hassan, both of Barangay Poblacion, Pitogo; Jalid Malali; Usman Jelanie; and, Usman Hassan all of Barangay Kalintana, Naga, Zamboanga Sibugay.

Ecaldre said Mahbad and Alkim were arrested a day after the incident but the arrest was not announced as investigation was ongoing.

He said investigation showed the suspects stayed at the residence of Mahbad and pretended to be fresh fish traders while monitoring the movement of their target, Chzarenia Kapa Sajulga, a businesswoman.

He said Usman was identified through a closed-circuit television (CCTV) camera footage of CJ Bakeshop owned by Sajulga.

The suspects seized Zynielle Jay, her elder brother, Ace Jay Garban, 3, and Ledegie Tomarong, 17, after they failed to get Sajulga.

Zynielle Jay and Ace Jay are the grandchildren of Pitogo Mayor Richard Garban.

Sajulga ran inside her house and locked herself in a room when the suspects entered her bakery.

They grabbed the two children and Tomarong, who were at the fish port, and escaped by using them as human shields during a shootout with pursuing policemen.

Mayor Garban announced that the kidnappers have demanded P60 million for the release of his grandchild and Tomarong.

He appealed to the kidnappers to free the hostages on humanitarian grounds since their families are not capable of paying the ransom.

Meanwhile, Ecaldre said policemen and soldiers were still tracking down the whereabouts of the victims.

1CAV’s free medical, dental services benefit over 400 residents of Labangan town

LABANGAN, April 14 (PIA) – Over 400 residents of Barangay San Isidro here have benefited from the free Medical and Dental Civic Action Program (MEDCAP) conducted on Friday, April 10, by the 1st Field Artillery Battalion (1st FAB), Army Artillery Regiment in partnership with the 1st Cavalry (Tagapungana) Squadron (1CAV) of the Philippine Army’s Mechanized Infantry Division.

In his message, Lt. Col. Sonny Sales, commanding officer of the 1st FAB, said the objective of MEDCAP was to bring immediate medical health services to the people especially those living in the remote areas where access to government services is difficult like Barangay San Isidro, which is also “one of our adopted barangays.”

Meanwhile, 1CAV commanding officer Lt. Col. Charlemagne Batayola Jr., said the project was conceptualized by the army leadership in partnership with the local government unit because out of the government’s genuine concern to help alleviate the living condition of the people in far-flung areas.

“Kini ang among pangandoy ug sa gamay nga pamaagi makahatag kaninyo sa gamay nga kalipay ug paglaum dinhi sa San Isidro,” Batayola explained.

(This is our dream that in our own little way we can bring joy and hope here in San Isidro.)

For his part, Punong Barangay Gavino Lacsado expressed his sincere gratitude to the Philippine Army that for second time, it held such an activity in his barangay.

Danilo Tingtingan was also thankful to the MEDCAP, as his sons, Johny, 11, and Danilo, 7, had availed themselves of free circumcision.

“Nagpasalamat ko sa Philippine Army tungod kay dili nako mogasto ug kwarta ug kahago magpatuli sa akong duha ka anak nga lalaki sa health center nga anaa sa lungsod. Layo kining among gipuy-an sa lungsod. Mopasahe pa ko P30 matag-usa aron mahatud sila sa health center,” Tingtingan explained.

(I am thankful to the Philippine Army because I will no longer spend money and time to have my two sons circumcised at the municipal health center located at the town proper. Our house is far from the health center and I have to spend P30 each for fare just to bring them there.)

A total of 412 residents have availed of the said project broken down as follows: 115 for free medical checkup, 90 for dental services/tooth extraction, 85 young boys for circumcision, 100 were given vaccination, and 182 were provided of free medicines.

The medical and dental teams from 1st Infantry (Tabak) division and the Rural Health Unit have jointly conducted the said activity.

Barangay official survives gun slay try in Zambo Sur

ZAMBOANGA CITY, April 13 (PNA) –- The police are conducting a thorough investigation aimed to unmask the two gunmen behind the attempt to kill over the weekend a government official in Zamboanga del Sur, an official said Monday.

Insp. Dahlan Samuddin, Police Regional Office-9 information officer, said Rafael Tesoro, barangay councilman of Bualan, Kumalarang was shot and wounded around 6 p.m. Saturday.

Samuddin said Tesoro was driving motorcycle when two unidentified gunmen shot him at Sitio Tubac, Barangay Bualan, Kumalarang, Zamboanga del Sur.

Samuddin said Tesoro was admitted at the Buug Medical Hospital.

He said the case investigator are looking into all possible motives.

Ex-Zambo Sur exec gets 10 years for graft

MANILA, Philippines - A former vice governor of Zamboanga del Sur has been sentenced to six-to-10 years in prison for allegedly misusing P3.7 million in government funds intended for financial assistance to farmers.

In a ruling handed down over the weekend, the Sandiganbayan said Tirsendo Poloyapoy could have used the money for his election campaign.

The anti-graft court found Poloyapoy guilty of violating Republic Act 3019 or the Anti-Graft and Corrupt Practices Act.

Aside from him, the court convicted Mario Octavio Arsenal, president of the Soya Farmers Multi-Purpose Cooperative (SFMPC).

The two were sentenced to serve six to 10 years in prison and ordered to indemnify the government P3.7 million. They were disqualified from holding public office.

The Sandiganbayan said the former vice governor entered into a deal with the SFMPC despite knowing that the cooperative lacked government accreditation and qualifications to implement the project.

It said the deal was notarized on Feb. 26, 2001, but the accused signed the agreement on March 6 of the same year.

The anti-graft court said the funds might have been used for campaign purposes, noting that a local election was held at that time.

Three other accused – former accountant Ma. Eden Saldariega and municipal employees Roderick Pascual and Osmundo Lumapas – have yet to be arrested.

This resulted in the arrest of Reneboy Oberes y Pagatpat a.k.a. ‘Eboy’, 20, resident of Purok Lumboy, Pinig-Libano, Dumalinao by virtue of warrant docketed under CC No. 18667 for the crime of Acts Of Lasciviousness in relation to R.A. 7610 with bail bond fixed at Php 180,000.00, issued by Presiding Judge Rogelio D Laquihan of RTC Branch 7, Dipolog City. Oberes is listed as no. 7 in the most wanted list of Sergio Osmeña MPS. The accused was brought to Dumalinao Police Station for booking and subsequently turned-over to Sergio Osmeña PNP for his temporary confinement while waiting for court disposition.


Region 9 joins PRISAA 2015

ZAMBOANGA CITY, April 10 (PNA) -– Region 9 has sent a 360-man delegation to compete in the week-long Private Schools Athletic Association (Prisaa) 2015 meet in Iloilo City, a sports official said Friday.

Prof. Elbert Atilano Sr., PRISAA national executive director, said the week-long athletic competition will reel off Saturday and ends Friday, April 17.

The Prisaa games include the following: baseball; basketball; volleyball; beach volleyball; football; sepak takraw; athletics; badminton; boxing; chess; dance sports; karate-do; lawn tennis; swimming; table tennis; taekwondo; and, weightlifting.

Atilano said the Region 9 delegation consisted of athletes and coaches from the cities of Dipolog, Pagadian, Isabela, and Zamboanga.

Atilano said he expects the athletes from the region to dominate in weightlifting, boxing, and athletic events.

6 Nabbed in Dimataling and ZC for Illegal Drugs

Dimataling, Zamboanga Del Sur - Elements of Dimataling Police arrested Benhar Bonga y Manajer, 23, during their mobile patrol in Barangay Kagawasan at around 11:30 AM of April 4, 2015. This is for violation of R.A. 9165 (Comprehensive Dangerous Drugs Act Of 2002). Confiscated from him was a sachet of suspected shabu, and drug paraphernalia. Suspect is temporarily detained at Dimataling Police Station while a case for violation of R.A. 9165 is being prepared for filing in court.

Zamboanga City - Two persons and a minor were arrested by the members of SWAT, Rapid Deployment Platoon and ZCPSC at a checkpoint along the national highway in Brgy. Confiscated from them were a sachet of suspected shabu and drug paraphernalia. Suspects were flagged down for a visible traffic violation before yielding the prohibited substance. Suspects are presently detained at ZCPSC for filing of appropriate charges in court.

Zamboanga City - Operatives of Sta. Maria Police Station conducted a buy-bust operation at Estrada Drive, Barangay San Roque at 1:00 PM of April 4, 2015. This resulted in the arrest of Aljimar Lainuddin y Lulu, 30, resident of said barangay. Confiscated from him were two sachets of suspected shabu and marked money. Lainuddin is presently detained at said station for filing of appropriate charges in court.

Zamboanga City - Operatives of Zamboanga City Police Station 11 conducted a buy-bust operation near Zion school in Barangay Canelar at 4:20 in the afternoon of April 4, 2015. The operation resulted in the arrest of Perlin Saraza y Buena, 36, resident of said place. Confiscated from the suspect were two sachets of suspected shabu and marked money. Suspect is presently detained at said station for filing of appropriate charges in court, whereas the prohibited substance will be submitted to RCLO9 for examination.

Labangan PNP Cuffs Suspect on Attempted Murder

Labangan, Zamboanga del Sur - Intelligence operatives of Labangan Police Station conducted a manhunt operation in Barangay Upper Sang-An at around 11:30 in the morning of April 3, 2015.

This resulted in the arrest of Muhammad Caug y Talumpa, 42, resident of said village. Subject wanted person was arrested by virtue of warrant for Attempted Murder docketed under Criminal Case No. 10234-2k11 with recommended bail bond of Php 120,000.00, issued by Presiding Judge Rolando L. Goan, RTC 9th Judicial Region, Branch 21, Pagadian City, dated December 21, 2011. Arrested person is now detained at Labangan Police Station for proper disposition.

Lumbia bags first prize in Fire Olympics 2015

PAGADIAN CITY, April 7 (PIA) –For the second time the Volunteer Fire Brigade (VFB) team of barangay Lumbia has bested five other teams in the recently concluded Fire Olympics 2015 held here at the city oval, highlighting the Fire Prevention Month celebration.

Anchored on the theme, “Kaligtasan sa Sunog: Alamin, Gawin at Isabuhay Natin!,” the participating teams competed for the following events, namely, hose laying and replacement of busted hose, bucket relay and flammable liquid extinguishers."Kaligtasan sa Sunog: Alamin, Gawin at Isabuhay Natin!"

Barangay Tiguma was adjudged 1st runner-up followed by Barangay Kawit.

The winning teams received cash prizes, trophies and certificates of excellence.

Barangay councilor Gregory Maghinay said, “to win first prize in the Fire Olympics for a second time is a huge honor.”

“Dako kaayo nga dungog alang kanamo nga mga volunteer fire brigades nga midaug sa maong kompetisyon sa ikaduhang higayon ug mapasigarbuhon kaayo kami niini nga pasidungog,” Maghinay exclaimed.

(It is a huge honor for us, the volunteer fire brigades, to win this competition for the second time, and we are extremely proud of this award.)

The team, Maghinay said, was composed of 12 barangay Tanods.

“Ang mga mga miyembro sa Barangay Tanod mao ang among gipaapil sa Fire Olympics kay sila man gud ang mga first responders panahon kung adunay sunog mahitabo,” Maghinay said.

(The members of the Barangay Tanod are our participants to the Fire Olympics because they are our first responders in case a fire happens.)

The team will represent the city in the provincial level competition in September this year.

LGU takes an active role in climate change adaptation, says DILG official

PAGADIAN CITY, April 6 (PIA) – The Department of the Interior and Local Government (DILG) has urged the local government units (LGUs) to prepare for natural disasters.

In his message during the operation “Listo” provincial convergence and launching ceremony of disaster preparedness manual at Hotel Guillermo here, Provincial Director Verner Virgilio Jayme of DILG-Zamboanga del Sur said the LGU takes an active role in Climate Change Adaptation (CCA) and Disaster Risk Reduction Management (DRRM).

“The LGUs are mandated to take an active role in climate change adaptation and mitigation measures to ensure safety of families and communities in times of disasters,” Jayme pointed out.

Jayme also said the role of the local chief executives as chairpersons of the Local Disaster Risk Reduction Management Councils (LDRRMC) is very important in making the local communities prepared for typhoons and floods.

Jayme said the government is embarking a very important program dubbed “operation listo” to enhance the capabilities of LGUs to be at the forefront of the government’s initiative to adapt, mitigate and prepare for climate change and disasters.

Jayme said the disaster preparedness manual distributed to the 24 municipalities and a city will help them formulate their respective plans and allow them to assess/determine their level of readiness including their needs to meet the minimum requirements for readiness.

“It also assists them in planning for disaster response. They can also ask from DILG to reinforce them long before any typhoon arrives,” Jayme said.

The manual contains three critical preparedness actions: Alpha (Yellow), Bravo (Orange), and Charlie (Red).

Meanwhile, Assistant Regional Director Pedro Cuevas in his message said the public should be prepared in the event of any natural disaster. “We should not be complacent and rely upon just the prayer, instead we should be proactive,” Cuevas urged.

Cuevas also said “disasters and calamities may strike at any place or time, as we have already experienced and witnessed how these disasters affected the lives of many Filipinos.”

In support of the said program, the local chief executives and government officials joined the ceremonial signing of “Listo Ako” commitment to symbolize their united vow of gearing up local communities for disaster preparedness.”

Mahayag LGU Employee and 1 Minor, Busted on Drugs

Zamboanga del Sur - An employee of Mahayag LGU was arrested after a large sachet of suspected shabu, drug paraphernalia placed inside a universal battery charger, and marked money was recovered in his possession. Suspect identified as Jayme Brobo was arrested during the drug buy-bust operation by Mahayag MPS in Purok 2, Barangay Poblacion, Mahayag at about 4:20 PM of March 31, 2015. Suspect is now detained at Mahayag MPS for proper disposition.

Zamboanga City - A male minor was placed under the custody of ZCPSC SWAT Team after a sachet of suspected shabu was recovered from him at a checkpoint along the highway in Barangay Cawit at about 12:30 AM of March 31, 2015. Several drug paraphernalia were also recovered from him. Said minor was turned-over to Ayala PS for proper disposition.

ZAMBOANGA CITY (MindaNews/03 April) – One of the three children who were seized Tuesday in Pitogo town in Zamboanga del Sur by suspected kidnappers was found dead Friday morning.

Zynielle Jay Garban, 2, a grandchild of Pitogo Mayor Richard Garban, was plucked out from the sea by fishermen near the town’s shore around 8 a.m., Senior Supt. Sofronio Ecaldre, Zamboanga del Sur police director said.

Ecaldre said the fishermen brought to Pitogo the child’s body, which was positively identified by the victim’s family.

Garban, her three-year-old elder brother, Ace Jay, and bakery worker Ledegie Tomarong, 17, were seized by 10 gunmen during a shootout around 5:30 p.m. Tuesday at the fish port in Barangay Poblacion, Pitogo.

The shootout ensued as policemen pursued the gunmen who tried but failed to seize their target, businesswoman Chzarenia Kapa Sajulga, who owns a bakery in downtown Pitogo.

The gunmen made good their escape as they grabbed the three children, who were at the fish port, and made them as human shields preventing the policemen from further pursuing them.

Ecaldre said investigation showed that the victim, who bore contusions in the neck, was apparently strangled to death and thrown into the sea.

He said policemen and soldiers were tracking down the whereabouts of the other hostages.

The gunmen, who escaped aboard two motorized bancas, sped towards Zamboanga Sibugay province.

Zambo Sur police assures business group security measures are in place

PAGADIAN CITY, Zamboanga del Sur, April 2 (PNA) – The local business community has strongly called on the police and military authorities to tighten security measures in this province.

The call of the Pagadian-Zamboanga del Sur Chamber of Commerce and Industry Foundation, Inc. (PZCCIFI) came after gunmen, believed to be kidnappers, seized late Tuesday two grandchildren of a mayor and a bakery worker in the nearby town of Pitogo.

The gunmen seized the children and took them as human shield when a shootout ensued with pursuing policemen after they failed to snatch their target victim, Chzarenia Kapa Sajulga, a businesswoman who owns a bakery in downtown Pitogo.

Mercedes Lourdes Quisumbing, PZCCIFI president, said Thursday they have alerted the business community to take precautionary measure against kidnapping and other forms of atrocities.

Quisumbing said the chamber is set to meet with all businessmen to discuss the prevailing peace and order condition of this province.

Meanwhile, Senior Supt. Sofronio Ecaldre, provincial police director, has assured the business community that security measures are in place in coordination with the military forces.

Ecaldre said he is open to recommendations and suggestions as far a security measure of this province is concern.

The gunmen seized the two grandson of Pitogo Mayor Richard Garban namely Ace Jay Garban, three and Zynielle Jay Garban, two and bakery worker Ledegie Tomarong, 17 after they failed to seized Sajulga, who managed to run and locked herself in a room.

The gunmen boarded two motorized bancas and sped towards Zamboanga Sibugay province bringing along with them the victims.

It will be recalled that Sajulga’s sister-in-law, Monaliza Kapa, also a businesswoman, was kidnapped in November 2011 and was released in January 2012.

Zambo Sur invites Celso to speak on BBL

Government officials and employees and representatives of the private sector in Zamboanga del Sur were enlightened on the Bangsamoro Basic Law or BBL in a forum conducted by Zamboanga City District 1 Congressman Celso Lobregat at the Executive Hall of Pagadian City.

Lobregat was invited to speak on the topic by Zamboanga del Sur Governor Tony Cerilles who described the Zamboanga City solon as most prepared among members of Congress to articulate on the BBL, and the various issues and concerns.

The participants numbering some 300 composed of the province’s municipal mayors, vice mayors, councilors, barangay chairmen and kagawad, Non-government organizations, the business sector, government officials and employees of Pagadian City led by Mayor Romeo Pulmones , to include regional government officials, heard Lobregat as he articulated on the contentious issues on HB 4994 which is also the subject of hearings in Congress.

Also in attendance were Congressman Victor Yu of the 1st District and Congresswoman Aurora Cerilles of the 2nd District.

Lobregat said this forum is being done so that those present will have better understanding of the BBL and they can later explain to their constituents, members of the associations or groups they belong on how the BBL can affect their lives.

Lobregat reiterated that ‘we are for peace, we want the BBL to be passed, but it must be fair, just, acceptable, feasible, and consistent with the Constitution and existing laws’.

Explaining his support for amending certain questionable provisions in the BBL, Gov. Cerilles said ‘ we are not anti-muslim, we are pro-filipino’.

The forum on the BBL was held right after the Regional Development Council [RDC] Expanded Executive Committee meeting FY 2016 Budget Review and Consultation presided by Acting Chairman Teresita Socorro Ramos, NEDA IX regional director. also held at the Executive Hall of Pagadian City Hall.
