CABATUAN, Isabela– Starting this year, business establishment owners in this municipality are already required to produce waste segregation trash cans at their respective business establishments before they could renew their business permits.
The local government unit of Cabatuan has made the policy in support to Republic Act 9003, otherwise known as Solid Waste Management Act of 2003.
Mayor Cid Dayrit said under his watch, he would like to strictly implement the waste segregation program through requiring business establishment owners to minimize littering of wastes especially in public places.
Dayrit has called on business establishment owners to follow the new policy of the locality in order to make the locality maintain its cleanliness even without any searches relative to cleanliness.
He said cleanliness of a certain place is one of the barometer of tourists to come back to the place if they know that it is clean, peaceful and with tranquility.

  1. The Bullies. They want you to tolerate them so they can continue to maliciously deprive you. Do not believe these bullies teaching tolerance, saying that it’s the path to prevent hatred and prejudice.

3 typhoon-affected Isabela towns to benefit from foreign org program

ILAGAN, Isabela– The typhoon-affected southern Isabela towns of Jones, Echague and San Agustin, Isabela are beneficiaries of the European Commission Humanitarian Organization (ECHO) program through the Philippine Red Cross (PRC).

Antonietta Asis, chapter administrator of PRC Isabela, said a total of P18 million were allotted by the European Union in the said towns for the provision of food packs and trainings to selected health volunteers in the area.

The health volunteers will serve as partners of the provincial disaster risk reduction and management council (PDRRMC) of the province in times of calamities.

Asis said the selection of the three towns depends on the prerogative of the European Commission and the Red Cross will serve as the bridge in implementing the humanitarian mission of the agency.

Asis said residents in the area felt elated for choosing their towns as area for implementing the ECHO program.

The program will officially start this month and is expected to end in the month of May this year.

City treasury office calls on Santiaguenos to pay taxes early

SANTIAGO CITY, Isabela– The city treasury office of Santiago has called on Santiaguenos to pay their tax obligation to the city government early to avail of discounts intended for early payers.

Claro Rosendo, local treasury operations officer, said taxpayers should avail of the 20 per cent discount on total taxes until January 20, 2012.

“Failure to pay on or before the January 20 deadline would mean additional surcharges and interests to the total computed taxes,” Rosendo added.

Taxes that are being collected by the city government include real property taxes, income and business taxes and these are added to the Internal Revenue Allotment (IRA) that are appropriated for the annual operations of the city.

The city treasury office hoped to exceed their tax collection this year, as massive tax information campaign has been conducted last year.

Each year, the city treasurer office is conducting tax information drive to inform the tax obligations of the residents.

This year, the city treasurer’s office has already started their scheduled tax information campaign in the barangays and they have already posted tarpaulins and other information materials in the strategic places to encourage taxpayers to pay their taxes on time.

DPWH 2 warns erring contractors

The Department of Public Works and Highways (DPWH) region 2 has warned unscrupulous contractors who perform inferior work for more gains.

In an interview over Radyo ng Bayan here, District Engineer Bong Ubina of Isabela first engineering district disclosed that they are set to blacklist a contractor after workmanship is found to be substandard.

According to Ubina, the contractor’s name is withheld pending results of the “redoing” of the substandard project being undertaken by the said contractor.

“We will not tolerate such wrongdoings, if the project will still be substandard, we will already blacklist him,” he warned.

Ubina added that the DPWH is bent on curbing inefficiencies and corruption in the agency to protect the hard earned income against unscrupulous contractors who perform inferior work for short-term gains.

The DPWH official also echoed the call of Public Works and Highways Secretary Rogelio L. Singson for contractors undertaking DPWH projects to complete the data in the project billboards as per Department Order 37 series of 2010.

As per DPWH department order, project billboards should be installed in all on-going projects for the information and guidance of the citizenry.

They should contain information on the name of the contractor, date started, contract completion date, contract cost, name of consultant for foreign-assisted projects, the DPWH implementing office, and the source fund.

He said the names or pictures of personalities or politicians should not be included in the standard DPWH project billboard, even for projects funded under the Priority Development Assistance Fund or PDAF.

Ubina said Sec. Singson has directed the DPWH regional directors, project directors and district engineers to monitor the compliance of these contractors, otherwise, they shall also be held accountable.

Government urged: Hold climate change summit now

ALARMED by climate projections in the coming years, a lawmaker strongly pushed for the immediate holding of a summit to map out plan of actions that would mitigate catastrophic effects of climate change to the country and the people.

Isabela Representative Rodolfo Albano said the grievousness of the situation calls for serious action not only on the part of the government but of all sectors of society as well.

“We are now suffering the brunt of climate change. Our wet season becomes wetter, our dry season becomes drier and there are even typhoons during summertime. Worse, hundreds of people die, thousands more get dislocated and properties are destroyed,” Albano said.

The senior legislator made the recommendation as calamity victims in Northern Mindanao try to recover from the massive destruction brought by Tropical Storm “Sendong” (international codename: Washi).

In the latest report released by the National Disaster Risk Reduction and Management Council (NDRRMC) on Friday, deaths caused by Sendong have reached 1,257 while 85 others remain missing.

Albano also took note of the devastation brought by Typhoons Quiel and Pedring in several regions in Luzon, including the National Capital Region.

He warned that hundreds more could die, thousands upon thousands would get displaced and billion-peso worth of properties would be shattered if the government would not take action immediately.

“Now is the time for the National Government, concerned government agencies, local governments and all sectors to sit down together, assess the situation, study projections and plan out actions to lessen the impact of the worsening climate change. We have to do this now to prepare for the worst that is yet to come,” he said.

The summit, he suggested, should tackle, not only the climate change and its effects, but also the other factors that aggravate the effects of climate change, including illegal logging, mining, improper waste disposal and pollution.

Food security and stable water supply, which are both being affected by the disastrous climate change, should also be discussed, Albano added.

In the meantime, Albano said the Climate Change Commission and the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) should launch massive nationwide information campaign to raise the level of public awareness on climate change and its effects.

“The people, who are the ones that usually suffer, should know. They should be educated about climate change, what to expect and how to mitigate its effects at least on their level. We cannot afford to be caught flatfooted; the risk is too much to ignore,” he stressed.

Bodies of boat passengers recovered

Local authorities and residents recovered Tuesday the cadavers of four persons who drowned after their boat capsized along Magat River in Barangay Bella Luz, San Mateo, Isabela province, according to the National Disaster Risk Reduction and Management Council (NDRRMC).

Police said that the bodies of Evelyn Alejo, 53; Jay Santos, 9; Joanna Alejo, 12; and Jomer Alejo, 9, were retrieved at the vicinity of Barangay Estrella and Old Centro, San Mateo, Isabela.

NDRRMC reported that the four victims along with five other passengers were on board a ferry boat crossing the Magat River on their way to Barangay Villa Fugu in Alfonso Lista town of Ifugao on December 25 when the vessel capsized due to strong water current.

4 killed as ferry boat sinks in Isabela

FOUR persons were killed when the ferry boat they were riding capsized while crossing the Magat River on Christmas day in San Mateo, Isabela.

This was confirmed yesterday by the National Disaster Risk Reduction and Management Council (NDRRMC).

The fatalities were identified as Evelyn Alejo, Jeff Santos,Jona Alejo and Jomar Alejo who were recovered in the vicinity of Barangay Estrella and Old Centro San Mateo, Isabela.

Update issued by the NDRRMC yesterday revealed that the victims were on board a ferry boat on their way to Villa Fugu, Alfonso Lista, Ifugao crossing the Magat River when the incident happened.

The incident occurred as low pressure area (LPA) hit the said province.

The LPA also caused flooding in Cebu Province, Cebu City, Mandaue City.

Labor attache’s wife lauds two Isabela police personnel

ILAGAN, Isabela- An Ilaguena who is married to a labor attaché lauded two police personnel assigned at Ilagan and Cabagan police stations for their immediate assistance when she approached them to seek help in tracking down her bag which was accidentally left in a Cagayan-bound bus on Christmas day.

Jocelyn Bartolome, an Ilaguena businesswoman and wife of Philippine Overseas Labor Office, Eastern Region (POLO-ERO) welfare officer Ron Lionel Bartolome, left her bag which contains money, bank cards and other valuable items inside a bus plying to Cagayan when she alighted at Ilagan public market at dawn of December 25, 2011.

Bartolome said upon learning that she has left her bag inside the unnamed bus, she immediately approached the Pulisya Ti Umili (PTU) personnel at the new pubic market and asked assistance to recover her bag.

The PTU Ilagan immediately called the attention of the Cabagan Police Station personnel who immediately conducted a checkpoint resulting to the immediate tracking of the bag at Cabagan, Isabela.

Bartolome said she acknowledged the quick response of the two policemen, namely Police Officer I Edwin Dacanay of Ilagan Police Station and Senior Police Officer IV Rodolfo Cureg of Cabagan Police Station.

She said she was relieved when her bag was recovered through the efforts of Dacanay and Cureg whom she considered as true protectors of the people.

Handicraft-making training conducted for jail inmates

CAUAYAN CITY, Isabela- Inmates in the Cauayan City Jail recently underwent a handicraft-making training. Jail Senior Inspector Noli Jadto, Cauayan city jail warden, said the inmates were taught how to make bags, lanterns, interior decorations and other handicraft products that will serve as their income-generating activities while inside the jail facility.

Jadto said the provision of skills training to inmates is a regular program of the Bureau of Jail and Management and Penology (BJMP) to make the inmates productive while rendering court sentence for violating the laws of the country.

“The skills training is part of the inmates’ welfare development program to divert their boredom while inside the jail facility,” he added.

Police, military observes suspension of military operations against rebels

ILAGAN, Isabela- The Philippine National Police (PNP) and the Armed Forces of the Philippines (AFP) based in this province will follow the order of the military command regarding the suspension of military operations (SOMO) this holiday season.

The 5th Infantry Division, Philippine Army based at Gamu, Isabela has assured that it will observe a temporary ceasefire with the rebels.

The Isabela Police Provincial Office (IPPO) will also be on ceasefire mode but will still be guarding the vital installations of both public and private infrastructures during the holiday season.

The government has ordered the suspension of military operations against rebels to give both parties precious time with their families during the holiday season.

The police and military in this province called on the rebels to honor the government’s SOMO to observe the Christmas season with joy together with their families.

Last year, the Aquino administration declared the longest Christmas truce in history which lasted for 19 days beginning from December 16, 2010 to January 3, 2011. The long SOMO came before the resumption of the peace talks with the National Democratic Front-Communist Party of the Philippines.

BFP regulates sale of firecrackers

CABATUAN, Isabela- The Bureau of Fire Protection (BFP) personnel in this town are regulating individuals from selling firecrackers to ensure a safe a Christmas celebration.

Firecracker sellers are now being closely monitored to ensure that they are following regulations set by the municipality and the BFP.

The BFP said permits to sell firecrackers must be obtained from the municipal government and they are also advised to utilize the firecracker zone area and give safety tips to ensure that there will be no firecracker-related casualties or accidents.

“The firecracker zone should be away from the public market to prevent hazards,” said Cabatuan fire officer Emiliano Garcia.

Garcia added that the BFP will not allow any businessman to sell firecrackers without showing permit issued by the municipal government.

“The BFP will closely monitor the entry of firecracker sellers who do not possess necessary permit to sell in the locality,” Garcia reiterated.

Meanwhile, the Department of Health (DOH) recommended the use of “torotot” instead of using firecrackers during holiday season to be safe from possible harm brought by improper use of firecrackers.

Isabela environment task force strengthened

ILAGAN, Isabela- To sustain its campaign to stop illegal logging activities in the province, the provincial government of Isabela has decided to buy four additional vehicles for the task force to be used to apprehend illegal loggers in the province.

Provincial Administrator Noel Manuel R. Lopez said the task force, headed by Governor Faustino G. Dy III, has seen the necessity of providing additional vehicles to effectively carry out the mandate of protecting the remaining forest resources of the province.

Lopez said that Dy is relentless in the campaign to stop illegal logging activities to avoid any consequences in the future.

The environment task force is composed of employees of the provincial government, particularly the environment and natural resources office, police and military contingents, non-government organizations and volunteers.

Since the reactivation of the environment task force, thousands of board feet of illegally cut, sawn and transported logs and lumbers were confiscated and are now deposited at the provincial gymnasium.

By providing logistics to the task force, Dy is confident that under his administration, illegal logging activities would be totally eradicated in the province.

Isabela’s P1.749 B budget for 2012 approved

ILAGAN, Isabela- The Sangguniang Panlalawigan has approved on second and final reading the province’s operational expenses for 2012 amounting to more than P1.749 billion during Tuesday’s regular session. This was after the series of committee hearings conducted by the appropriations committee headed by SP member Caesar Purugganan who also acted as the temporary presiding officer during the session.

The current budget is P49 million higher than the previous budget of P1.7 billion.

Atty. Noel Manuel Lopez, provincial administrator, presented the final copy of the budget proposal and was unanimously approved by the Sangguniang Panlalawigan.

The SP wanted that the budget be approved before the holiday break so that there will be no re-enacted budget for the succeeding year.

The committee has invited concerned heads of offices during the hearings to defend their respective proposed budgets for 2012.

Under the budget submitted by the Office of the Governor, there is a total of P109.545 million beginning balance, P86.691 million for tax revenue, P1.413 billion Internal Revenue Allotment (IRA), P131.679 million for operating and miscellaneous collections, and P5 million for extra-ordinary receipts.

The province’s budget will be utilized for salaries of employees amounting to P564.073 million, maintenance and other operating expenses (MOOE) is P637.171 million, capital outlay will be P67 million, economic and social services and infrastructure development or for development activities is P304.642 million, and five percent of the total budget is allotted for calamity fund.

Recyclable wastes turned into Christmas decors in San Mateo town

SAN MATEO, Isabela- The local government unit of this municipality, a consistent winner in solid waste management in the entire country, has urged all residents to recycle them into Christmas decorations to be displayed at public places this holiday season.

Henry Magno, municipal environment and natural resources officer (MENRO), said the town used recyclable materials like paper wastes, leaves, empty shells of snails, bottle crowns, and other recyclable materials as Christmas decors.

The recyclable materials were developed into lanterns, stars and Belens displayed at the mini-park of the town near the Maharlika highway, at the vicinity of the public market and at the municipal hall compound.

Magno said the town wants to show the ingenuity of the residents by recycling waste materials and turn them into captivating Christmas decors for their additional income.

He said San Mateo town usually segregates waste materials from biodegradable and non-biodegradable and hazardous waste and those biodegradables are turned into fertilizers while biodegradable waste are recycled into income-generating products by the residents. The hazardous wastes on the other hand are separated and kept in concrete safety vaults at the town’s dumping site.

Magno said residents in the area are taught on how to segregate wastes at the barangays and at the public market and turning them into income.

The Christmas decorations out of waste materials are now an attraction at the mini-park and around the town’s public market and municipal compound.

DTI- Isabela intensifies price monitoring of basic commodities

ILAGAN, Isabela- The Department of Trade and Industry (DTI) – Isabela has intensified its price monitoring activities on basic commodities, especially the Noche Buena products for the Christmas season, according to Maria Salvacion Castillejos, provincial director.

Castillejos said she has ordered his employees to closely monitor the prices of basic commodities and post suggested retail price lists in public places so the public will know the prices of products they are buying.

The DTI also confiscates sub-standard Christmas lights or those that have no Import Commodity Clearance (ICC) marks to avoid fire incidents.

DTI personnel cautioned business establishments selling the said products that they will face charges against trading laws and their permits will be cancelled if found liable to the said offense.

Castillejos advised the public to be vigilant and report to government authorities those establishments which are selling high prices of basic commodities and selling sub-standard Christmas lights.

The objective of the DTI in its monitoring activities is to ensure that no business owners will take advantage of the holiday season by increasing the prices of their commodities.

Isabela police forms SWAT team

ILAGAN, Isabela- The Isabela Police Provincial Office (IPPO) has formed a Special Weapons and Tactics (SWAT) team to respond in cases of hostage crisis situations and counter-terrorism operations.

Police Senior Superintendent Franklin Mabanag, IPPO chief, said there are already selected members of the Isabela SWAT team who are now undergoing training at the police regional office 2.

Part of the training expenses of the SWAT team is provided by the provincial government and the equipment needed for SWAT tactical operations will be jointly provided by the police and the provincial government.

In Santiago City, there is an existing police SWAT team and the logistics like vehicles, guns and ammunitions are provided by the city government, while the city police provide only manpower and training.

SWAT is an elite tactical unit in various national law enforcement departments composed of members who are trained to perform high-risk operations that fall outside of the capabilities of regular police officers.

SWAT team members' duties include performing hostage rescues and counter-terrorism operations; serving high risk arrest and search warrants; subduing barricaded suspects; and engaging heavily-armed criminals.

SWAT teams are often equipped with specialized firearms including submachine guns, assault rifles, breaching shotguns, riot control agents, stun grenades, and sniper rifles. They have specialized equipment including heavy body armor, ballistic shields, entry tools, armored vehicles, advanced night vision optics, and motion detectors for covertly determining the positions of hostages or hostage takers inside enclosed structures.

The formation of SWAT team in Isabela was jointly agreed by the police officials of this province and the provincial government as a standby force of IPPO in case there will be hostage crisis situations and terroristic activities that may arise in any part of the province.

23 Isabela towns, city to benefit from 4Ps

ILAGAN, Isabela- The Department of Social Welfare and Development (DSWD) 2 announced here during the Regional Development Council - Economic Development Committee (RDC-EDC) meeting that 23 Isabela towns and one city will benefit from the expanded Pantawid Pamilyang Pilipino Program (4Ps) of the Department of Social Welfare and Development (DSWD).

In the meeting of the RDC-EDC which was held at the Governor’s Palace at the capitol compound of this province recently, DSWD 2 Regional Director Arnel Garcia said his office has targeted and initially listed a total of 27, 114 potential 4Ps beneficiaries next year from the 23 towns and one city in the province but he clarified that the said target will still be determined when the final assessment and evaluation to the identified potential beneficiaries has already been done by the department.

The twenty three municipalities and one city will be added to the present town beneficiaries under the initial implementation of 4Ps in the country among them are the municipalities of San Mariano, Benito Soliven and Palanan.

The additional towns for 4Ps implementation are Angadanan, Aurora, Burgos, Cordon, Delfin Albano, Dinapigue, Echague, Luna, Maconacon, Mallig, Naguilian, Quezon, Ramon, Reina Mercedes, Roxas, San Agustin, San Manuel, San Mateo, San Pablo, Santo Tomas, and Tumanuini and the City of Cauayan.

The Pantawid Pamilyang Pilipino Program (4Ps) is a poverty reduction program of the government being implemented by the DSWD that benefits the poorest households in the country.

The program is a mode to counteract poverty that enables beneficiaries to improve their lives by complying with certain conditionalities of the program like on the areas of health, education and family development sessions.

The expansion of the 4Ps program was announced by President Benigno C. Aquino III when he saw the benefit it gave to the poor citizens of the country.

Isabela BIR district office intensifies campaign vs tax evaders

ILAGAN, Isabela- The Bureau of Internal Revenue (BIR) district office, this province, has intensified its tax collection campaign through its ‘Run After Tax Evaders (RATE)’ program.

Isabela revenue district office head Nerissa Agraam said the agency has been conducting assessment and surveillance activities of business establishments which are not paying the right taxes.

Agraam said there were already business establishments that were closed by the agency due to the negligence of the business owners to pay their taxes to ensure that all business establishments pay the right taxes.

The agency is also studying the taxes paid by professionals like lawyers, accountants, doctors and other self-employed individuals who do not declare the correct income.

BIR Isabela chief Agraam said the agency is mandated to collect the right taxes from taxpayers in the province and the agency has the power to file legal suits against person or entity for non-payment of taxes.

The run after tax evader program was implemented by the BIR to increase the tax collection in the country.

Isabela police chief wants more personnel in stations

ILAGAN, Isabela- The province’ police chief has aired his intention to request from the higher authorities for the deployment of additional personnel in all police stations in the province to improve its service to Isabelinos.

Newly-installed Isabela police chief Senior Superintendent Franklin Moises Mabanag aired his concern during his first command conference with all police station chiefs in the province last week where he also requested the accounting of all police personnel in all stations in the province.

He said that the average personnel in police stations at present ranges from 15 to 20 police personnel only which is way below the desired ratio.

At present there are 1,230 police personnel of the Isabela Police Provincial Office (IPPO) including the non-uniformed personnel inside the police camp while the total population of the province is now 1.4 million.

Mabanag was installed as provincial director of the IPPO on November 3, 2011 replacing Senior Superintendent Jimmy U. Rivera who has served the province as IPPO chief for more than two years.

Magat dam releases water today

RAMON, Isabela- The National Irrigation Administration – Magat River Integrated Irrigation System (NIA-MRIIS) has started releasing its impounded water as rains continue to pour in the watershed areas of the dam.

The dam management has registered water elevation at 192.95 cubic meters as of press time which is already near its spilling level of 193 meters. The dam also registered an inflow of 1,173 cubic meters per second and outflow at 983 cubic meters per second.

Engineer Wilfredo Gloria of Magat dam said the management has already registered the inflow of more than one thousand cubic meter per second as of 12:00 noon today and has opened two of its spilling gates at five meters each in anticipation of the incoming rain waters from the dam’s watershed areas.

The Philippine Atmospheric Geophysical Astronomical and Astronomical Services Administration (PAGASA) has said on Sunday that a low pressure area spotted in northern Luzon is threatening to enter the Philippine area of responsibility (PAR) in the succeeding days and will be bringing slight to heavy rains.

On Monday, rains started to fall in the province and still raining until today, not only in Isabela but also in nearby provinces of northern and central Luzon including the Cordillera Administrative Region (CAR).

The police, military and the provincial government are closely monitoring the low-lying areas in the province and have activated its rescue teams in case of emergencies.

Trader loses P7M to robbers

Robbers broke into the house of a businesswoman in Barangay Centro Dos, Malig, Isabela province, last Friday, and made off with some P7 million worth of jewelry, cash and other important valuables, police said yesterday.

Chief Inspector Jaime Narne, Mallig town chief of police, identified the victim as Jesusa Uy, 80, a businesswoman.

Police investigation showed that the robbers entered the victim’s bedroom and took away an attaché case containing jewelry with an estimated value of P1 million, P1 million cash, and four checks amounting to P5 million.

Police said they were still investigating the incident.

Liquor firm employees plant trees at Magat dam watershed

RAMON, Isabela- The San Miguel Beer (SMB) brewery company led its employees to a tree planting activity in coordination with the Provincial Environment and Natural Resources Office (PENRO) and the National Irrigation administration (NIA) at the watershed area of the Magat dam in this town.

Randy Guillego, SMB manager in Isabela said one of the company’s corporate social responsibilities is to help the government in its environmental programs to mitigate the impact of climate change.

Guillego said the company has identified the Magat dam watershed area to be the place of the tree planting activity as this area is necessary for the continuous flow of water that is needed by farmers and to control soil erosions in the upstream of Magat dam.

The company, together with PENRO and NIA, has planted more than five hundred of mahogany tree seedlings at the dam’s watershed.

The NIA have provided organic fertilizers while the PENRO provided the tree seedlings.

Provincial Environment and Natural Resources Officer William Savella lauded the concern of the liquor company on environment in the province and he expressed his support for any environment program undertakings of all government, non-government organizations and associations.

Savella said the Isabela PENRO is targeting the more than one thousand hectares of forest areas in the province this year while next year they have targeted four thousand hectares to be reforested.

Solid waste power plant to be piloted in Isabela

ILAGAN, Isabela- The provincial government, through the environment and natural resources office (PENRO), has disclosed that talks are underway between the provincial government and some Japanese investors for the establishment of a solid waste power plant in the province.

ENRO Geronimo Cabaccan, Jr. said the provincial government, in partnership with Japanese power experts, is planning to pilot-test the said power project in the province using the solid wastes generated by the public .

“The solid waste power plant would help ease the problem on solid waste disposition as the generated wastes such as household waste, construction and demolition debris, sanitation residue, and waste from streets will be utilized to run the power plant” Cabaccan explained.

Cabaccan however clarified that they have yet to finalize the details of agreements regarding necessary safety and precautionary measures including the support of the two parties.

He said there are still agreements that are to be made by the provincial government and the Japanese investors on the manner of collection of solid wastes in the municipalities going to the proposed power generation plant site.

The environment and natural resources officer said they have met with almost all the municipal and city environment and natural resources officers (MENROs) in the whole province to introduce the centralized solid waste to energy project.

Likewise, Cabaccan said the support of local chief executives through the MENROs is needed to solve the solid waste problem that the society is facing through the implementation of the said project.

He said the ENRO has targeted 22 municipalities and the two cities in the province to be the recipients and at the same time provider of solid wastes from their areas for the continuous operation of the proposed power project.

The cities of Cauayan and Santiago, the municipalities of Alicia, Angadanan, Aurora, Benito Soliven, Burgos, Cabatuan, Echague, Gamu, Ilagan, Luna, Mallig, Naguilian, Quirino, Ramon, Reina Mercedes, Roxas, San Isidro, San Manuel, San Mariano and Mateo were identified by both the provincial government and the Japanese investors.

Cabaccan said some Japanese engineers have already visited the said places in the province to validate the accuracy of the data given by the municipalities to ensure the sustainability of operation of the solid waste power plant.

Santiago City’s cash awards to be appropriated for street light projects

SANTIAGO CITY, Isabela- The local chief executive of this city wanted that the cash awards that the city received recently won from national and regional searches such as Seal of Good Housekeeping, Gawad Kalasag, Pamana ng Lahi, Best Nutrition Program implementer, Most child-friendly city and Best anti-red tape implementer, will be appropriated for street light projects in the city’s major business district.

Mayor Amelita Navarro said the city government has earmarked the more or less P8 million cash award from various searches that were conducted by the national government.

Navarro said the installation of street lights is an important project to halt criminals in doing criminal activities especially in the central business district in the city.

The city chief executive said there are now installed some street lights within the main streets of the public market but she wanted that all streets around the public market and urban barangays be installed with street lights.

“Ang mga street lights po ay nakakatulong ng pagpapanatili ng katahimikan at kaayusan lalo na sa kalunsuran dahil matatakot po ang mga masasamang-loob na magsagawa ng krimen kung maliwanang ang kapaligiran,” Navarro said.

She said if a place is peaceful and orderly, more investors would come in the city and invest and do business and that mean additional income for the city government.

Navarro said when all the necessary street lighting project will be realized in the city proper or in the city’s business district, it will be expanded in its interior barangays.

Agriculture office to distribute rice, corn seeds to typhoon-affected farmers

SANTIAGO CITY, Isabela- The city agriculture office has already purchased the necessary quantity of rice and corn seeds to be distributed to farmers who were affected by twin typhoons Pedring and Quiel.

City agriculturist Dominador Fernandez said based on the masterlist of the city agriculture office, 6,006 farmers were affected by Pedring and Quiel last month.

Fernandez said there are hybrid and in-breed rice and corn seeds to be distributed and farmers in a 50-50 scheme or the farmers will pay the half-price and the city government for the other half.

On in-breed rice subsidy, farmers are only required to pay P600 per cavan and the other half will be shouldered by the city government.

For hybrid rice seeds, farmers are only requested to pay P1,500 while the city government will be paying P3,000 per cavan of hybrid rice seeds.

On corn seeds, farmers are required to pay P1, 700 per bag and P2,800 will be shouldered by the city government while on hybrid corn seeds, farmers are required to pay P1,500 per bag while P3, 000 for the city government.

Fernandez said farmers are only given one cavan of rice seeds subsidy per hectare.

Farmers who will claim the rice and corn subsidies from the city government are advised to bring the required documents of either of the following: valid identification card with picture and signature, community tax certificate (sedula) or land title of the farm.

The early distribution of the rice seeds is in anticipation to the release of water of the National irrigation Administration – Magat River Integrated Irrigation System (NIA-MRIIS) that is set on November 16, 2011 where the start of the next cropping season will commence.

Isabela anti-crime czar expects close coordination with new prov’l police chief

ILAGAN, Isabela- The province’s designated anti-crime czar and concurrent president of the Isabela Volunteers Against Crime (IVAC) is expecting a unified and close coordination with the newly-installed Isabela police provincial office chief.

Former board member Ysmael Atienza expressed his expectation during the turn-over ceremony of the newly-installed IPPO chief senior superintendent Franklin Moises Mabanag.

He lauded the statement of Police Regional Office 2 chief Rodrigo de Gracia that he will prioritize an anti-illegal drugs campaign in the region.

Atienza said chief superintendent Rodrigo de Gracia’s all-out war against illegal drugs coincides with the program of the provincial government and the IVAC.

Atienza attended the turn-over of command at the IPPO mini-conference hall inside the IPPO compound.

With Atienza during the turn-over ceremony were the municipal mayors of Jeng Reyes of Alicia, Florante Raspado of Jones, Venus Bautista of Tumauini and Wilfredo Tabag of Ramon.

Veterinary office intensifies anti-rabies vaccinations

ILAGAN, Isabela– The provincial veterinary office (PVET) has intensified its anti-rabies vaccinations including advocacy campaigns to prevent incidents of rabies cases in the province.

Provincial veterinarian Angelo Naui said the intensified campaign aim to decrease mortality cases caused by rabies. Six deaths were caused by rabies infection from January to June this year.

Though the number of rabies cases is now declining as compared in previous years, Dr. Naui said the PVET should not be complacent with the trend instead, the office should intensify its campaign aiming a zero case.

Naui said the office is conducting continuous anti-rabies vaccinations in all barangays of the province particularly on pet dogs.

Among the symptoms of rabies- infected person includes convulsion, insomnia, uneasiness and other symptoms that makes a person do abnormal moves.

Provincial health officer Rosarita Mariano advised the public who are bitten by dogs or other animals with rabies to immediately visit the animal bite center located strategically in the province for anti-rabies shots.

Red Cross Isabela gives relief aid materials to typhoon-affected towns

ILAGAN, Isabela– The Philippine Red Cross-Isabela chapter has continued giving relief and humanitarian aids to affected Isabelinos said Antonietta Asis, PRC Isabela chapter head.

Asis said the humanitarian aid which contains various relief materials such as mats, mosquito nets, blankets, drinking water containers and food packs came from the International Federation of the Red Cross and this is for the affected families mostly in the southern Isabela towns.

Among the towns that were given relief assistance are the municipalities of San Agustin, Jones, Echague, San Isidro and Alicia which were hardly hit by typhoons Pedring and Quiel.

Asis said some houses were totally wrecked due to the strong winds and heavy rains and some families were forced to stay at the designated evacuation centers for several days.

Asis stressed that the red cross continues its mandate to provide humanitarian aid to needy individuals and families who are affected by man-made and natural calamities.

Aside from the relief operations, the PRC Isabela is also conducting rescue operations, rescue trainings, and blood letting activities.

The relief aid materials that were distributed were requested by the PRC- Isabela from the IFRC based on the surveyed needs of affected families in the Southern Isabela towns.

Pag-IBIG starts accepting, processing of calamity loan

CAUAYAN CITY, Isabela- The Home Development Mutual Fund (HDMF), also known as Pag-IBIG, urged members to file their application for calamity loans as the agency already received a go signal to extend calamity loans to its members.

Cauayan branch manager Ciriaco Vasquez said the Pag-IBIG management has allotted P5 billion loan assistance to its members to help them recover from the damages brought by typhoons Pedring and Quiel in northern Luzon almost two weeks ago.

Vasquez said all affected members should just accomplish the necessary application forms to avail the assistance.

He said the requirements include the duly accomplished calamity loan application form, certificate of net pay, photocopy of Land bank of the Philippines Automated Teller Machine Card and two valid identification cards.

Vasquez added that Pag-IBIG members need not to attach a certification from barangay captains that their area is under a state of calamity as the provincial government has already furnished a copy of the resolution to the Pag-IBIG branch in Isabela, declaring the province under a state of calamity.

He said calamity loan application forms are now available at all Pag-IBIG offices in the whole Cagayan Valley region or members can download the application form atwww.pagibigfund.gov.ph.

Vasquez said members may file their loan applications to Pag-IBIG offices in Tuguegarao City, Cauayan City, Isabela and in Solano, Nueva Vizcaya.

Calamity loan applicants are advised to wait for three to five days for their calamity loans as the agency expect a volume of applicants to avail the loan.

Blast rocks Isabela mayor’s house

An explosion hit the house of a town mayor in Isabela province before dawn Tuesday.

A radio dzMM report said the house along Guillermo Street in Barangay Magsaysay of Cordon town Mayor Laurencio Zuñiga was partially damaged after two unknown men aboard a motorcycle threw the explosive in front of the kitchen door around 3 a.m.

No member of Zuñiga's family or staff members were hurt in the explosion, but the mayor's two pet dogs sustained injuries.

The explosion also damaged Zuñiga's Toyota Grandia and Toyota Hi-Ace vans.

Zuñiga said he has no idea who would have the motive to hurt or kill him and his family members.

Binay scores slay of journalist

Vice President Jejomar C. Binay Saturday condemned the killing of Isabela journalist Johnson Pascual, editor-in-chief of Prime News published in Cauayan City and manager of the First Isabela Cooperative Bank (Ficobank), who was shot while driving along a national highway in Alicia, Isabela.

“I condemn this killing in the strongest possible terms. Protecting our journalists should be a government concern because a free press is integral to our democratic way of life,” Binay said.

“I share in the grief of his family and call on the Philippine National Police to act swiftly and bring those responsible to justice,” he added.

According to data from the National Union of Journalists of the Philippines, Pascual was the sixth journalist murdered this year and the 147th killed since 1986.

Region 2 is top 2 nationwide in social pension implementation-DSWD

The Department of Social Welfare and Development in Region 2 (DSWD2) has completed the distribution of social pension to the indigent senior citizens in the entire region making it top 2 performer in the nationwide implementation of the government’s social pension program.

Lucia Alan, chief of the Technical Division of the DSWD said for the second quarter of this year, their office was able to release P8,433,000 to a total of 5,622 beneficiaries from the five provinces of region 2.

For Cagayan, a total of P3,732,000 has been disbursed to some 2,488 senior citizens; Isabela, P3,285,500 to 2,190; Nueva Vizcaya, P717,000 to 478, Quirino, P685,000 to 457 and Batanes, P13,500 to nine (9) senior citizens.

She added that indigent senior citizens, aged 77 years old and above have been identified through the National Household Targeting System for Poverty Reduction (NHTS-PR).

“Only those indigent seniors aged 77 years old and above, who are not receiving any pension from the Government Service Insurance System, Social Security System, Armed Forces of the Philippines and other insurance company, without permanent source of income, or regular support from his/her relatives shall be included in the program,” Alan further explained.

Alan stressed that DSWD social workers have conducted verification and validation of eligible senior citizens who are qualified to receive a monthly social pension of P500.00 to be distributed on a quarterly basis.

The provision of monthly pension for indigent senior citizens is in-line with the fulfillment of the obligation of the government to protect the most vulnerable sector through social protection and for the full implementation of Republic Act 9994 or the Expanded Senior Citizens Act of 2010.

The P500 monthly pension will help the family augment the daily subsistence and other medical needs of indigent seniors particularly those who are sickly and bedridden.

300 families evacuate homes in Isabela

Isabela province bore the brunt of the onslaught of Typhoon “Pedring”, forcing some 326 families or about 1,500 individuals to evacuate their homes.

The evacuees are mostly residents from the 4 coastal towns in the province.

Pedring's strong winds tore off roofs and uprooted trees.

Earlier, some buses were forced to turn back as fallen trees blocked Isabela's national highway.

The weather has since improved, allowing emergency crews to clear the roads.

No casualties in the province have been reported as of posting.

The typhoon hit the northeastern side of Luzon before dawn, packing winds of up to 140 kilometers per hour and gusts clocking in at 170 kilometers an hour.

4 Isabela towns brace for 'Pedring' onslaught

Isabela province is now bracing for typhoon Pedring, which is expected to make landfall somewhere between Aurora and Isabela Tuesday evening or Wednesday morning.

An emergency meeting by the provincial disaster risk reduction and management council (PDRRMC) was held Monday morning to discuss preparations for the coming storm. Intermittent rains are already being felt in the province, although the winds have yet to pick up in strength.

Officials said four towns on the other side of the Sierra Madre facing the Pacific Ocean may bear the brunt of the typhoon.

Governor Faustino Dy III said officials in Dinapigue, Palanan, Divilacan and Maconacon have been instructed to prepare for Pedring.

"Nangangamba kami sa towns na yan kasi hindi accessible. The only way to go there is by boat or by helicopter. Pero nakahanda na naman ang LGUs sa lugar na iyan, they have supplies and their evacuation centers are ready," Dy said.

The Philippine National Police and Armed Forces have already raised their alert levels, with their rescue units on standby.

Classes in Isabela for Tuesday have been suspended on all levels.

In anticipation of the coming typhoon, Magat Dam has also begun releasing water into the Cagayan River. Officials said this is a precautionary measure to prevent the sudden release of water during the height of the storm.


P1.9 M dispensed to 4Ps beneficiaries in Isabela coastal towns

DIVILACAN, Isabela- Pantawid Pamilya grantees of this town totaling to 345 family recipients have just received their cash grants totaling to P398,500 pesos.

Bridgette Mayor, information officer for 4Ps, said the cash released encompasses educational cash grants to children aged 3-14 amounting to one P150,000.00 and health cash grants of the families amounting to P248,500.00.

She said, according to the provincial link, Ma. Sheila Karen Addun, the beneficiaries are very thankful as they fall in line and received the cash grants and most of them revealed that the money they received will be allotted for their food expenditure and needs of their children.

The staff of the Land Bank in Cauayan Branch together with Roving Bookkeeper Jay-C Gumabay of the Pantawid Pamilya Regional Program Management Office and the provincial link flew over to the coastal town to deliver the benefits of the 4Ps beneficiaries.

Mayor also informed that the group was also able to release P1.5 million cash grants to the 1,225 family beneficiaries in Palanan, Isabela last September 1 and 2.

Palanan Vice Mayor Pacita Mona Atanacio witnessed the over the counter release and reiterated to the beneficiaries that they should use the money exclusively for the health and education of their children.

A total of 1.9 million pesos was released to the beneficiaries of the two coastal towns during the month of September. Payment for the July and August grants of the beneficiaries will be scheduled early this October after going through validation and verification of their compliance with the program conditions.

Palanan and Divilacan towns are the pilot areas of Pantawid Pamilyang Pilipino Program which implementation was started in 2008 by the Department of Social Welfare and Development to cater the poorest of the poor thru giving out financial support subject to certain conditions.

The conditions include 85% class attendance required to the children beneficiaries in day care, elementary and high school, regular check up of children and pregnant women and availment of deworming medicines and vaccinations among children aged 6-14. Also, the parents are required to attend the monthly Family Development Session.

Prices of rice, corn still favorable to farmers, assures Agriculture office

ILAGAN, Isabela- The provincial agriculture office in this province in its monitoring on the prices of rice and corn has found out that the prices are still favorable to farmers despite the rainy season.

In a monitoring report by the province’s rice and corn coordinator, the price of rice now reaches P17 pesos per kilo for the clean and dry rice product while wet rice are on the P13 per kilo.

In Cauayan City and in the capital town of Ilagan including the towns of Tumauini, Mallig and in Santiago City, the price monitoring of rice is at P17 per kilo for clean and dry and the wet rice is at the P13.50 per kilo.

The prices of corn in Cauayan City reaches at P11.50 per kilo for clean and dry while wet corn is at P8.50 per kilo.

There are price differences per kilo in some municipalities ranging from P11.60 per kilo to P11.70 per kilo on clean and dry corn products.

Despite the good prices being experienced by farmers in the province, the provincial government continue its price support program aimed at helping the farmers that are still to recovering from great losses in the previous calamities.

The provincial government has allocated some funds of P2 pesos per kilo for the National Food Authority’s (NFA) procurement program for farmers who sell their corn products at a maximum of 50 cavans in the NFA. Another P1 per kilo is also allocated for the NFA's procurement of palay products.

Meanwhile, the largest corn processing plant in the country situated at Reina Mercedes, Isabela is buying corn in cobs at P7.50 per kilo last week but now it went down at P7.30 per kilo due to the rainy season.

The Mindanao Grains Processing Center is the largest corn processing plant constructed in the province last year where President Benigno C. Aquino III inaugurated and led the ceremonial switching on of its processing machine of the Mindanao Grains Processing Plant.

Farmers and cooperatives in the province lined-up in the compound of the said facility to sell their corn products.

The provincial government is also coordinating with the Mindanao Grains Processing Plant for the possible offering of price support fund for the procurement of corn products to help the farmers regain their losses.

The provincial agriculture office will continue to monitor the prices of rice and corn in the province this cropping season in order that the provincial leadership will expedite necessary actions to help farmers regain form their great losses.

Sanggunian realigns P4.2 million savings last year to fund IT project

ILAGAN, Isabela- The Sangguniang Panlalawigan (SP) of this province has realigned the P4.2 million from the unexpended budget of the 20% economic development budget to fund the Information Technology (IT) project of the province’ assessor’s office.

The SP has seen the need to computerize the transactions of the assessor’s office seeing its present status of manual operations.

The sections of the assessor’s office that need to be computerized are the tax mapping section, section maps and records section.

Sangguniang Panlalawigan member Rolando Tugade, member of the finance and appropriations committee, has seen the need to computerize the records management and transactions of the provincial assessor to speed up processing of needed documents of Isabelinos.

He also authored a resolution granting Governor Faustino G. Dy III to use the realigned budget to fund the said programs and projects of the assessor’s office.

The realigned budget will be used specifically for the purchase of information technology (IT) equipment of P2 million pesos and records computerization and maintenance of the tax map section of P2.254million.

The appropriation ordinance realigning the said amount was approved during the special session conducted in Cauayan City last September 1, 2011.

Provincial assessor Guillermo Barreto expressed his thanks and appreciation to the Sangguniang Panlalawigan for prioritizing the computerization program.

Barangay tanods undergo basic first-aid training

SANTIAGO CITY, Isabela- Barangay tanods in this city are currently undergoing a basic first-aid training aimed at equipping the tanods with basic life saving techniques under the city’s Rescue 206 medical personnel who served as trainors.

Calro Comoda, Rescue 206 chief, said that each of the 37 barangay has at least an average of 10 tanods who are undergoing training.

“The barangay tanods are first responders to accidents before the rescuers will arrive and it is necessary to provide them the basic techniques in rescue operations,” Comoda stressed.

Likewise, he said barangay officials cannot give first-aid to victims due to lack of knowledge on first aid.

The training has started last month and is expected to be completed today.

The Rescue 206 urged the city government to provide the tanods with the basic firs-aid kits upon finishing the training so that they have something to use in their respective areas.

The barangay tanods suggested that there should be an annual training to be conducted so that they (barangay tanods) will be able to acquire more knowledge not only in first-aid training but also in other trainings related to their duties.

The barangay tanods are partners of the police in the maintenance of peace and order in the locality.

City gov’t to reduce employees, projects next year due to budget cut

SANTIAGO CITY, Isabela- Mayor Amelita S. Navarro said the city may reduce its present budget of almost P43 million next year and that it will greatly affect the present programs and projects considering that the city has appropriated its previous annual budget of of P872.1 million.

The local chief executive said that the city might reduce the number of its employees due to the impending adjustment of the Internal Revenue Allotment (IRA) next year as a result of the Supreme Court’s ruling on the legality of the creation of 16 new cities in the country.

She said casual and job order employees will be affected by the IRA cut and have been advised to start looking for jobs.

The Sangguniang Panglungsod will only prioritize programs and projects that are necessary for the benefit the city residents as sanggunian member Augusto Saranggaya said the city council is scrutinizing the programs and projects that have been submitted to the council.

Barangay officials in the city have also been notified on the possibility of the IRA cut.

Mayor Navarro assured that with the impending budget reduction next year, education and health programs will not be affected.

DA urges Isabela farmers to plant soybean

The Department of Agriculture is urging Isabela farmers to plant soybean as rotating plant after planting primary products to serve as organic fertilizers to corn lands that are exposed to the use of inorganic fertilizers .

Rosie Aquino, national soybean coordinator made the call to Isabela farmers as the soybean production is already introduced in the provinces of Quirino and Nueva Vizcaya.

Aquino said aside from gaining additional income after harvesting corn, soybean stalks will also provide essential nutrients for the human body and for animals when consumed.

“We are introducing soybean as rotating crops for all farmers in the region and we are targeting all provinces in region 2 and in other regions as well,” Aquino said.

She said the stalks and leaves of soybean are important fertilizers of soils that are exposed inorganic products in order to bring back the natural soil quality.

The agriculture department is promoting the soybean production and it has also tapped non-government organizations, government institutions, and interested groups to be involved in soybean production.

Aquino is visiting other regions in the country to encourage farmers in planting soybean as their rotating plants.

'Illegal' lumbers found in Isabela vice mayor’s house

The Philippine National Police (PNP) on Friday recovered 2,000 board feet of undocumented and "illegally cut" lumbers in the residential compound of Isabela Vice Mayor Roberto Lungan.

Police authorities searched the residence of Lungan in Benito Soliven town and found soft wood lumbers and several Narra square logs in his backyard.

Lungan denied allegations he was selling the lumbers. He said that the lumbers will be used for the renovation of their home.

“Hindi ako nagbebenta, kasi kung nagbebenta ako, sa labas pa lang nahuli na ako,” said Lungan.

Meanwhile, Lungan’s brother, Mario, slammed what he described as a "commotion" in their compound.

He said that the police operation was invasive because the authorities entered their compound without any search warrant.

According to Mario, the police were already all over the place before they even got a hold of the warrant from Regional Trial Court Branch 16.

The Lungans said they are ready to face all charges that may arise from the said incident.

Currently, the confiscated lumbers are under PNP’s custody.

Indigenous Isabelinos to benefit from AusAID program

ILAGAN, Isabela- Marginalized Indigenous Peoples’ (IPs) children in Isabela who are out-of-school-youth will soon benefit from an Australian Assistance on International Development AusAID) Program through the Philippines Response to Indigenous Peoples and Muslim Education (PRIME) program of the Department of Education (DepEd).

The PRIME program has selected the province as a recipient of the program because of the numerous IPs in the province, particularly in the four coastal towns.

The PRIME program aims to provide better access to an appropriate, policy driven, sustainable and quality education for girls and boys in Muslim and IPs communities.

The program is targeting 14 areas either in barangays, municipalities or ancestral domain (ADs) areas to implement the project with an initial fund of P7 million.

Lauris T. Anudon, field-based program officer for region 2 of the GRM International advocacy agency based in Tuguegarao City, said the program also wants to address the gaps identified in the basic education sector like problems on drop-out rates, poor participation rates, low completion rates, and low achievements rates on National Achievement Test (NAT) levels.

Anudon said there are nine regions in the country that are beneficiaries of the Australian Aid. They are the Luzon Cluster: regions 1 (Ilocos Region), Region 2 (Cagayan Valley), Region IV-B (MIMAROPA), Cordillera Administrative Region (CAR), Mindanao Cluster: Region IX (Zamboanga Peninsula), Region X (Northern Mindanao), Region XI (Davao Region), Region XII (SOCSARGEN) and Region XIII (CARAGA).

In the region, only the province of Isabela was identified to be the beneficiary of the new program.

Isabela Schools Division Superintendent Corazon Barrientos will lead the identification of IP areas in the province, prioritizing the four coastal towns as the target areas where most of the marginalized IPs particularly the Agtas reside.

Based on the records of the National Commission on Indigenous Peoples (NCIP) here, the Agtas are the IP group considered to be marginalized based on their assessment and data gathering in all areas of the province.

The Isabela’s DepEd chief said there is a need to identify and select 14 IP areas for the PRIME program. The program is expected to be implemented starting this July and will end in 2013.

Barrientos also added that the Muslim education is already initially implemented in the province three years ago. They hired Muslim teachers or Madrasah who are teaching pupils in basic education with respect to the culture of Muslims.

The program was dubbed as Arabic Language and Islamic Values (ALIVE) where Muslim children are taught not only on basic education but also on Muslim cultures and traditions.

The Madrasah education is being implemented in Barangay Baligatan, Ilagan, Isabela and is expected to expand in other areas of the province.

Treasury office monitors accuracy of weighing scales

CAUAYAN CITY, Isabela– To ensure that all weighing scales of palay and corn traders and rice and feeds vendors are all accurate, the city treasurer’s office here has embarked on a massive monitoring activity in all the business establishments in the city.

City treasurer Carlito Andres said there are reports reaching their office that some business establishments have inaccurate weighing scales.

Andres said business establishments which are found with inaccurate weighing scales are recommended for closure and lifted of their permits to operate.

He said it is important to ensure that the public are protected with regards to the accuracy or exact weight of every product they buy.

This is not the first time the city treasurer’s office is monitoring the weighing scales as the city government wanted to ensure that all business establishments using weighing scales are following the regulations of the city.

Andres warned business establishments who are continuously using inaccurate weighing scales to fix them and not wait for the monitoring team to reach their establishments.

NTA expects more farmers to engage in tobacco production

ILAGAN, Isabela- The National Tobacco Administration (NTA) is expecting more farmers to engage in tobacco production as its demand is seen this year, according to Herman Torres of NTA Isabela office.

Bundled with the good price of tobacco in the province, Torres said that this will encourage and attract farmers to plant their idle lands or even their corn lands with tobacco plant for variations. According to him, there is an increase of five million kilograms of tobacco this year at 15.4 million compared to last year’s 10 million.

He also said that there are about 2,700 hectares planted with native tobacco while there are about 3, 573 hectares planted with barley variety of tobacco in the whole province of Isabela.

The municipalities engaged in tobacco production are Luna, Tumauini, Delfin Albano, Quirino, Roxas and Mallig all of Isabela.

These municipalities are also recipients of the tobacco excise tax having received portions of the tax and accrued to their respective local government units treasury to fund additional programs and projects for the benefit and welfare of their constituents.

ILAGAN, Isabela- In his desire for a lasting peace, former Government of the Philippines (GRP) peace panel head has advised the government to lay down a concrete peace plan with the rebels in order that it will meet its goal of lasting peace.

Silvestre “Bebot” Bello III, a veteran lawyer, peace negotiator and cabinet secretary of the past administration aired his desire for a lasting peace with the rebels over a local radio station here so that the citizens will no longer be affected when caught in crossfire between the government troops and the rebels.

He said the innocent residents are the victims of conflicts between the armed rebels and the government troops when the two forces meet.

Bello said that in the negotiating table, there should be a clear airing on both sides on the real issue of conflict between the two parties and how to solve the conflicts being laid down.

“I pity our people being victims of conflicts between the government and the government troops” Bello said.

He said if there are concrete plans and find concrete solutions of conflicts would mean peace and that follows development.
