TUGUEGARAO CITY, Feb. 16 -- The rat infestation in the provinces of Isabela and Quirino in Cagayan Valley (Region 2) is under control, according to Department of Agriculture (DA) Region 2 Director Lucrecio R. Alviar, Jr.
CABARROGUIS, Quirino, Febrary 18 (PIA) -- The Department of Labor and Employment (DOLE) Region 2 - Quirino Field Office with assistance from the municipal PESO Managers of Quirino has embarked on an intensified career coaching advocacy in majority of high schools in the province for the year 2012.  
   
   
In his report to Agriculture Secretary Proceso J. Alcala, Alviar said the infestation was slight, as damage was only confined to palay crops planted along creeks and irrigation canals.
Guillermo Tan, head of DOLE Quirino, said the move is in response to the growing problem of labor mismatch in the country.  
   
   
Alviar said that in Isabela, about 7,977 hectares were slightly affected, comprising 15 percent of the total area planted (51,497 hectares). The crops were on their vegetative and reproductive stages. In Quirino, about 1,070 hectares were also slightly affected, out of the total 2,065 hectares planted to palay crops that were on their vegetative stage.
“Labor mismatch which has been defined as a distinct mismatch between education and what the market demands in terms of worker skills and competencies contributed substantially to the perennial problem of unemployment and the government’s efforts to formulate and adopt measures in order to minimize and, ultimately, eliminate it were considered slow and extremely inadequate,” Tan was quoted as saying.
   
   
Alviar said the rat infestation was confined only in Isabela and Quirino, and in no other areas in Region 2.
Tan said to avert the possibility of the situation reaching the stage of being irreversible, measures and strategies were speedily formulated and implemented to cushion its effects.  
   
   
The DA, through the Cagayan Valley Integrated Agricultural Research Center, initially provided affected farmers with 27 kilograms of rodenticides.
He likewise said coordination are being undertaken with various private and public schools based in the province for the conduct of various advocacy activities such as career selection orientations, dialogues with parents and students and meetings with school officials and representatives through the Provincial Tripartite Industrial Peace Council for Private Educational Institutions (TIPC-PEI).
   
   
A massive rat-baiting campaign was also undertaken in affected areas by municipal agricultural extension workers, farmer-leader extentionists, barangay officials, and farmers in both provinces, Alviar said. (TCB/MGE/PIA-Isabela)
