A VILLAGE official was shot and killed in a gun attack in Pagadian City, the capital of Zamboanga del Sur, the police reported Wednesday.

Pagadian City Police Office Chief Glenn Dulawan said the incident happened around 4:50 p.m. Tuesday along Mayor Urro Street in the village of Sto. Niño, Pagadian City.

Dulawan identified the victim as Russel Labiaga, 35, a councilman in the village of Gatas, Pagadian City. The victim died at the hospital.

Dulawan said investigation showed that Labiaga was repeatedly shot by a gunman onboard a white van without registered plate number.

Labiaga was rushed to the hospital, but died two hours, Dulawan said.

He said seven empty shells and a deformed slug of caliber .45 pistol were recovered at the crime scene.

All possible motives are being looked into as investigation continues in a bid to identify the suspect, he added.

PAGADIAN CITY, Dec. 30 (PIA) – This holiday season the Bureau of Fire Protection (BFP) has stepped up its fire safety awareness and prevention campaign dubbed “Oplan Paalala 2014: Iwas Paputok, Sakuna at Sunog, which is anchored on the theme: “Nakahandang Pangalagaan Kaligtasan ng Mamamayan Ngayong Pasko at Bagong Taon.”

In an interview with City Fire Marshal Sr. Inspector Reggie Olmedo, he said “Oplan Paalala” was in response to the memorandum circular issued by Chief Superintendent Ariel Barayuga, officer-in-charge of the BFP, on Dec. 1, 2014 directing all regional directors, provincial and district fire marshals, city and municipal fire marshals to carry out the program in their respective area of responsibilities to prevent the occurrence of fire in this holiday season.”

Olmedo added the campaign was set in place to remind the public about the importance of fire safety as the country celebrates Christmas and New Year with the use of pyrotechnics and firecrackers.

The campaign, he said, would involve various activities such as fire truck visibility on scheduled dates to remind the public about fire safety prevention tips through its built-in public address system.

Using a public address system the BFP here reminded the residents of fire prevention tips by distributing pamphlets in Tagalog staring Dec. 16 until Jan. 1, 2015.

Olmedo further said there were two kinds of messages in fire safety tips to be aired before and after Christmas. “The second message will put emphasis on the use of firecrackers and other pyrotechnics and the danger they could possibly inflict to the public,” he pointed out.

Olmedo also said the city fire safety inspectors were also directed to conduct an “Ugnayan Sa Barangay” to inform, educate and remind residents of barangays in their respective areas of their responsibilities to ensure a safe and peaceful holiday season.

The fire chief said they also sought the support of the media to further intensify the “Oplan Paalala,” which is implemented nationwide from Dec. 16 to Jan. 3 next year.

“We tapped the services of radio and TV stations, including PIA to help us disseminate fire safety tips as we aimed to have zero pyrotechnics related fire incidents this year,” Olmedo announced.

In case of fire and other emergency, Olmedo said the public should call the emergency hotline numbers: 160 or 2153-255.

LABANGAN, Zamboanga del Sur, Dec. 29 (PIA) – The 1st Civil Military Operations (1CMO) “Mahigalaon” battalion, Philippine Army has underscored the vital role of stakeholders in achieving its mission to promote peace in Zamboanga Peninsula.

In his message delivered during a Christmas party held at the battalion headquarters here recently, Lt. Col. Aude Mangao, 1CMO battalion commander, invited various stakeholders such as the local government units, media, civil society and people’s organizations to help in accomplishing ICMO’s mission by actively supporting the programs and activities pursued by the battalion.

Mangao greatly valued the role of stakeholders in the successful implementation of Philippine Army’s Internal Peace and Security Plan (IPSP) ‘Bayanihan” campaign saying that “without their active support and help, the campaign would not be successful.”

The 1CMO personnel also conducted in said gathering an audio-visual presentation on the Tabak troopers’ knowledge, skills and attitudes as civic or Bayanihan operators, the Tabak nowadays, Army Transformation Roadmap and IPSP Bayanihan.

Mangao said he considered this year’s celebration a unique one for the following reasons: first, the “Mahigalaon” troopers, which are composed of almost 70 percent Muslims, have decided to celebrate Christmas, second, the activity highlights the empowerment of non-commissioned officers (NCOs) who planned and prepared for the activity, and, third, the “Mahigalaon” troopers have showcased their singing and dance talents to the delight of the stakeholders.

Meanwhile, Col. Loreto Magundayao who represented Tabak Commander BGen. Gerardo Barrientos congratulated Mangao for actively performing his role as 1CMO battalion commander though he was just barely one month in office.

Sumptuous “Halal” foods were served during the party.

This year’s Christmas celebration carries the theme, “Thanksgiving for Stakeholders and Tabak Troopers United Towards Peaceful, Progressive and Prosperous ZamPeLan (Zamboanga Peninsula and Basilan) provinces.”

Siayan, Zamboanga del Norte - Siayan Police Station arrested a farmer considered as the town’s number 5 most wanted person during a manhunt operation in Barangay Mangilay at about 10:30 PM on December 24, 2014. Police Inspector Nicanor Bautista identified the suspect as Dodong Compayan y Son, who was cuffed for two counts of murder docketed under Criminal Case Numbers S-4007 and S-4008, non-bailable, issued by Judge Arturo M. Paculanang of Regional Trial Court Branch 11. Suspect was detained at Siayan MPS for proper disposition.

Pagadian City - Elements of Pagadian City Police Station, led by Police Chief Inspector Gilzen Niño Manese, arrested Fernando Villarcampo during the service of warrant of arrest for a rape case against the suspect at about 10:00 PM on December 24, 2014 issued by Judge Felix Rodriguez Jr. of Regional Trial Court 29. Villarcampo is detained at Tukuran MPS while waiting commitment order to provincial jail.

San Miguel, Zamboanga del Sur - San Miguel Police Station arrested Timoteo Bregola Abergas a.k.a. “Titing” during the conduct of manhunt operation in Barangay Limonan at about 1:00 PM on December 23, 2014. Police Inspector Hugo Lacapag stated that said person is wanted for three counts of violation of anti-cattle rustling law filed under Criminal Case Numbers 14-089, 14-090 and 14-091 with Php 36,000.00 recommended bail bond, issued by Judge Felix B. Rodriguez Jr. of Regional Trial Court Branch 29. Suspect is detained at San Miguel MPS for proper disposition.

Salug, Zamboanga del Norte - A senior citizen listed as the number 8 most wanted person in this town was arrested at his residence in Barangay Pukay at about 10:15 AM on December 24, 2014 by Salug Police Station personnel. Paquito Narciso was arrested when a concerned citizen informed Salug MPS through a text message that he was spotted in the village. Salug MPS team arrested the suspect based on the warrant for grave threats docketed under Criminal Case Number 3477 with Php 2,000.00 bail bond, issued by Judge Cherry Joy Concha Ageas of MCTC. Suspect is detained at Salug MPS for proper disposition.

Zamboanga City - Elements of Tetuan Police Station (ZCPS6) led by SPO1 Rogel G. Estandian arrested a wanted woman identified as Gloria Rodriguez y Santiago during a manhunt operation in Estrada St., Brgy. Tetuan at about 1:00 PM on December 23, 2014. She was arrested based on the warrant issued byJudge Robert V. Marculo of MTC. The suspect also has other pending arrest warrants in Tanay, Rizal province docketed under Criminal Case Nos. 2989-03-12 and 2990-03-12 for violation of Batas Pambansa Bilang 22.

A BUSINESSMAN was shot to death by a farmer in the province of Zamboanga del Sur, the police reported.

Inspector Dahlan Samuddin, Zamboanga Peninsula Police Regional Office information officer, said the incident happened around 9:30 p.m. Tuesday at Purok 4 in the village of Depore, Bayog, Zamboanga del Sur.

Samuddin identified the victim as Stephen Maribao, 51, a businessman and a resident of the village of Depore, Bayog.

Maribao was allegedly shot to death by Reneboy Arado, a farmer.

Investigation showed that Maribao was playing cards when the suspect, armed with a handgun, arrived and shot the victim.

The victim, who sustained multiple gunshot wounds, died on the spot while the suspect escaped.

GOVERNMENT authorities have arrested six of the most wanted persons in separate occasions in Zamboanga Peninsula Region, the police reported.

Inspector Dahlan Samuddin, Police Regional Office (PRO) information officer, identified the arrested as Paulino Baldomero Jr., Junie Baldomero, Ruben Balasi, Dodong Compayan, Mateo Maata, and Paquito Narciso.

Samuddin said (Paulino) Baldomero, (Junie) Baldomero and Balasi are the top three, four and five, most wanted persons, respectively, in Siocon, Zamboanga del Norte.

Compayan is the top five most wanted persons in Siayan, Zamboanga del Norte; Maata, top eight most wanted persons in Rizal, Zamboanga del Norte; and, Narciso, top eight most wanted person in Salug, Zamboanga del Norte.

Samuddin said the arrested wanted persons were detained and for turnover to proper authorities for proper disposition.

Stabbing Incident in Pagadian City

Pagadian City - Stabbing incident transpired at Barangay Balintawak, Pagadian City at about 11:30 PM of December 22, 2014. The victims were identified as Jonathan Albaracin Y Ozaraga, 27 and Jene Mark Albaracin Y Ozaraga, 19; both were brothers and residents of said place. The suspect is identified as Francisco Bahinting Albano, 34, married and a resident of said place. Investigation conducted disclosed that the victims were had just came out of their house when approached by the suspect who was under the influence of liquor and asked for something, however, without apparent reason stabbed the victims with the use of a bladed weapon. Both victims managed to maul the suspect. Victim Jonathan Ozaraga sustained two stabbed wounds at the left portion of his chest and left arm while the other victim Jene Ozaraga sustained stabbed wounds on his left eyebrow. They were brought to Pagadian City Med Center for medical treatment. The suspect was then neutralized by the responding Barangay Tanods. He was later on turned- over to the Pagadian City Police Station for proper disposition.

Man Arrested in San Pablo

San Pablo, Zamboanga Del Sur – Operatives of San Pablo MPS captured a wanted person in Purok 6, Barangay Pao, San Pablo at about 7:00 AM of December 23, 2014. Police Senior Inspector Edgar Retuya Hinoctan, Chief of Police of San Pablo MPS, identified as Felipe Amba Y Quering, 35, married, resident of above-mentioned place. Suspect was arrested by virtue of warrant of arrest for the crime of less serious physical injuries cmm issued by Hon Benjamin Lanzaderas, Presiding Judge of RTC branch 22, Pagadian City dated 11 November 2014 docketed under criminal case number 11813-2k14. Arrested person was immediately turn - over to court for proper disposition.

Shooting Incident in Bayog

Zamboanga Del Sur - Shooting incident occurred at about 9:30 PM of December 23, 2014 in Purok 4, Barangay Depore, Bayog. The victim was identified as Stephen Maribao Y Flora, 51, married, businessman and a resident of above-mentioned place. He was shot to death by a suspect identified as Reneboy Arado Y Medel, of legal age, farmer, also a resident of said place with the used of .45 Cal pistol based on the recovered empty shells at the crime scene. Investigation conducted revealed that the victim was playing cards at the abovementioned place when being shot by the suspect without apparent reasons. He sustained multiple gunshot wounds on the different parts of his body causing his instantaneous death while suspect fled towards unknown direction after the incident. The Bayog MPS now conducting discreet operation for possible arrest of the suspect while a case of murder now being prepared for filing in court against the suspect.

PD 533 Violator Arrested in San Miguel

Zamboanga Del Sur – the San Miguel MPS in compliance to Task Force Manhunt Charlie had arrested a wanted person at about 1:00 PM December 23, 2014 in Barangay Limonan, San Miguel. Police Inspector Hugo Asequia Lacapag Jr – OIC of San Miguel MPS, identified the arrested as Temoteo Bregola Abergas “aka “titing, 42 year old, farmer. He was arrested by virtue of warrant of arrest docketed in criminal case # 14-089- cmm 14-090 and 14-091 for violation of PD # 533 (3 counts) otherwise known as the anti-cattle rustling law which was issued by Hon Felix B. Rodriguez Jr., Acting Presiding Judge Of Regional Trial Court Under Branch 29, Ninth Judicial Region, with total bail recommended of thirty six thousand pesos (p 36,000.00). accused was immediately brought to San Miguel MPS for booking and documentation.

Rape Incident in V. Sagun

Zamboanga Del Sur - Rape incident occurred at about 7:00 PM December 23, 2014 at Purok Saging, Barangay Maraya, Vincenzo Sagun, Zamboanga Del Sur wherein a 13 years old student resident of the aforesaid place was raped by a suspect identified as Kent Mahusay aka Kikoy, of legal age, married and also resident of same place. initial investigation conducted revealed that both victim and suspect had a txt conversation that they will meet at the vacant house situated at the abovementioned place to talk about Christmas but as the victim arrived at their meeting place, the suspect suddenly grabbed her and started to molest and raped her. PNP elements of V- Sagun MPS conducted follow-up operation in Barangay Guinimanan, Margosatubig resulting to the arrest of the suspect at about 1:15 PM of December 24, 2014. Suspect now temporarily detained at V Sagun MPS locked- up cell while an inquest case for rape in relation to RA 7610 was prepared for filing at Provincial Prosecutors Office In Pagadian City

Robbery Incident in Pagadian City

Pagadian City – Robbery Incident occurred at about 11:45 PM of December 24, 2014 as reported by Joey Francia Y Bayawa assisted by his co-worker’s namely Amorcillo Caipilan Y Maalam And Raul Dagang Y Castro informing that he was robbed at rotunda, Barangay Dao, Pagadian City. investigation conducted disclosed that while the victim ident as one Earl Joey Francia Y Bayawa, 29, Glode Trez Agent and a resident of sunrise village, Barangay Tiguma was driving his black XRM 125 traversing Maharlika Highway of Barangay Dao particularly at rotunda , when suddenly two (2) unidentified male suspects on board with black raider 150 appeared from behind and one of the suspect wearing blue t-shirt, short pants, gray bull cap, age ranging 20 to 25, slim body build commanded and gun pointed the victim using a caliber .45 pistol to stop and blocked his way. Meanwhile, one of them disembarked from their single mc and forcibly took his collection amounted to twenty thousand pesos (P 20,000.) more or less. Suspects immediately left going towards unknown direction after the incident. The Pagadian CPS is now conducting follow-up operation against the fleeing suspects.

Rapist Arrested in Pagadian City

Pagadian City – PNP elements of Pagadian CPS led by Police Chief Inspector Gilzen Niño Regis Manese, arrested Fernando Villarcampo, 40, at fish port pagadian city at about 10:00 PM of December 24, 2014, by virtue of warrant of arrest issued by Felix Rodriguez Jr Presiding Judge dated august 20, 2014 for the crime of rape docketed under criminal case no.11630-2k14 with no bail bond recommended for his temporary liberty. Accused is now detained at Tukuran MPS jail waiting for commitment order to provincial jail.

Salug, Zamboanga Del Norte – Operatives of Salug MPS arrested a wanted person in Brgy. Ramon Magsaysay at about 10:15 A.M. on December 19, 2014. Arrested was identified as Benjar Ismael Diolagla, 31, resident of above mentioned place. He was arrested by virtue of warrant for the crime of theft docketed in Criminal Case No. 3446 with recommended bail bond of Php 4,600.00 issued by Acting Presiding Judge Alejandro T. Canda, of MCTC Salug-Godod Branch. Suspect was released from police custody after placing a cash bond at said court.

Zamboanga City - A RA 7610 violator was arrested by operatives of Sinunuc Police Station led by Police Senior Inspector Hingming Ladjaali and the subpoena server of Barangay Upper Calarian at about 11:00 AM of December 19, 2014. Alias “JR”, 17, resident of Lobregat Village, Upper Calarian, was arrested for violation of RA 7610 Criminal Case No. 28708 issued by Presiding Judge Peter Eisma. Arrested person is now in the custody of said police station prior his turn-over to the issuing court.

Zamboanga City – A suspect on frustrated murder was arrested by operatives of Sinunuc Police Station at about 9:30 AM on December 19, 2014 in Barangay Upper Calarian. Helen Hail y Sahibul, legal age, married, a resident of Lobregat Village, Upper Calarian, was arrested for frustrated murder docketed under Criminal Case No. 28933 with a bail bond of Php 40,000.00 signed by Judge Catherine C. Fabian of RTC Branch16. Arrested person is in the custody of said police station prior his turn-over to the issuing court.

Zamboanga City - The Sinunuc Police Station led by PO2 Alwasher Ladja arrested an adultery suspect at PDEA compound in Barangay Upper Calarian at about 8:00 PM on December 19, 2014. Police Senior Inspector Hingming Ladjaali, Station Commander of Police Station 8, identified the arrested person as Marlon Mayordoma y Canilang 48. He was arrested based on a warrant with Criminal Case No. 51273 (I-6615) with Php 12,000.00 recommended bail bond. Suspect is temporarily detained at said police station.

Labason, Zamboanga Del Norte – Joint operatives of Kumalarang MPS led by Police Inspector Leonel Roncesvalles and Labason MPS led by Police Inspector Moh. Hashim Sahidaini, arrested a farmer wanted for acts of lasciviousness in relation to R.A. 7610 during their joint operation in Barangay Balas, Labason at about 2:00 in the afternoon of December 19, 2014. Arrested was identified as Sandy Hutba, 36, resident of above-mentioned place. Suspect was apprehended by virtue of warrant of arrest with Criminal Case No. 6799-2k3 with a bail bond of Php 12,000.00, issued by Judge Harun Bagis Ismael of Ninth Judicial Region, Branch 22, Pagadian City. Suspect is detained at Kumalarang MPS for proper disposition.

Vincenzo Sagun, Zamboanga Del Sur – Operatives of V. Sagun MPS nabbed a wanted person in Barangay Cogon for violation of RA 9262 at about 11:00 in the morning of December 19, 2014. Police Senior Inspector Rolando Coz, Chief of Police of said MPS, identified the arrested person as Victor Sumagang y Dela Cruz, 58, resident of the above-mentioned place. He was apprehended by virtue of warrant of arrest for violation of RA 9262 docketed under Criminal Case Number 14-081 issued by Judge Felix B. Rodriguez Jr. of RTC, Branch 29, San Miguel, Zamboanga Del Sur. Suspect is temporarily detained at said police station for proper disposition.

Molave, Zamboanga Del Sur – The elements of Molave MPS served a warrant of arrest against a detainee in BJMP Jail in Barangay Mabuhay at about 2:15 in the afternoon of December 19, 2014. Police Chief Inspector Restittuto A. Pangusban, Molave MPS Chief, identified the detainee as Ross B. Ebarle. He was arrested by the virtue of warrant for the crime of carnapping with Criminal Case Number 2014-10-2862 with recommended bail bond of Php 300, 000.00, issued by Judge Jaime Caberte, Branch 23, Regional Trial Court, 9th Judicial Region.

Payao, Zamboanga Sibugay – A murder suspect was arrested in a manhunt operation conducted by Payao MPS in Barangay Poblacion at about 11:15 in the morning of December 18, 2014. Police Senior Inspector Danilo Jore Pailden, Chief of Police of Payao MPS, identified the arrested person as Nazareno Porca y Taruc, 32, farmer, and resident of Kima, Payao, Zamboanga Sibugay. Suspect was arrested by virtue of warrant for murder docketed under Criminal Case No. IM-14-0852, non-bailable, issued by Presiding Judge Josefino P. Bael of Regional Trial Court, 9th Judicial Region Branch 31 in Imelda, Zamboanga Sibugay. Arrested person is under the custody of Payao MPS for proper disposition and prior turn-over to court concerned.

Zamboanga City –Sinunuc Police Station 8 warrant servers arrested Michael Jamali y Fernandez, 26, at his residence in Sitio Kapok, Barangay Upper Calarian at about 9:15 PM on December 19, 2014, for violation of RA 7610 with Criminal Case No. 27425 with recommended bail bond of Php 200,000.00 and acts of lasciviousness as amended by RA 7610 with Criminal Case No. 27447. Arrested person is detained at said police station.

Payao, Zamboanga Sibugay – Two wanted persons implicated in a murder case were arrested during a manhunt operation conducted by Payao MPS at Brgy. Poblacion at about 12:15 AM on December 18, 2014. PAGADIAN CITY, Dec. 23 (PIA) – In a bid to reduce firecracker-related injuries this holiday season, the Department of Health-Center for Health and Development (DOH-CHD)-IX recently conducted a briefing to media practitioners on Iwas Paputok campaign at Hotel Guillermo here.

DOH-CHD-IX Regional Information Officer Tess Dela Cruz said the department continues to embark on the Aksyon Paputok Injury Reduction (APIR) or commonly known as “Iwas Paputok” campaign this year saying the recorded firecracker-related injuries have not reduced.

Dela Cruz said the department had recognized the vital role of media in disseminating timely and relevant information to the public.

“We tap you as our partners in helping us educate the people on the harmful effects of firecrackers, as the entire Filipino people once again will celebrate Christmas and New Year on December 25, 2014 and January 1, 2015, respectively,” Dela Cruz said.

She underscored that “there is a need to stop the rampant use of firecrackers during Christmas and New Year celebrations, although it is already part of the culture and tradition of the Filipinos.”

Dela Cruz cited the DOH data on firecracker injuries in 2013 where a total of 1,018 cases were reported and recorded in 50 sentinel hospitals nationwide. Nine came from Zamboanga Peninsula region.

The cases recorded within the surveillance period from Dec. 21, 2013 to Jan. 5, 2014.

“The cases on firecracker-related injuries in 2013 had increased to 931 or a nine percent increase compared to that of 2012. That is why the department has intensified its campaign to reduce cases this year,” Dela Cruz announced.

Meanwhile, Dela Cruz said this year’s APIR campaign would utilize both scare tactics and positive approaches to help educate people especially the young male population to effectively reduce the incidence of firecracker injuries.

Dela Cruz said “the success of the campaign requires a strict enforcement by local authorities of Republic Act 7183 otherwise known as an “Act regulating the sale, distribution and use of firecrackers and other pyrotechnic devices”.

LABANGAN, Zamboanga del Sur, Dec. 22 (PIA) – As a show of concern for the environment, the 1st Infantry (Tabak) Division through its 1st Civil Military Operations (CMO) battalion officially supported the eco-project now being pursued by the Global Media Arts (GMA) network entitled “Plastic ni Juan: Sa Plastic at Basura may Dalang Pag-asa.”

The project, which was recently launched here, coincided with the CMO’s Christmas party attended by the different stakeholders comprising the media, local government units (LGUs), civil society and people’s organizations.

In his message, Lt. Col. Aude Monggao, 1CMO battalion commander said, “the battalion spearheads the launching of said project of the GMA Kapuso Foundation to show Tabak’s utmost care for the environment.”

“Plastic ni Juan” project raises public awareness on the ecology and some environmentally friendly ways to reuse, reduce, and recycle plastics and convert these into chairs and tables to be donated to various qualified public schools throughout the Philippines.

“Gusto naming ipakita sa mga tao na ang 1st Infantry (Tabaj) Division ay nagmamahal sa ating kapaligiran. At ang mga sundalo ng 1CMO battalion ay maglilibot sa loob ng headquarters at mamumulot ng mga empty plastic bottles dahil ito ay ma-recycle bilang isang lamesa at upuan at ma-idonate sa mga paaralan na nasa malalayong barangay upang magagamit sa mga batang mag-aaral,” Monggao elucidated.

(We would like to show to the people that 1st Infantry (Tabak) Division loves the environment. The troopers from the 1CMO battalion will be going around the headquarters to collect empty plastic bottles because these can be made into tables and chairs to be donated to schools in far-flung barangays for the schoolchildren’s use.)

“The troopers will make an extra effort to collect and consolidate empty plastic bottles. Once the garbage receptacle will be filled with plastic bottles, it will be turned-over immediately by no less than the Tabak commander BGen. Gerardo Barrientos Jr. to GMA Kapuso Foundation in Manila,” Monggao added.

In a separate development, Monggao said a bamboo planting was also conducted in the different line units of the first Infantry division in support of the National Greening Program (NGP) of the government.

The activity, Monggao said, was part of the lined up activities for the AFP’s 78th anniversary last Dec. 18.

Pagadian City - The Zamboanga del Sur Criminal Investigation Detection Group (CIDT), Zamboanga Del Sur Provincial Public Safety Company, PIDMB and Pagadian Police Station conducted a joint operation on loose firearm and ammunitions and illegal drugs in S. Pajares Avenue, Gatas District at about 10:20 PM on December 16, 2014.

This resulted in the arrest of Ramil Bulat-Ag Martinito a.k.a. “Budoy” and Jiolgin Rose Mary Torres Tintin for possession of a sachet of suspected shabu, two caliber 45 pistols, magazines and ammunitions, and a cellular phone. According to the report, Martinito is a suspected gun-for-hire and tagged in several shooting incidents in Zamboanga Del Sur. Suspect is detained at Pagadian CPS for proper disposition.

Sindangan, Zamboanga Del Sur - Elements of Sindangan MPS led by PO3 Randy M Tumlad conducted spot inspection and operation against the illegal sale of firecrackers and other pyrotechnic devices without retailer’s permit in Barangay Poblacion.

The operation was held inside Sindangan Public Market at about 10:00 AM on December 16, 2014. This resulted in the confiscation of a small plastic bag containing one ream and twenty-one packs of “great bawang” firecrackers from an unidentified vendor who managed to run upon arrival of the operating team. The confiscated items were turned-over to police station for safekeeping and proper disposition.

A VILLAGE watchman and his companion were arrested in a buy-bust operation in the village of Balangsan, Pagadian City, the police reported.

Arrested were Allan Resada, 29, a village watchman, and his companion Ryan Ybañez, 27.

Police Regional Office-Zamboanga Peninsula (PRO-9) information officer Dahlan Samuddin said Resada and Ybañez were arrested around 2 p.m. Wednesday in the capital of Zamboanga del Sur.

He said the suspects were arrested after they allegedly sold a sachet of suspected shabu for P200 to an undercover policeman.

Inspector Samuddin said the arresting team confiscated from the possession of the suspects nine heat-sealed sachet of suspected shabu.

Charges have been already filed against Resada and Ybañez before the Pagadian City Prosecutor’s Office, he added.

PAGADIAN CITY, Dec. 18 (PIA) – Before the end of this year, two CSIS (Citizen Satisfaction Index System) conferences would be held in the cities of Dapitan and Pagadian City on Dec. 17 and 22, respectively.

In a press release issued this week by Regional Information Officer Lemuel C. Mejares of the Department of Interior and Local Government (DILG)-9 here, he said CSIS focal person Teresita Catalbas had disclosed that another two cities in region 9 would undergo a CSIS utilization conference following its successful conduct in Dipolog City in 2013 with the Jose Rizal Memorial State University (JRMSU) as Local Resource Institute partner.

According to Catalbas, the CSIS provides an avenue to generate results and gather citizen’s feedback on the reach and quality of basic public services provided by a certain local government units (LGU).

The said conference would be attended by the local chief executives, sangguniang members, department heads and representatives from the academe of said places to devise strategies and establish agreement and interventions aimed at improving the delivery of local services in terms of availment, awareness, assessment and importance of the programs.

DILG-9 Regional Director Paisal O. Abutazil, on the other hand, said “the CSIS helps the LGUs in assessing service delivery performance where citizen’s perception, satisfaction and feedback are generated indispensably.”

Moreover, Dr. Maria Rio A. Naguit, system research director of JRMSU explained that “the CSIS results and findings will serve as a gauge and motivation of the LGUs to further improve their delivery of services to the people for whom they exist.”

Dapitan and Pagadian are among the 52 cities to be covered by CSIS for 2014 nationwide.

PAGADIAN CITY, Dec. 17 (PIA) – Zamboanga del Sur Governor Antonio H. Cerilles has encouraged the members of Zamboanga del Sur-Pagadian City Press Club, Inc. (ZPPI) to be always proactive and impartial in carrying out their duties and responsibilities.

Cerilles, who served as guest of honor and speaker of ZPPI’s 9th anniversary and Christmas Party held at Garden Butterfly at Barangay Dao here, said “it is but proper and appropriate to strengthen the press club in the city and province because Pagadian is the nerve center of Zamboanga Peninsula.”

“In carrying out your duties and responsibilities, I encourage you to make a research before talking, writing and attacking anybody else in the radio, print, and TV,” said the governor who was the first chairman of the Kapisanan ng mga Brodkaster ng Pilipinas (KBP) in the province.

He also appealed to the ZPPI members to exercise utmost professionalism in their job to earn respect from the people and to police their ranks. “Do not let anybody with questionable integrity join your organization,” he added.

With the new set of members, no more unreliable and untrustworthy media personalities in the organization, Cerilles pointed out.

Meanwhile, Marive Jongco, the newly elected president said she thanked the ZPPI members for giving her trust and confidence in managing the affairs of the organization until December 2016.

Jongco extended her deep appreciation for the overwhelming support extended to her by all members and she promised to honestly perform her role as a good leader, faithfully and impartially carry out her duties, listen to suggestions and to work for the unity all members.

She also thanked the provincial officials for actively supporting the activity as manifested by their presence in said occasion and by sending various gifts to the delight of the members.

Vic Del Pilar, the outgoing ZPPI president was impressed with the support shown by the provincial officials saying that it is the first time in the annals of the organization where the provincial board members, municipal mayors and vice mayors gave their 100 percent support to the ZPPI.

“We are overwhelmed with the presence of the good governor with his loving wife- Aurora Cerilles, 2nd district representative and the rest of the provincial officials,” Del Pilar said adding the officials did not leave the venue until the program ended.

Del Pilar attributed the success of the event to the active support and outstanding leadership of the local chief executive and the presence of the majority of ZPPI members.

This as the National Grid Corporation of the Philippines (NGCP) implemented effective on Monday a power curtailment as the Pulangi IV hydroelectric power plant in Bukidnon is functioning way below its capacity.

Liberal Cabatcha, Zamboanga del Sur Electric Cooperative-1 (Zamsureco-1) information officer, said Tuesday he was informed that the 250-megawatt Pulangi IV could only generate 20-MW.

Cabatcha explained that in case of Zamsureco-1, the member-consumers will experience three-hour blackout daily since the cooperative is only receiving power supply of 22-MW a day.

He said the power demand of the Zamsureco-1 member-consumers is 30-mw. The cooperative serves 69,857 connections in this city and 24 of the 26 towns of this province.

He said they have no information yet as to when the power situation will be normalized.

PAGADIAN CITY, Zamboanga del Sur, Dec. 15 (PNA) – The police have confiscated an estimated P 5 million worth of smuggled imported rice in the nearby municipality of Dumalinao this province, a top police official announced Monday.

Senior Supt. Sofronio Ecaldre, provincial police director, said the smuggled rice was seized Friday in a raid at a warehouse in Barangay Upper Dumalinao, Dumalinao town.

Ecaldre said the smuggled imported rice that was confiscated at the warehouse of Gregorio Yap consisted of 5,400 bags of 25 kilos each.

Ecaldre said the warehouse caretaker failed to present documents to prove it was legally shipped and purchased.

Ecaldre said the confiscation of the smuggled rice came after Dumalinao Mayor Ace William Cerilles received reliable information about the contraband stocked at the warehouse.

He said the raiding team also confiscated 4,000 empty sacks for 25 kilos and 50 kilos with markings “D & A Pagadian Golden Grains well-milled rice.”

He said they have padlocked the warehouse and is being guarded by policemen while waiting for the arrival of Bureau of Customs (BoC) officials for proper disposition.

POLICE and military forces have tightened security in all of the bus terminals in Zamboanga del Sur to ensure the safety of the riding public.

Zamboanga del Sur Police Director Sofronio Ecaldre said he has ordered his personnel to strictly inspect baggage and cargoes in bus terminals.

He also ordered all police stations to conduct random checkpoints along the highway and within the boundaries of this province with Lanao del Norte, Misamis Occidental, Zamboanga del Norte and Zamboanga Sibugay.

Ecaldre issued the order after a bomb exploded aboard a passenger bus, killing 10 people, including five students, and wounding 42 others last Tuesday in Maramag, Bukidnon.

The province of Zamboanga del Sur comprises of one component city and 26 towns. Each city and municipality has its own bus terminal catering to travelers from and to the province.

Zamboanga del Sur is mainly served by a fleet of buses of the Rural Transit Mindanao Inc., which also owns the bus that was bombed in Bukidnon.

Mayor Romeo Pulmones said that Php 1.9 million of the total allocation would be used for the prizes of the Light a Barangay Hall Contest and the remaining Php 1 million for prizes in the Light-a-Tree Contest.

Pulmones said the prizes in the Light a Barangay Hall Contest would be in the form of infrastructure project to be determined by the winning barangay. The prizes are as follows: Php 350,000, first prize; Php 240,000, second prize; and Php 130,000, third prize.

Councilor Troy Asugas, Christmas Symbols Steering Committee chairman, said the prizes in the Light-a-Tree Contest are the following: Php 100,000, first prize; Php 75,000, second prize; and, Php 50,000, third prize. Consolation prize of Php 5,000 will be given to each non-winning participants.

Asugas said that there would also be Light-a-Parole Contest and the prizes are: Php 350,000, first prize; Php 240,000, second prize; and, Php 130,000, third prize. The prizes will be given in a form of project.

The Christmas festival kicked-off Friday night that coincided with the lighting of the Giant Christmas Tree by Pulmones in this city’s rotunda. It was followed by fireworks and variety shows.

The nightly activities started Friday until Sunday and will resume on Dec. 24 until Dec. 31.

The first judging of the Christmas festival competition was held Friday night and the second would be on December 29.

The final judging and awarding of prizes will be held on Jan. 16, 2015 during this city’s fiesta in honor of the patron saint, Senior Sto. Niño.

These were some of the questions asked by Philippine Information Agency (PIA) 9 Regional Director Noemi B. Edaga to participants in the climate change advocacy forum on adaptation and mitigation held in this town on Tuesday, Dec. 9.

“We have to protect the environment so that the environment will protect us. Grow more trees," she encouraged.

Zamboanga del Sur Information Center Manager Claro A. Lanipa lauded the local government unit of Tambulig under the leadership of Mayor Caridad B. Balaod for the support to climate change advocacy campaign on adaptation and mitigation measures.

Gilbert Colegado Jr., Municipal Administrator introduced forum participants from Josefina H. Cerilles State College, Tambulig National High School, San Isidro National High School and members of the Barangay Emergency Response Team (BERT).

BERT is organized to address the need for an on-time response during emergencies. A well-trained and well-prepared emergency response team will promptly and effectively respond to emergency situations brought about by natural or man-made calamities at any given time.

Participants pledged to support and contribute to the preservation of the environment through tree planting, water conservation, segregation of waste, and practice 3Rs: reduce, reuse, recycle, among others.

They also agreed that information should not be kept to themselves. As advocates, they need to share the information to their family, friends, loved ones, neighbors, classmates and to everyone.

It is important that we prepare for the effects of climate change, be able to adapt and mitigate its impact to avoid loss of lives. As people would often say, “Everyday should be a disaster-preparedness day.”

PAGADIAN CITY, Dec. 11 (PIA) - - “The Government Service Insurance System (GSIS) ranks no. 1 among government-owned and controlled corporations (GOCCs) in terms of assets and revenues. Assets of GSIS is equivalent to the combined assets and revenues of PhilHealth, Pag-ibig Fund and Social Security System (SSS),” said GSIS Vice President for Mindanao, Atty. Lourdes C. Dorado, in a meeting with representatives of public sector unions held December 5 at Chandler Suites here.

Dorado assured that GSIS is financially sound. “The premiums we collect, we use to pay our members and pensioners when any of these contingencies happen; separation, disability, retirement, survivorship and death.We should pay our loans because we will be depriving others of their benefits if we fail to pay our obligations,” the lady VP said.

“When we reach the age where we could not anymore work and we need money to provide and sustain our needs, the question is, does GSIS still have the money to pay?” she asked the participants.

Dorado reported that in 2010, revenues reached P96.7 billion; 2011 - 123.42 billion; 2012 – 137.35 billion; 2013 – 138.93billion; and Jan-Sept. 2014 – 119.52 billion, considering that it is still September and books have not been finished yet. Notably, 2013 posted a fairly low income because many of those in government service availed of the rationalization plan.

GSIS assets including real properties, buildings, lots, investments in stocks and bonds amountedtobillions. In 2009 -P506.19 billion; 2010-566.71 billion; 2011 – 633.64 billion; 2012 -731.93bilion; 2013- 786.47 billion; Jan-Sept. 2014 – 883.93 billion. “The challenge of our present leadership is to attain the trillion mark andall signs show that the target is attainable,” assured VP Dorado.

Dorado said she wants all members and pensioners to know what is the GSIS Citizen’s Charter. “Here you have your benefits, the processing time, documents and other requirements and those who are eligible to avail of the benefits.

“Frontline workers should never ask you to come back several times. Clients should know their rights, assert them and fight for their rights. This is also a way to help us improve our services by providing a feedback mechanism,” Atty. Dorado appealed.

The GSIS leadership continues to conduct dialogues across the country in keeping with its commitment to be consultative, transparent, and member-focused.

Subanen youth group formed in region 9

The Subanen tribe has recently formed the Subanen Youth Organization for region 9 during the 1st Subanen Youth Congress held at Roderic’s Resort here recently.

Around 80 participants from Zamboanga del Norte, Zamboanga del Sur, Zamboanga Sibugay and Zamboanga City attended the event.

Mangangot said the gathering of the Subanen youth from all provinces in the region proved the oneness and unity of the Subanen people in the area.

“Through the youth, the Subanen culture, beliefs, and traditions will continue to flourish and grow,” he said.

He even shared that the Subanen people of Zamboanga Peninsula (ZamPen) including those in Misamis Occidental as the real Mindanaoans who had historically never been seized nor enslaved by other groups.

“As modernization flourishes, the Subanen Tribe grows as well, keeping intact its values and customs.”

According to Mr. Louie P. Lanaja, field coordinator of ZamPen Subanen youth, the youth gathering was a vehicle for change and transformation for the Subanen Tribe.

Speaking during a media forum recently held by the Philippine Information Agency (PIA) at the Anastacia Pension House here, Cerilles said she had learned a lot from the GES youth summit held in Marrakesh University, Marrakesh, Morocco last Nov. 19.

The GES Youth 2014 is a one-day gathering of young entrepreneurs who have recently started new firms around the world, featuring master class skills training sessions on leveraging local eco-systems and scaling up ventures and opportunities for delegates, and sharing success stories while connecting, sharing and learning from their peers.

Cerilles said there were some 7,000 young entrepreneurs who came to Marrakesh with full innovative ideas and left with high hopes of achieving their dreams with their inspiring success stories.

The delegates, Cerilles said, were drawn from Young African Leaders Initiative Network in Sub-Saharan, Africa, Young Southeast Asian Leaders Initiative from Southeast Asia, Middle East, and North Africa, South and Central Asia, and Europe, respectively.

Cerilles said various speakers were invited to discuss topics related to dense and diverse spirit of innovation and daring the standards that must be guiding any new entrepreneur.

“Among those who were invited was US Vice President Joe Bedin who stressed the importance of a country investing in the youth,” Cerilles said adding that “there are economic returns in investing in the youth.

In his message, Bedin encouraged women to empower themselves by taking interests in things that affect their daily lives and protect their intellectual property, as the government cannot do it alone without the help of all stakeholders.

Cerilles viewed the GES 2014 as a time of unprecedented sharing of experience, cultures and dreams for a bright future, making the youth ready to meet the great challenges of the day.

In the summit, Cerilles said there were many programs introduced such as Global Innovation Through Science and Technology, online education, among others.

Cerilles hopes to implement what she had learned from the summit in her own organization, the WEM-RIC, whose members now reach 10,000.

PAGADIAN CITY, Dec. 8 (PIA) – As part of its capacity development programs for recipient-municipalities of the Sagana at Ligtas na Tubig Para sa Lahat (SaLinTubig) project under the Grassroots Participatory Process (GPP), the Department of Interior and Local Government (DILG)-9 has recently conducted a training on Detailed Engineering Design (DED) for 22 towns in the region at Guillermo Hotel here.

Municipal planning and development coordinators, municipal engineers/water supervisors and Sangguniang Bayan (SB) members composing the committee on infrastructure turned up to attend the said training. They came from the municipalities of Godod, Gutalac, Jose Dalman, Kalawit, Labason, Liloy, Manukan, Mutia, Rizal, Sibuco and Sibutad of Zamboanga del Norte, the towns of Bayog, Dimataling, Dumingag, Guipos, Lapuyan, Pitogo, Ramon Magsaysay, San Miguel and Vicenzo Sagun of Zamboanga del Sur, and the municipalities of Imelda and Buug of Zamboanga Sibugay.

The provincial planning and development coordinators of the provincial governments of Zamboanga del Norte and Zamboanga del Sur also came to participate in the training.

The workshop, which was facilitated by DILG’s Project Development and Monitoring Unit (PDMU), taught the participants the DED preparation and procurement for the 2014 Grassroots Participatory Budgeting Process (GPBP) to fast-track the submission of the necessary documents of said towns for the release of funds for the implementation of SaLinTubig projects.

DILG-9 Regional Director Paisal O. Abutazil told the participants that the “DED is crucial for the projects to be implemented in the region, as it is one of the requirements for the releasing of the finds.”

“Region IX is still at 38% in fund utilization while other regions are already at 85%. Hence, the LGUs need to fast track their submission of said documents for the funds to be released before the year ends and so that the allocation will not be reverted and realigned for other purposes,” Abutazil said.

SaLinTubig projects are being implemented to address the water supply problems particularly in waterless municipalities in the region.

Which resulted to the arrest of Ana Maria E. Pabi, legal age, married, a resident of the above mentioned place. Recovered from her possession are peso bill, one notebook, two ball pen and three hundred forty nine (349) tally sheets. PAGADIAN CITY, Dec. 5 (PIA) – The Provincial Disaster Risk Reduction and Management Council (PDRRMC) alerted the local chief executives (LCEs) and Municipal Disaster Risk Reduction and Management Council (MDRRMC) officers to prepare for the super typhoon Ruby (international name Hagupit), which the Philippine Atmospheric Geophysical and Astronomical Services Administration (PAG-ASA) said, would the Philippine area of responsibility on Thursday morning.

Provincial Disaster Risk Reduction Management Officer Wilfredo Asoy Jr. in an interview with Philippine Information Agency (PIA) said he called the LCEs and MDRRMOs of the province’s 24 municipalities to take preemptive measures against the coming typhoon.

Zamboanga del Sur was identified by Pag-asa as one of the 55 provinces to be affected by the typhoon and was placed at Alert Level C.

“The local government units (LGUs) are now taking necessary actions in order to ensure safety of the residents,” Asoy reported. “The Search and Rescue Team is ready to respond should “Ruby” strike the area,” he added.

Asoy said vehicles are ready to be dispatch, if needed, to save lives.

PAG-ASA has classified Ruby as a typhoon with maximum sustained winds of 175 kilometers per hour near the center and gusts of up to 210 kph.

Meanwhile, the City Disaster Risk Reduction and Management Council (CDRRMC) led by Vice Mayor Divina Grace You convened at the City Mayor’s Office on Thursday afternoon to discuss its contingency plans.

City Disaster Risk Reduction Management Officer Haron Damada said the council would monitor the barangays, which are prone to landslides and flood as well as the coastal barangays for possible storm surge.

Damada said residents along the coastal barangays are advised to prepare and pack needed things for possible evacuation, while the Barangay Emergency Response Team (BERT) and Incident Command System (ICS) should be activated.

City PNP Director Supt. Glenn Dulawan said he was ready to provide personnel to help CDRRMC in monitoring during the typhoon.

It can be recalled that,Interior Secretary Mar Roxas issued on Wednesday a memorandum circular to all provincial governors, city mayors, municipal mayors, Punong Barangays and DILG Regional Directors in Regions IV-A, IV-B, V, VI, VII, VII, IX, X, XI and CARAGA to prepare for typhoon Ruby to minimize the damage the typhoon might leave.

Pagadian City - Elements of Pagadian CPS led by Police Inspector Avelmar Renan Garambas, together with two officials of Barangay Balangasan, proceeded to the premises owned by Eboy Ohya at Purok Makiangayon, Barangay Balangasan, Pagadian City on November 29, 2014 at around 2:30 PM.

To implement the search warrant issued by Presiding Judge Joel G Vercide, MTCC, 9th Judicial Region Branch 1, this city for violation of R.A. 10591 (illegal possession of firearms) against Edwin Alegria, Tata Mag-Usara, Marlon Parojinog, Jojo Mag-Usara and Lucio Russiana. Said team also seized the following items: one Armscor caliber .45 pistol loaded with eight rounds of live ammunition; two magazines for KG9 SMG; one silencer; sixty-eight empty cartridges of Cal. 45 and twenty-four empty cartridges of caliber 9mm; one unit short magazine of caliber 5.56 (M16 rifle), and two spent cartridge cases of caliber .22 magnum. The team noticed that the air conditioning unit of Edwin Alegria was still on and the manhole at the ceiling, believed to be where the suspect passed, was already opened. The team conducted inventory of all items seized in the presence of the barangay officials. Pagadian CPS is conducting manhunt operation against the escaped suspects while appropriate charges are prepared for filing in court.

THE Department of Public Works and Highways (DPWH) is set to widen the Zamboanga-Pagadian Highway, which links Zamboanga City to the nearby provinces of Zamboanga Sibugay and Zamboanga del Sur, an official said.

The highway will be widened to six lanes from its present width of four lanes, according to DPWH District Engineer Cholie Roble.

He said the road widening project, which is expected to cost billions of pesos, will be financed through a loan.

The project will cover a stretch of 300 kilometers starting from the Maria Clara Lobregat highway in Zamboanga City up to Pagadian City, the capital of Zamboanga del Sur.

Roble said the widening of the highway will decongest the flow of vehicular traffic.

The Zamboanga-Pagadian highway is the main thoroughfare from Zamboanga City to the provinces of Zamboanga del Norte, Zamboanga del Sur, and to as far as Cagayan de Oro City.

PAGADIAN CITY, Dec. 2 (PIA) – In keeping with the national government’s campaign for climate change adaptation and mitigation, Schools Division Superintendent Felix Romy A. Triambulo of the city schools division here has called on the students and teachers to actively participate in promoting a green environment.

Speaking in yesterday’s awarding ceremony for most sustainable and eco-friendly school at Tulawas Integrated School in this city, Triambulo encouraged the students and teachers to sustain and maintain the programs and activities that enabled their school to win the search for sustainable and eco-friendly school in the region.

Tulawas Integrated School emerged as regional winner of the Nestle Water Leadership Award in the 2013 Search for Sustainable and Eco-friendly Schools.

It could be recalled that the Environmental Management Bureau (EMB), an attached agency of the Department of Natural Resources (DENR) had launched in 2009 the search for sustainable and eco-friendly schools with Buenavista Elementary School in Gulatalac, Zamboanga del Norte and Sulangon National High School in Dapitan City as regional winner. The search has been conducted every two years since then.

In 2011 Siayan National High School in Siayan, Zamboanga del Norte and Universidad de Zamboanga in Zamboanga City emerged as regional winners.

For 2013, the regional winners were Ayala Elementary School in Zamboanga City and Manukan National High School in Manukan, Zamboanga del Norte together with Tulawas Integrated School in Pagadian City for Nestle Water Leadership Award, and Sicayab Elementary School and Dipolog National High School of Dipolog City for Meralco Leadership Award.

Sustainable and eco-friendly schools are schools that have initiated and integrated the promotion of a green environment in their instructions, programs and activities.

NGCP normalizes power supply to Zamboanga del Sur

PAGADIAN CITY, Zamboanga del Sur -- The National Grid Corporation of the Philippines (NGCP) has lifted the power curtailment measure it implemented the past several days in selected areas in Mindanao after the power supply capacity has normalized.

Liberal Cabatcha, information officer of the Zamboanga del Sur Electric Cooperative-1 (Zamsureco-1), said Monday the power curtailment measure has been lifted Friday, November 29.

The Zamsureco-1 was among the electric cooperatives that were affected by the three-hour power curtailment measure.

Cabatcha said the NGCP lifted the measure since the supply capacity has normalized following the improvement of the water levels in Lake Lanao and Pulangi River, where the hydroelectric power plants are located.

The hydroelectric power plants supply electricity to the most parts of Mindanao.

Cabatcha said the water level in Lake Lanao and Pulangi River has improved due to the continuous rains spawned by tropical storm Queenie that recently hit the country.

Zamsureco-1, which was established in 25 August 1972, serves 69,857 connections in this city and in 24 of the 26 municipalities of this province.

Cabatcha said Zamsureco-1 was affected as there was power generation shortage of at least 70 percent from the Agus and Pulangi hydroelectric plants due to decreasing water level.

He said the unit number 2 of the Steag coal-fired power plant in Villanueva, Misamis Oriental and a unit of the diesel-fired Therma Marine Inc. in Iligan City have also conked out.

However, he said the power generation units of the two land-based power plants are also back to normal operations.
