The Philippines has been a "decentralized" form of government since 1991, contrary to what most Filipinos think. Ever since the creation of Republic Act 7160, each LGU is responsible for its own domain. Even the smallest LGU the barangay creates its own Budget. It is not dependent on handouts from the city, municipality or province. "IMPERIAL MANILA IS A MYTH!", it does not exist anymore. The Philippine budget formulation system is not centralized. "Budgetary planning has been DECENTRALIZED since 1991". It is the responsibility of each LGU to submit their budgetary needs for review. Failure to submit is the problem.

Because of its hunger for education sought by its Teachers, Lamitan Barrio High School was a realization of it. It was established in the year 1967, since there were at least more than thirteen (13) existing elementary feeders school in nearby locality and there was only one private school, the Claret School of Lamitan, which competed in its enrolment.

Due to the insurrection of Muslim rebels in 1973, the School was closed for three years until 1976. Upon normally of the situation, it opened with four (4) teachers pioneering but this time it was named as Lamitan Barangay High School. During those years, 30 % of the salary of Teachers is subsidized by the local government and 70% from the National Government, and then by virtue of a Presidential Decree in 1989, under the administration of President Corazon C. Aquino, Lamitan National High School was born. It started with 44 faculty member and now it has grown to 72 strong dedicated Teachers and Non-Teaching Staff, serving almost 2000 students and is now departmentalized.
