==Balamban Cleanliness Program==
Balamban is a well developed town but needs to implement a cleanliness program. Cleanliness has been a big problem, not only in towns but in the intire Philipplines. I was once in Cebu city particularly in colon street.It was horrible, so dirty and the canal besides Gaisano supermarket was smelling, the water was stagnant together will all the garbage. It was disgusting and it`s a shame. I dont understand where is the health depart. and the politicians who have the resposnibilities of improving the city. Are they sleeping?
Balamban is a well developed town but needs to implement a cleanliness program. Cleanliness has been a big problem, not only in towns but in the intire Philipplines. It was disgusting and it`s a shame. I dont understand where is the health depart. and the politicians who have the resposnibilities of improving the city. Are they sleeping?
Well, back in Balamban. To make this town clean and presentable, this is my suggestions.

Provide trash cans in every corner, provides public toilets with water. Make signs where people can find the CR. Make rules & regulations, that those who will be caught throwing garbage on the streets, will be fine. Those who will be caught urinating/malibang, will be fine or work free as kamaniro or anything. Maybe in this case, people will be deciplin.

I have read somewhere that the seawall in Balamban is smelling, that they are a shame to take their family & visitors there, and afraid of what the foreighners will say. I really understand that. But the Balamban authorities must supply public toilets with water, and garbages cans to help keep the Balamban town clean. Good Luck!

The Philippines has been a "decentralized" form of government since 1991, contrary to what most Filipinos think. Ever since the creation of Republic Act 7160, each LGU is responsible for its own domain. Even the smallest LGU the barangay creates its own Budget. It is not dependent on handouts from the city, municipality or province. "IMPERIAL MANILA IS A MYTH!", it does not exist anymore. The Philippine budget formulation system is not centralized. "Budgetary planning has been DECENTRALIZED since 1991". It is the responsibility of each LGU to submit their budgetary needs for review. Failure to submit is the problem.
