Mindanao has yet to recover from the destruction left by tropical storm “Sendong” and now comes another potential cyclone, which threatens to bring “super heavy rains” once it moves closer to the landmass in the region.
MATI CITY, Davao Oriental- The provincial government earned P8,594,538.14 from sand, gravel and mining operations in the from January to April this year.


Weather forecaster Jori Loiz said the Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA) is now closely monitoring the potential cyclone east of Mindanao. He said the low-pressure area (LPA) was estimated 860 kilometers east of General Santos City as of 8 a.m. Monday.
This was a result of the establishment of Mobile Monitoring Points conducted by the Environment and Natural Resources Office-Davao Oriental (ENRO-DO), and the regular conduct of site inspections and verification of sand, gravel and mining operations.


PAGASA will be monitoring the possible intensification of the LPA into a tropical depression within the next 24 to 48 hours, Loiz said.
A report prepared by ENRO Team Leader Derbert B. General revealed that the collected revenues came from extraction fees for sand, gravel and mining. The team has regularly conducted mobile monitoring across the province.


Once it develops into a tropical cyclone, it will be named “Ambo.”
The team also conducted a site inspection and verification in all barangays with possible quarry outlets within the City of Mati, Lupon, San Isidro and Governor Generoso towns.


“The LPA is still slightly far from the landmass, but there are already advance clouds that may bring moderate rains starting Monday afternoon in the eastern and southern part of Mindanao,” Loiz pointed out.
They also conducted mobile patrolling at night within the vicinities of the City of Mati to check on the validity of documents used in the transport of mineral and forest products.


He noted that areas in the eastern and southern part of Mindanao that may experience moderate rains are Surigao del Sur, Surigao del Norte, Agusan del Norte, '''Davao Oriental''', Davao del Sur, South Cotabato, and Sultan Kudarat.
General also said that on January 2012, the collected revenue was recorded at P1,850,191.66, on February it reached P3,631,428.36, on March, P195,280.08 and in April – P2,917,638.04, for a total of P8,594,538.14.


“But the periphery of the LPA is estimated at 10-20 mm per hour of rainfall, which is considered super heavy. The amount of heavy rains is estimated at 7.5 mm per hour,” Loiz said.
The provincial government of Davao Oriental under Governor Corazon T. Nuñez-Malanyaon allows the business sector to engage in sand and gravel operation for the improvement of Davornons provided that the extraction of sand and gravel shall be done without harming the environment. The government also collects revenues for the implementation of projects for the improvement of the province.


Meanwhile, a wind convergence also adversely affects Eastern Visayas.
OIC-ENRO Dante M. Ganir said that barangays where the operation of sand and gravel is located will receive 40 per cent share from the total amount of the collected revenue, 30 per cent will go to the city or municipality and 30 per cent share to the provincial government.


The LPA and wind convergence will bring mostly cloudy skies with scattered rainshowers and thunderstorms over the Visayas and Mindanao.

It will become cloudy with widespread rains over Eastern and Southern Mindanao, which may trigger flashfloods and landslides.
MATI, Davao Oriental- The Provincial Coconut Industry Development Council (PCIDC) will conduct the first Davao Oriental Coconut Industry Business Congress in pursuit to the aggressive and collective campaign of the province to develop the industry being one of the leading coconut producers in the country.


As this developed, a P2-billion fund has been sought to be allocated for the reconstruction and rehabilitation of Cagayan de Oro City and Iligan City, which suffered the severest losses in lives and property during the onslaught of tropical storm “Sendong” last month.
The congress will be held on May 10 to 11 at the Lanes Kita-anan, Bonifacio Street in Mati City.


Rep. Rufus Rodriguez (PMP, Cagayan de Oro City) and his brother, Rep. Maximo Rodriguez of Abante Mindanao party-list, called on the House of Representatives to act swiftly in passing House Bill No. 5663, which they jointly filed on Monday, to allocate the fund.
Department of Agriculture (DA) secretary Proceso Alcala will grace the activity along with other DA regional and local officials. Also expected to grace the two-day congress would be Philippine Coconut Authority (PCA) administrator Euplides Forbes and former senator Wigberto Tanada of the Coconut Industry Investment Fund (CIIF).


Judging by the destruction brought by the storm, a P2-billion fund will be needed to put the two Mindanao cities back to its feet again, the two solons said.
With the most fitting theme “Industriya ng Niyog ay Palaganapin at Pagyamanin Upang Kasaganaan at Kaunlaran ay Makamtan Natin,” the business congress also aims to emphasize on increasing productivity and expanding value-adding to coconut, thus, giving more substance to Davao Oriental as the one of the leading coconut-producing province in the country.


The Philippine Red Cross, meanwhile, said it will provide 1,000 shelters for families displaced by “Sendong” after it received a five-hectare land donated by Xavier University to the affected families through the PRC.
The activity is an ample venue where the province can formally present the provincial strategic development plan for 2012 to 2016 and mechanisms for the plan implementation, promotion and offer market-driven value adding business opportunities for the coconut farmers and an opportunity also where the province, through the provincial coconut development council, can submit proposals on coconut development related to programs and projects tapping the resources of the Dept. of Agriculture (DA), Philippine Coconut Authority (PCA), the Coconut Industry Industrialization Fund (CIIDF), and present resolutions and proposals for policy action.


Last Dec. 29, PRC Chairman Richard J. Gordon and Xavier University Chairman Elpidio Paras led the groundbreaking rites at the Xavier compound in Barangay Lumbia in Cagayan de Oro.
This came after the creation of the Provincial Coconut Industry Development Council was approved recently by the 13th Sangguniang Panlalawigan of Davao Oriental.


A total of 1,000 shelters will be built by the PRC initially as soon as basic facilities and provision of livelihood is available.
The council started as an Executive Order of governor Corazon Malanyaon, Executive Order 08-A series of 2011, issued on March 4, 2011, after the Provincial Agriculture and Fishereis (PAF-C) came up with a resolution for the establishment of the council.


Vice President and Housing and Urban Development Coordinating Council (HUDCC) Chairman Jejomar C. Binay has directed the National Housing Authority (NHA) to hasten the provision of housing assistance to families affected by Sendong in Cagayan de Oro (CDO), Iligan, and Dumaguete.
For the implementation and operation of the Council, Board Member Eric Rabat authored the Provincial Ordinance 13-2 series of 2012, an ordinance creating the Davao Oriental Provincial Coconut Industry Development Council, and appropriating funds thereof.


The NHA has already allocated P20 million for the implementation of the Cagayan de Oro Resettlement Project Phase II in Barangay Calaanan. Site inspection and evaluation is also being conducted in CDO Resettlement Project Phase III, a 42-hectare property located in Gusa, CDO, and Sitio Culago, Barangay Pagapat also in CDO City as proposed permanent resettlement sites for the Sendong-affected families.
“Our main task is to strengthen the different farmer organizations in the province. We could not pursue our aggressive effort towards the development of the coconut industry if we do not start with them, if they remain fragmented. This is the reason why often times, they are at the mercy of the middlemen and the traders, so we have to get them out from such plight. Remember that the economic indicator of the province is anchored on agriculture, particularly the coconut industry,” explained Mr. Armando Angsinco, Chairman of the Davao Oriental PAF-C.


In Iligan City, a 10-hectare LGU-owned property has been identified as a possible housing project that can generate 1,166 homelots.
Angsinco reiterated the importance of maintaining the coconut productivity level of the province so it can go further with the development plan. He furthered that the 2 billion nuts annual production of the province in the 80’s can still be achieved. And one way is through rehabilitation of former coconut production areas that were lost because of uncontrolled or unregulated cutting of coconut trees.


Pasig City Mayor Roberto Eusebio said a 10-man team from the Pasig City Disaster Risk Reduction Management Office or (PDRRMO) left on Monday for Cagayan de Oro to distribute relief goods and medicines to “Sendong” victims.  
“We do not say we are not allowing cutting of coconut trees, we are. I had mentioned this even at the Regional Coconut Industry Development Council (RCIDC). But the cutting has to be regulated, and as such, there has to be replacement with every coconut tree being cut,” added Angsinco who also happens to be the RCIDC Chair.

THE year 2011 witnessed a challenging year to the police and military in Davao Region.
"So our people don't have to look for jobs elsewhere. The industry can provide it for them. And the government can now collect revenue from the industry," he furthered.


Law enforcement units in the region including the Police Regional Office (PRO), Davao City Police Office (DCPO), Criminal Investigation and Detection Group (CIDG), Philippine Drug Enforcement Agency (PDEA), Army's 10th Infantry Division, Task Force Davao (TFD), Public Safety Command Center (PSCC), and even National Bureau of Investigation (NBI), found 2011 triumphant because of achievements and commitment to serve and protect the people at all times.
Another task of the Council is facilitating the creation of local coconut industry development council in the local government units.


'''Drug test'''
With the local coconut industry development councils, there can now be venues where coconut farmers and other stakeholders can discuss about the coconut industry, but Angsinco emphasized that they have to get the guidelines from the Provincial Coconut Industry Development Council. As yet, the municipality of Manay and the City of Mati already established their respective local coconut industry development councils, and to follow are the municipalities of Governor Generoso, San Isidro, and the rest of Davao Oriental.


It was disappointing that 15 police personnel, three soldiers, five personnel of the Traffic Management Center (TMC), and three personnel of the Central 911 in Davao Region were tested positive of illegal drugs following a series of random drug tests conducted by PDEA in September. Officials, however, took with optimism that the experience would never happen in 2012.
However, the PCIDC is keen on monitoring the establishment of the local council for Baganga, since Baganga has the biggest coconut production area in the province, followed by the City of Mati, Caraga, Gov. Generoso, and Cateel.


Of the 15 cops found positive of using drugs, 10 policemen are from Davao City Police Office (DCPO), two from Davao Oriental, two from Davao del Norte, and one from Davao del Sur, said Senior Inspector Gretchin Cinco, PRO assistant spokesperson.
The council also plan to conduct a coconut data survey.


Also, two soldiers from TFD and one from Army's 10th Infantry Division, and eight personnel from the Davao City Government were positive of drug use.
It aims to get the clear picture of the coconut industry of the province, since through the survey, a concrete data on the total land area of the province with coconut production and the number of coconut farmers in the province will be accomplished.


"We will not tolerate this. We will not allow abuses to be committed by our personnel," Chief Superintendent Jorge E. Corpuz, PRO-11 deputy director for administration said, adding that the Philippine National Police (PNP) has been working on to improve its image and this unwanted development will be a stain to the image-building efforts of the organization.
As such, members of the Council plan to have an audience with the Association of Barangay (ABC’s) and explain the coconut data survey, and get the support of the barangays.


It can be recalled that Mayor Sara Duterte said that random drug tests at the City Government would continue until her term ends in 2013.
The first stop to the plan was the ABC in the City of Mati in their last meeting, and will soon follow in other parts of the province.


The mayor added that she wants all in Davao City free of drug users and drug dependent employees, while the PDEA under the leadership of Emerson R. Rosales vowed to continue their responsibility as drug enforcers.
Participants to the business congress are the coconut industry stakeholders, from coconut farmer organizations, processors, traders, technology, and logistic providers, members of the Council, and City, Municipal and Barangay local government units.


The euphoria of the authorities on their achievements continues when the CIDG, under the leadership of Senior Superintendent Pedro B. Cabatingan, filed charges before the City Prosecution Office against three men they arrested after a raid in a cyber pornography den at Km. 11 Sasa in Davao City last April.
“We are very grateful to Gov. Malanyaon for the all out support. Honestly, this our fifth attempt in pushing the creation of the Counci. We started the push in 2000, but those attempts did not succeed because we did not get the support of the previous leaderships. The incumbency of Gov. Malanyaon gave what we need, and she even allocated a 4-Million development fund for the Council, all for the development of the coconut industry” Angsinco disclosed.


Cabatingan said the arrest of the suspects identified as John Michael Martisano, 31; Ferdinand Dahang, 32; and Jumar Sanchez, 23, came after a month-long surveillance on the cyber pornography activities of the suspects. The police also rescued five persons, some of them minors, during the raid.
He stressed that developing the industry is no longer a big task because it’s been there for years, for generations, and what is needed is the enhancement of the industry, and manage it well.


The operation continues as the CIDG confiscated around seven hundred computer units and servers in a massive police raid on a business process outsourcing company (BPO) for allegedly selling pornographic materials at Sobrecarey Street on August.
The PCIDC is also hopeful that it can access to the coconut levy fund already for downloading. If the province through the PCDIC can get the access, still, it will be geared still, towards the coconut industry development.


Judge Isaac G. Robillo Jr. of the Regional Trial Court Branch 11 in Davao City issued the search warrant on Cyber City Teleservices, one of the pioneer BPO companies in the city. Some employees of the firm will be charged with violation of Article 201 of the Revised Penal Code in relation to Republic Act 8792 or the Electronic Commerce Act of 2000, which provides for the recognition and use of electronic commercial and non-commercial transactions.
Members of the Council include the Philippine Coconut Authority (PCA), Department of Trade and Industry (DTI), Department of Science and Technology (DOST), TESDA, Dept. of Labor and Employment (DOLE), Provincial Agriculture Office (PAGRI), Davao Oriental State College of Science and Technology (DOSCST), and the Coconut Industry Reform Movement (COIR).


Chief Inspector Edilberto Leonardo, chief of CIDG-Task Force Maverick, said earlier assessment of forensic examiners on the computer units and domain server showed there was indeed selling of pornographic materials.
“Our potential investors will be there at the business congress, after all they are just waiting for us. And hopefully, the wait will soon be finally over. They just want to see our capability, and so what we have to do also is to keep on producing to satisfy their needs,” he concluded.  


However, personnel of the CIDG were surprised when the fiscal dismissed the case against the call center for lack of evidence.

Unidentified assailants shot dead a broadcaster of the Mati-based Catholic-run dxHM radio station as he was leaving Tarragona, Davao Oriental Tuesday, reports reaching the Davao Oriental police said.


Authorities remained unfaltered amidst troubles and difficulties -- the DCPO proved the PNP has remained the strong institution when they figured in a shootout with a suspected kidnapper of a six-year-old son of a businessman in Davao del Sur on October. The boy, a kindergarten pupil at Matina Central Elementary School, was rescued in Lizada Village in Toril.
Nestor Libaton, 47, had just attended a fiesta celebration in Barangay Ompao and was on his way home on a motorcycle along with another broadcaster, who was not identified in the report, when shot dead by two men on another motorbike.


Another year highlight was in August 2011 when authorities rescued some 10 young human trafficking victims from manpower recruitment quarters at Matina in Davao City.
Libaton, the report said, died from gunshot wounds in the face and body while his companion was unharmed.


The rescue operation, conducted on 747 Molave Street in Juna Subdivision in Matina, came after a resident of Mintal complained to authorities that his niece from Maguindanao was being held there and will only be released if he pays P15,000 for board and lodging.
Juvy Tanio, Mati City information officer and a colleague of Libaton in DXHM, said authorities recovered six empty shells and one live bullet from .45 and .38 cal. pistols from the crime scene.


The successive landslides in Pantukan, Compostela Valley, due to heavy rains will not be forgotten as well. These were the days when the military put their firearms down to assist other government personnel for the rescue and relief operations.
Tanio said the slain broadcaster was not hard-hitting and was more known for his market reports.


The incident resulted to three fatalities, injury of 10 people while 22 others were missing in Kingking village due to the landslide at 7 a.m. of April 22. Reports said a similar landslide struck the village of Kingking on the same site and a nearby community in 2009, leaving 21 dead, including children.

On March 3, a miner was killed while five others were injured when another landslide hit a gold-rush area in Pantukan. The mudslide happened around 12 p.m. in the village of Kingking in Pantukan, after three days of continuous heavy rain.
 
On August 16, three small-scale miners died while four others were injured when a landslide hit a mining area in Sitio Tagutong, Barangay Andap in Compostela Valley Province, at around 7 p.m.
 
Despite the stern warning, illegal miners and their families have defied government warnings and built bunkhouses and shanties near where they eke out a living by digging in narrow, dangerous shafts, where accidents are common.
 
Despite the challenges, tragedies and successes, one thing is important -- that people must learn from the past and face the 2012 with optimism.

Another advice is to decorate some green plants inside your home, as this will also help cool the air when the weather gets hot outside.
 
In cooking efficiently, DLPC recommended using microwave instead of the regular oven if possible. It said a microwave consumes less electricity and doesn't heat up the room.
 
Another food preparation tip is to have simple, easy-to-make and locally grown appetizers.
 
DLPC also suggested to turn-off the main house lights for a more dramatic mood, and to watch Christmas lights glitter in darkness. This could be best when opening gifts.
 
Gifts that don’t need batteries are also best to give, as it will save money as well as the environment in the long run.

The unemployment rate in Davao Region has hit a 3-year low, according to figures from the Department of Labor and Employment.
 
According to DOLE-XI Regional Director Atty. Joffrey Suyao, the unemployment figure taken from January to July 2011 is pegged at 5.8 percent. This is lower compared to the 6.1 percent unemployment rate of 2010. The unemployment rate in 2009 registered at 5.9 percent.
 
The region has an employment rate of 94.2 percent as compared to national average of 92.9 percent.
 
“Although the growth is small, but this is something we can build upon,” Suyao said.
 
Suyao credits the current construction boom with the building of hotels and malls, the entry of more investments as current drivers for employment growth. He added that peace and order continues to be the main attraction of the region particularly in Davao City.
 
According to the National Statistics Coordination Board; the jobless rate in the country for 2011 (January to October year) hit at around 6.4 percent. This is the lowest jobless rate since 2007 when it unemployment rate registered 6.3 percent. The employment growth translated to 2.1 million jobs created from January to October of this year.
 
According to Press Secretary Edwin Lacierda, the jobs growth is a manifestation of government’s efforts to create conducive business and investment environment.

DAVAO CITY- Two farmers and a farmers’ group in the region bagged the National Gawad-Saka awards, and are set to receive the award on December 13 from President Benigno Aquino III in Malacañang.
 
The Department of Agriculture recently named the Gawad-Saka awardees from the Davao Region to include lady farmer Anna Cagulada of Dujali, Davao del Norte who was cited as the outstanding rice farmer in the country.
 
Aside from being hands on in her farm, Cagulada also functions as a public servant being a Barangay Kagawad in her hometown.
 
She will receive Presidential Trophy, and Presidential citation which will personally be given by President Aquino.
 
Cagulada will also receive P100,000 cash to finance additional input capital in her farm.
 
Another farmer awardee is Benjamin Lao of Bansalan, Davao del Sur, cited as outstanding organic agriculture farmer.
 
Lao owns an integrated and diversified farm with coconut as his main crop using mainly organic inputs.
 
He invented and developed coconut sugar and syrup products which are getting high demands both from the local and international markets.
 
Lao will also receive P100,000 cash award, Presidential Trophy and Presidential citation.
 
The Four Seasons Fruits Corporation from Tagum City was cited as outstanding agri-entrepreneur for its big impact to the production and income of small banana growers in Davao del Norte and nearby provinces.
 
FSFC is a banana processing company that ships products here and abroad. It is chaired by Ian C. Neo.
 
The company will receive P100,000 as additional operations capital. A Presidential trophy and Presidential Citation will also be given to the awardee.
 
DA regional executive director Oscar Parawan lauded the above mentioned farmers for achieving the highest and the most prestigious award in agriculture industry.
 
“We are proud of these outstanding farmers, they are our heroes in agriculture and they will serve as our partners in pursuing our goal for food self-sufficiency,” Parawan said.
 
He added that these farmers will also serve as the model for other farmers and fishers in the region to strive more and will continue to venture on new technologies introduced by DA and other government agencies to increase their income and production.

These were among the benefits and services that the Serbisyo Caravan delivered to residents of Nabunturan, Compostela Valley where the Association of Regional Executives of National Agencies (ARENA) XI conducted the second leg of its caravan of services last November 29.

Compostela Valley Gov. Arturo T. Uy got overwhelmed with the presence of regional directors and the pool of services that they brought along with them.
 
While expressing his gratitude, he was also hoping that ARENA XI would come back next year and again haul government services to other towns in his province.
 
He particularly took note of the medical services as among the topmost needs of his people, and that he hoped that the medical outreach would be done in longer days so more people would be able to benefit from it.
 
Mayor Romeo Clarin of Nabunturan said he observed that more residents avail of the free surgery, medical and dental check-ups and medicines.
 
Dr. James Dumdum who headed the medical outreach team in the caravan said the team had targeted to do ten major surgeries and 100 minor surgeries such as cyst excisions.

The law provides a monthly stipend of P500 to indigent senior citizens of 77 years of age and above, to augment what they have for their daily subsistence and medical needs.

Six out of 10 graduates of vocational courses of the Technical Education and Skills Development Authority (TESDA) in Davao region were able to land jobs this year, buoying up the shares of skilled workers in the various industries in the country.
 
TESDA Region XI (Davao Region) reported that 15,760 out of the total 25,272 trainees who completed their respective courses this year found employment after graduation.
 
The number of graduates was culled from the total number of enrollees which reached 35,653. Of those who graduated, 20,510 underwent assessment, and 17,573 were issued certification as TESDA Specialista.
 
TESDA Director General Joel Villanueva said the figure was very encouraging as this clearly indicates that the agency is successfully achieving its mandate to train for jobs and to produce graduates that industries need.
 
“We are slowly coming to grips with the problem of mismatch between education choices and the skills required by businesses,” Villanueva said, adding that “at the end of the day, it’s above all an issue of quality.”
 
Graduates cannot just apply for jobs without taking and passing the competency assessment. More and more companies require job seekers to show proof that they possess the knowledge and skills they require.
 
A technical vocational graduate, who passes the assessment, is issued a certification. The TESDA certification attests the competencies of the qualification and that he has earned the right to earn the badge of excellence, that of being a TESDA Specialista.
 
This serves as a kind of quality assurance for TESDA graduates before they plunge in to the real world of work, said Villanueva, who was in Davao recently for the Technical Vocational Education and Training (TVET) Industry Forum.
 
The forum aimed to provide the framework for evaluating the needs of the captains of the 11 industry clusters in the region. These are the prime movers of the economy involved in sectors such as banana, coconut, mango, seaweeds, woods, construction, information communication technology, livestock and poultry, machineries, tourism and mining.
 
TESDA officials in the region are aiming for an 80 percent employment rate for their graduates.
 
Davao Region is composed of Davao City and four provinces – Compostela Valley, Davao Oriental, Davao del Norte and Davao del Sur.
 
There are a total of 248 institutions providing technical vocational and training, including public and private schools, private enterprises and community-based centers in the region.
 
Trainers in the region number to a total of 1,468 while accredited assessment centers total to 175.
 
As of November 18 this year, TESDA has released scholarship vouchers for the region worth about P30 million.
 
TESDA provides scholarships through its two main programs namely, the Training for Work Scholarship Program and the Private Education Student Fund Assistance (PESFA).
 
At least P2.3 million is still due for release to Davao City, Davao Oriental and Davao del Sur under the PESFA scholarship.

A suspected New People’s Army (NPA) guerilla was killed by the military after his group was caught setting up land mines in Davao Oriental Monday morning.
 
Armed Forces of the Philippines (AFP) Eastern Mindanao Command Spokesperson Col. Leopoldo Galon said a firefight erupted between members of the Army’s 6th Scout Ranger Command and some 70 NPA guerillas in Pantuyan, Caraga town at around 8:30 a.m.
 
Galon said the clash began after the military caught the communist rebels planting land mines in the area.
 
The firefight lasted for about an hour. The military recovered two M16 rifles from the rebels.
 
Bomb sniffing dogs were deployed to clear the area of land mines.

The Department of Education (DepEd) has included the nine schools divisions in Southern Mindanao or Region 11 in the agency’s P21,034,000 support financial assistance to its intensified reading program for elementary school children for School Year (SY) 2011-2012.
 
This was learned from DepEd Order No. 70, Series of 2011, issued by Education Secretary Armin A. Luistro that was received here recently by DepEd Region-11 Director Susana Teresa Estigoy.
 
Estigoy said Southern Mindanao is the only region in the country’s second biggest island region, which was included under the DepEd fund aid for reading program that also involved six regions in Luzon, and a region in the Visayas.
 
The fund allocation, Estigoy said, is earmarked to strengthen the implementation of DepEd’s “Every Child A Reader Program” (ECARP), particularly on its three major components.
 
These components are Reading Recovery (RR), administration of the Philippine Informal Reading Inventory (Phil-IRI), and development of the Philippine World Lists in English (PWLE) for first, second, and third grade pupils in Region-11’s nine schools divisions.

Quoting Luistro’s order, Estigoy said Region-11’s ECARP support fund aid for Reading Recovery will be specifically utilized for setting up Regional Reading Recovery Centers (RRRCs), and refurbishment of existing vacant rooms, expenses on teachers’ training, and for visits to schools of teachers-in-training, monitoring visits relative to the enforcement of RR in the regional level, conducting advocacy activities, management and maintenance of database, and procurement of equipment and story books for school children.
 
The DepEd chief’s directive, Estigoy said, described the ECARP as a national program designed to make every child an independent reader and writer at the end of Grade-3, even as it provides a year-long training to teachers to make them independent solvers of literacy problems in their respective learning centers.
 
RR, an early literacy intervention that aims at reducing reading and writing difficulties in schools, gives children, who are beginning to fall behind in reading and writing, a second chance before their problems become complicated.
 
An assessment component of ECARP, the Phil-IRI is a nationally validated assessment tool for measuring the reading proficiency level of pupils in both English and Filipino Languages, Luistro said, adding that the PWQLE is made up of the most frequently used words in English textbooks from Grades 1 to 3.
 
As this developed, Estigoy enjoined all elementary school teachers and administrators to effectively implement the ECARP, and to wisely utilize the DepEd financial support in their respective stations to ensure that every learner in the first three grades would benefit from the program.

The representative said the president decided on a two-pronged approach to get that all-out justice. First is by way of a calculated and targeted enforcement of the law against those who have violated and those responsible for the death of the soldiers. Second, Pres. Aquino would still want to continue talking for peace with the MILF.

That is why I am happy upon knowing that our farmer cooperators here were able to raise a net income 21 thousand pesos for three months. The governor also seeks to find out reason why some farmers are not able to meet the expected output for the government to address it effectively.
 
“I do not want percentages, I want clear, picturesque details of them, of their situation. That is why Iinvested on the Nat’l Census Statistics Board (NCSB) to get all the information that I need, through the Geographic Positioning System (GPS).
 
The NCSB then, assured the Governor that she will have what she needs in two months time.

TWO Abu Sayyaf members who were arrested by authorities in Mati City were transported to Zamboanga City on Sunday to face criminal charges for kidnapping and bombing incidents in Basilan and Zamboanga City.
 
Lieutenant Colonel Randolph Cabangbang, spokesman of the Western Mindanao Command, confirmed that Abu Abdul Aziz Kunting alias “Robert Tan” and Abu Akmed Kunting alias “Jason Tan” arrived in Zamboanga City on Sunday.
 
He said the two were also presented to a Zamboanga City court on Monday. The Kunting brothers are in the custody of the Military Intelligence Group.
 
The two are facing charges for their alleged participation in the Dos Palmas kidnapping of 20 resort guests and workers in 2001 that resulted in the deaths of at least five of the original hostages, including the two American citizens Guillermo Sobero and Martin Burnham.
 
At least 22 Filipino soldiers were killed in attempts to apprehend the captors and free the hostages in the next 12 months following the initial hostage-taking. An unknown number of captors were also killed by government forces.
 
Asked if the two ASG members have a bounty for their capture, Cabangbang said there was none.
 
Joint elements from the Philippine Army's 701st Brigade and the 28th Infantry Battalion, 104th Military Intelligence Company, the Military Intelligence Group 11 and 9, the Davao Oriental Provincial Police Office, the Special Action Forces of the Philippine National Police, and the Mati City Police conducted the raid at a residence in Barangay Matiao around 2 p.m. of September 23 that led to the arrest of the ASG members.

The municipalities of Malalag in Davao del Sur; Carmen, Davao del Norte and Banaybanay, Davao Oriental are the only three identified temporary habitats of migratory birds in the month of January after crossing the continents.


The P256 million irrigation project of the Department of Agriculture’s Mindanao Rural Development Program (DA-MRDP) and the provincial government of Davao Oriental integrates social environmental safeguards (SES) to ensure that people and environment are not negatively affected by the project implementation.
Regional Executive Director Jim O. Sampulna of the Department of Environment and Natural Resources (DENR-11) explained that the bird watching and bird counting activity aims to obtain information on the population of migratory birds at wetlands in the region.


In compliance with the World Bank operation policy, SES is a measure that mitigates and protects the environment from the cumulative adverse impact that might be brought by failure to recognize that inherent value of natural resources.
The activity, being conducted by DENR’s Protected Areas and Wildlife Division (PAWD), would able to monitor on an annual basis the status and condition of wetlands.


“Fishing aside from farming is also one of the important sources of food and livelihood in the province. While irrigation project will greatly boost rice production, we must also ensure that other sources of livelihood will not be jeopardized,” said program director Lealyn Ramos.
This is also in line with the Annual Asian Waterfowl Census (AWC) for migratory birds. AWC is a yearly event which takes place during the second and third weeks of January.


“While we want to spur rural development, MRDP also puts premium on environmental protection.
The census was initiated in 1987 in the Indian subcontinent and has grown rapidly to cover over 32 countries.  
Environmental safeguards are being observed and integrated in the design, site selection and implementation,” she added.


Citing the soon to be established irrigation project in Cateel, Ramos said the program ensures that aside from quality engineering standards it also conforms to the recommended environmental safeguards.

The dams and other structures that will be constructed may tend to block and pose hazard to fishes’ natural migration, a fish-friendly infrastructure was incorporated to the final design of the irrigation project.
This year’s national fisher folk director of the Bureau of Fisheries and Aquatic Resources (BFAR) is from the Davao Region.


“A fish ladder design was recommended to prevent damage to fish biodiversity and fish stocks along Cateel River ,” SES specialist Arnel Areglado said.
Fisher folk leader Natividad C. Gunayan, 62 years of age, resident of Nasa Village, Poblacion Lupon in Davao Oriental has been chosen to take the place of BFAR national Director Atty. Asis G. Perez, for one month in line with the observance of the month of May as the “Farmers and Fisher folks Month.”


Fish ladder, also known as a fish way, fish pass or fish steps is a structure designed to allow migrating fish pass around barriers such as dams or locks by swimming and leaping up series of relatively low steps. Protection and recovery of fish stocks in the area is ensured since fishes have the opportunity to migrate and spawn in downstream and upstream ecosystems.
BFAR XI Regional Director Fatma Idris Tuesday revealed Gunayan as the second woman fisher folk leader chosen by colleagues to sit as the national fisherfolk director.


“The Cateel irrigation project which incorporates a 42-meter fish ladder structure is the first of its kind in Mindanao . It also showcases how the perceived negative impact of development projects can be addressed by putting in place the recommended environmental safeguards,” Areglado said.
“This shows that we are empowering women to take hold of positions usually held by men,” she said.


The Initial Environmental Examination (IEE) revealed that Cateel River which is the major water source of the irrigation project is a home to ecologically important fish species.
In a separate interview, Gunayan looked at her present position as an opportunity to push forward the welfare of fisher folks as well as to find ways to assist women on fishing, to find alternative livelihood.


“These fish species are found to be either andromous (migrating from the sea to the river) or catadromous (migrating from the river to the sea) and the tributary of Cateel River is crucial in their life cycle,” Areglado said adding:
“Gibati nako nga dako ko ug kaakuhan o responsibilidad nga mapalambo ang panginabuhi sa mga mangingisda. (I feel that I bear great responsibility to improve the lives of my fellow fisherfolks.),” she said.


“The IEE identified the presence of “Pigek” the country’s most expensive but nearly endangered fish along Cateel River .”
In her one-month stint as the national fisherfolk director of BFAR, Gunayan lines up a three-pronged agenda geared towards addressing coastal environment issues, poverty situation of fisherfolks and strengthening BFAR in general.


Pigek which is also known as Pigok in Northern Mindanao and Ludong in Luzon swims to salt water to spawn from October to December and returns to upstream ponds after. It undergoes upstream migration during December, January, and February, and this coincides with other species of fry also undergo upstream migration.
On top of her agenda is to drum up calls to elevate BFAR into a department as the “Philippines is the only country in Asia where a government agency on fisheries is a bureau only.”


“Since Pigek was found to be endemic in the Cateel River , there is a need to protect and conserve this valuable fish species along with the establishment of dams and other engineering structures.  
As such campaign has been there since 2005, the fisher folk sector will be bringing a position paper on the conversion of BFAR into a Department of Fisheries to the Senate, and that it is eyeing the support of senators Aquilino Martin “Koko” Pimentel and Antonio Trillanes IV.


Construction of a fish ladder as part of the irrigation project is the best way to address this need,” Areglado said.
Under her stewardship as the national fisheries director, the fisherfolk sector will also be working for the inclusion of the fisher folks as beneficiaries of Pantawid Pamilyang Pilipino Program (4Ps).

THE Department of Social Welfare and Development (DSWD)-Kalahi-CIDSS (Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services) completed a total of 57 sub-projects in Governor Generoso, New Corella, Talaingod, and Laak in '''Davao Region'''.
Along this line, she noted that some have yet to fully grasp the meaning of fisher folks which, she said, refers not only to those catching fish but also to any man and woman involved in the small fishing industry such as fish vendors and fish processors.


The projects range from potable water system, flood control facilities, drainage lined canal, hanging cable footbridge, school building, barangay health station, tribal housing, day care centers and birthing facilities.
During her term, she will also be pushing for intensive coastal protection through massive planting of mangroves.


"This is where we need more help from major stakeholders. By our convergence, we will be able to help these municipalities in their community-driven projects," said Priscilla Razon, assistant regional director of DSWD.
This runs in line with the thrust of BFAR which is granting an incentive to fisher folks who would want to actively engage in mangrove planting by giving them P3 for each planted mangrove propagule and additional P2 for each grown mangrove.


Under Kalahi-Cidss, communities in different municipalities identify key development changes that they need and they are the ones who design and develop the projects through a participatory and collective approval process, wherein criteria are developed by the members of the communities.
Meanwhile, Gunayan has also seen the need to assist fisherfolk women in search of alternative livelihood to support their espouses.


Potable water systems are the major problems in the towns of Governor Generoso in '''Davao Oriental''' and New Corella in Compostela Valley, wherein 12 were already constructed in these areas.
“May mga training na sila pero wala silang puhunan. (They already have undergone training but they don’t have the capital)” she said.
She also would want women to learn “the values” to sustain their venture, and to stick with their groups’ desire to collectively prosper.


"Ito ‘yung mga basic needs at situations that could help them in living a decent quality of life, dito kami pumapasok to help them with their decision-making, looking for resources and opportunities in accessing these basic services," Razon said.
“Di man pwede pa-isa isa lang ang molambo, kay para man kini sa tanan. (Their progress has to collective not individualistic.),” she said referring to government assistance which is usually granted to groups of beneficiaries.

DavOr nets P8.6 M from quarry and mine revenues

MATI CITY, Davao Oriental- The provincial government earned P8,594,538.14 from sand, gravel and mining operations in the from January to April this year.

This was a result of the establishment of Mobile Monitoring Points conducted by the Environment and Natural Resources Office-Davao Oriental (ENRO-DO), and the regular conduct of site inspections and verification of sand, gravel and mining operations.

A report prepared by ENRO Team Leader Derbert B. General revealed that the collected revenues came from extraction fees for sand, gravel and mining. The team has regularly conducted mobile monitoring across the province.

The team also conducted a site inspection and verification in all barangays with possible quarry outlets within the City of Mati, Lupon, San Isidro and Governor Generoso towns.

They also conducted mobile patrolling at night within the vicinities of the City of Mati to check on the validity of documents used in the transport of mineral and forest products.

General also said that on January 2012, the collected revenue was recorded at P1,850,191.66, on February it reached P3,631,428.36, on March, P195,280.08 and in April – P2,917,638.04, for a total of P8,594,538.14.

The provincial government of Davao Oriental under Governor Corazon T. Nuñez-Malanyaon allows the business sector to engage in sand and gravel operation for the improvement of Davornons provided that the extraction of sand and gravel shall be done without harming the environment. The government also collects revenues for the implementation of projects for the improvement of the province.

OIC-ENRO Dante M. Ganir said that barangays where the operation of sand and gravel is located will receive 40 per cent share from the total amount of the collected revenue, 30 per cent will go to the city or municipality and 30 per cent share to the provincial government.

1st coconut congress to be held in Davao Oriental

MATI, Davao Oriental- The Provincial Coconut Industry Development Council (PCIDC) will conduct the first Davao Oriental Coconut Industry Business Congress in pursuit to the aggressive and collective campaign of the province to develop the industry being one of the leading coconut producers in the country.

The congress will be held on May 10 to 11 at the Lanes Kita-anan, Bonifacio Street in Mati City.

Department of Agriculture (DA) secretary Proceso Alcala will grace the activity along with other DA regional and local officials. Also expected to grace the two-day congress would be Philippine Coconut Authority (PCA) administrator Euplides Forbes and former senator Wigberto Tanada of the Coconut Industry Investment Fund (CIIF).

With the most fitting theme “Industriya ng Niyog ay Palaganapin at Pagyamanin Upang Kasaganaan at Kaunlaran ay Makamtan Natin,” the business congress also aims to emphasize on increasing productivity and expanding value-adding to coconut, thus, giving more substance to Davao Oriental as the one of the leading coconut-producing province in the country.

The activity is an ample venue where the province can formally present the provincial strategic development plan for 2012 to 2016 and mechanisms for the plan implementation, promotion and offer market-driven value adding business opportunities for the coconut farmers and an opportunity also where the province, through the provincial coconut development council, can submit proposals on coconut development related to programs and projects tapping the resources of the Dept. of Agriculture (DA), Philippine Coconut Authority (PCA), the Coconut Industry Industrialization Fund (CIIDF), and present resolutions and proposals for policy action.

This came after the creation of the Provincial Coconut Industry Development Council was approved recently by the 13th Sangguniang Panlalawigan of Davao Oriental.

The council started as an Executive Order of governor Corazon Malanyaon, Executive Order 08-A series of 2011, issued on March 4, 2011, after the Provincial Agriculture and Fishereis (PAF-C) came up with a resolution for the establishment of the council.

For the implementation and operation of the Council, Board Member Eric Rabat authored the Provincial Ordinance 13-2 series of 2012, an ordinance creating the Davao Oriental Provincial Coconut Industry Development Council, and appropriating funds thereof.

“Our main task is to strengthen the different farmer organizations in the province. We could not pursue our aggressive effort towards the development of the coconut industry if we do not start with them, if they remain fragmented. This is the reason why often times, they are at the mercy of the middlemen and the traders, so we have to get them out from such plight. Remember that the economic indicator of the province is anchored on agriculture, particularly the coconut industry,” explained Mr. Armando Angsinco, Chairman of the Davao Oriental PAF-C.

Angsinco reiterated the importance of maintaining the coconut productivity level of the province so it can go further with the development plan. He furthered that the 2 billion nuts annual production of the province in the 80’s can still be achieved. And one way is through rehabilitation of former coconut production areas that were lost because of uncontrolled or unregulated cutting of coconut trees.

“We do not say we are not allowing cutting of coconut trees, we are. I had mentioned this even at the Regional Coconut Industry Development Council (RCIDC). But the cutting has to be regulated, and as such, there has to be replacement with every coconut tree being cut,” added Angsinco who also happens to be the RCIDC Chair.

The establishment of the coconut industry development council is also designed to generate employment for the people of Davao Oriental.

"So our people don't have to look for jobs elsewhere. The industry can provide it for them. And the government can now collect revenue from the industry," he furthered.

Another task of the Council is facilitating the creation of local coconut industry development council in the local government units.

With the local coconut industry development councils, there can now be venues where coconut farmers and other stakeholders can discuss about the coconut industry, but Angsinco emphasized that they have to get the guidelines from the Provincial Coconut Industry Development Council. As yet, the municipality of Manay and the City of Mati already established their respective local coconut industry development councils, and to follow are the municipalities of Governor Generoso, San Isidro, and the rest of Davao Oriental.

However, the PCIDC is keen on monitoring the establishment of the local council for Baganga, since Baganga has the biggest coconut production area in the province, followed by the City of Mati, Caraga, Gov. Generoso, and Cateel.

The council also plan to conduct a coconut data survey.

It aims to get the clear picture of the coconut industry of the province, since through the survey, a concrete data on the total land area of the province with coconut production and the number of coconut farmers in the province will be accomplished.

As such, members of the Council plan to have an audience with the Association of Barangay (ABC’s) and explain the coconut data survey, and get the support of the barangays.

The first stop to the plan was the ABC in the City of Mati in their last meeting, and will soon follow in other parts of the province.

Participants to the business congress are the coconut industry stakeholders, from coconut farmer organizations, processors, traders, technology, and logistic providers, members of the Council, and City, Municipal and Barangay local government units.

“We are very grateful to Gov. Malanyaon for the all out support. Honestly, this our fifth attempt in pushing the creation of the Counci. We started the push in 2000, but those attempts did not succeed because we did not get the support of the previous leaderships. The incumbency of Gov. Malanyaon gave what we need, and she even allocated a 4-Million development fund for the Council, all for the development of the coconut industry” Angsinco disclosed.

He stressed that developing the industry is no longer a big task because it’s been there for years, for generations, and what is needed is the enhancement of the industry, and manage it well.

The PCIDC is also hopeful that it can access to the coconut levy fund already for downloading. If the province through the PCDIC can get the access, still, it will be geared still, towards the coconut industry development.

Members of the Council include the Philippine Coconut Authority (PCA), Department of Trade and Industry (DTI), Department of Science and Technology (DOST), TESDA, Dept. of Labor and Employment (DOLE), Provincial Agriculture Office (PAGRI), Davao Oriental State College of Science and Technology (DOSCST), and the Coconut Industry Reform Movement (COIR).

“Our potential investors will be there at the business congress, after all they are just waiting for us. And hopefully, the wait will soon be finally over. They just want to see our capability, and so what we have to do also is to keep on producing to satisfy their needs,” he concluded.

Another radioman slain in Davao Oriental

Unidentified assailants shot dead a broadcaster of the Mati-based Catholic-run dxHM radio station as he was leaving Tarragona, Davao Oriental Tuesday, reports reaching the Davao Oriental police said.

Nestor Libaton, 47, had just attended a fiesta celebration in Barangay Ompao and was on his way home on a motorcycle along with another broadcaster, who was not identified in the report, when shot dead by two men on another motorbike.

Libaton, the report said, died from gunshot wounds in the face and body while his companion was unharmed.

Juvy Tanio, Mati City information officer and a colleague of Libaton in DXHM, said authorities recovered six empty shells and one live bullet from .45 and .38 cal. pistols from the crime scene.

Tanio said the slain broadcaster was not hard-hitting and was more known for his market reports.

9,220 migratory birds found in Davao Region

A total of 9,220 migratory birds were found in Davao Region during the bird watching and bird counting activity for the first quarter of 2012.

Migratory bird count found in 2011 reached to 7,836.

The migratory birds came from different species like Godwit, Sand Plover, Common Greenshank and Black-winged Stilt, to name a few.
