TUGUEGARAO CITY, Feb. 16 -- The rat infestation in the provinces of Isabela and Quirino in Cagayan Valley (Region 2) is under control, according to Department of Agriculture (DA) Region 2 Director Lucrecio R. Alviar, Jr.
In his report to Agriculture Secretary Proceso J. Alcala, Alviar said the infestation was slight, as damage was only confined to palay crops planted along creeks and irrigation canals.
Alviar said that in Isabela, about 7,977 hectares were slightly affected, comprising 15 percent of the total area planted (51,497 hectares). The crops were on their vegetative and reproductive stages. In Quirino, about 1,070 hectares were also slightly affected, out of the total 2,065 hectares planted to palay crops that were on their vegetative stage.
Alviar said the rat infestation was confined only in Isabela and Quirino, and in no other areas in Region 2.
The DA, through the Cagayan Valley Integrated Agricultural Research Center, initially provided affected farmers with 27 kilograms of rodenticides.
A massive rat-baiting campaign was also undertaken in affected areas by municipal agricultural extension workers, farmer-leader extentionists, barangay officials, and farmers in both provinces, Alviar said. (TCB/MGE/PIA-Isabela)

TUGUEGARAO CITY, Feb. 16 -- The rat infestation in the provinces of Isabela and Quirino in Cagayan Valley (Region 2) is under control, according to Department of Agriculture (DA) Region 2 Director Lucrecio R. Alviar, Jr.

DOLE 2 targets 8 community enterprise projects this year

TUGUEGARAO CITY, Feb. 11 (PIA) -- The Department of Labor and Employment (DOLE) 2 aims to implement eight Community Enterprise Projects (CEP) this year in the provinces of Cagayan, Isabela, Nueva Vizcaya and Quirino.

DOLE 2 director Atty. Sixto T. Rodriquez Jr. said that under the program, P500,000 will be provided by the labor department to each of the projects to be determined by the different field offices.

Director Rodriguez said the fund that comes from the DOLE will be used to enhance the existing business of the proponent-association in a community.

“This initiative of the DOLE is done with partner agencies like local government units, Department of Science and Technology, Department of Trade and Industry, Department of Agriculture and Technical Education and Skills Development Authority,” Rodriguez further said.

Last year, the department had funded three projects in the provinces Cagayan, Isabela and Quirino such as the coconut processing in Sanchez Mira, Cagayan, mongo processing in San Mateo, Isabela and banana chips processing in the province of Quirino.

“There were also pending projects for Solano, Nueva Vizcaya for its Bio- Organic Fertilizer Production and Lallo, Cagayan for Lubeg Wine Production. These, however, are assured to be implemented this year as included from the target number of projects,” Rodriguez assured.

Quirino to experience power interruption tomorrow- NGCP

CABARROGUIS, Quirino, Feb. 7 (PIA) -- The National Grid Corporation of the Philippines (NGCP) has announced that there will be a temporary shutdown of the Quirino Electric Cooperative, one of the grid’s distribution utilities, on February 8, 2012 from 8:00 o’clock in the morning to 6:00 o’clock in the afternoon.

North Luzon Corporate Communication officer Lilibeth P. Gaydowen said the scheduled shutdown is for the NGCP’s annual preventive maintenance and testing of transformers and the associated equipment at Santiago substation.

Gaydowen said normal operations will immediately resume after work completion as she advised NGCP customers and the general public to take the necessary preparations and precautions for this scheduled interruption.

Meanwhile Quirelco General Manager Fidel Pascua said that all the municipalities of the province will be affected by the scheduled power interruption. “If NGCP will be able to finish its work early, normal operations will resume even before 6 PM,” Pascua assured. (TCB/PIA-2 Quirino)

2 suspected NPAs killed in Quirino clash

Two suspected communist rebels were killed following with government security forces in Quirino province in northern Philippines, a regional military spokesman said Monday.

Citing field reports, Maj. Enrico Gil Ileto of the Army's 7th Infantry Division, said the clash erupted at 9:18 a.m. when patrolling troops from the 48th Infantry Battalion chanced upon an undetermined number of suspected New People's Army rebels at Sitio Sibbagan in Barangay Landingan in Nagtipunan town.

The operating troops also recovered two M16 rifles, an M14 rifle, an M79 grenade launcher and documents the military described as having "high intelligence value."

No casualties were reported on the government side.

"They have been on the run for several days now. They are the same group which we hit last year and suffered the same losses," Ileto said, quoting Col. Felicito Trinidad, commanding officer of the Army's 702nd Brigade.

The NPA is the armed wing of the Communist Party of the Philippines. The outlawed group will be observing its 43rd founding anniversary on March 29.

Peace talks with the National Democratic Front of the Philippines have remained stalled since August 2004.






Continuous info dissemination helps decrease fire incidents says BFP Quirino

CABARROGUIS, Quirino, Feb 4 (PIA) -- Fire Marshal Chief Inspector Santos Gawongna of the Bureau of Fire Protection (BFP) here said that their continuous information and education campaign (IEC) in schools and barangays is paying off as shown in the decrease of fire incidents in the province.

Gawongna said there were 13 fire incidents recorded in 2010 while there were only five in 2011.

He said 12 of the fires were accidental, one intentional. “Last year, all the five incidents were accidental,” Gawongna further detailed.

Gawongna said this can be attributed to the continuing information campaign that they are conducting in every barangay and in schools.

For this year, the BFP has already conducted IEC in 68 out of the 132 barangays which is the agency’s main activity during the regular conduct of “I Love Quirino” caravan by the provincial government.

“In the IEC, we educate the barangay folks on the prevention and suppression of all destructive fires on buildings, houses and other similar structures; forests; vehicles and equipment and petroleum industry installations,” Gawongna explained.

10K hectares of palay ruined by rats

RAT infestations in the provinces of Isabela and Quirino in Cagayan Valley resulted in damage to 10,000 hectares of palay.

Region II Agriculture director Lucrecio Alviar, Jr. said about 7,977 hectares of crops were damaged in Isabela while at least 1,070 hectares were destroyed in Quirino.

Most of the destroyed crops were planted near the creeks and irrigation canals.

Although the infestation has already been contained, Alviar said the affected areas still comprise 15 percent of the 51,497 hectares of planted areas.

The DA through the Cagayan Valley Integrated Agricultural Research Center provided affected farmers with 27 kilos of rodenticides aside from conducting massive rat baiting campaign.

Massive information campaign was also undertaken to teach farmers and other rural folks on how to effectively control rats and prevent similar occurrences.







DA, NIA conduct consultation forum on the proposed 5 croppings in 2 years scheme

CABARROGUIS, Quirino, February 1 (PIA) -- The Department of Agriculture and the National Irrigation Administration conducted a consultation forum on the proposed adoption of the proposed Five-Croppings in Two Years Scheme last Friday, January 27, 2012 at the Magat River Integrated Irrigation System Multi-Purpose Hall, Cauayan City.

In his presentation, Vicente E. Galvez, Regional Irrigation Manager of the National Irrigation Administration Administration-Region 2, said that the proposed scheme will effect to a 175,356 metric tons increase in palay production for the service area of NIA-Region 2. “This means additional income for our farmers in the area,” he said.

“Under the proposed scheme, there would be five croppings starting January 2012 until December 2013. The last day of irrigation water delivery for the first cropping or regular dry crop for 2012 would be in March 26 and irrigation water delivery for the second cropping (regular wet crop 2012) would immediately start in April 10. This would allow a third cropping or late wet crop for 2012 starting September 4,” Galvez explained.

On the other hand, Lucrecio C. Alviar, Regional Executive Director of the Department of Agriculture -Region 2 stressed that with the advent of climate change, there is a need to revisit the way of doing things, particularly the cropping patterns.

Farmer leaders who attended the consultation welcomed the new scheme. However, they expressed apprehensions on the availability of seeds and also the nutrient requirements of the soil, considering the short period of its recovery from the previous cropping.

Director Dante S. Delima, assistant secretary and national director of the AgriPinoy Rice Program of the DA, said the activity was just the initial consultation and if all stakeholders agree to the scheme, the DA would focus its resources towards providing the necessary interventions to ensure the success of the program.

MARIIS officials will be conducting a workshop this week to further discuss the feasibility of the scheme in its service area in line with the projects it is scheduled to implement this year. (TCB/PIA 2 with Melissa C. Agbisit)






Quirino tourism office unveils provincial tourism master plan

CABARROGUIS, Quirino, Jan. 30 (PIA) -- The Provincial Tourism Office here recently bared the 15 eco-tourism projects to be developed under the tourism master plan from 2010-2015. Provincial Tourism Officer Aurea V. Martinez said these projects include the ongoing construction of wake boarding sports facilities, improvement of the Capitol Sports Complex, establishment of Zafari and Zoo Park, construction of motocross track and trail, firing range and purchase of white water rafting equipment. Martinez said the provincial government will also establish a commercial plaza and sports complex, procure additional boats for sustainable development of the I Love Quirino Park, improve the Aglipay Caves & Campsite and Governor’s Rapids and sustain the road side tree plantation. “The province will also come up with a heritage and cultural program for all municipalities through the involvement of secondary, tertiary and vocational institutions to preserve the indigenous culture and dialect,” Martinez added. Meantime, the provincial government shall also push through with the construction of North Eastern Luzon Expressway (NELEX) at Nagtipunan-Dinadiawan, Aurora-Alfonso Castaneda, Nueva Vizcaya-Caranglan- San Jose City, Nueva Ecija. The project entails the construction of around 133-175 kilometers of roads and 1,950 km of bridges. The proposed road will serve as an alternate to Dalton Pass and it is expected to strengthen inter-regional transport linkages, promote strong physical integration and hasten the development of the province. The feasibility study is also on going for the construction of Quirino Airport to be established at Aglipay-Maddela with an implementation schedule of 2012-2040. The tourism master plan is in line with the priority development thrusts of Gov. Junie E. Cua and Cong. Dax Cua to place the province in the national development road map, which in turn aims at transforming the province into a one sstop ecotourism and adventure destination in Cagayan Valley.(TCB/PIA 2)





1,830 typhoon-affected Quirinians to have new homes through DSWD’s core shelter project

CABARROGUIS, Quirino, Jan. 28 (PIA) -- The Provincial Social Welfare and Development Office (PSWDO) here has reported that the 1,830 families who were rendered homeless by the previous typhoons will soon have new homes through the Department of Social Welfare and Development’s Core Shelter Assistance Project. Provincial Social Welfare Officer Laura Matammu said the P202,883,600 fund from the DSWD intended for the project is now ready and the construction of houses has been started. Matammu said the core shelters will be constructed sporadically in the lots owned by the affected families in Diffun, Cabarroguis, Saguday and Aglipay and in communal sites donated by the local government units of Maddela and Nagtipunan . “Of the total amount, P128 million will be for the construction of core shelter units; P45 million for the emergency assistance of the 9,192 partially affected families and P28 million for the cash for work program,” Matammu disclosed. The provincial social welfare officer also said that Gov. Junie and Cong. Dax Cua will shell out P20 million each as additional fund for the project. (TCB/PIA 2)





OWWA 2 invites OFWs’ relatives to enroll in Microsoft Tulay program

CABARROGUIS, Quirino, Jan. 24 (PIA) -- The Overseas Workers Welfare Administration (OWWA) in region 2 is urging Overseas Filipino Workers (OFWs) and their legal beneficiaries to enroll in the Microsoft Tulay program, a special project in partnership with Microsoft Corporation which provides information and communication technology training to OFWs and their families to broaden their career opportunities. Nestle Baccay, OWWA-based Information Technology instructor, said only a few OFWs and their relatives are enrolled in the program that is why OWWA is doing everything to motivate them to avail of the program. Baccay said the program is open for students who want to learn basic computer applications such as MS Word, Powerpoint, Excel, video editing as well as using the Internet. Baccay said this will enable the OFWs and their families to communicate through the Internet. The project also aims to address the primary issue of family disintegration. “Through the project, problems arising from OFWs’ prolonged separation from their families will be prevented,” Baccay added. TUGUEGARAO CITY, Jan. 21 (PIA) -- The National Grid Corporation of the Philippines (NGCP) served notice of the scheduled shutdown of some of its transmission facilities on January 25, 2012 from 4:00 to 6:00 in the morning. The affected distribution utilities (DUs) are Quirino Electric Cooperative (QUIRELCO), Nueva Vizcaya Electric Cooperative, Inc. (NUVELCO), Ifugao Electric Cooperative, Inc. (IFELCO) and Isabela Electric Cooperative I (ISELCO I). Lilibeth Gaydowen, NGCP’s Corporate Communications and Public Affairs officer for North Luzon said the specific cities and municipalities to be affected by the power interruption are determined by the said DUs, unless the activity affects the entire franchise area. Gaydowen added that the DUs allot the available power within their franchise area and implement the power interruption schedule among the end-users. The corporate communication officer explained that the temporary shutdown aims to facilitate extension of Blackstart Service Test of Ambuklao Hydro Electric Power Plant to Magat Hydro Electric Power Plant. “The said test will validate the capability of the plant to start from complete shutdown without the assistance from external power coming from the grid. This provision will enable immediate restoration of power supply in the Northern Luzon sub-grid during emergency situation,” Gaydowen explained. Gaydowen assured that normal operations will immediately resume after work completion. “NGCP’s customers and the general public are advised to take the necessary preparations and precautions for this scheduled interruption,” she said. NIA to convert Addalam Dam into infra-tourism

SAGUDAY, Quirino, Jan. 18 (PIA) -- The National Irrigation Administration (NIA) region 2 said it will convert the Addalam River Irrigation Project (ARIP) here, into infrastructure tourism to maximize its potentials not only to irrigate thousands of rice fields but also for the development of the tourism industry of this town and the whole province. Regional Project Monitoring Committee, Project Manager Estanislao Najera said the dam has big potential as tourist spot with its clear waters, a state-of-the-art dam and its accessibility to all types of vehicles. Najera said there were already some tourists who visited the area. However, there is a need to enhance the area and establish some facilities to be able to convert it into infra-tourism. Najera also confirmed that the waters in the upstream of the dam is where the most expensive fish species thrives, the “Ludong,” which is now being advocated by the Bureau of Fisheries and Aquatic Resources (BFAR) region 2 for its preservation and conservation of its potential for economic development. Cecil Dy, a private sector representative of the regional project monitoring committee, said the plan is very laudable and it will pave the way towards the conversion of other infrastructure project of the government into a tourism destination. On the other hand, NEDA Assistant Regional Director MaryAnn Darauay stated that through the regional project monitoring committee (RPMC), other projects with tourism potentials that are being implemented by LGUs and other government agencies will be converted into an infra-tourism. Quirino hospital to be completed in June

CABARROGUIS, Quirino, Jan. 17 (PIA) –- The on-going construction of the Quirino Provincial Hospital (QPH) in barangay Mangandingay is targeted to be completed and inaugurated in June of this year. Architect Carlos Salvador of the provincial engineering office said the construction is already on its 6th phase and an addition of manpower was done to fast track the completion of the project. Salvador presented that the overall project cost is P300 million, where P183.3 million was sourced from the Department of Health’s facilities enhancement project, P30 million from Congressman Dakila Carlo Cua’s fund and the rest came from the province’s fund. “It is already 70 percent completed and we will try our best to finish the project before June to formally open it to the public,” Salvador said. He further stated the old hospital of the province can no longer accommodate sick constituents that is why some still seek health services in the nearby provinces, such as Isabela, Nueva Vizcaya and even in Manila. The new provincial hospital is a 250 bed capacity with state-of-the-art facilities.. He further said the hospital will not only help sick individuals but also some of the unemployed. DOLE Quirino bares accomplishments

CABARROGUIS, Quirino, Jan. 12 (PIA) -- The provincial head of the Department of Labor and Employment (DOLE) here has reported that their office Based on its accomplishment report, DOLE Quirino was able to facilitate the application of some 1,715 job applicants, higher than their 1,350 has exceeded their 2011 targets in employment facilitation, Special Program for Employment of Student (SPES) and jobs fairs.target. Of the total number facilitated, 1,346 were hired under the Public Employment Service Office. Guillermo C. Tan, DOLE provincial head said the remarkable accomplishment is attributed to the strong support of the PESOs of the province in the implementation of employment programs as well as the strong linkages with the schools/universities and the Technical Education and Skills Development Authority. On SPES, Tan said they targeted 1,200 student beneficiaries but they were able to register 1,300 beneficiaries or 108 percent accomplishment. Out of the registered student beneficiaries, 1,200 were targeted to be absorbed and 1,250 students were actually placed or 104 percent accomplishment. Seven jobs fairs were conducted in the municipalities of Nagtipunan, Saguday, Maddela and Cabarroguis, Diffun, Aglipay during celebration of their town fiestas and one at St Marks School on its founding anniversary celebration. On capability building services for livelihood, DOLE 2 had provided a total of P2,831,514 livelihood assistance to some 14 local government units, cooperatives and some individual beneficiaries. Highlighting their accomplishments are the liquidation reports they retrieved from their beneficiaries such as LGU Saguday - Nego Kart, P135,000; La Paz TODA- P200,000; MAGSALO- P120,000.00 and Starter Kit-PWD, P100,000.00. LGU Maddela- NEGO Kart, P105,000 and Starter Kit, P90,000.00; LGU- Nagtipunan-(Kadikitan Association for Community Development P90,100.00); LGU Aglipay-Commissary Store & Canteen P80,000; LGU Diffun- NEGO Kart, P105,00 and Starter Kit P50,000.00; LGU Cabarroguis -Starter Kit, P150,000 and SDVTODA P200,000.00 and NGO-PEDAI - (Tilanggit Processing DFLA,VPMLA, MASRADECA, P1,200,000) and Tiger Grass Production DARFA, BVFA P920,774. CABARROGUIS, Quirino, Jan.11 (PIA) -- The provincial board here has approved an ordinance condoning the interests and penalties on overdue real property tax payable to the provincial and municipal governments in 2011 and prior years on account of the calamities that visited the province. Citing Section 276 of Republic Act 7160 or the Local Government Code of 1991 which states that in case of a general failure of crops or substantial decrease in the price of agricultural or agri-based products, or calamity in any province, the Sangguniang Panlalawigan on recommendation of the local disaster council passed Ordinance No. 4 aimed at condoning or reducing the taxes and interests in all the municipalities of the province. The provincial board said that the move is a form of relief assistance to real property owners who have failed to pay real property taxes in 2011 and prior years. It can be recalled that last year, typhoons Juaning, Pedring and Quiel adversely affected plantations of palay, corn, vegetables, bananas and orchards as well as destroying thousands of houses and various government infrastructures. The period of payment of the basic real property taxes including the corresponding special education fund is from January 1, 2012 until June 30, 2012 only. Taxpayers can pay in staggered basis. Quirino residents score slow gov’t action on fallen bridge

MADDELA, Quirino—Residents in the eastern district of this province have assailed the slow action of the government in repairing a fallen bridge along the main highway in Barangay Villa Norte, which, they said, has been taking its toll on the local economy. They bewailed the lack of concern shown by officials over their plight, with local traders and farmers bearing the brunt of the problem with the difficulty of transporting their goods to and from this town and nearby Nagtipunan in the past three months. “We do not know what it would take for our officials to do something because with the way they are acting right now, it’s like they simply don’t care,” said a grocery store owner in Barangay Poblacion Norte, who asked not to be named for fear of harassment. The Tungcab Bridge was damaged by Typhoon “Pedring” in September, isolating Quirino from the coastal towns of Isabela and Aurora, as well as Maddela and Nagtipunan towns from rest of the province. This has put an added cost on basic commodities, mainly on the transport of goods and other farm produce as cargo trucks could not deliver their load straight to public markets and other retail outlets. “We always hear our buyers complain, suspecting that we are taking advantage of the situation by getting so much profit on our products. But we face the risk of [losses] if we do not pass on the added [transportation] cost,” said Rita Juan, a store owner in Ponggovillage in Nagtipunan town. Office employees and students would have to spend an additional P20 in their daily fares. The Department of Public Works and Highways (DPWH) earlier repaired a detour, but one which passes through a rugged upland dirt road from Barangay Victoria in Aglipay to Barangay village in Maddela, prolonging travel time by almost two hours. As an alternative, temporary repair work had been done on the bridge, but allowing only light vehicles, through a steep and narrow path on the damaged bridge. Although the Tungcab Bridge is a national government concern, Gov. Junie Cua said the provincial and town governments have been working closely with the DPWH and the private sector to ensure that the road would not be closed to traffic. He cited the construction of the overflow bridge through the resources of the Quirino and Maddela governments, the DPWH and the local business sector. “Unfortunately, due to continuous rains, the [alternate overflow bridge] was washed away and had to be rebuilt twice already,” he said. Cua said there may have been delays in the construction of the temporary bridge because “as we all know, there is a process that has to be followed by the DPWH.” Melvin Gascon, Inquirer Northern Luzon
