Wars of ancient history were about possessions, territory, power, control, family, betrayal, lover's quarrel, politics and sometimes religion. But we are in the Modern era and supposedly more educated and enlightened . Think about this. Don't just brush off these questions. Why is RELIGION still involved in WARS? Isn't religion supposed to be about PEACE? Ask yourself; What religion always campaign to have its religious laws be accepted as government laws, always involved in wars and consistently causing WARS, yet insists that it's a religion of peace? WHY?? There are only two kinds of people who teach tolerance: The Bullies. They want you to tolerate them so they can continue to maliciously deprive you. Do not believe these bullies teaching tolerance, saying that it’s the path to prevent hatred and prejudice. The victims who are waiting for the right moment to retaliate. They can’t win yet, so they tolerate.

CABARROGUIS, Quirino, October 24 (PIA) -- Department of Agriculture (DA) Secretary Proceso Alcala urged the farmers here recently to practice organic agriculture as he assured them that the DA will be providing assistance for the production center of BIO-N and tricogramma during his visit in the province recently. In his meeting with the farmers, Alcala assured that he will maximize his time and effort to attain the Department’s goal of food sufficiency through organic agriculture. Bio-N fertilizers is a solid inoculant in powder form that contains two important strains of bacteria capable of converting atmospheric nitrogen (N2) into a form usable by rice and corn plants. It contains bacteria that can enhance root development, growth and yield of rice, corn and other crops. Trichogramma, on the other hand are tiny black wasps that lay eggs inside the eggs of corn borers and other moths and when they hatch, they begin to eat the developing caterpillar inside the egg. The Trichogramma wasp is an effective biological control agent against the Asian corn borer (Ostrinea furnacalis) and similar pests. Secretary Alcala likewise urged the farmers to sustain their upland rice production using the province’s traditional varieties for local consumption and export. Technical and funding support from the DA was also committed for this purpose. (TCB/PIA 2)

CABARROGUIS, Quirino, October 23 (PIA) -- Over 328 families in barangay Tucod here who were affected by typhoons Pedring and Quiel received food packs from Oceanagold Philippines, Inc. (OGPI), a mining firm engages in the exploration, development, operation, and production of gold and other minerals here and in Nueva Vizcaya. Brennan Lang, the OGPI general manager , said that the company wanted to extend assistance to the affected community in the form of relief goods. Lang said the food packs containing assorted goods such as rice, coffee, sugar and canned goods were given to the affected households in Lower Tucod who were listed by the barangay officials and the local government unit of Cabarroguis and validated by the company’s Community Partnership (Com Part) team. The firm’s general manager added that the Com Part team and their twelve (12) OGPI scholars from Quirino State College joined in the packing and distribution of relief goods. “We don’t only help our scholars get university education but also teaching them help their own communities through volunteerism work,” Lang stressed. Meantime, Lucita Exconde, community relations manager shared that the relief goods are just a small amount because the company also wanted to reach out and help other neighboring communities affected by Typhoon Pedring and Quiel. The barangay officials and residents thanked the OGPI for the support extended to the community. (TCB/PIA 2)

CABARROGUIS, Quirino, October 20 (PIA) -- The Department of the Interior and Local Government (DILG) recently cited the provincial government of Quirino as the regional winner of the first Gawad Pamana ng Lahi Award in Region 2. Governor Junie E. Cua, together with the other provincial officials personally received the awards which consisted of a trophy and a check of P3 million from Local Government Secretary Jesse M. Robredo and Union of Local Authorities of the Philippines (ULAP) president Gov. Alfonso Umali during the Biyaheng Pinoy, a yearlong celebration of the 20th anniversary of the Local Government Code, held at the Philippine International Convention Center. Cua thanked the DILG for the awards as he vowed to continuously adhere to the good governance principles of transparency, accountability and exclusivity in local administration and development. The amount will serve as funding support for the implementation of programs and projects under the Millennium Development Goal. Vincent dela Rosa, information officer of the DILG 2 said “the Pamana ng Lahi Award is being conferred annually since 2011 to all deserving local governments for their commendable performance in administrative governance, social governance, economic governance and environmental governance.” The concept came from the previous Region’s Outstanding Local Legislature of the Year (ROLLY) and Region’s Outstanding Municipalities of the Year (ROMY) awards wherein high performing local government units are feted for their substantial contributions in realizing the goal of decentralization. Criteria for the selection of the winner include the local governance performance management system (LGPMS), 80 points; seal of good housekeeping, 10 points; innovations, 5 points and awards(s) or distinction(s), 5 points. AGLIPAY, Quirino, October 11 (PNA) – The Filipino healing priest, who is known for conducting healing masses in the country and abroad, visited Quirino province Monday and conducted a healing mass in one of the Catholic parishes in the province.

Thousands of Catholic devotees attended the scheduled healing mass of Fr. Fernando Suarez at the Our Lady of Lourdes Parish in Aglipay town.

As early as 6:00 in the morning, the devotees were already gathered at the Parish church located at Palacian, in this town.

Sick people not only in the province of Quirino but also from Isabela, Nueva Vizcaya and Cagayan came to seek healing during the mass.

Fr. Suarez said he scheduled a healing mass in the province as he wanted to also "heal" the effects of the two typhoons that devastated the properties and livelihood of the people recently.

He said he wanted to bring strength to the people who were affected by "Pedring" and "Quiel" and to assure the townsfolk that there is hope for the future.

He said the people affected by calamities are facing difficulties and with his healing mass, he hoped to bring them hope and courage to move forward and be inspired by the word of God.

The visit of Fr. Suarez in the province and the region is his first since he began conducting healing masses.

CABARROGUIS, Quirino, Sept. 30 (PNA)– The local chief executive placed the province under state of calamity after it has received huge damages report on agriculture and infrastructure caused by typhoon 'Pedring'.

Governor Junie E. Cua called on concerned government agencies to help the province regain to normalcy especially that the province has only limited financial resources.

He said several major infrastructure projects, particularly a bridge in Nagtipunan town, was destroyed by typhoon Pedring.

Cua said he wanted that immediate rehabilitation to the San Dionision II bridge should be restored so the residents in Nagtipunan would not be isolated.

In a report of the provincial disaster risk reduction and management council (PDRRMC), a total of 1, 095 houses were destroyed in the province while 4,083 houses were partially damage.

The provincial government has registered no casualties compared to other provinces in the region. It has registered 11 injuries and 75 barangays were greatly affected where the PDRRMC made a pre-emptive evacuation, especially to residents in the low-lying areas particularly those that were living near the rivers.

The total individuals affected reached to 52,203 while the damages on infrastructure are still being assessed by the provincial engineering office.

The total estimated damaged on agriculture reached to P220 million based on the report of the PDRRMC.

The damage on palay was estimated at P75 million while P126 million for corn.

When typhoon 'Juaning' hit the province earlier, the provincial government was also declared under a state of calamity due to huge damages on corn and banana plants.

CABARROGUIS, Quirino, September 28 (PIA) -- Typhoon “Pedring,” pounded the whole province of Quirino leaving millions worth of damages in corn, rice, livestock and infrastructure. Based on the initial damage assessment conducted by the Provincial Social Welfare and development Office and the Provincial Disaster Risk Reduction Council, around P125 million worth of damages in corn and P 93 million in rice were recorded. According to Agathon Pagbilao, provincial disaster action officer, they are still assessing the damages in infrastructure. “Some buildings in the capitol compound such as the Peoples’ mart, Capitol Plaza Hotel, Land Bank of the Philippines and the newly constructed gymnasium were hit by Pedring’s strong winds,” Pagbilao reported. In Aglipay town, around 93 houses were totally damaged and 221 were partially damaged in four barangays of the municipality, affecting at least 314 families or equivalent to 1,256 persons. Pedring's powerful winds also toppled electric posts causing power outages in the entire province up to this moment. Officials of the Quirino Electric Cooperative (Quirelco) are still assessing the typhoon damages in the cooperative’s facilities. Likewise, the strong winds uprooted trees along the national roads which made them impassable last Tuesday. Telecommunication facilities were also damaged causing communication disruption in some of the areas of the province. As of press time, classes are still suspended in some schools due to the damages brought by Pedring. (TCB/PIA 2)

NAGTIPUNAN, Quirino, September 24 (PIA) — Some personnel from the Bureau of Fisheries and Aquatic Resources (BFAR) 2 has conducted a research on the possible sanctuaries of ‘ludong’ along the upper stream of the Cagayan River particularly in the province of Quirino and to study the habitat of the endangered fish specie in the country.

he team led by Ericson Alejos together with the provincial agriculture office personnel of Quirino went to the remotest villages of Matmad, San Pugo and Wasid in the southern part of Quirino with the main goal of searching for ludong sanctuaries in the province. ‘Ludong’ otherwise known as lobed river mullet with scientific name of Cestreaus Plicatilis is considered to be a President’s fish because of its expensive price in the country. To save the remaining ludong in the country, the Department of Agriculture through the BFAR has launched a program dubbed as ‘Oplan Sagip Ludong’ which also aims to study the possibility of ludong’s mass production. The Oplan Sagip Ludong is a program to include research and development, conservation and protection including information, education and communication. BFAR 2 personnel also conducted an information, education, campaign to elementary pupils of the three barangays aimed at creating awareness among the residents in the area in the conservation and protection of the endangered fish species. #PIA- Isabela

NAGTIPUNAN, Quirino, September 24 (PIA) -- Residents in one of the remotest barangays here were urged to help protect and conserve the remaining ‘ludong’ fish specie during the recently concluded ludong exploration at Barangay Wasid by the Bureau of Fisheries and Aquatic Resources (BFAR) 2 research team. The residents admitted that they used to catch ludong at the Cagayan river but they were not aware that the fish specie which is the most expensive in the country is now endangered and the government has imposed a five-year moratorium in catching it. A Bugkalot farmer and fisherman, Dan Dampal, 58 years, said that he is not aware of his fish catch whether it's ludong as he does not know how it looks like and that the said fish is already a rare specie and needs to be preserved and protected. Dampal said all he knows is that the fish is different and more delicious than any other kind of fish caught in the Cagayan River. He said that now that he has already seen the picture of the fish specie and is already informed of the rareness including the five-year moratorium in catching the said fish, he will not catch the said fish anymore. “Though I know that this fish has high price in the market ranging from P3 thousand to P5 thousand pesos, I am now aware of the effort of the government in protecting and conserving it”, Dampal said . On the other hand, Wasid barangay captain Armando Toloy said he and his fellow barangay officials will help BFAR in its campaign of protecting the remaining ludong in the Cagayan River especially in the area of jurisdiction of barangay Wasid. Toloy also admitted that only this time that they became aware that ludong goes down to the brackish water of Cagayan River in Aparri to lay their eggs and go back upstream when finishing laying eggs. NAGTIPUNAN, Quirino, September 23 (PIA) -- Wasid Integrated School principal Dante Taipan, this province assured that they will be supporting the protection and conservation of ‘ludong’ perceived to be present in the upstream stretch of Cagayan river. Taipan said that beginning next month they will integrate the protection and conservation of the said fish species in their school curriculum. He added that since barangay Wasid is perceived to have ‘ludong’ in the Cagayan River, they will educate and inform their pupils and students on the need to conserve and protect the rare ‘ludong’. “We assure you of our support of informing and educating our pupils and students in the protection and conservation of ‘ludong’”, Taipan said during the forum held at the school compound. TOP amateur and national racers rev up their engines anew as they prepare for the 8th leg of the Enersel Forte Philippine National Motocross Series in Quirino Province on Sept. 10-11.

Veteran Glenn Aguilar, who has dominated the Pro-Open category in the past seven legs, will lead the field anew.

The event will be hosted by Quirino Gov. Junie E. Cua as part of the 5-day celebration of the 40th founding anniversary of his province on Sept. 7-11.

The celebration, dubbed as "Panagdadapun Festival," an Ilocano word that means assembly, will gather Quirino natives from Diffun to Nagtipunan to participate in the activities lined up for the weeklong celebration.

CABARROGUIS, Quirino, September 2 (PIA) -- The Committee on Awards and Recognition of the 40th Quirino day celebration has conducted a search for the 12 Most Outstanding Constituents United in Action (CUA) awards. They will be honored on September 7, 2011 at the provincial gymnasium. The 12 awardees will come from the sectors of education, economic, social, health, justice, financial, infrastructure, development administration, civil service, non-government and barangay sectors. Villamor Bacani, Provincial Human Resource Management officer and Chairman of the Committee on Awards and Recognition, said the awardees were nominated by some government offices, private persons or organizations. “They were judged based on the noteworthiness of their contributions, impact of performance or contributions, relevance or responsiveness and consistency of performance supported by documentation of the employee’s exceptional work performance and achievements, clippings, citations, publications and pictures,” Bacani explained. Quirino province to construct P180-B commercial, sports and tourism complex

CABARROGUIS, Quirino, Sept. 1 (PNA) - The provincial government will construct a world-class sports complex at this capital town worth P180 billion.

Governor Junie E. Cua, said the project will be funded by the provincial government, Office of the Congressman and other national government agencies.

The project covers the construction of a sports center, commercial plaza and tourism complex. The existing facilities will be improved and the potential resources of the capitol complex will be developed.

The tourism complex project submitted to the Regional Development Council (RDC) include amenities for wake-boarding, beach volleyball, pavilion, restaurant, swimming pool, spa, villas, rest rooms, shower rooms aside from the improvement of the capitol building and its vicinity.

The commercial complex will include a promenade, improvement of Capitol Plaza and Restaurant, Capitol Peoples Mart, Land Bank of the Philippines commercial building, souvenir booths, and construction of computer center and library.

On the other hand, the sports center will include gymnasium, improvement of the grandstand and facilities, improvement of track oval and construction of motocross race track.

Cua said the project will be under a public-private partnership scheme.
