The presidents of the Philippines haven't shown any respect for the Barangay system. Not a single president so far has honored the name of the barangay where the Malacañang Palace is located in. Will the 16th president (Duterte) be the first to start respecting the barangay system? So far he hasn't. As citizens, you can ask the president to do so. Congress (9/13/16) approved HB3504 for the postponement of the 2016 Barangay Elections to October 23, 2017. Then the Speaker of the House of Representatives of the Philippines, Mr. Pantaleon Alvarez insinuated that the SK and barangay councils should be abolished because he claims that “In reality, they are not working.” The current administration is toying with the idea of appointing the barangay officials. In effect making the barangay officials (336,288) puppets of the administration. This is not eliminating political dynasty, this is propagating political dynasty, not just by blood but also by political alliance. NO. NO. NO.

Federalism in the Philippines has the Bangsamoro poison pill in it. Religion must never rule supreme over any region, province, city, municipality or barangay. That is not the way of the Philippines.

There isn't a single federal form of government in the world that is non-islamic or does not have islam as its official religion that has a state in their federal form of government just for the Muslims. France, India, USA, Australia, Russia, Brazil, Mexico, Argentina are some of the countries with the federal form of government. Not one of them has a Muslim state. Because they know that it will only lead to chaos. Yet the Philippines tempts this Bangsamoro State idea. Is the legislature of the Philippines "bought and paid for" by the Muslim advocates and the Political Dynasty advocates?

Countries like Malaysia and UAE have a federal form of government but they have ISLAM as their official Religion.
Turning the ARMM into a State is a dream come true for Islamic SECESSIONISTS. The MOROS don't want to be under the thumb of the Philippines, that is why even though the ARMM has autonomy(self-governed), they still want to be an independent state. As soon as they become a state, they will secede to form a country of their own and hijack the NATURAL RESOURCES of the Philippines with them.

Victoria is about 24 kilometers from the main city hall. It is right on the main east coast highway.

History of Victoria, Zamboanga City

Long before Barangay Victoria became a barangay, it was called sitio Kuwangan. People call this “Kuwangan” because of the many sea shells found in this place for about 50 years. Sitio Kuwangan was under Barangay Manicahan.

The former Mayor of this city, Mayor Suarez who at the time a member of the Nacionalista Party who at the time was the majority party, appointed Mr. Carmelo Manlangit as his campign manager. And because of the victory of the Nacionalista Party, Mayor Suarez and Carmelo Manlangit renamed “sitio Kuwangan” to Victoria way back in February 12, 1955.

Then, during the administration of Vitaliano Agan in the year 1992 and through the initiative of Barangay Kagawad Concepcion R. Limen of Barangay Manicahan, a resolution was made to separate Victoria from Manicahan and created it as a new Barangay. Victoria wasas created into a barangay on October 25, 1992.

Barangay's power and authority

This is the "Barangay Code of the Philippines".

The barangay has power and authority over its domain. The improvement of the barangay rests on the barangay officials.

When roads need to be built or any infrastructure within the barangay is needed, all the barangay officials have to do is make a resolution and demand for it from the city or municipality council. The resolution will force the city council and congress to hear the legitimate demands. "The squeaky wheel gets the grease."

Practically anything that has to do with the barangay, the barangay officials have a say on it and most likely the authority over it. The majority of the barangay officials are not aware of their duties and power. They depend on the city council or mayor. Information is power. Be informed.

The control of traffic is not up to the city council or chief of police. It is controlled by the barangay. If the barangay needs traffic enforcers, the barangay can make a resolution to demand it from the city or municipality council. When the electric coop or the water district do not maintain their lines, the barangay can directly demand for the maintenance from the utility companies. No need to wait for city council.

The citizens also has the power to make demands to the barangay officials. In case the officials get blinded. Simply file an official complaint with the barangay secretary naming the Punong barangay as the respondent representing the barangay.

The Philippines continues to violate its constitution by not upholding the Separation of Church and State.

We have our freedom of religion and of worship. However, all religions must be treated equally and one religion must never be placed above others. The government must not financially support any religion whatsoever with a yearly governmental budget. God is superior to government, Government (Country) is superior to religion. Religion must never have sovereignty or autonomy over regions, provinces, cities, municipalities or barangays in the Philippines. Yet, the Philippines continue to financially support only the followers of the religion of Islam.

Everybody knows that Islam does not believe, accept or tolerate the separation of religion from government or the "separation of church and state".

The (Article II, Section 6) of the Philippine Constitution declares: "The separation of Church and State shall be inviolable".

The preamble of the constitution calls for EQUALITY and: Article 6, section 29 (2): states "No public money or property shall be appropriated, applied, paid, or employed, directly or indirectly, for the use, benefit, or support of any sect, church, denomination, sectarian institution, or system of religion..,"; then legislature turns around and creates three(3) laws "FAVORING", "RESPECTING" and "FINANCING" the religion of Islam.

  1. Republic Act No. 6734 ARMM (Autonomous Region in Muslim Mindanao) - A self-governed region of, by and for Muslims. Comprising of 5 provinces, 2 cities, 116 municipalities, and 2,490 barangays. Over 95% of the government officials in this region are Muslims and their salaries are paid for from the taxes of over 90% of the Non-Muslims.
  2. Republic Act No.9997, the NCMF (National Commission on Muslim Filipinos) - Mandated to support only Muslims and spread Islam throughout the Philippines with a yearly government budget of over 500 million pesos. Government help in the yearly Hajj to Mecca and the support for Madrasas (religious schools). The government does not finance any other religion. The Philippine government only finances the religion of Islam.
  3. Presidential Decree 1083(Sharia Law): Allowing polygamy to Muslim-Filipinos only but not to any other citizens of the Philippines. It is a crime for Non-Muslims to practice polygamy punishable with a jail sentence of 6 to 12 years. But it is OK(not a crime) for a Muslim man to have more than one wife.

All Republic Acts that cater to religions must be repealed (revoked). Religions must never have territories or domains within the Philippines. Let us all have equality as stated in the preamble of the constitution. Maintaining such republic acts breeds inequality, jealousy and unrest among the citizens.

Let us plant more trees in every barangay in the entire Philippines. It does not make any difference if the barangay is urban, partially urban or rural; we need more trees. Trees will prevent erosion, provide oxygen, prevent green house effect, and even a place of business for the shade tree mechanic.

The Philippines is a tropical country and practically anything will grow. The DENR has the planting trees project that goes on every year. Lots of picture taking for the media. Planting trees one by one is the "human" way of doing it. This individual planting of trees is good if done to "line" the roads and highways with trees or along fences or property divisions, or if you have a plantation.

To reforest the nation of the Philippines we have to plant trees the "mother nature" way. Sow the seeds during the rainy season. Go deep into "bald" forests and plant trees by sowing seeds. If there's not enough volunteers to do this, use the military helicopters to fly over the designated areas and sow the seeds.

We are using our rivers as our sewer system. If you ask a Filipino, "Are the Filipinos a clean people?" The answer is an automatic, "Yes!". However, the Filipinos are suffering from the same disease or attitude as most people do, and that is the "NIMBY" disease or "NIMBY" attitude. (NIMBY) Not In My Back Yard. So it is OK to dump my garbage and sewer there. Not mine! Someone else will take care of it.

This attitude is killing our rivers. Your great-grandparents, grandparents or parents were once proud to tell the stories of how they enjoyed swimming in the river behind your house or nearby. However, you can't say the same or tell the same stories to your kids or grand kids. Why? Because your generation is killing the river.
