TWG starts discussions on proposed Public-Private Partnership code

CAGAYAN DE ORO CITY (PIA) -- Members of the Technical Working Group (TWG) of the City Council Committee on Ways and Means sat down on May 9 to start discussions on the proposed city code on Public-Private Partnership for the People’s Initiative for Local Governments (LGU-P4).

It may be recalled that the City Council Committee on Ways and Means chaired by Councilor George Goking created the TWG to study the proposed ordinance, which contains the procedure for selecting private sector proponents for various priority projects and a contract management framework.

The TWG is headed by Assistant City Legal Officer Atty. Reymond Villablanca with Nimfa-Along Albania of the Oro Trade and Investment Promotions Center, City Budget Officer Atty. Percy G. Salazar, City Engineer Rolando Pacuribot, and Atty. Jose Sabanal.

The draft is adopted from DILG Memorandum Circular No. 2016-120, which provides the guidelines for the private sector participation in the provision of public infrastructure and social services.

The proposed code aims to provide better, affordable, and timely services to the community and ensure that these projects are feasible, affordable and bankable.

The proposed legislation was endorsed by the Committee on Planning and Development chaired by Councilor Ian Mark Nacaya.
