13 fishermen saved off Marinduque

THIRTEEN fishermen were rescued in two separate incidents in Marinduque and Batangas after their vessels capsized due to turbulent waters and strong winds caused by tropical storm “Mina.”

Coast Guard spokesperson Lcdr. Algier Ricafrente reported that the incident in Marinduque involved a fishing vessel named FB Seniorita Agua.

Those who were saved were identified as Melecio Donilla, Elisio Donilla, Walter Briones, Anthony Briones, Wilson Briones, Rolando Briones, Demosthenes Lesondre, Enrico Duran, Elmer Altavano, Gabriel Candeloria, Jimmy Briones and Agustin Panisales, all residents of Barangay Cotta, Lucena City.

Reports reaching the main headquarters of Coast Guard commandant Admiral Ramon C. Liwag said the vessel with 12 fishermen on-board were on their way to a fishing venture when they encountered big waves at about 3:10 a.m. brought about by the storm at the vicinity waters off Elephant Island, Lipa, Buenavista.

A certain Liticia Orbe appeared to the Coast Guard Detachment Cotta to report about the incident, it was learned.

The detachment then relayed the information to the Coast Guard Station Lucena, which alerted the Coast Guard Detachment Gasan to first verify the said report.

Personnel of CGDet Gasan were immediately dispatched to the area and got a confirmation statement from the vessel’s captain, identified as AgustinPanisales.

They also found out that the fishermen were rescued and brought to Sitio Maulawin, Bgy. Torrijos, Marinduque and then to the Torrijos Police Station for proper disposition.




Benguet's approval sought to re-establish oil price fund

LA TRINIDAD, Benguet -- Marinduque officials sought the Provincial Board's support and asked the House of Representatives to re-establish the Oil Price Stabilization Fund (OPSF) to subsidize and control the unabated prices of oil and other petroleum products.

The OPSF intends to reimburse oil companies for cost increases in crude oil and imported petroleum products resulting from exchange rate adjustment and/or increase in world market prices.

The fund also assured adequate and continuous supply of oil and petroleum products in the local market at reasonable prices, as cited in the measure.

Marinduque officials believe that reviving the OPSF is fitting given the fluctuating fuel and petroleum prices to ensure and alleviate people's long clamor for regulating and stabilizing such prices in the local market.

The OPSF was scrapped during the administration of former President Fidel V. Ramos due to mismanagement of funds utilized for other government programs instead of its sole purpose.

The advent of the Oil Deregulation Law, according to Marinduque officials, saw the unabated price hikes and frequent fluctuations in the prices of oil and petroleum products based on the differences in location and extent of competition particularly concentrated in urban areas.

The deregulation of oil prices also resulted in uneven economic situation in urban areas and the lack of justified price setting for socially sensitive products like diesel, kerosene and liquefied petroleum products, the resolution stated.

The spot prices of oil and petroleum products in the international market have been continuously unstable, affecting fuel and petroleum prices in the country.

The rippling oil price is hurting the public despite the financial subsidy given by the government to jeepney and tricycle operators, the resolution stated.

The Provincial Board, in its recent session, referred Resolution 345, series 2011 of Marinduque to the committee on trade and industry chaired by Board Member Nelson Dangwa.





Campus press group laments slow progress on broadcaster's murder

THE oldest organization of student publications in Southeast Asia urged the government Sunday to speed up proceedings on the case of slain environmentalist and broadcaster Dr. Gerry Ortega.

The College Editors Guild of the Philippines (CEGP), in a press statement, said little progress has been made in the seven months since Ortega was killed in Puerto Princesa City in January.

"As in numerous cases of extrajudicial killings, the government seems to be hesitant in holding the perpetrators accountable, let alone finding them,” Chirstopher Pasion, CEGP national secretary general, said.

In June, the Justice department dropped murder charges against Palawan Governor Joel Reyes, former Marinduque Governor Jose Antonio Carreon, former Palawan administrator Romeo Serratubias, Coron Mayor Mario Reyes, Arturo Regalado, and Percival Lecias.

Rodolfo Edrad Jr. surrendered in February and tagged Reyes and the others in Ortega's murder. He said the Reyeses paid him P650,000 to kill the broadcaster.

Before he was killed, Ortega had been criticizing Reyes and other Palawan officials for failing to disclose where royalties from the Malampaya natural gas project were spent.

A Justice department panel found Edrad's statement insufficient to bring Reyes and the others to court. Ortega's wife has appealed the dismissal of charges.

Pasion said lack of action on Ortega's case showed that the “culture of impunity that has existed in its most vicious form” during the Arroyo administration is still present in the administration of President Benigno Aquino III.

"We know for a fact that Aquino claims to put the premium on human rights and social services. However, his administration has no concrete plans or initiatives in thoroughly investigating the many cases of human rights violations,” he said.

Ortega was the 142nd journalist killed in the Philippines in 1986, the group said. At a press conference Sunday, CEGP lit candles on a birthday cake for Ortega. Their birthday wish for the slain broadcaster: “To attain justice and jail the true perpetrators.
