Wars of ancient history were about possessions, territory, power, control, family, betrayal, lover's quarrel, politics and sometimes religion.

But we are in the Modern era and supposedly more educated and enlightened .

Think about this. Don't just brush off these questions.

  • Why is RELIGION still involved in WARS? Isn't religion supposed to be about PEACE?
  • Ask yourself; What religion always campaign to have its religious laws be accepted as government laws, always involved in wars and consistently causing WARS, yet insists that it's a religion of peace?

WHY??

There are only two kinds of people who teach tolerance:
  1. The Bullies. They want you to tolerate them so they can continue to maliciously deprive you. Do not believe these bullies teaching tolerance, saying that it’s the path to prevent hatred and prejudice.
  2. The victims who are waiting for the right moment to retaliate. They can’t win yet, so they tolerate.

4ID new Inspector General assumes office

CAMP EVANGELISTA, Cagayan de Oro City, Feb. 28 -- The new division inspector general of the 4th Infantry “Diamond” Division was inducted, Wednesday, in a ceremony held at the Command Conference Room at 10:30 a.m.

Col. Alexander L. Macario replaced Col. Ferdinand Q. Quidilla who will assume the command of the 402nd Infantry (Stinger) Brigade of the 4th Infantry “Diamond” Division based in Bancasi, Butuan City.

Macario, who held several key positions, especially in the Army Special Operation Command, vowed in his message to do his job and continue what his predecessor had done in promoting the integrity, accountability and improvement of the system’s efficiency in support to the programs and operation of the command in serving the public.

Quidilla relinquished his command with a message of thanks to Maj. Gen. Nestor A. Añonuevo, commander of the 4th Infantry “Diamond” Division, for his trust and confidence in him as inspector general for more than two years. He added that he will be facing greater challenge in assuming a bigger responsibility in his military career as incoming commander of the 402nd Infantry (Stinger) Brigade.

“I thank Col. Quidilla for his excellent service as inspector general and for his contributions in supervising, monitoring, evaluating, investigating matters which has been very helpful in improving the performance of the offices and units under this command. To Col. Macario, you have my confidence that you are the right person for this designation and I believe that you can equal or even surpass what Col. Quidilla has accomplished,” Añonuevo said.

City to study ‘green bldg’ proposal

IN LINE with the continued campaign for the protection of the city’s ecological resources, the City Council committee on environment and natural resources has created a technical working group (TWG) to study the proposal of providing incentives for the construction of green buildings in Cagayan de Oro.

The TWG is chaired by City Building Official Isidro Obligado with the representatives of the City Assessor’s Office, City Engineer’s Office, City Finance Office, City Legal Office, City Council, Arch. Rey D. Galua and Engr. Dionel O. Albina as members.

Committee chair Councilor President D. Elipe said instead of imposing penalties, the committee intends to come up with incentives to encourage the construction of eco-friendly buildings in the city.

With this, Elipe and Councilor Adrian Barba requested the TWG to study the parameters of the incentives and submit the draft ordinance on or before April 15.

Elipe said a public hearing will be called before the proposed measure will be approved.

A proposal for local green building standards was earlier submitted by Galua and Albina.

According to Albina, green buildings will reduce consumption of electricity and natural ventilation.

He believed that companies will be willing to comply not because of incentives but because of its benefits. (LCR





Aquino surveys Cagayan de Oro River Basin project

CAGAYAN DE ORO CITY, Feb. 26 (PIA) -- President Benigno S. Aquino III conducted this morning an aerial survey of the Cagayan de Oro River Basin Flood Control Project.

The President boarded the helicopter with Misamis Oriental Governor Oscar Moreno who gave a briefing on the status of the project.

One component of the project is the 142.00 linear meters revetment of the river basin with steel sheet piles foundation costing P46,547,764.59 in Barangay Carmen, this city.

Works under this component, which is 75 percent completed, is expected to be completed on March 27, this year.

Another component of the flood control project is the 138.00 linear meters revetment of the river basin with steel sheet piles foundation in Barangay Macabalan with a cost of P46,077,017.23.

Now 88.03 percent completed, works under this component is expected to be completed on April 7.

The Cagayan de Oro River Basin Flood Control Project also included the P17 million channel excavation (mouth of CDO River Basin) along Barangays Bonbon-Macabalan. Works under this component is 25 percent completed. It is targeted to be completed by April 15.

Prior to the aerial inspection, Aquino inspected the Laguindingan Airport Development Project (LADP) in Laguindingan town, Misamis Oriental.

The airport project aims to establish an international-standard airport in Misamis Oriental to replace the two airports in the Cagayan de Oro –Iligan Corridor (CIC) namely the existing Cagayan De Oro (Lumbia) Airport and Iligan (Balo-i) Airport.

The two existing airports have terrain and weather restrictions that limit the safe operation of wide-body commercial aircrafts. (APB/PIA10)

DSWD assures funds, aid for ‘Crising’ victims

CAGAYAN DE ORO CITY, Feb 25 (PIA) -- The Department of Social Welfare and Development (DSWD), on Thursday, assured that enough funds and relief supplies are in place for the victims of typhoon ‘Crising.’

Social Welfare and Development Secretary Dinky Soliman said that P15.84 million in standby funds, P10.45 million in family food packs, and P42.44 million worth of relief supplies were prepositioned in the DSWD Field Offices 4-B, 9, 10, 11, 12, CARAGA and Autonomous Region in Muslim Mindanao (ARMM) affected by the typhoon.

In Region 10, a total of 644 families composed of 3,220 persons coming from four barangays of Valencia City, Bukidnon were affected and are now staying in five evacuation centers in Batangan, Maapag, Pinatilan, and Catambalon.

The City Social Welfare and Development Office (CSWDO) of Valencia City provided 15 sacks of rice and 10 cases of sardines to affected families. Standby funds worth P607,599.96 and 10,000 family packs worth P2.31 million are available at the DSWD Field Office 10 in Cagayan de Oro City.

In Region 11, a total of 19,384 families composed of 96,205 individuals were affected by ‘Crising’ in 49 barangays, eight municipalities of Davao del Norte, Davao Oriental and Compostela Valley.

Eleven evacuation centers were set-up in Region 11 providing temporary shelter to 690 families composed of 2,996 individuals.

The DSWD released 9,000 family food packs worth P2.25 million to affected LGUs of Kapalong, Asuncion and Dujali, all in the province of Davao del Norte. More than P22.66 million standby funds and food and no-food items including family food packs were allocated by DSWD for disaster relief operations in Region 11.

As of this report, the total number of damaged houses is 84, all partially destroyed in the municipality of Kapalong, Davao del Norte.

In Region 12, a total of 2,929 families composed of 14,645 individuals were affected in seven barangays of Kabacan, North Catabato.

Secretary Soliman directed the DSWD Quick Response Teams (QRTs) and Social Welfare and Development (SWAD) Teams in the regions affected by typhoon ‘Crising’ to monitor the extent of damage brought about by the weather disturbance, particularly the flashflood and landslide prone areas and to assist LGUs in disaster relief operations.

City taps private security guards as ‘force multiplier’

CAGAYAN DE ORO CITY, Feb. 23 (PNA) -- Local law enforcers and representatives of the private security guard association met this week with city officials to strengthen collaborative relationships in the maintenance of peace and order in the city.

City Councilor Ian Nacaya, chair of the city’s committee on police, fire, and public safety, said that the the city government was anxious of drafting an agreement that would be agreeable to all stakeholders.

Police Senior Supt. Graciano Mijares, the city’s chief of police, informed the committee of an existing but inactive Memorandum of Agreement (MOA) between the Philippine National Police, Police Regional Office-10 (PRO-10) and the Philippine Association of Detective and Protective Agency Operators, Inc, (PADPAO) in Northern Mindanao.

Mijares said that were about 6,900 security guards currently manning different establishments in the city.The MOA forges a partnership between PRO-10 and security agencies through PADPAO in order to jointly engage in collaborative work towards the maintenance of peace and order, prevent, control and investigate crimes in the locality.

PADPAO president Nicolas Raagas said that under RA 5487, security guards are force multipliers of the police as partners even during calamities.

Raagas also said that the implementation of the MOA did not materialize but he expressed willingness to work with the city and the local police to pursue the spirit of the agreement.

Nacaya requested the different station commanders, PADPAO and security agencies submit their recommendations for the local version of the MOA that would define the limits and powers of the group.

Increase of representation, travel allowance of city officials get nod

CAGAYAN DE ORO CITY, Feb. 22 (PNA) -- The City Council has approved an ordinance increasing the representation and transportation allowance (RATA) of city officials effective January this year, City Councilor Simeon Licayan said Friday.

Licayan, chair of the city council's committee on finance, said that City Ordinance No. 12531-2013 adopting the increase of RATA of city officials effective January 1, 2013 was approved during the regular session on Tuesday.

He said the computation of the increase would be in accordance with the rates provided under the Local Budget Circular No. 102, dated January 17, 2013.

Licayan said the local finance committee could appropriate the necessary amount from any available sources of fund.

The ordinance was favorably endorsed and approved by majority members of the city council, Licayan said.

Alert orders issued to all PNP units in Northern Mindanao

CAMP ALAGAR, Cagayan de Oro City, Feb. 21 (PNA) -- The regional Philippine National Police (PNP) here on Thursday ordered all PNP units in the region to be on alert at all times to preempt a repeat of the attack on a pineapple company in Bukidnon Tuesday night.

Chief Supt. Catalino Rodriguez, PNP 10 regional director, issued the directive after some 150 members of the New People’s Army (NPA) rebels attacked the Del Monte Philippines, Inc. (DMPI) main camp in Camp Phillips, Manolo Fortich in Bukidnon on Tuesday.

Rodriguez, in a radio statement, said that PNP station commanders in various areas in Northern Mindanao should establish strong intelligence gathering units in order to handle and pre-empt attacks of NPAs in the region.

Police and military officials admitted that while they received information about the possible attack on various firms in Northern Mindanao, they would have not idea when these attacks will occur.

Lt. Col. Eugenio Julio C. Osias, spokesperson of the army’s 4th Infantry Division, said that they have received intelligence information of the impending attack at Del Monte but did not really known when it would take place.

Some 150 fully armed members of the NPA stormed the main camp and satellite camps of DMPI in Camp Phillips, Manolo Fortich and Villa Vista in Sumilao, all municipal towns of Bukidnon.

The rebels destroyed heavy equipment, seized 19 assorted firearms, killed a security guard and wounded three other civilian workers of Kadre Security Agency in Camp Phillips Tuesday night.

NPA storms Del Monte camps in Bukidnon

CAGAYAN DE ORO CITY, Feb. 20 (PNA) -- New People's Army (NPA)rebels on Tuesday evening simultaneously stormed camps of Del Monte Philippines in Bukidnon "to punish" the company for destroying the environment in the province.

A security guard was killed while three civilians were wounded when the NPA men attacked the camps of Del Monte Philippines in Bukidnon.

The rebels also stormed Del Monte Philippines in Villa Vista, Sumilao, also in Bukidnon. Mayor Rey Balua of Sumilao reported NPA members burned the warehouse and staff houses of Del Monte Philippines in Villa Vista, Sumilao, Bukidnon. Balua said that Del Monte Philippines maintained some 3,000 hectare pineapple plantation in Sumilao, Bukidnon.

The lone fatality in simultaneous attacks was identified as Alfredo Neri, Jr., a security guard assigned at the main Camp Philipps of Del Monte Philippines in Manolo Fortich, Bukidnon. Wounded were Franklin Nillales, Leofil Ubayan, and Mario Ayuban, all of Camp Philipps.

Inspector Rustico Gala of Bukidnon provincial police said the rebels also burned heavy equipment at the company’s motor pool in the Camp Philipps' premises.

He said the rebels strafed the camp’s main administration building and destroyed computers, cabinets, and other office equipment.

George Madlos, a.k.a "Ka Oris," spokesperson of the communist National Democratic Front (NDF) in Mindanao, Tuesday night confirmed that the attacks were staged by the NPA of the North Central Mindanao Committee.

Madlos, in an interview with a local radio station, said the attacks were carried out to punish Del Monte Philippines for destroying the environment of Bukidnon.

Madlos cited the flash flood that destroyed hundreds of lives and damaged millions of properties in Cagayan de Oro City in mid-December in 2011 because of Del Monte’s destruction of forest reserves in Bukidnon.

"Until Del Monte stops its operation, the NPA would carry out more punitive actions against the company in the future," Madlos warned.

Rebels also disarmed responding law enforcers from Malaybalay City in a checkpoint mounted in Atigan Bridge and carted away 10 firearms including the M-14 rifle of Supt. Bimbo Jumalon who was leading the responding police.

Col. Eugenio Julio Osias III, spokesperson of the army’s 4th Infantry Division, said that army troopers had been deployed to pursue the fleeing rebels Tuesday night.Del Monte Philippines has not issued a statement on the attacks.

CdeO to implement web-based InfoBoard

CAGAYAN DE ORO CITY, Feb. 19 -- City Hall will soon implement a web-based application called the InfoBoard which will allow particular offices or departments to instantly communicate with its constituents in Cagayan de Oro City.

The InfoBoard is a communication solution made possible through the city's partnership with Smart Philippines. It is currently being effectively used by Ateneo de Manila to keep their students informed in real time about important school activities and updates.

Laurence Dadua of Smart Philippines conducted an orientation last February 18 with some City Hall personnel, headed by Assistant City Disaster and Risk Reduction Management Officer Eng'r. Armen Cuenca, regarding the InfoBoard and its uses for the city.

The InfoBoard requires however that its users use Smart or Talk n Text SIM cards in order to enjoy the 30,000 allocation of free messages per month. Messages sent to non-Smart users will be billed P0.70.

Among its uses is as an early warning communication tool for the people of the 80 barangays in the city in case of emergencies such as incoming typhoons, possible flooding, or any disaster for that matter.

With the InfoBoard, the 80 barangay captains can receive timely text messages through their cellphones from the City Disaster and Risk Reduction Management Office (content provider) giving them updates and specific instructions, all at no expense to the city or its subscribers.

Aside from the CDRRMO, the City Information Office, the City Council, and other key offices may be tapped as additional content providers. (CIO/PIA10)

Peace agreement should appease all stakeholders-Honasan

CAGAYAN DE ORO CITY, Feb. 18 (PNA) -- Senator Gregoriro Honasan stressed Sunday the signing of the framework agreement on peace in Mindanao was an initial step to attain lasting peace in Mindanao.

"Like anybody, I am happy with the forging of the framework agreement with our Moro brothers in Mindanao. We all need peace," Honasan said in a talk with local media here.

Honasan, a former soldier, however said there is also the need to resolve sensitive issues that affect other stakeholders, especially the non-Moro (Muslim) in Mindanao even as he urged the government to examine closely the framework agreement with the Moro Islamic Liberation Front (MILF).

"Aside from the Moro and the Moslems, there was an urgent need to define the role of other stakeholders such as the non-Moro population in Mindanao," Honasan said.

‘We are talking about the future. We design our decisions today for the generation to come. This was the reason we should exercise extra precaution in addressing the framework agreement with our Moslem brothers in Mindanao,’' Honasan stressed.

Honasan added that while efforts were exerted for the successful implementation of the framework agreement in the next three years, the initiative should continue even at the end of President Aquino’s term.





120 relocated families receive Landbank Gawad Kabuhayan

CAGAYAN DE ORO CITY, Feb 16 (PIA) -- Around 120 underprivileged families in Calaanan Relocation Site Phase 3 here were beneficiaries of the “Landbank Gawad Kabuhayan Program” launched by the Habitat for Humanity and Land Bank of the Philippines said city Mayor Vicente Emano.

The Landbank Gawad Kabuhayan Program aims to help families living in relocation sites to earn a living through concrete hollow block making, cooking, transport for hire and grocery store.

“Dalaygon kaayo kini nga programa tungod kay naha-um ug nahi-uyon usab sa atong paningkamot, uban ni Kagawad Nadya Emano-Elipe, nga matagaan og kasegurohan sa panginabuhi ang atong mga igsoong kabus (This is a good program since it corresponds to our efforts, together with Councilor Nadya Emano-Elipe, to give livelihood security to our underprivileged citizens),” said Mayor Emano. City dad pushes for more traffic enforcers

CAGAYAN DE ORO CITY, Feb. 15 (PNA) -– A city councilor on Wednesday has recommended the hiring of more traffic aids to beef up the existing force of the Roads and Traffic Administration (RTA) here.

City Councilor Ramon Tabor said that the RTA needs all support so it could effectively address problems such as double parking and violation of other traffic rules and regulations.

Tabor proposed that the applicants should undergo examinations for RTA to tap only those qualified as traffic aides.

He said that he submitted the proposal in response to various complaints on alleged rampant placement of unauthorized no parking signs by owners of private establishments.

City Councilor Alvin Calingin supported Tabor’s proposal, saying traffic in Cagayan de Oro City was becoming chaotic as local population grows.

Calingin also proposed that the city comes up with a balance between looking into the interest of businessmen and the public, adding that the conversion of some streets as pay-parking areas would help.






Oro bets shine in national Math, Science quiz

ELEVEN-YEAR-OLD Lemuel de la Rosa of Philippine Southfield School in Cagayan de Oro City once again proved to one and all that the adage “small but terrible” is true.

De La Rosa has made not just his school and the Cagayan de Oro City Water District (COWD) proud, but the city and the region as well.

Representing the Northern Mindanao-Natural Resources Management Council in the 2nd Philippine Association of Water Districts (PAWD) National Science and Math Quiz held last February 6 at the Ruby Room of the Crowne Plaza Galleria in Quezon City, de la Rosa breezed from the elimination to the semi-final and finally to the clincher round and finished second place.

Lemuel won a silver medal, a plaque and P15,000 in cash.

Another COWD contingent, Khalil Abejuela, was semi-finalist in the high school category.

Six other contestants represented their respective regions in the contest.

The quiz was part of the activities conducted during the 34th PAWD National Convention. (PR)






Customs seizes P9-M smuggled rice

THE Bureau of Customs (BOC) seized Tuesday 5,000 bags of smuggled imported rice worth P9 million loaded inside 10 20-footer container vans that were earlier placed under custody at the Mindanao Container Terminal in Tagoloan town.

Danilo Lim, Customs deputy commissioner for Intelligence Group, said the smuggled sacks of Vietnamese Long Grain White Rice were consigned to “NFA FAO: Bubo Farmers Cooperative” and were imported under the Private Sector Financed (PSF) through the National Food Authority (NFA) Tax Expenditure Subsidy (TES).

Lim said the contraband does not have accompanying import documents and permit from the NFA.

The container vans arrived at the sub-port of Mindanao Container Terminal in Phividec, Tagoloan, Misamis Oriental, sometime in July 2012 but was put on hold pending verification and authentication of documents.

Lim said the shipment was issued with an Alert Order by the district collector of the Cagayan de Oro Port for violation of the Tariff and Customs Code of the Philippines (TCCP).

He said despite some notices, the owner, importer, consignee or any interested party failed to claim the shipment.

Lim said the shipment has no records after verification at the NFA main office.

“Illegal importation of rice has a tremendous impact on the country’s economy. This is why we are vigilant in monitoring the importation of rice since the entry of such shipments could mean tragic loss of income to our local farmers,” he said.

Lourdes Mangaoang, Customs district collector for Cagayan de Oro, said the imported rice will be auctioned to raise additional revenues for the government.

With this, Mangaoang said they would strengthen more their monitoring and vowed to run after smugglers.

“Seizures are part of our stepped up campaign against all sorts of smuggling, especially on food and agricultural products,” she said.

Rice importation in the country is prohibited, unless undertaken by the NFA or when it is made by individuals or firms duly authorized by the NFA.

Chinese New Year revelry in Cagayan de Oro peaceful

THE Cagayan de Oro City Police Office (Cocpo) said Monday the Chinese New Year celebration in the city was held peacefully.

Cocpo acting police director Senior Superintendent Graciano Mijares said police personnel have been deployed to ensure the safety of the public who wish to join in the celebration even if it was not as grand as those held in Manila.

“So far there were no reported related incidents last Sunday night and it was generally peaceful,” Mijares told Sun.Star Cagayan de Oro.

The Chinese New Year will soon become a holiday after the Senate approved on third and final reading a bill declaring it as a special working holiday in the Philippines. The bill was sponsored by Senator Edgardo Angara, chair of the Senate committee on education, arts and culture.

Angara said Senate Bill 3323 seeks to recognize the contributions of the Filipino-Chinese community in the Philippines.

“They have significantly contributed to the country’s employment, community service, banking and finance, not to mention its rich and diverse cultural heritage,” he said.

While extending his greetings and wishes to the Filipino-Chinese community in the country, Angara said he is also optimistic that the Filipino people can embody the celebration and be more productive and progressive since 2013, as the Year of the Snake for the Chinese, is a year for progress.

CDO barangay wins this year’ smost outstanding ‘Lupon’

CAGAYAN DE ORO CITY, Feb. 11 (PNA) -– The barangay of Kauswagan in Cagayan de Oro City won the "2012 Most Outstanding Lupong Tagapamayapa for Highly Urbanized Cities Categor" this year.

The award was extended by the Department of Interior and Local Government (DILG) that supervises operations of local government units in the country.

City Mayor Vicente Emano congratulated barangay chairman Pedro Balite for the recognition which exemplified the sincerity of barangay officials in extending services to their constituents.

Emano said that the recognition extended by the DILG to Barangay Kauswagan demonstrated the exemplary services of barangay officials in resolving cases in the barangay level.

Kauswagan was one of the densely populated barangays in Cagayan de Oro City.

The Lupong Tagapamayapa is part of the powers of the barangays to settle cases first in the barangay level before the case is formally filed in court.

The Lupong Tagapamayapa was conceptualized to unclog cases that have remained unsettled in regular courts.

Rebels burn heavy equipment in Agusan

CAMP EVANGELISTA, Cagayan de Oro City, Feb. 10 (PNA) -- Suspected members of the New People’s Army (NPA) reportedly burned heavy equipment used in the repair and construction of national highways in Santiago, Agusan del Norte, on Friday.

An army report reaching here said that the heavy equipment, a dump truck and a mixer, owned by Vice Gov. Henry Oaminal of Misamis Occidental were burned Friday morning by heavily armed men believed members of the NPA’s Northeastern Mindanao Regional Committee.

Lt. Patrick A. Martinez, spokesperson of the army’s 42nd Civil Military Office in Agusan del Norte, said that the burning of the heavy equipment reportedly took place when Oaminal refused to pay ‘extortion money’ asked by the NPA rebels.

Martinez said that the timely response of elements of the army’s 3rd Special Forces Battalion forced the rebels to withdraw resulting in the minimal damage to heavy equipment.

Lt. Col. Potenciano C. Camba, commanding officer of the army’s 3rd Special Forces Battalion, said that responding troopers were able to extinguish the fire on the heavy equipment.

Camba said that the army dispatched government troopers to the area after the army command received text messages from concerned residents that armed men burned the heavy equipment along the national highway.

‘We were glad that the civilians were now feeding us timely information about movements of the NPA rebels in our area. This shows that the rebels were losing support,’ Camba added.

Police reports 22% decrease of crime incidents in NorMin

CAGAYAN DE ORO CITY, Feb 9 (PIA) -- The Police Regional Office 10 (PRO 10) reports a 22 percent dive in crime incidents or a drop of 3,486 cases last year from the 15,743 in 2011 to only 12,257 in 2012.

During the 1st quarter Regional Peace and Order Council (RPOC) meet, the Philippine National Police (PNP) disclosed that index crimes (murder, homicide, physical injury, rape, robbery and theft) make up 8,774 of the 12,257 total, last year.

This figure, however, still shows a dip of 2,952 index crime cases in 2012.

The report also notes that theft and robbery composed almost 60 percent of the index crimes, followed by physical injuries (23.4 percent), murder (6.6 percent), carnapping (4.9 percent), cattle rustling (2.1 percent), rape (1.9 percent), and homicide at (1.1 percent).

Meanwhile, all provinces in the region have likewise reported a decrease in crime incidents.

This significant decrease in crime incidents, according to the PNP, is the collective result of the implementation of Police Integrated Patrol System (PIPS) and other crime preventive measures with the active support of the community, LGUs, NGOs, tri-media, religious groups, other law enforcement agencies and stakeholders. Relocatees in Cagayan de Oro City to get livelihood assistance

CAGAYAN DE ORO CITY, Feb. 7 (PNA) -- Poor residents at the relocation site in Barangay Pagatpat here would be provided livelihood assistance, an executive from the non-government organization Habitat for Humanity said Thursday.

Leonilo Escalada, regional program director of Habitat for Humanity, said that 50 percent of the labor force needed in the construction of houses at the relocation site would come from poor residents of Pagatpat.

Escalada made the assurance during the ceremonial capsule laying and blessing that signaled the start of the construction of houses at a Pagatpat relocation site on Saturday.

He said some of these livelihood assistance would be in the form of "seed capital" for hollow block making at the relocation site.

The city government assigned the construction of 2,000 houses at the Pagatpat Relocation Site with the Habitat for Humanity.

City Mayor Vicente Emano said that the city government would provide free houses and lots to relocate city residents in areas identified as hazardous areas here.

The Mines and Geosciences Bureau of the Department of Environment and Natural Resources has submitted a map identifying hazardous areas in the city’s urban and outskirt barangays considered as flood and landslide prone areas.

The city government has started to relocate residents in hazardous areas to safer grounds to avoid a repeat of the tragedy spawned by typhoon "Sendong" in mid-December in 2012.

More than 600 people died and properties worth millions of pesos damaged in a deadly flash flood along the city’s river banks and low lying areas at the height of typhoon Sendong last year.

Romualdos of Camiguin face plunder raps

CAGAYAN DE ORO – Camiguin Representative Pedro Romualdo, his son Governor Jurdin Jesus Romualdo, along with 12 other government employees are facing plunder charges before the Office of the Ombudsman in Cagayan de Oro City.

The complaint was filed by Misamis Oriental former governor Homobono Adaza, Rita Gallardo, Luisito Ucab, Angustia Jadman, Raul Llacuna, Michael Kho and Manny Jaudian.

The officials who were charged with plunder and have been allegedly involved in graft and corruption also allegedly violated the Code of Conduct and Ethical Standards for public officials and employees.

Plunder, as defined and penalized under Republic Act 7080, is taking undue advantage of official position, authority, connection or influence to unjustly enrich himself or themselves at the expense and to the damage of prejudice of the Filipino people and the misappropriation, conversion and malversation of public funds.

In the affidavit, the complainants alleged that the Romualdos built a political dynasty characterized by criminal activities. It added that the Romualdos “have acquired illegal and immense wealth with an estimated value of P500 million to P1 billion.”

In a press briefing Monday, Adaza said this is only the start of the many battles to fight against political dynasty that dominated and ruled Camiguin Island for almost 25 years.

“We’re doing a battle against political dynasty not only for Camiguin but for the whole country as well,” said Adaza, adding that another case will be filed next week.

Adaza is running for governor of Camiguin province under the Liberal Party in the coming May elections.

In May 2010, Governor Romualdo along with several of his followers were involved in a mauling incident of two Cagayan de Oro media men, Herbert Hugo Dumaguing and his son Hubert.

Prioritize Rasuman’s case, court urged

CAGAYAN DE ORO CITY, Philippines – A city prosecutor in this province said yesterday the court must ensure that the case against alleged financial scammer Jachob “Coco” Rasuman should be acted upon with dispatch to avoid more violence.

City prosecutor Fidel Macauyag said the court must convince the public that the wheels of justice are rolling by giving Rasuman’s cases utmost priority.

“Investors must rely on our justice system. And the courts must give Rasuman’s cases the preferential attention over other cases,” he said.

He said this will avert the same incident where a soldier, Pfc. Oward John Abellana, who was guarding Rasuman’s house in Marawi City, was killed by unknown assailants last Friday.

“Let’s hope it (shooting) was not in response to the delay in the arraignment of Rasuman. It should not have happened,” Macauyag said, adding that the investors should follow the legal process and file complaints in court.

He said if they decide to take the law into their own hands, the investors, who lost millions of pesos through Rasuman’s financial investment scheme, will be the ones prosecuted instead.

He said the situation in Marawi City has become volatile following the shooting and it should not escalate.





Pyramid scam suspect’s house attacked

CAGAYAN DE ORO CITY, Philippines – Armed men on a motorcycle strafed the home of a principal suspect in a multibillion-peso pyramid scam yesterday, killing a soldier who was guarding the house.

The attack on the house of Jachob “Coco” Rasuman in Marawi City was staged a week before his arraignment for syndicated estafa in this city.

Pfc. Oward John Abellana of the Army’s 65th Infantry Battalion, a unit of the 103rd Infantry Brigade, died of multiple gunshot wounds.

His companion, who was not identified, managed to fire back and hit the gunman, but the suspects got away.

Police found 15 shell casings from an M16 rifle and seven from a caliber .45 handgun at the spot outside the house where two men on a motorcycle pulled up and opened fire at around 11:45 a.m. yesterday.

Police said only a caretaker stayed at the house in Barangay Panggao Saduc.

Headlines ( Article MRec ), pagematch: 1, sectionmatch: 1 Prosecutors filed a case after finding probable cause in the initial complaint of 25 victims who lost some P120 million in the investments scheme employed by Rasuman’s Nad 21 Auto Option Corp.

There have been reports that Rasuman had once been an agent for Aman Futures Group Phils. Inc. owned by fugitive Filipino-Malaysian Manuel Amalilio.

Aman had duped 15,000 people, mostly in the Visayas and Mindanao, in a Ponzi scheme.

Among the victims, according to investigators, are police and military officers.

Last year the offices and homes of several executives and employees of Aman were attacked, apparently by victims of the scam.

Cagayan de Oro City prosecutor Fidel Macauyag, in a statement yesterday, said the attack on Rasuman’s house could be connected to the pyramid scheme.

“I don’t want to speculate, but that might be the handiwork of irate investors,” Macauyag said. “That’s what we are trying to avoid. Victims should not take the law into their hands. We have legal processes to take care of the problem.”

Macauyag noted that the fatality was a soldier who had nothing to do with the swindle.

Rasuman was supposed to be arraigned in Cagayan de Oro City last Wednesday but the hearing was reset to Feb. 8.

Amalilio is said to be the nephew of Musa Aman, chief minister of Sabah where the fugitive has sought sanctuary.

Report: Fire disrupts mock election in Cagayan de Oro

A fire disrupted the Commission on Elections' mock polls at a school in Cagayan de Oro City early Saturday, a radio report said.

The fire at the City Central School in Cagayan De Oro City broke out in the laboratory on the second floor of a building at the school, Radyo Mo Nationwide (RMN) reported.

However, the fire – which started at 7:25 a.m. – was quickly put out by authorities and responding firefighters, the report said.

Despite the fire, the mock elections pushed through, it added.

Earlier, Comelec Chairman Sixto Brillantes Jr. said the Comelec's mock polls aimed to test the balloting process.

Brillantes also said the mock elections conducted nationwide will test the new streamlined voting procedure the Comelec will implement for May 13.





DOH reports rise of dengue cases in January

CAGAYAN DE ORO, Feb 1 (PIA) -- The Department of Health - Center for Health Development (DOH-CHD) Northern Mindanao dengue surveillance report for January 1 to January 25 observed a rise in the number of admitted patients.

After posting a considerable drop of more than 200 dengue cases between the months of November (517) and December (315), the count now had started to swell to 400 recorded cases for the entire region.

Dr. Dave Mendoza, Chief of the Regional Epidemiology, Surveillance and Disaster Response Unit (RESDRU), however, noted that there is only a slight increase of 85 cases from 315 in December to 400 cases in January.

Most of these cases were from the province of Misamis Oriental absorbing 52.50 percent of the total reported cases or 210 patients, followed by Bukidnon posting some 96 cases, Lanao del Norte and Misamis Occidental with 46, and Camiguin province with only two.

The surveillance report likewise records five deaths this January due to dengue, mostly between children aged one to nine years old, four of which were reported in Misamis Oriental and one in Misamis Occidental.

Bukidnon province, on the other hand, recorded the highest percentage increase, which soared from seven to 96 cases last month. (JCV-PIA 10)
