COTABATO CITY, Apr 30 (PIA) – The Overseas Workers Welfare Administration in the Autonomous Region in Muslim Mindanao (OWWA-ARMM) is set to conduct a lecture on the Middle East Respiratory Syndrome-Coronavirus (MERS-CoV) for OFWs tomorrow, Labor Day.
OWWA-ARMM OIC Habib Malik said, this is in response to Labor Secretary Baldoz’s order to provide the OFWs with orientation on the MERS-CoV following its outbreak in Middle East.
Malik said over 80 participants from different municipalities of Maguindanao are expected to attend the lecture tomorrow at El Comedor Restaurant.
“The participants will be composed of departing OFWs and prospective applicants for jobs overseas,” Malik said.
“We have invited Dr. Pancho Cruz, chief of the Epidemiology Surveillance Unit of DOH-ARMM to provide the participants pertinent information on the said virus,” Malik added.
Malik also advised OFWs to trust only information regarding the fatal disease from relevant government authorities.
After the lecture on MERS-CoV, the participants will be given inputs on migration realities.
“Giving them information on common migration realities can help our OFWs avoid culture shock as they seek employment in a foreign land”, Malik said.
Aside from the lectures, OWWA-ARMM will also join different activities as part of the 112th Labor Day celebration in the Autonomous Region.
Interested OFWs and their family members can also avail of the free call service in OWWA-ARMM’s booth during DOLE-ARMM’s jobs fair at the Shariff Kabunsuan Cultural Complex from 8:00am to 5:00pm.
The agency will also set up an information booth to cater to queries on OWWA’s programs and services as well as welfare cases from the clients.

MANILA, April 29 -- The Department of Science and Technology (DOST) will fly a plane over the Autonomous Region of Muslim Mindanao in August to survey the region for hazard preparedness. The activity is part of DOST’s project with the University of the Philippines called DREAM or Disaster Risk and Exposure Assessment for Mitigation, a component of the Project NOAH or Nationwide Operational Assessment of Hazards.
“The plane will gather information on the region using a technology called LiDAR or Light Detection and Ranging to produce high-resolution, detailed, and up-to-date elevation maps and data sets,” said DOST Asst. Secretary Raymund Liboro during DOST’s hazard preparedness information campaign held recently in Zamboanga City, a statement said.
“The plane gets information on the area by ‘throwing’ laser over the areas it covers,” Asec Liboro explained.
LiDAR is the state-of-the-art technology in getting topographic information on a certain area.  Conventional surveying such as that done by geodetic engineers using surveying and mapping equipment will take six years while a newer technology called photogrammetry that uses planes to take pictures will take 1.5 years.  LiDAR can finish the same job in 6.7 seconds at 150 khz, according to Czar Jakiri Sarmiento of the DREAM-LiDAR.
The information to be gathered by the plane’s LiDAR equipment will be used to develop hazard maps showing the vulnerability of communities to certain natural hazards.
The maps will be based on flood models and, used with the Integrated Flood Early Warning System, will be able to give people and communities at least six hours notice to prepare for impending floods and other disasters.
The DREAM-LiDAR mapping plane to fly in August will start with Basilan, then Sulu and Tawi-tawi.
“Processing of information is usually done in three months,” Liboro said, “so we can confidently say that  we will be able to produce ARMM’s hazard map by next year.
DOST made the announcement during the department’s disaster preparedness campaign called “Science for Safer Communities: Iba na ang Panahon” participated in by mayors,  disaster risk reduction officers and other officials from BASULTA (Basilan, Sulu, and Tawi-tawi).  Participants were trained on how to use DOST-developed hazard maps and prepare action plans in case of disasters.
“Preparedness is more important than rescue as we save more lives if we are ready when disaster comes. LGUs should stress on this,” said DOST-ARMM Secretary Myra Alih.
DOST works with the Department of the Interior and Local Government (DILG) in conducting the information campaign in all regions nationwide in coordination with the Office of Civil Defense.
Meanwhile, DILG-ARMM Asst. Secretary Sharifa Pearlsia  Alih said that the task of building safe and disaster resilient Philippines is “still a work in progress” as she stressed the importance of using S&T-based tools in preparing for disasters.
To date, DOST has installed 46 sensors all over ARMM to help the region monitor rainfall, water level, and stream level to prepare for disasters such as flooding,  earthquake, tsunami, and others.

MANILA, Philippines - The Department of Agriculture in the Autonomous Region in Muslim Mindanao (DA-ARMM) and the United Nations – World Food Program (UN-WFP) are set to jointly implement a corn growing program that would benefit 300 farming families in two poverty stricken barangays of Kurintem and Sifaran in Datu Odin Sinsuat town, Maguindanao.
DA-ARMM regional secretary Makmod D. Mending, Jr. and UN-WFP country director to the Philippines Aomo Asaka Nyangara signed a Memorandum of Understanding on April 8, in Cotabato City for the provision of technical assistance for the development of 300 hectares of corn production areas in these barangays.
Mending said DA-ARMM would provide 300 bags of corn seeds for the beneficiaries to implement corn production project. Technical assistance on corn technology would also be provided.
The UN-WFP, through its food-for-work program, would distribute 300 bags of rice monthly for the period of four months and would be in charge of monitoring the progress of the project.
Maguindanao, with its fertile land, is seen as a productive grain-growing region.
Already distributed by the DA to 33 farmers’ groups from 22 Maguindanao municipalities are P2 million worth of farm equipment consisting of 35 units of collapsible drying case and 25 units of hermitic cocoon storage bin.
Nyangara said the UN-WFP fully supports the food security programs of the Philippine government.
“This is one way of ensuring food sufficiency and proper nutrition for the people on Central Mindanao,” he said.
As part of its flagship Food Staples Sufficiency Program, the Agriculture department wants to attain self-sufficiency in grains and other food staples to lessen dependence on imports and cope with the increased trade pressures that would come with the effectivity of free trade within Southeast Asia by 2015.
Corn is widely used as a food staple alternative to rice and as additive to animal feeds.

COTABATO CITY, Philippines – The ambassadors of the European Union (EU) and its member states on Friday reiterated their countries’ support to the peace process and development in Mindanao.
EU Ambassador Guy Ledoux led diplomats in visiting Central Mindanao to promote peace.
They were briefed by officials of the Autonomous region in Muslim Mindanao (ARMM), led by Regional Executive Secretary Laisa Alamia and Vice Gov. Haroun Al-Rashid Lucman, on the regional government’s socio-economic and humanitarian efforts.   
They also went to Camp Darapanan of the Moro Islamic Liberation Front (MILF) for a dialogue with senior MILF leaders.
Alamia told Ledoux and his entourage, among them Ambassadors Thomas Ossowski of Germany, Massimo Roscigno of Italy, Josef Muellner of Austria, and Roland Van Remoortele of Belgium, that the administration of ARMM Gov. Mujiv Hataman is preparing for the transition from the regional government’s present set-up to an MILF-led Bangsamoro political entity.
Hataman is out of the country for a short-term governance and peace and human security management courses offered by an international organization.
The courses were in recognition of his peace initiatives in the ARMM’s five provinces – Maguindanao, Lanao del Sur, Basilan, Sulu and Tawi-Tawi.
Ledoux said their visit in Mindanao shows EU’s continuous support for the peace process and development in the region.
He said after the signing of the Comprehensive Agreement on the Bangsamoro and the completion of the draft of the Bangsamoro Law, a peaceful transition in Mindanao is essential for the country’s economic and social development.
The EU has been funding, for more than a decade now, programs aimed at addressing poverty and underdevelopment in far-flung Muslim communities in the autonomous region.
Ledoux said they are delighted by how the ARMM officials support the government-MILF peace overtures.
The EU has also been helping push the peace initiative forward, through technical interventions, and fiscal support.
Ledoux and the members of the EU delegation praised the accomplishments of ARMM government in ensuring peace and development in the region.

MARAWI CITY, Lanao del Sur, April 26 (PIA) -- At least 800 students and out-of-school youth in the Autonomous Region in Muslim Mindanao (ARMM) will be hired this year  by the region’s Department of Public Works and Highways (DPWH) under its Oplan Linis Bayan summer job program.
Emil Sadain, ARMM public works secretary, said aside from giving employment to youths this summer, the program is intended to help promote community involvement in keeping roads and other public infrastructures clean and free from obstruction.
Sadain said they have doubled the number of beneficiaries for the entire region this year to 800 from 400 in 2013.
He said summer jobbers will work in batches for 15 days and receive a salary corresponding to the region’s approved minimum wage of P250 per day.
“They will help regular employees of the agency in cleaning streets and major roads,” Sadain said.
Oplan Linis Bayan simultaneously kicked off Wednesday in different parts of the region.
Accountancy student Ferdaza Mustapha, 18, said she is “excited to work” and plans to use her salary to buy books she needs this coming school year.
“I don’t mind if people will see me street sweeping. I like to earn this summer and, at the same time, help keep our communities clean,” she said.
DPWH-ARMM has allotted 100 slots for each engineering district in the region with 60 slots for students and 40 slots for out-of-school youths. The agency also hopes that at least 30 percent of the total beneficiaries are female in keeping with the Gender and Development (GAD) code of ARMM.

CAGAYAN DE ORO CITY, April 25 (PNA) -- Twenty-five Muslim “Maranaos” from Naga, Lanao Del Sur will compete in an international rowing competition in Davao City next month, organizers said on Friday.
The four-day rowing competition marks the “First Davao City Dragon Boat Festival 2014 slated to kickoff on May 1 until May 4.
Noroddin Maguindanao, of the Lanao Sarimanok Paddlers Association (LSPA), said that the 25-man “Maranao” is the first team from Lanao Del Sur who would compete outside the province.
The rowing competition would also showcase the “Maranao” rowers campaign for the protection and preservation of Lake Lanao, Manguindanao said.
“The competition would also test the limit of the Naga Team rowers against other worthier competitors during the event,” he added.
Maguindanao, who also serves as the team’s coach, said that the members of the team were out of school youths who came from Caloocan, a fishing village in Marawi City.
The youth spent most of their time fishing in Lake Lanao and occasionally drive pedicabs to earn a living, he said.
He said they started their regular training in Caloocan three months ago with one to three hours of workout and daily team building routines.
“The members of the team are very eager to learn and represent Lanao Del Sur in a bid to bring honor to the province and to the Maranao people,” Maguindanao said.
Dragon boat racing was introduced in Lanao del Sur in 2012 through the efforts of Ganassi town mayor Al-Rashid Macapodi.
The municipal government of Ganassi hosted the first-ever Sarimanok boat clinic and exhibition in the province to bring into focus Lake Lanao and its timeless significance to the Maranao traditions and community, Maguindanao added.
The boats used in the exhibition have Sarimanok head and decorated with Okir instead of the usual dragon head and scales thus the name Sarimanok boat racing.
Sarimanok is a legendary bird that has become a symbol of Maranao art while Okir is an ornamental Maranao artwork usually woven in textiles or carved into wooden boxes, sword handles, and brass-wares.
“Team Naga” is a member of the LSPA, an organization of local rowers founded after the success of the Sarimanok boat race clinic and exhibition. Naga is a Maranao term which means dragon.
Mohaymin Ungca, a 28-year old paddler, said he joined Team Naga because he wanted to learn the art of discipline and represent his place. “I feel nervous but when we get there, we will do our best and showcase what we have practiced for the glory of Lanao del Sur, most importantly for Caloocan.”
“Rowing is not only determined by sporting a big body. While others row for fun, we do it for a living that is why we are more motivated than them,” expressed Abdullah Borasi,a team member.
Other members of Team Naga who will paddle long and strong are Sihab Mustapha, AbulKhair Mosib, Tomawis H. Amer, Ansano Baraocor, Mamad Baraocor, Anodin Molia, Manganding Sultan, SaadodinUngca, Paodac Mohamad Ali, Ashrin Dadayaan, Iman Omar, Rajeb Omar, Moad Mohamad Ali, Basher Macunti, Nasip Barasi, Mohamad Barasi, Mohalodin Rasol, Arsad Lumna, Jalal Jalil, Jamalodin Antipolo, Ashbie Badron, Salamat Mama, Ashgar Decampong, and Util Datu Moloc.
The competition was organized by the Philippine Dragon Board (PDBF) and Davao Dragon Boat Association (DDBA) in partnership with Davao City government.
Maguindanao said about 50 teams including international dragon boat racing enthusiasts are expected to join the competition.

ZAMBOANGA CITY, April 24 (PNA) -– The Department of Agriculture (DA) through its Support to Emergency Livelihood Assistance Project-II (SELAP-II) has recently turned over P7.2 million worth of projects and equipment to the municipality of Panglima Sugala in Tawi-Tawi.
The projects, which were received by Panglima Sugala Mayor Rejie Sahali-Generale, consist of a kilometer of farm-to-market road (FMR), a trading post and eight units cassava grater with presser.
The farm-to-market-road is located in Barangay Thumbhill, Panglima Sugala, connecting to Sitio Siola that covers 250 hectares of agricultural areas planted to banana, cassava, coconut and rice.
The trading post was constructed in Barangay Batu-Batu where it serves as the center for market in the entire municipality.
The eight units cassava grater and presser were distributed to the different farmer associations.
The two projects and the cassava grater and pressers were realized and purchased through the joint effort of DA through SELAP-II and the local government of Panglima Sugala that provided more than P700,000 counterpart fund.
The program provided government-to-government sales of agricultural commodities under the long-term credit arrangements and the proceeds generated from the sale of commodities are appropriated to provide funds for various livelihood projects to support the over-all Philippine agricultural develop.
Generale has expressed gratitude to DA for the delivery of the projects to the municipality citing “the farm-to-market road will support the farmers to bring their agricultural products to the market much faster and with less crop damage.”
Generale said the road would also allow the entry of basic services to the area such as health support, education, including eco-tourism opportunities.
SELAP focal person Eng’r. Jerome Jamanulla acknowledged the efforts of the provincial and municipal governments in promoting DA programs and abiding by the process in accessing to Special Projects of the DA.
Jamanulla said they will continue to provide support through the SELAP-II projects in areas that need them the most.
The SELAP is a special project of the Department of Agriculture funded under the United States Public Law 480 (US-PL480).
The program provided government to government sales of agricultural commodities under the long-term credit arrangements.
The proceeds generated from the sale of commodities are appropriated to provide funds for various livelihood projects to support the over-all Philippine agricultural develop.

COTABATO CITY – A modern management tool for farmers using cellphone apps is eyed in ARMM to boost agricultural gains.
Dubbed the Rice Crop Manager, it will be tested in Maguindanao and Lanao del Sur soon, accordingto Department of Agriculture and Fisheries (DAF)-ARMM Secretary Atty. Macmod Mending.
"We will be using an android phone application to determine the number of fertilizer to be applied, when to use the irrigation system, the planting season and other managerial farming techniques," he said.
Mending said they have trained DAF-ARMM experts and they are set on tapping irrigators to work with it.
“If the system works good then the agency will  propagate the system to more farmers," he said.
The DAF-ARMM will also be utilizing geo-tagging technology and an online database to monitor agriculture projects in the region funded through a bottom-up budgeting (BUB) scheme.
Mending and ARMM governor Mujiv Hataman distributed funds, farm equipment and implements, seeds, and fertilizers to farmer beneficiaries on Tuesday, March 22.
ARMM Governor Mujiv Hataman said that the BUB scheme is being implemented to help boost the region’s economy and reduce poverty.
As part of the program, Marawi City was awarded a  high-end farm tractor worth P1.5 million to improve corn production in the area.
Also, at least 20 villages in Maguindanao will start this month the ‘Gulayan sa Barangay’ program. Around 1,200 farmers will be provided with a support package composed of vegetable seedlings, farm tools, knapsack sprayer, plastic drums, fertilizers and bags of rice.
The program is being undertaken by DAF-ARMM in partnership with the United Nations World Food Program (UN-WFP).
DAF-ARMM handed a total of P7.6 million to the municipalities of Pagalungan and Upi in Maguindanao to support organic agriculture, the production of high-value crops and agricultural products such as rubber and the improvement of farm-to-market roads.
It has earmarked a budget of more than a billion to support projects intended to boost the agricultural productivity of the region.
Mending said projects funded through the BUB scheme are based on the proposals submitted by local farming communities.

COTABATO CITY, April 22 (PNA) -- More development grants were given to two more Maguindanao towns as part of the Department of Agriculture and Fisheries in the Autonomous Region in Muslim Mindanao (DAF-ARMM) Bottoms-Up-Budgeting (BUB) program.
Mayors Ramon Piang of North Upi and Salik Mamasabulod of Pagalungan jointly received the BUB project allocations from ARMM Regional Gov. Mujiv Hataman and DAF-ARMM Secretary Makmod Mending Jr. on Tuesday.
Piang received an amount of P3 million for a farm-to-market-road and another P2.5 million for an organic agriculture and high value crops propagation program.
Residents of Barangay Katalufak will no longer endure the pain of transporting their farm products to the town's poblacion once the road concreting project is completed, Piang said.
Pagalungan town, meanwhile, received P1.5 million worth of farm-to-market-road funds and P600,000 for an organic farming project for Moro farmers.
Hataman, Mending, ARMM Vice Gov. Haroun Al-Rashid Lucman and the region’s health secretary, physician Kadil Sinolinding Jr., also launched together, after the symbolic release of the BUB grants, the regional government’s expanded “Gulayan sa Barangay” project.
The vegetable farming project will initially involve 1,200 farmers in different parts of the autonomous region, according to Mending.

DAVAO CITY, Philippines—Maguindanao Gov. Esmael Mangudadatu is hoping the holding of the 2nd quarter meeting of the national executive board of the Vice Mayors’ League of the Philippines (VMLP) in Buluan, Maguindanao, will help dispel the notion of the “culture of un-peace and the state of un-development” in their province.
Mangudadatu, speaking to the Philippine Daily Inquirer by phone, said for three days until Wednesday, the VMLP board headed by Manila Vice Mayor Isko Moreno would hold its sessions at the Buluan town municipal gymnasium.
“This is another opportunity for Maguindanao outsiders to see for themselves how we fare in this part of the country,” he said.
Just recently, Maguindanao hosted various activities aimed at showcasing the province and its facilities. These included the grand thanksgiving for the signing of the Comprehensive Agreement on the Bangsamoro, which drew over 1,000 visitors from across the country, he said.
Buluan Vice Mayor Jhazzer Mangudadatu, VMLP political affairs officer, said part of the progress being experienced by the province could be seen in its fully airconditioned gymnasium.  “We hope to showcase also to the country’s vice mayors the positive side of Maguindanao and what the province has to offer in terms of accommodation,” he said.
The governor has announced that a P200-million sports complex to be funded out of the P2-billion Omnibus Loan that Maguindanao got for its education, agriculture, infrastructure and sports development initiatives will be built – also in Buluan, to boost the province’s hosting capabilities.
“The construction works for the provincial sports development complex, which will also include a modern stadium will be started soonest this year,” he said.
