A magnitude-3.2 quake jolted Southern Luzon before dawn Friday, and was felt in some parts of Laguna and Quezon provinces.
MANILA, Philippines — Local government officials in Region 4-B, covering the provinces of Mindoro, Marinduque, Romblon, and Palawan, have been urged not to allow any informal settlers in hazard-prone areas to avoid casualties in times of natural calamities.
 
The Philippine Institute of Volcanology and Seismology said the quake was recorded at 1:26 a.m. and was tectonic in origin.
“Casualty during floods would be minimal if local government units do not allow people to reside in low-lying areas and riverbanks,” said members of the Regional Disaster Risk Reduction and Management Council (RDRRMC) of Region 4-B.
 
In its bulletin, the quake's epicenter was traced to 8 km southwest of Sta. Cruz, Laguna.
In its year-end conference call the other day at the Quirino Memorial Medical Center, the council noted that most of the victims in Cagayan de Oro City came from hazardous areas inhabited by squatters.
 
The quake was felt at Intensity II in Sta. Cruz, Laguna; Lucban, Quezon; and Nagcarlan, Laguna.
Likewise, the council presented a regional disaster management and response plan in Region 4-B for discussion.
 
Meanwhile, Phivolcs said a magnitude-3.1 quake rocked the Marinduque area in Southern Luzon at 4:43 a.m.
Mayor Juan Sanchez of Lubang, Occidental Mindoro, said that it was really a big challenge on the part of local executives to arrest squatting in their respective areas.
 
It said the epicenter was estimated at 50 km southeast of Boac, Marinduque .
Typhoon, flooding, landslides and maritime disaster were cited as the major problems facing the five island provinces comprising the region.
 
No aftershock or damage was expected from the predawn quakes, Phivolcs said. — RSJ, GMA News
Office of Civil Defense (OCD) Regional Director Eugene Cabrera urged the LGUs to take a second look at their respective plans in the wake of the sad experience in the south.
 
He also outlined the tasks of the seven disaster management clusters.
 
Meanwhile, the Department of the Interior and Local Government (DILG) Secretary Jesse M. Robredo has been rigorous in campaigning for the relocation of informal settler families.
 
Robredo said there is a need for dialogue with informal settlers and concerned government agencies to address their concerns.
 
In the National Capital Region, the Aquino administration has allotted a P10.55 billion this year, which is part P38 billion five-year package, to build affordable medium-rise buildings (MRBs) for informal settlers, the priority of which are in so-called “danger zones” or those living precariously near rivers, esteros and waterways.
 
Robredo said he and President Aquino have conducted separate groundbreaking rites to build MRBs in at least four pilot areas in Pasay City.
 
Similar activities are to be held in two areas in Quezon City; two in Las Pinas; one in Caloocan City and one near the Iloilo River in Iloilo City.
 
A few days after he was appointed to his post, Robredo was directed by Aquino to create a technical working group to address the concerns of informal settlers, taking cognizance of their vulnerability to disasters, unemployment, lack of steady and dependable livelihood opportunities, and the hardship and impact that their existence and proliferation pose on urban regeneration and development.
