Civil society groups, people’s organizations to participate in budget process

CAGAYAN DE ORO CITY, Oct. 29 (PNA) – Representatives of accredited civil society and people’s organizations in Northern Mindanao are scheduled to convene next week to join the government’s budget process, a senior official said Thursday.

According to DILG 10 director Nilo Castañares, the activity is necessary to fulfill a standing policy of the Aquino administration for “Bottom up Budgeting” (BUB) approach.

Under the BuB approach, the Civil Society Organizations CSOs would convene to collectively formulate the proposals to be inserted in the planned budget of the government for next year at the regional level.

The CSOs would then join the counterparts from the government sector in the so-called regional Local Poverty Reduction Action Team (LPRAT).

In Northern Mindanao, the members of LPRAT review, validate and analyze the social and economic data of each of the nine cities and 84 municipalities in the region in order to have a sound poverty situation analysis.

The LPRAT would endorse the list or priority poverty reduction projects to the regional office of DILG, which would be deliberated in the DILG central office in Manila not later than December.

“The engagement of CSOs and people’s groups is a clear application of the principles of transparency and accountability call of the government,” Castañares said.
