About buying and selling real estate in the Philippines

There are laws in the Philippines about real estate and it's clearly spelled out. However, the enforcement of the law in the Philippines as to who can or can't represent the owner in the sale of a piece of property is very relaxed. So, in effect in some parts of the country you can have a street vendor who happens to know of a property that's for sale represent the buyer and approach the owner for a commission sale. This is pretty tough on the real estate agent who went to school, took tests, got certified and licensed and have street vendor as a competitor. It happens.
