  1. The Bullies. They want you to tolerate them so they can continue to maliciously deprive you. Do not believe these bullies teaching tolerance, saying that it’s the path to prevent hatred and prejudice.
  2. The victims who are waiting for the right moment to retaliate. They can’t win yet, so they tolerate.

District-wide medical, dental mission set in Pangasinan

MANGALDAN, Pangasinan -- Residents of the 4th District of Pangasinan may avail of free medical and dental check-up and other services, as the office of Representative Christopher de Venecia will spearhead a district-wide medical-dental mission on November 14-17.

In an online interview on Tuesday, de Venecia said Dagupan City and Mangaldan will be the first venue of the medical-dental mission from 8 a.m. to 3 p.m. on Wednesday.

Two medical teams will simultaneously conduct check-up and dental services at the Judge Jose de Venecia National High School in Barangay Bolosan, Dagupan City and at the Mangaldan Youth Development Center here, he said.

De Venecia said aside from the medical and dental services, residents may also avail of free haircut, massage and free training on food processing (siomai and fishball) by the Technical Education and Skills Development Authority (TESDA), which the attendees could use as a source of income.

“Regarding the target, admittedly our supplies are limited, but we are hoping to serve as many provincemates as possible from 8 a.m. to 3 p.m. per venue. Our constituents are all welcome to participate in the medical and dental missions,” he noted.

The medical and dental mission will be held at the San Fabian Sports Complex and San Jacinto Sports Complex on Nov. 15; Manaoag Sports Complex and East Central School, Mayombo, Dagupan City on Nov. 16; and Mabilao Covered Court, San Fabian and Amansabina, Mangaldan on November 17).

The lawmaker’s office will also distribute portable tents for every barangay in his district and 30 water pumps for the farmers.

DA says Ilocos Region 189% rice sufficient

DAGUPAN CITY -- The Department of Agriculture (DA) Regional Office in Region 1 (Ilocos Region) has assured that there will be no shortage of rice supply since the region is 189 percent rice sufficient.

DA Regional Technical Director for Operations, Erlinda Manipon, said all provinces in Region 1 -- Ilocos Norte, Ilocos Sur, La Union, Pangasinan -- had surpassed the 100-percent threshold for rice produce, with Pangasinan being the third top rice producing province in the country.

“Despite our high sufficiency rate (in the region), there are still some uncontrolled movements especially in other regions,” she said in an interview on Monday.

Manipon said Agriculture Secretary Emmanuel Piñol has ordered local government units to create a food security plan in order to determine their production rate and the areas consuming these produce.

“The Cordillera Administrative Region (CAR) is currently suffering a rice deficit, which is why the extra rice produce of the region in Pangasinan and La Union primarily goes there, although the primary focus is still set in Metro Manila,” she added.

Manipon pointed out that the country is 97-percent rice sufficient while the remaining 3 percent needs to be filled, thus the need for imports.

Meanwhile, red chili pepper, or ‘sili’, prices have dropped, according to a report from the DA.

Manipon said the agency’s September monitoring recorded a PHP400 per kilo drop in prices, contrary to previous months’ PHP1,000 per kilo.

“This price decrease is because of the high production rate. There are numerous ‘sili; plantations in eastern Pangasinan,” she said.

She also encouraged farmers to plant ‘sili’, noting an opportunity in the investment.

Chili peppers in the Philippines are being processed into chili paste, chili oil, among others, and are even being exported overseas, she said.

“The ‘sili’ is considered a high-value vegetable seed in the country,” Manipon added.

P170-M flood control projects completed in Pangasinan town

ROSALES, Pangasinan – The Department of Public Works and Highways – Pangasinan 3rd District Engineering Office said eight flood-control projects worth P170 million were completed as early as November which will address the flooding problems in and around the municipality of Balungao.

District Engineer Gerardo T. De Guzman said the flood control projects were designed to accommodate a larger volume of floodwater.

The recent typhoons that struck Luzon caused widespread flooding, but the said flood control projects spared Balungao.

Protecting the low-lying areas of the town from floods are the flood control projects in Barangay San Marcelino – Casanicolasan (P27.84 million), Agno River in Barangay Aurelio III (P23.52 million), Barangay San Julian (P19.20 million) Barangay San Leon (P19.01 million), Barangay Pugaro – Poblacion (27.28 million), Agno River in Barangay San Aurelio I (!9.6 million) and Barangay Rajal (19.5 million).

Meanwhile, Engr. Narchito S. Arpilleda, Public Information Officer, said that the completion of the flood control projects will not only protect the lives of the people living near the rivers, but also minimize flooding and damage during heavy rains.

Pangasinan town, Zhejiang partner for environment

BAYAMBANG, Pangasinan -- The Environmental Protection Bureau of Zhejiang province of the People’s Republic of China and this town have signed a memorandum of agreement (MOA) to establish friendly cooperation, including on technology and environment.

Mayor Cezar Quiambao and Vice Mayor Raul Sabangan represented Bayambang town in the MOA signing on Oct.31, while it was Deputy Director Shan Jinyan, who represented the Zhejiang Environmental Protection Bureau.

"This is the first time the municipality signed an agreement with (an entity) from a foreign country," Quiambao said in an interview Thursday.

The MOA aims to establish friendly cooperative relations between the two parties through the exchange of knowledge and technology in the area of environmental protection and disaster resilience, he said.

A statement issued by the Bayambang Public Information Office said Jinyan took note of the efforts of the municipal government’s Solid Waste Department.

“And (he) expressed surprise at Dr. Quiambao's private initiative in re-greening the mountains of Pangasinan while providing jobs to locals through CSFirst Green AID Inc.'s ‘inclusive growth’ business model, which the mayor said he patterned after that of the County of Anji, China,” it said.

Zhejiang is an eastern coastal province of China.

Meanwhile, the MOA signing was witnessed by the municipality’s department heads, business sector representative, and representatives from the academe, such as from the Bayambang National High School.

Pangasinan LGUs to get P15.2-M performance challenge fund

LINGAYEN, Pangasinan -- The Department of the Interior and Local Government (DILG) is set to grant a performance challenge fund (PCF) worth PHP15.2 million to Pangasinan province and its local government units (LGUs), which have been chosen as Seal of Good Local Governance (SGLG) awardees this year.

DILG-Pangasinan director Agnes de Leon said Pangasinan will receive PHP7 million; the city, PHP5 million; and the municipalities, PHP3.2 million.

“The PCF will be released as soon as the provincial government and LGUs have completed the required documents,” de Leon said in an interview Wednesday.

She noted that the PCF can only be used by the LGUs in projects, such as the construction of school buildings, rural health units, birthing facilities, water and sanitation facilities, housing and settlements, rehabilitation centers, public safety and command centers, tourism facilities, access roads, public markets, irrigation systems, cold storage facilities, ports and wharfs, post-harvest facilities, slaughter houses, evacuation facilities, and flood control projects, as well as the purchase of motor vehicles and patrol cars.

Last year, Pangasinan received a PCF of PHP3 million, while its 32 LGUs awarded with SGLG received PHP2 million each, de Leon said.

“I encourage the other LGUs to strive to attain the SGLG award for next year,” she said.

De Leon, along with Governor Amado Espino III, Vice Governor Jose Ferdinand Calimlim Jr., other provincial government officials, and city or municipal officials from the province, received the SGLG award from DILG at the Manila Hotel on Tuesday.

The awardees in the province are Agno, Aguilar, Alcala, Anda, Balungao, Bayambang, Binalonan, Bugallon, Burgos, Calasiao, Infanta, Lingayen, Malasiqui, Mangaldan, Mangatarem, Natividad, San Manuel, San Nicolas, Sta. Maria, Tayug, Umingan, Urbiztondo and Villasis in the municipality category. Alaminos City is the only city in the province that was presented with the SGLG this year.

De Leon said the LGUs were adjudged based on financial administration, disaster preparedness, social protection, peace and order, business friendliness and competitiveness, environmental protection, and tourism, culture and arts.

Pangasinan, on the other hand, has been a consistent recipient of the award since 2015 with the administration of then governor Amado Espino Jr., now 5th District representative, she said.

Pangasinan police supports National Children’s Month

LINGAYEN, Pangasinan -- Some 50 policemen and women in the province joined the “Fun Walk” with elementary and high school students in this town to show their support to proper child care in celebration of the National Children’s Month this November.

Police Chief Inspector Norman Florentino, police community relations officer of the Pangasinan Police Provincial Office (PPO), said that aside from the “Fun Walk”, the Pangasinan police continuously promotes the welfare of the children through their various programs.

“We have the crime prevention and other advocacy campaigns wherein we hold lectures in different schools regarding laws affecting children, adverse effects of early pregnancy, responsible parenting, and promoting gender development among others,” said Florentino in an interview Wednesday.

After the Fun Walk, a program was held headed by acting police provincial director, Senior Superintendent Wilson Lopez in front of the Capitol building here, while the PPO mascots danced alongside police personnel to entertain the other participants.

“We use the mascots to tell the children that policemen and women are their protectors, thus no need to be afraid of us. The mascots are also present even during the Kalusugan Caravan (medical mission) of our provincial government,” he said.

He added police personnel also take part in the flag raising ceremonies in the elementary and high schools in the province to make the children comfortable with their presence.

The National Children’s Month celebration was spearheaded by the Department of Social Welfare and Development (DSWD) and National Youth Commission (NYC).

This year’s theme is “Isulong: Tamang pag-aaruga para sa lahat ng mga bata”.

Northern Luzon Bible quiz set in Pangasinan

LINGAYEN, Pangasinan -- Some 40 elementary and high school students from different parts of Northern Luzon (NL) will participate in a bible quiz competition slated Nov. 10 at the Sison Auditorium here.

Lady Pastor Myra Jalique, national bible quiz coordinator of the Philippine Bible Society (PBS), in an interview Tuesday, said the quiz will cover the Pentateuch or the first five books of the bible, and the gospels.

Jalique said it will prepare the students for the upcoming first-ever national bible quiz to be held in the province, with the sponsorship of PBS and the provincial government of Pangasinan on Jan. 15 next year.

“The winner for the NL bible quiz will represent NL to the national bible quiz,” she noted.

Jalique said the bible quiz is part of the celebration for the Word of God and for culture immersion of the young people.

She urged the local government units of Metro Manila, Rizal, Cavite, Laguna, Central Luzon, Eastern and Western Visayas, and Northern and Southern Mindanao, to support or sponsor their respective representative to the national bible quiz next year.

Jalique further said the country has been celebrating the National Bible Week and the National Bible Sunday as decreed by past Presidents of the country.

President Rodrigo R. Duterte last year also issued Presidential Proclamation No. 124 declaring the month of January as the National Bible Month, she said.

“The celebration attests to the Bible which will make its profound impact on the life of the nations, and how it has moved and inspired many people to include statesmen and social reformers to work for the betterment of other fellow human beings,” she added.

Jalique said the provincial board has also approved Provincial Ordinance No. 195-2015 declaring and celebrating the National Bible Week.

“Aside from the bible quiz, in the past celebrations, there were programs, reading of scripture in the flag raising ceremony, motorcade, among other activities. But for next year’s celebration, we are still finalizing the other activities,” she said. (PNA)

BFP gets new fire truck from Dagupan city gov’t

DAGUPAN CITY -- The city government here Monday turned over a brand-new fire truck to the Bureau of Fire Protection (BFP) to further enhance its efficiency in firefighting.

In an interview, Fire Chief Insp. Georgian Pascua said the fire truck they named “Warrior” has the capacity to enter narrow streets.

“It is a penetrator fire truck, meaning it was custom-made to enter narrow areas in the city. Ordinary fire trucks cannot enter a small road, which is common because of urban congestion, but Warrior can,” he said.

“Warrior” would serve as first responder in all fire incidents in the city, he added.

The fire truck was procured through the 20-percent allotment of the city government from the fire code fees, plus its supplementary funds.

Meanwhile, Mayor Belen Fernandez promised Dagupeños the city’s continuous investment in emergency services for the people.

“We will continue to improve our emergency equipment to better serve our fellow Dagupeños. Their taxes made all these possible,” Fernandez said.

The city government plans to procure two more fire trucks for the BFP to further step up the agency’s strength, she added.

Some 14 fire trucks are now operating in the city, with three from the City Disaster Risk Reduction and Management Office (CDRRMO), five from the BFP, and six from various volunteer groups, among them the City Supermarket, Inc. - Urban Satellite Vision, Inc., and Panda Fire Fighting Brigade.

Grab rolls out premium tricycle services

MANILA -- Ridesharing firm Grab Philippines will be rolling out its premium tricycle services nationwide through its partnership with AutoItalia Philippines which is the local distributor of three-wheeled Piaggio Ape vehicles.

In a statement Monday, Grab Philippines Country Head Brian Cu said their GrabTrike Premium service is an upgrade to GrabTrike and will serve as an additional transportation mode for short-distance commuting.

“Transport modernization has always been in Grab’s core. Our goal is to provide a full spectrum of transportation solutions with localized and modernized services for everyday needs, no matter what vehicle they prefer or how short their journey is,” Cu said.

“Through our combined efforts with AutoItalia Philippines, we hope to work with LGUs (local government units) to improve short-distance commute in more cities in the Philippines while improving driver welfare and passenger experience,” he added.

The municipality of Binalonan in Pangasinan province will be the first local government in the country to adopt the premium tricycle services with 24 Piaggo Ape units.

Around 2,000 Euro-4 compliant Piaggo Ape vehicles will be deployed in the country, according to the ride-hailing firm.

Grab and AutoItalia Philippines will be coordinating with LGUs, which has jurisdiction over the franchises of tricycles, to adopt the use of Piaggio Apé units either by increasing the number of franchises or by using them as a replacement option for older tricycles.

The fare scheme for GrabTrike Premium will depend on the rates approved by LGUs on top of a PHP10 booking fee which will go directly to the driver.

With its low acquisition cost, Piaggo Ape is envisioned to facilitate the modernization of the country’s transportation sector particularly in marginalized areas without access to bigger modes of transport.

Driver partners will be able to receive smartphones pre-loaded with the Grab app, free Grab merchandise, and additional income from booking fees.

Passengers can also look forward to the GrabTrike Premium Ape vehicles as it provides safety and convenience through its integration into the Grab app.

Dagupan hosts confab on corporate social responsibility

THE 11th Philippine Conference on Research in Corporate Social Responsibility, sponsored by the Benita & Catalino Yap Foundation (BCYF), in cooperation with the Association of Private Schools, Colleges and Universities – Region I (APSCU-RI) and the University of Luzon (UL), was held on October 26 at CSI Stadia.

With the theme: “Promoting CSR in Educational Institutions through Relevant Research”, the regionalized national conference aimed to encourage greater participation and involvement of schools on research in CSR for them to be able to contribute in community empowerment and transformative development.

The conference recognized and highlighted the functional roles of schools and higher education institutions, business organizations and other stakeholders in empowering communities for their growth and transformation.

Attended by members, researchers and student-researchers from different schools and universities in the region, the conference consisted of plenary sessions and numerous research presentations of relevant studies as part of an exchange of knowledge and best practices among schools in the Ilocos and Cordillera regions.

Education stakeholders such as the Regional Development Council for Region I, Commission on Higher Education (CHED), National Economic and Development Authority (NEDA) were also represented.

The event also showcased an array of educational books from different publishers through a book exhibit.

Corollary to this, Mayor Belen T. Fernandez, in her message, said that Dagupan continues to progress through the collaborative efforts of Unliserbisyo government initiatives and corporate social responsibility practices.

“I couldn’t not imagine what an entire community, an entire nation learned and inspired by the stories and achievements of CSR programs could do for our country,” added Fernandez.

NSPC 2019 to be held in Lingayen, Pangasinan – DepEd

The Department of Education (DepEd) has announced the conduct of the 2019 National Schools Press Conference (NSPC) to provide anew a venue for students where they can enhance their skills in different journalistic endeavors and approaches.

Undersecretary Atty. Nepomuceno Malaluan, in DepEd Memorandum No. 167 series of 2018, announced that the 2019 NSPC is scheduled from January 28 to February 1. It will be held in Lingayen, Pangasinan with Region 1 as host region and the Pangasinan 1 as the host schools division.

Anchored on the theme, “Fostering 21st Century Skills and Character-based Education through Campus Journalism,” the 2019 NSPC aims to “demonstrate understanding of the importance of Journalism by expressing it through different journalistic endeavors and approaches.”

The conference, as Malaluan explained in the memo, also aims to “sustain advocacy on social consciousness and environmental awareness” and to “provide a venue for enriching learning experience for students interested in Journalism as a career or those who intend to use skills sets learned through campus journalism to give them better edge in their chosen careers.”

The 2019 NSPC, Malaluan added, also aims to “promote responsible journalism and fair and ethical use of social media” as well as to “enhance journalistic competence through healthy and friendly competitions.”

The NSPC consists of individual and group contests, school paper contests as well as concurrent sessions with workshops. The individual contests include news writing, features writing, editorial writing, sports writing, copyreading and headline writing, science and technology writing, photojournalism, editorial cartooning, and column writing (for exhibition only).

School paper contests will cover the news section, features section, editorial section, science and technology section, sports section and layout and page design. Meanwhile, the group contests are radio script writing and broadcasting contests, collaborative desktop publishing (CPD) contest, online publishing contest (for secondary level), and TV script writing and broadcasting contests (for secondary level).

The NSPC is pursuant to Republic Act No. 7079 or the Campus Journalism Act of 1991. Recognizing and respecting intellectual property rights, DepEd said it adheres to the rule concerning plagiarism. DepEd also reiterates its “stand to disqualify school papers found to have copied and published texts, graphics and other materials without duly acknowledging their sources.” DepEd added that “any form of plagiarism in all competitions as proven by the board of judges shall be ground for disqualification.”

FEU short films win in Pangasinan

Two student projects from Far Eastern University recently brought home Urduja Film Festival trophies during the 5th UFF awards night at Sison Auditorium in Lingayen, Pangasinan.

Madison, directed by Jesus Singh, won the Best Sound and Musical Score award for Jeff Hernandez while Estrella, helmed by April Jelen Tan, bagged Best Supporting Actress for Bellatrix Tan, who plays the elder sister in the short film. Both competed with 21 other finalists in the UFF short film competition.

Madison is a musical short film about a transgender student (Christian Viñas) who is fond of making fun of other people. One day, the lead character belittles an old woman (Raven Relavo) who is asking for help. Then, mysterious things start to happen.

Meanwhile, Estrella tells the story of Angel (Larissa Alivio), an aspiring actress who finds it difficult to penetrate the entertainment industry due to a strange condition. Compounding her problem is that elder sister Jackie usually gets chosen for projects because of her mestiza looks.

Singh and Tan have since graduated from FEU. Both films were completed as part of their final requirement for the Cinema Production (CNM2) class.

Singh was assisted by fellow FEU Theater Guild members and alumni led by Viñas, Relavo, assistant director Anne Valencia, directors of photography Richmond Cadsawan and Kenneth Mandrilla, FEU Cheerdancers, and Nota Productions team members Bevelyn Lopez, John Jeff Clores, Franz Dollete, Mhyca Ramos, Nolan Marcojos, Renz Regis, Jason Carpo, Bernice Punay, Kristal Lascano and Ashley Relleve.

Tan, on the other hand, got the support of fellow Peekaboo Productions team members—assistant director Maria Fatima Francisco, scriptwriter and production designer Sandra Jade Villa, production manager Geneva Paula Mae Espejo, director of photography and colorist Sherwin Frondozo, and production designer, editor and sound designer Natalie Dones.

UFF is an annual event which focuses on student and independent films, both short and feature-length projects that promote and preserve the country’s cultural and heritage values.

The Pangasinan-based competition is mainly sponsored by the National Commission for Culture and the Arts and supported by the Film Development Council of the Philippines and the Movie and Television Review and Classification Board.

‘Grab Trike’ launched in Pangasinan town

BINALONAN, Pangasinan -- The municipal government here and Grab Philippines have joined forces and launched “Grab Trike Binalonan” on Friday.

Mayor Ramon Guico III said Grab, the operator of an online ride-hailing app, is commonly known for four-wheel transportation.

“(But) here, ‘Grab Trike Binalonan’ is for tricycles, and anybody or any member of a TODA (Tricycle Operators and Drivers' Association) can register, so long as they possess a tricycle franchise issued by the municipal government,”

Guico said, noting that out of an estimated 1,500 tricycles with franchise in Binalonan, 100 have already registered with Grab.

The mayor said the city government had earlier reached out to Grab Philippines, convincing the company to bring the Grab Trike service here.

Binalonan is the third local government to partner with Grab service after Pampanga province and Balanga in Bataan province.

“This is advantageous to both tricycle drivers and passengers. Anywhere you are, you can book a ride. For the driver, he can have a passenger anytime. Grab Trike Binalonan operates 24/7, meaning a passenger is assured of a tricycle ride anytime of the day,” Guico said. “Just like a ‘Grab Taxi’, the fare is fixed and it is up to the passenger if he wants to give a tip.”

He dispelled rumors that the new system would deprive other TODA tricycles of their livelihood, clarifying it is one way of increasing their income. They are welcome to register, he added.

Grab representatives, led by city operations and expansion head Gines Barot, were present during the launch.

“We are excited to bring the service of Grab here,” Barot said, calling Grab Trike a “door-to-door” tricycle service.

Grab Trike operators, who must be legitimate tricycle franchise holders, are required to submit the standard OR/CR, NBI clearance, and police clearance. The driver should have a smart phone.

Both Guico and Barot said only minute details of the operation need to be finalized, such as the booking fee.

The soft launch began in the morning with a short program in front of the municipal hall. It was followed by a motorcade along Poblacion and Sta. Maria road and back to the municipal hall for the closing program.

‘Moby Dick’ started fish cemetery in Pangasinan

DAGUPAN CITY — There are 39 reasons for marine lovers to visit the fish cemetery of the Bureau of Fisheries and Aquatic Resources (BFAR) research center at Barangay Binloc here.

These are the 39 sea creatures, which died from illnesses or human heartlessness, buried in what could be considered the ocean’s memorial park.

Each grave has a marker that reveals the dead animals’ tongue-twisting scientific names and the dates they were found and buried.

The grave marked “Moby Dick” stands out.

It is the very first sea animal that BFAR employees buried hastily but which they were unable to recognize.

“Moby Dick” is the 1851 novel about a white whale being hunted down by an obsessed ship captain, Ahab.

Expansion

The still unclassified whale, which weighed 1.2 tons, was brought to the facility after it was abandoned at a Malabon beach in 1999, said Westly Rosario, BFAR center chief.

From Moby Dick’s simple grave, the government center expanded and put up the 1,312-square-meter marine cemetery for large endangered species, which were collected by the BFAR or brought to the center by fishermen.

Through the years, 30 dolphins of different species, three whale sharks and five sea turtles were buried also at the cemetery.

The cemetery became an official government project in 2000 after six spinner dolphins (Stenella longirostris) were beached and killed by fishermen in Dagupan City.

Three dolphins were still alive when the BFAR responded to the stranding and were released back to sea.

In 2015, 10 beached dolphins died in different coastal towns facing the Lingayen Gulf.

Five Fraser’s dolphins (Lagenodelphis hosei) were stranded in January in Dagupan City and Lingayen town in Pangasinan province, and Aringay town in La Union province. Dead dolphins

In May that same year, two dead Risso’s dolphins were surrendered by fishermen from Sual town and Dagupan.

Another Risso’s dolphin was brought to the center on Aug. 28, 2015, by Lingayen fishermen, while a spinner dolphin was found dead in San Fabian on the same day.

Hope was high that the Risso’s dolphin found still breathing on the Lingayen beach would survive. But it died on Sept. 1, 2015.

Respect

The other sea creatures buried at the cemetery were found in different coastal towns of Pangasinan and La Union from 1999 to 2018.

Each of these animals has a story to tell and visitors would learn about their fascinating tales when visiting the fish cemetery.

“The cemetery institutionalizes human respect for animals that contribute to the balance of aquatic environment but which are sometimes abused by humans,” Rosario said.
