ZAMBOANGA CITY -- Pursuant to the Ease of Doing Business Act, the local government here is issuing special mayor’s permit to home-based businesses.

Benjie Barredo, Business Permits and Licensing Division chief, said Tuesday the move seeks to promote the ease of doing business in this city, as well as to integrate the informal sector into the mainstream economy.

Barredo said the issuance of special mayor’s permit is supported by Executive Order BC-461, which prescribes the requirements for the issuance of a special mayor’s permit for home-based businesses such as sari-sari stores, tailoring, baking, office space for wholesalers, online retail business, online ticketing, home tutorials and the like.

Barredo said that under E.O. BC-461, which took effect March 8, the requirements for new special business permit registration includes certification of registration from any of the following: Department of Trade and Industry (DTI)-for single proprietorship, Securities and Exchange Commission (SEC) for corporations and or Cooperative Development Authority (CDA) for cooperatives; business capitalization; a proof of ownership or authority from the owner of the property and picture of the establishment; and barangay clearance for business purposes.

He said that more than 20 business owners have already availed of the permit, majority of whom are "sari-sari" store operators and wholesalers.
