CITY OF MALOLOS, Bulacan- Bulakenyos with pets, especially dogs and cats, were urged to bring their animals to the Provincial Veterinarian Office (PVO) in the Capitol compound to get free anti-rabies vaccine this Rabies Awareness Month. 
“The province of Bulacan remains committed to its advocacy on animal welfare and public health and safety, thus building public awareness on the prevention and control of rabies through education and vaccination,” said the Provincial Public Affairs Office (PPAO) in a statement.
According to Dr. Voltaire Basinang, provincial veterinarian, about 20,000 dogs and cats have been around the province have been inoculated with free anti-rabies vaccine since January up to March. 
Apart from information dissemination campaign in elementary schools, Basinang said that free vaccination will be conducted throughout the month in different barangays in the province while free anti-rabies shots will be given during weekdays in the PVO.
PPAO said that the Provincial Government of Bulacan headed by Governor Wilhelmino Alvarado is committed in achieving a rabies-free Philippines by 2020 in line with the observance of Rabies Awareness Month in the country this March.
“To protect every Bulakenyo against rabies exposure, Alvarado urges the public to have their pets, especially dogs and cats, vaccinated with anti-rabies vaccines being offered free by the Provincial Veterinarian Office,” PPAO added.
Rabies is a deadly disease of animals caused by a virus which is transmissible to human beings through the bites of infected animals, through contact of the saliva with an opening or wound in the skin, causing acute inflammation of the brain and the spinal cord. It can also be transmitted through aerosol transmission, faulty vaccines, and tissue and organ transplants.

  • Ask yourself; What religion always campaign to have its religious laws be accepted as government laws, always involved in wars and consistently causing WARS, yet insists that it's a religion of peace?

There are only two kinds of people who teach tolerance:
  1. The Bullies. They want you to tolerate them so they can continue to maliciously deprive you. Do not believe these bullies teaching tolerance, saying that it’s the path to prevent hatred and prejudice.
  2. The victims who are waiting for the right moment to retaliate. They can’t win yet, so they tolerate.

Holiday in Bulacan town

PRESIDENT Benigno Aquino III declared April 23, a Monday, as special non-working day in Plaridel, Bulacan in commemoration of the Battle of Quingua.

Executive Secretary Paquito N. Ochoa, Jr. signed Proclamation No. 350 declaring the holiday to give the people of Plaridel the full opportunity to celebrate and participate in the occasion.

The Battle of Quingua was fought on April 23, 1899 in Quingua (now Plaridel,) during the Philippine-American War.

Filipino soldiers led by General Gregorio del Pilar attacked a reconnaissance mission under Major Franklin Bell. The battle was one of the most significant victories of the Filipinos during the war.

Bulacan crime rate drops 30% in 2011

CITY OF MALOLOS, Bulacan- The Bulacan Provincial Police Office (BPPO) has announced a 29.93-percent drop in crime rate in 2011.

BPPO director Police Supt. Fernando Mendez, Jr. reported during the Peace and Order Council Meeting yesterday here that 14,155 crime incidents were recorded last year against the 20,202 of 2010, marking a decrease of 6,047 incidents.

“Bulacan may be considered as one of the leading provinces in terms of growth nationwide. And based on crime statistics, it may be safe to declare that Bulacan still continues to enjoy a generally peaceful and orderly situation,” said Mendez.

The BPPO also disclosed the arrest of four most wanted criminals in the province last year.

Out of the 14,155 cases last year, the BPPO had filed suit to 3,253 which posted a cases cleared efficiency of 22.98 percent as compared to the 15.12 percent in 2010. The Bulacan police also solved 1,940 cases where suspects were arrested, exceeding its crime solution efficiency of 15 percent in 2010 to 22.98 percent.

“The considerable decrease in the total crime volume and the remarkable improvement in the crime solution efficiency and crime cleared efficiency ratings could be attributed to the all-out campaign of this office against criminality,” said Mendez.

The BPPO has trimmed the index crimes from 11,597 in 2010 to last year’s 7,820.

Index crimes include homicide, rape, robbery, burglary, aggravated assault, larceny, motor vehicle theft and arson.

“Definitely, your police shall never waver to intensify efforts to curb criminality, maintain peace and order, and ensure the security and safety of the people of Bulacan,” added Mendez.

Bulacan sets activities for Fire Prevention Month

CITY OF MALOLOS, Bulacan- Public and private establishments in Bulacan have outlined their month-long activities in line with the observation of Fire Prevention Month this March.

With the theme “Makiisa, Makialam, Makipagtulungan upang Sunog ay Maiwasan,” the event aims to increase the consciousness of Bulakenyos in fire prevention and to prevent fire incidents in the province.

Felicisima Mungcal, head of the Provincial Disaster Risk Reduction and Management Council, said a bloodletting drive and a fire awareness run will be held this month to be participated by policemen, firemen, non-government response teams, military and employees of the Provincial Capitol.

Souvenir items will be given to the first 150 participants while trauma kits and other prizes will be awarded to the winners of the said marathon.

Mungcal added that a region-wide fire and earthquake drill will again take place at the Provincial Capitol apart from seminars and fire safety trainings.

Governor Wilhelmino Alvarado said awareness in fire safety must always start in homes to educate the children of fire prevention measures.

“The building of the Provincial Capitol must also be taken cared of as the second home of the Bulakenyos. This is why the employees of the Capitol will be taught first so that they could contribute their knowledge to the progress of the government and the country,” said Alvarado in Filipino.

Meanwhile, SM City Baliwag will hold a fire and earthquake drill on March 10 in partnership with the Bureau of Fire Protection.

“Every day, thousands of people visit shopping malls to spend quality time with their loved ones. In the events of emergency situations like earthquake and fire, customer safety is a top priority,” said press relations officer Beverly Cruz.

A seminar on fire safety measures was conducted today which educated mall tenants, security force and staff on evacuation procedures and their roles in emergency situations.

The discussion included nature of fire and earthquake, what to do during emergencies, duties of response groups and first aid treatment.

DTI-Bulacan warns public of fake glass retailers

CITY OF MALOLOS, Bulacan- The Department of Trade and Industry (DTI)-Bulacan has conducted a seminar on detecting fake flat glass to warn consumers as there were reports citing that hundreds of “guerilla” glass retailers are operating in the province.

DTI-Bulacan director Rhine Aldana said many flat glasses which are used in making windows, doors and high-rise buildings are substandard and pose hazard to consumers especially to children.

“Many flat glasses are imported and there is no problem if they were, but if they are smuggled, the consumers will be left pitiful. They will just be surprised that their glasses will fall and children might be hit,” said Aldana in the seminar which was first conducted in Bulacan among Central Luzon provinces.

According to Virna Liza Villareal, press relations director of Flat Glass Alliance of the Philippines, Inc., there were reports that poor quality flat glasses in malls had fallen and injuries were cited.

Villareal said that they had apprehended fake retailers in Central Luzon and had sealed their products with the help of DTI.

“A glass cooked less is sensitive to temperature that it could break. They might have distortion in the surface, blemishes, thickness and low transmittance of light,” said Villareal.

A fake glass, she added, has defects like chipping, scratches, bubbles and stones.

Oscar Caluag, president of Bahay Bulacan Hardware Association, Inc., said hundreds of guerilla glass retailers or those who contract and install aluminum and glass at a cheaper price are difficult to apprehend.

He said the underground contractors could operate with the use only of “simple equipment” like screwdrivers, glasscutters, saw and electric drills.

With this, Aldana said they would coordinate with local government units and monitor glass retailing shops which would be followed by inspection and confiscation operations when found culpable of selling substandard glasses.

“Legal vendors and consumers could contact DTI. We want to educate not only the retailers but the consumers,” said Aldana.

British ambassador tags Bulacan business-friendly

CITY OF MALOLOS, Bulacan- The British ambassador has remarked yesterday in his visit that Bulacan is a magnet for investments with its accessible location.

British ambassador to the Philippines Stephen Lillie acclaimed the province for its “warm welcome” after being received by Governor Wilhelmino Alvarado, Northern Luzon Command chief Lt. Gen. Anthony Alcantara, town mayors, government officials and teachers at The Pavilion, Hiyas ng Bulacan Convention Center in this city.

“Your great province has so many things to offer. It is a well-situated place for investments and there are lots of job opportunities,” Lillie said. “In my two and a half years as the British ambassador, I am deeply touched by the warm welcome of the Filipino people. The welcome of Bulacan is just as warm,” he added.

The ambassador also commended the new tourism slogan of the country, saying it is apt to the diverse attractions and sites found here.

“It’s more fun in the Philippines, more fun in Bulacan. The slogan is correct. I wish success for the tourism here,” he said.

Meanwhile, Alvarado said that the British Embassy and the provincial government will discuss the youth exchange program in which Bulakenyo students could study in the United Kingdom which has one of the largest and most technologically sophisticated armed forces in the world.

“May this meeting serve as a recommitment between Britain and Bulacan to help one another in search of common solutions to our common problems and share the same dreams that sent you across the high seas and onto Southeast Asia and still fires the nobility in our hearts and lights up our indomitable spirit,” Alvarado said.

Lillie was accompanied by Her Majesty’s Consul Brendan Gill and some British youth from the Global Exchange Program.

Malolos police opens recruitment program

CITY OF MALOLOS, Bulacan- The Malolos City Police Station (MCPS) has started accepting applications for police aspirants under the Philippine National Police (PNP) Recruitment program.

PO1 Agnes M. Baluyot of MCPS said aspirants could submit their applications to their office located at the Malolos City proper beside the city hall.

Baluyot said the applicants would undergo six months of training in the Regional Training School at Magalang, Pampanga.

Qualifications include Filipino citizenship; with good moral character; must have passed the psychiatric/psychological, drug and physical tests to be administered by the PNP or a government hospital accredited by the National Police Commission (NAPOLCOM); must possess a formal baccalaureate degree; and must be eligible in accordance with the standards set by the commission.

The applicants also must not have been dishonorably discharged from military employment or dismissed for any cause from any civilian position in the government; must not have been convicted of a crime involving moral turpitude; must be at least 1.62 meters in height for male and 1.57 meters for female; and at least 21 but not over 30 years of age.

Those who would want to take the position Police Officer 1 should have an eligibility which could be acquired from the PNP Entrance Exam by the National Police Commission, Civil Service Commission Police Officer 1, or from passing the bar or board exams.

Malolos Diocese Marks 50 Years

MALOLOS CITY, Bulacan- The Diocese of Malolos at the Basilica Minore of the Immaculate Concepcion here reaches a significant milestone this year with its 50th anniversary on March 11. The jubilee will celebrate of transforming grace, faith, life, love and thanksgiving for the past and hope for the future with a series of religious activities.

The solemn “Canonical Coronation” of the image of the Virgen Immaculada Concepcion de Malolos on March 10, highlights the celebration with the Papal Nuncio to the Philippines leading the activity. Bishop of Malolos Jose F. Oliveros said the Vatican has approved the “Canonical Coronation” of the image of the Immaculate Concepcion of Malolos as part of the Golden Jubilee celebration of the diocese.

Park Restoration

CALUMPIT, Bulacan — The Sergio Bayan Park in front of the municipal hall in Barangay Balungao in Calumpit is being reconstructed following the damage wrought by floods last September, according to local government authorities. A Historical Corridor will be erected in the park and will hold historical treasures of the 437-year-old town, the oldest in Bulacan. A wall of portraits of outstanding individuals and former mayors of Calumpit will also be put up. A new building for the Philippine National Police and Bureau of Fire Protection will be constructed in front of the park to provide them better access to the road for faster response.

Cops join run for your heart

PULILAN, Bulacan- The local police join the Valentine’s Day celebration in this municipality which kicked-off with a fun run dubbed as “Run for Your Heart” at 5 in the morning yesterday.

In her report to Senior Supt. Fernando Mendez Jr., Bulacan police director, Supt. Myrna Reyes, Pulilan’s chief of police, stated that the 4-kilometer run from Bgy. Tibag to the quadrangle of Pulilan Municipal Building was headed by Hon. Mayor Vicente Esguerra and participated by more or less 150 runners composed of municipal employees, barangay chairmen, tanods, including civic organizations and local police.

The fun run which aims to promote health consciousness was followed by “Taebo Aerobics” at around 6 in the morning at the municipal quadrangle. An acoustic band also performed during the event to cool down the runners.

The program was concluded by the signing of “manifesto of commitment” by Elena C. Santos, Municipal Agrarian Reform officer; Loreto De Jesus, Municipal Agriculture officer; and Teresita Tetangco, Municipal Environmental and Natural Resources officer to signify full support to the National Greening Program of the government through the implementation of “Pulis Makakalikasan: 10 Milyong Puno Pamana sa Kinabukasan.

Plaridel Bypass Road opens this March

MALOLOS CITY, Bulacan- Motorists now only wait for the formal opening of the Plaridel Bypass Road as the almost 10-kilometer artery to the North Luzon Expressway (NLEX) is already complete.

Public Works and Highways Secretary Rogelio Singson said that the new road network is expected to be opened this March as installation of teller machines for the toll plaza were to be finished.

“This is our long-term solution to the congested traffic in Daang Maharlika particularly in Sta. Rita exit of NLEX,” said Singson in Filipino.

Motorists going north of Bulacan like Nueva Ecija, Quirino, Isabela and Cagayan have been griping over the long queues in the Sta. Rita exit as no other convenient route is available.

According to Roberto Ocampo, resident living near the said exit and who is commuting to Manila every day, the traffic in the area is so choked-up even in normal days.

“You could not even tell what the occasion is because even if it is not a holiday, the traffic is so slow. Unlike when you’re going to Baguio, if you don’t want to use the MacArthur Highway, there is NLEX,” said Ocampo in Filipino.

Shane Velasco, a professor in Bulacan State University and frequent driver, said the quality of the Plaridel Bypass Road is “so great” that the driver would not feel the acceleration of the vehicle.

He added that it only took five minutes from the new toll plaza to Pulilan town compared to an hour and 30 minutes wasted when stuck in intense traffic in Daang Maharlika from Sta. Rita exit going to Pulilan.

The Japan International Cooperation Agency (JICA) funded P680 million for the Plaridel Bypass Road which traverses the towns of Balagtas, Guiguinto, Plaridel and Pulilan.

This bypass road, phase I of a three-contract package for the construction of a 26-km road to San Rafael town, and a phase II crossing Bustos and Angat towns were all funded by JICA with P1.7 billion.

4 nabbed while ‘cannibalizing’ stolen motorcycle!

MEYCAUAYAN City- Authorities arrested four suspected motorcycle thieves while “cannibalizing” a stolen motorcycle in Bgy. Lawa, this city, Saturday.

Bulacan police director Senior Supt. Fernando H. Mendez Jr., said the arrested suspects were identified by Meycauayan police chief Supt. Hector Samar as Efren Mondonedo Jr., 26, pedicab driver, of 54 J. Legaspi St., Bgy Zamora; Jonathan Talusig, 26, of 87 Villano St., Bgy. Zamora; John Anthony Ocampo, 18, single, jobless, of 54 Bgy. Bayugo; and Ronald Allan Japsay, 23, single, student, of 609 Paraiso St., Bgy. Bayugo, all in Meycauayan City.

Mendez said the suspects were nabbed at around 2:45 a.m. in the act of dismantling a motorcycle at Blk. 2, Lot 1, Phase 2, Meywoods Villages, Bgy. Lawa, from an information given by a concerned citizen.

Confiscated from the suspects were dismantled parts of a motorcycle and a plate number 3357RJ.

Initial investigation disclosed that the dismantled motorcycle was reportedly stolen on February 10 at about 8 p.m. in front of the residence of Luiz Marquez, Jr. on J. Legaspi St., Bgy. Zamora, Meycauayan City.

The stolen motorcycle is registered to Ronnie Calderon, of 84 Tinejero, Pulilan, Bulacan, brother-in-law of Luiz Marquez.

The arrested suspects and dismantled motorcycle were placed under the custody of Meycauayan police. Criminal charges will be filed against the suspects.

Two Fires

MALOLOS CITY, Bulacan/BACOOR, Cavite — Two fires broke out in Malolos City, Bulacan and Bacoor, Cavite recently. In Malolos, Mayor Christian D. Natividad released cash assistance to fire victims for the immediate reconstruction of their razed houses in Barangay Mambog.

Arson inves-tigators said an over-charged cellphone exploded and sparked the fire that gutted the houses of Florinda Pingol, Soledad De Jesus, Michelle Castro and Leticia Adriano.

In Bacoor, the house of one Amador Celeste Barrientos went up in smoke in Camella Subdivision, Barangay San Nicolas II on Saturday afternoon.

Emergency Crews Train In Bulacan

MALOLOS CITY, Bulacan, Philippines — Rescuers and social workers in Bulacan are now more prepared in addressing emergencies after completing a three-day workshop and seminar on Basic/Intermediate Course on Incident Command System (ICS) which ended last Friday at the Hiyas ng Bulacan Convention Center, here.

ICS is a systematic tool used for the command, control, and coordination of emergency response, said Governor Wilhelmino M. Sy Alvarado, who stressed on the need for such training.

“Filipinos have always lived in harm’s way because of the country’s geographical location and other emerging hazards like climate change that is why there is really a need to know how to handle emergencies,” said Alvarado.

Liz Mungcal, Executive Officer of the Provincial Disaster Risk Reduction and Management Office (PDRRMO), said the objectives of the course were to enhance understanding of ICS as a vital tool for effective disaster response; familiarize with the concepts, organizations, features and terminologies of ICS; and demonstrate knowledge of basic functions through exercises and discussion.

“This seminar is just one of our projects to help prepare those directly involved in rescue and relief efforts during calamities. It’s a venue to answer the questions and challenges that they may be confronted with in times of emergency, so that when the situation presents itself, they know what to do,” Mungcal said.

Speakers include Subic Bay Metropolitan Fire Chief Ranny Magno, Angelito Layug and chief of operations and warning; Jeffrey Lapid from the Olongapo City Disaster Risk Reduction and Management Office (DRRMO); and Noel Dacio from the SBMA Fire Department.

Also present to share their experiences in emergency response operations were Office of Civil Defense Region 3 (OCDR3) Director Josefina Timoteo and Fire Senior Superintendent Joseph Bacareza.

Lapid said the purpose of ICS, using management best practices, is that it ensures the safety of responders and others; achievement of tactical objectives; and efficient use of resources.

“ICS is flexible and can be used for incidents of any type, scope, and complexity. ICS allows its users to adopt an integrated organizational structure to match the complexities and demands of single or multiple incidents,” he said.

Rudy Bartolome from MDRRMC-Paombong, one of the attendees said the course is a big help for them to respond quickly and effectively to incidents.

The Module includes the Philippine Risk Reduction and Management System, Principles and Fundamentals of ICS, ICS Organization and Staffing, Incident Facilities, Organizing and Managing Incident Events, Delegation of Authority, Incident Resources and Resource Management, Incident and Event Planning, and Transfer of Command/Demobilization/Closeout.

210 Receive Free Eye Treatment

CALUMPIT, Bulacan, Philippines — Over 200 persons suffering from poor eyesight thanked Friday Governor Wilhelmino M. Sy Alvarado and the doctors who conducted a three-day eye surgery mission at the district hospital here. Senior citizens who availed themselves of the free medical services said modern technology eased their eyesight problems.

Alvarado said it was an early Valentine’s treat by the provincial government to the 210 Bulacan citizens who were treated for their various eye disorders.

Bulacan crowned champ in Regional Skills ‘Olympics’

CITY OF MALOLOS, Bulacan– Banking on its “drive for pride” to top six other provinces in the region, Bulacan triumphed as overall champion in the 2012 Central Luzon Regional Skills Competition held in different locations in the province.

Bulacan bagged nine gold, six silver and four bronze medals to seal the competition dubbed as the “Olympics of blue-collar jobs” which was revived after a six-year hiatus.

“This win shows that Bulacan shines not only in Central Luzon but also worldwide. They are globally competitive,” said Dang Sagum, supervising technical education skills development specialist of Technical Education and Skills Development Authority (TESDA)-Bulacan.

Bataan placed second with six gold, seven silver and five bronze medals, followed by Pampanga with three gold, four silver medals. Aurora got a medal tally of 3, 2, 2 respectively, Tarlac with 2, 4, 3, Nueva Ecija with 2, 3, 4 and Zambales with 1, 1 and 3.

The gold medal winners in the event will move on to represent Central Luzon to the Philippine National Skills Competition tentatively scheduled on March. The top performers will compete in the Association of Southeast Asian Nations (ASEAN) level in Indonesia.

Asked what took Bulacan to win the competition, Sagum said the technical and vocational trainers and students contained the attitude at par in the globally competitive arena.

“The Bulakenyos really prepared for it (skills competition). They want to glorify the province and show their drive for pride,” said Sagum.

Aside from medals, the Bulakenyo participants who competed among the about 700 participants last January 25 to 26 also received P30,000 cash incentive and trophy.

Governor Wilhelmino Alvarado lauded the delegates of the province, saying the competition is a big help to the “youth to show their skills and intelligence which are now in-demand in other countries.”

The participants vied in 18 trade areas which include information technology, welding, web design, electrical installation, hairdressing, automobile technology, cooking, restaurant service, refrigeration, graphic design, electronics, information network cabling and mechatronics.

Pascual said, this town received the citation from the Department of Labor and Employment (DOLE)-Regional Office 3 which recognized the most exemplary PESOs in Central Luzon during the PESO Year-End Planning Assessment on January 25 to 26.

CITY OF MALOLOS, Bulacan- Cascading jobs closer to barangays, the Public Employment Service Office (PESO) of Guiguinto town notched the Best PESO award under the First Class Municipality category recently at the Lewis Grand Hotel, Angeles City.

Guiguinto received the citation from the Department of Labor and Employment (DOLE)-Regional Office 3 which recognized the most exemplary PESOs in Central Luzon during the PESO Year-End Planning Assessment on Jan. 25 to 26.


PESO-Guiguinto manager Emelita San Agustin said they prioritized bringing employment programs like discussions on anti-illegal recruitment down to the town’s 14 barangays.

“We are conducting the regular programs of DOLE like job fairs, the Special Program for the Employment of Students and E-Passport. We also attended the seminar on Anti-illegal Recruitment and Trafficking in Persons, and we passed the discussion to barangays,” said San Agustin in Filipino.

DOLE Regional Director Leopoldo De Jesus lauded the local job service facilities for yielding remarkable milestones in the implementation of employment and welfare programs in 2011.

He also took the opportunity to thank and bid farewell to the PESOs being the out-going regional director of the DOLE-Regional Office 3.

“Because of your best practices, it is no wonder why our PESOs bagged almost all of the highest recognitions during the recently concluded PESO Awards for 2010 during the PESO Congress held in Davao last October,” De Jesus said.

“I personally want to thank all PESOs for your cooperation and full support in cascading the DOLE’s employment and livelihood programs during my short stint here in Region 3,” he added.

For 2011, San Fernando bagged the Best PESO under the Component City category, Olongapo for the Highly Urbanized City, Zambales for the Second Class Province and Pampanga for the First Class Province.

According to DOLE information officer Jerry Borja, the PESOs of Bulacan, Pampanga and City of San Fernando are the region’s bet to be future Hall of Famers in the 12th PESO Congress set at the last quarter of the year.

San Rafael bags cleanest town award in Bulacan

CITY OF MALOLOS- Out of the 21 towns and three cities that battled for the cleanest town/city title in the province, Gov. Wilhelmino M. Sy-Alvarado conferred the town of San Rafael, led by Mayor Lorna Silverio, the “Pinakamalinis at Luntiang Bayan o Lungsod sa Lalawigan ng Bulacan 2011” award at the Bulacan Capitol Gymnasium yesterday.

San Rafael received a cash prize worth P100, 000 and P1 million aid for infrastructure projects. Bustos received P50,000 and P500, 000 aid also for infrastructure projects while the City of San Jose Del Monte who won 3rd runner up received P30, 000 cash prize and P200, 000 aid for infrastructure projects.

Provincial Administrator Jim Valerio, chairman of the Bantay Kalinisan Task Force, said this program aims to put teeth on the Republic Act 9003 or “Ecological Solid Waste Management Act of 2000” and encourage the collective effort of local government units in keeping the cleanliness and beauty of the province.

Department of the Interior and Local Government (DILG) Sec. Jesse Robredo in his talk about the “Seal of Good Governance and Seal of Good Housekeeping,” reminded the public officials that along with their power to lead are their responsibility to serve with integrity.

Other personalities who shared their views about good governance are Rev. Fr. Melo Diola who discussed about “Good Governance and Ethics in Politics” and Department of Environment and Natural Resources (DENR) Technical Director Forestry Management Services Dr. Sofio Quintana, Region 3 with the topic about “Good Governance on Environment.”

Senior Supt. Fernando Mendez Jr., Bulacan provincial director, all police chiefs of the province also graced the event.

Cleanest Town is San Rafael

Bulacan governor wants mining moratorium

CITY OF MALOLOS— To protect the province from destructive repercussions brought about by natural calamities, Gov. Wilhelmino Sy Alvarado on Monday requested the Sangguniang Panlalawigan of Bulacan to pass a resolution for a mining moratorium.

The resolution, certified as urgent, would also “urge the DENR secretary to suspend/cancel all mining claims, exploration permits, mineral production sharing agreement, etc., that are destructive and/or violative of existing laws, rules and regulations.”

Alvarado said, “the several disasters that befell our province are really alarming. Our recent flooding experiences teach us to be more vigilant and proactive in the protection of the environment and natural resources.”

The governor said, “It is not only climate change that should be blamed for all these disasters. Several investigations show that rampant illegal logging and illegal mining activities particularly in the mountain areas contribute largely on the increasing disaster vulnerability and lawless violence in the province.”

Alvarado also noted the recent disasters in Cagayan de Oro, Iligan City, Compostela Valley and other parts of the country have left not only wounds of desperations but also lessons of survival and that these harrowing incidents and experiences should not happen again.

In his request to the provincial council of Bulacan, the governor said, “With disturbing lawlessness in the mountains and the denuded state of our watersheds in Bulacan, there is an urgent need to protect the Sierra Madre Mountains to prevent the clear and present danger of violence and impending disaster.”

The governor said, “The most prominent of these lawlessness and destructive activities is the mining of iron ore in the municipality of Doña Remedios Trinidad [DRT], in which municipal mayor, Ronaldo T. Flores, has been the subject of numerous complaints.”

He added that “there are also conflicting large-scale mining claims secured by several security guards that fuel tension in the said municipality.”

Alvarado said that investigation reports of the Department of Environment and Natural Resources, its Mines and Geosciences Bureau, Cenro and Benro also show illegal mining activities in DRT.

Due to these circumstances, the governor has requested the Sangguniang Panlalawigan of Bulacan to “urgently pass a resolution providing for a moratorium in the mining of iron ore and other metallic mineral resources and urge the secretary of the DENR to immediately suspend and/or cancel all large mining claims, mineral production sharing agreements, exploration permits and all other permits that are destructive in nature and/or with complaints and violations to protect our last great forest, the Sierra Madre Mountains and the people of Bulacan. More so, this would not only prevent the repeat or occurrence of such disaster but also the eruption of further lawless violence in the area.”

Meanwhile, on Tuesday the committee on justice and good governance of the Sangguniang Panlalawigan recomended the six-month suspension of Flores after he was found guilty of conflict of interest, abuse of authority, and violations of RA 7160 and RA 6317.

Six provincial board members voted in favor of suspending the DRT chief executive, three voted against the suspension, and four were absent.

Committee Chairman Enrique de la Cruz Jr. said that after almost two months of hearing and deliberating the merits of the cases, the body agreed that complainant Roberto Sembrano, village chief of Barangay Camachin, were able to prove the complaints.

De la Cruz said that it was very clear that the accused is a public officer and that he has direct or indirect financial or pecuniary interest in any business, contract or transaction.

The body also found that the mayor has indeed abused his power when he used his position as municipal mayor to favor his trucks as the hauler of iron ore of Ore Asia Mining and Development Corp. by issuing permits, use of municipal employees in his personal business ventures, apprehension of rival trucks and threatening Ore Asia that he will not issue permit if they will not hire his company to haul ore and use the Ore Transport Permit of Ore Asia.

Bulacan mayor gets 6 month suspension

MALOLOS CITY, Philippines – The Bulacan provincial council suspended Donya Remedios Trinidad (DRT) town Mayor Ronaldo Flores for six months starting Tuesday.

Vice Governor Daniel Fernando said the decision is immediate and executory after Gov. Wilhelmino Alvarado signed it.

He said for more than three months, the Bulacan provincial council conducted series of investigation on the charges of conflict of interest and violation of environmental laws against Flores.

“He is found guilty in the charges files against him.” Fernando said in a telephone interview.

He said the plenary made the decision after members of the Committees on Environment and Good Governance voted unanimously.

Named after the mother of former First Lady Imelda Marcos, DRT is the youngest town in the province that was carved from the towns of San Miguel, Angat and Norzagaray in 1976.
