COTABATO CITY, July 5 -– Despite security issues in the region, the Regional Board of Investments (RBOI) of the Autonomous Region in Muslim Mindanao (ARMM) on Wednesday announced it approved the PHP3 billion telecommunication investment of Tierone Communications International, Inc. (TierOne).
COTABATO CITY, July 5 -– Disaster and health officials in the Autonomous Region in Muslim Mindanao (ARMM) embarked on a daily feeding program for internally displaced persons (IDPs), in partnership with foreign and local aid agencies.


Lawyer Ishak Mastura, chairperson of the Regional Board of Investments (RBOI-ARMM), made the announcement Wednesday in a statement released to media outlets here.
The project, dubbed “Universal Feeding”, will provide nutritious food to IDPs in more than 80 evacuation centers of Marawi displaced families in Iligan City and other Lanao del Sur towns.


Mastura said the investment was approved during the third Joint Management Committee and Board of Governors’ meeting.
Dr. Kadil Sinolinding Jr., regional secretary of the Department of Health (DOH-ARMM), said health providers from Lanao del Sur Integrated Provincial Health Office workers of the ARMM Humanitarian Emergency Action Response Team (HEART) are tasked to ensure evacuees are getting proper nutrition to save them from the risk of diseases common in crowded and unhealthy condition in evacuation centers.


He said the investment project seeks to put up a telecommunications carrier in the ARMM. Initially, TierOne planned to conduct its first rollout program for Marawi City.
In most evacuation centers, IDPs get noodles and canned goods as emergency food supplies. But health officials said frequent intake of canned goods, noodles and the like may not provide proper nutrition to the IDPS.


However, due to the ongoing Marawi siege the company had to re-evaluate its business plan and program of works.
Lawyer Laisa Alamia, ARMM executive secretary, said daily ARMM-HEART and DOH workers have been feeding mothers and children with correct and proper nutrition dubbed as Universal Feeding in partnership with United Nations agencies.


Mastura said TierOne expressed readiness to continue with a rollout program for Marawi City in conjunction with the rehabilitation and reconstruction program of the government for Marawi City.
“We provide them with nutritious foods and we will be doing this until the end of the year,” Alamia told a news conference in Cotabato City.


It will wait for the government to tap it for the rebuilding of Marawi City, particularly, putting up its planned state of the art telecommunications infrastructure for Marawi City.
At the end of the year, Alamia said health workers will conduct post nutrition programs, like weighing the children and IDPs, measuring their height to determine if there are health improvement indicators.


While the rehabilitation of Marawi has yet to commence, Mastura said the firm has decided to roll out first a pilot program for its telecommunications project by building facilities in the ARMM government compound in Cotabato City serving the ARMM government agencies.
The feeding program coincides with the observance of Nutrition Month in July.


The company intends to eventually cover all ARMM areas with an investment of about PHP3.0 billion with provision for expansion and infusion of additional capital as needed.
Without revealing statistics due to its unavailability as of posting, Sinolinding said diarrhea and respiratory disease are the leading illnesses IDPs are facing.


It will provide cellular service in 2G, 3G, 4G, LTE, broadband wireless internet to homes and enterprises, and Wi-Fi for public or common areas.
On Wednesday, in Saguiaran Elementary School evacuation site in Saguiaran, Lanao del Sur, DOH-ARMM and ARMM-HEART workers will repack food donations for the IDPs.
 
With the fastest internet service of 3,000 kB/s download speeds, it will provide coverage for Voice Over Internet Protocol (VOIP) services. It will be using the latest technology, such as fiber optics and satellite relay with international gateway facility.
 
Mastura said TierOne is 70 percent owned by Filipinos and 30 percent owned by Australians.
 
It obtained a franchise to operate as a telecommunications service provider from the Regional Legislative Assembly of the ARMM a few years back.
 
“In previous years, we were not able to get a spectrum from the Regional Telecommunications Commission since the National Telecommunications Commission had not allocated the same for the ARMM,” said Jonathon Bentley Stevens, the president of TierOne.
 
”So we did not start commercial operations in the region even though we had already put up the initial facilities, such as transmission towers. However, we believe that with the oft-expressed desire of President Rodrigo Duterte to open up the telecommunications sector in the Philippines this is the right time to restart the project,” Stevens added.
 
Mastura noted that telecommunications, particularly the internet, is a big enabler for private enterprise and provides big job opportunities.
 
“In today’s interconnected world with the rise of social media, web-based businesses and a global supply chain using the internet, such investment in telecommunications by TierOne in the ARMM will make the region more integrated and plugged into the rest of the country, while allowing the region to access and compete in the burgeoning ASEAN economy, as well as, the global market,” said Mastura.
 
ARMM Regional Governor Mujiv Hataman lauded the RBOI and TierOne for working hand in hand to push forward the project despite initial frustrations and setbacks.
 
“Since the Regional Telecommunications Commission is directly under the Office of the Regional Governor, we will work to make the project a reality in the ARMM,” Hataman said.
