Hadji Sadikul Adalla Sahali was born on June 18, 1941 in Luuk, Sulu to a family of farmers, where he inherited his love for the earth and its produce.
 
In 1965, Gov. Sahali graduated from the Mindanao Agricultural College (now Central Mindanao University) in Musuan, Bukidnon with a degree of Bachelor of Science in Agricultural Engineering.
 
A farmer by occupation, Gov. Sahali first threw his hat in the political arena in 1971 when he ran and won as Mayor of Panglima Sugala (formerly Balimbing), Tawi-Tawi, where he served his constitutents for the next 16 years until 1987. During the 1988 elections, he sought to retain the mayoralty seat and handily won and served for two terms until 1995.
 
In May 1998, he aspired for a higher post and won as Governor of the Province of Tawi-Tawi where he served until 2001. In 2004, Gov. Sahali got a fresh mandate to serve the people of Tawi-Tawi. During the May 14, 2007 elections, an overwhelming majority of the constituents there voted to give him a second consecutive term to complete the various socio-economic programs and projects for the development of the province. His colleagues likewise elected him as regional chairman for ARMM in the National Executive Board of the League of Provinces of the Philippines.
 
Dick, as he is fondly called, is married to Juana Maquiso Sahali, a principal of Batu-Batu National High School in Panglima Sugala, Tawi-Tawi.
