Tree planting under “One Million Bitaog Initiative” coincide with Earth Day 2012

ODIONGAN, Romblon, April 30 (PIA) -- A tree planting activity under the “One Million Bitaog Initiative” in collaboration with TRAVESIA, Inc., Romblon State University and Provincial/Municipal local government units was held in the bay of Barangays Ligaya and Tabing-dagat, Odiongan, Romblon in observance of Earth Day last April 22.

The “One Million Bitaog Initiative” is a climate change mitigation project of Cong. Eleandro Jesus F. Madrona in Romblon. The activity was participated by key stakeholders in this municipality and hosted by Romblon Ecumenical Forum Against Mining (REFAM) and Alliance of Students Against Mining (ASAM).

Based on studies, Bitaog Tree (Calophyllum inophyllum) is a mangrove species which can grow up to a height of 25-30 meters and is good for preventing and controlling the environmental condition. It is also good for shade and windbreak because of its dense foliage. Its seed is the best source of tamanu oil, renowned for its healing properties on wounds, including severe cuts and burns, general skin care and cosmetic purposes.

Cong. Madrona led the tree planting activity after a short program with the key stakeholders and other participants. He said that this project will greatly benefit communities by addressing the issues of coastal erosion through stabilization measures and reforestation aside from other benefits derived from it.

In his message, he reminded the participants to take good care of mother earth and plant more trees for the preservation and protection of the environment.

Religious leaders like Bishop Ronelio V. Fabriquer, Msgr. Nonato Ernie V. Fetalino and Pastor Herminigildo G. Allera also urged responsible stewardship on God’s creation.

ABC President Michael M. Arevalo, in behalf of all barangay captains of this municipality gave his strong commitment to the project.






Pirates strike near Tubbataha

MANILA, Philippines - An abandoned Malaysian barge loaded with electrical and construction materials and believed to have been raided by pirates was found drifting near the Tubbataha Reef in Palawan, the Philippine Coast Guard (PCG) reported yesterday.

PCG Palawan deputy commander Capt. Perfecto Eden said Wantas VII was found adrift while Wantas VI, the tugboat towing the barge, remains missing.

“The Malaysian Maritime Enforcement Agency told us that the last communication they had with the tugboat master was last April 16,” Eden said.

Eden said pirates might have attacked the two vessels. He said the shipping containers in the barge showed signs of having been forcibly opened.

In a report to PCG-Palawan district commander Commodore Enrico Efren Evangelista, Eden said M/Y Palau Sport spotted the barge drifting at 3.5 nautical miles southeast of South Islet in Tubbataha, Cagayancillo, Palawan last Thursday.

Upon verification, members of the PCG, accompanied by the Navy and civilian park rangers assigned at the Tubbataha Reef, saw the barge, measuring between 30 to 50 meters. They tried communicating with the vessel but there was no response.

When they boarded the vessel, they found eight shipping containers containing electrical and construction supply materials.

14M Pinoys still at risk of contracting malaria - DOH

MANILA, Philippines - Despite gains in the campaign against malaria, 57 out of 80 provinces in the Philippines are still malaria-endemic, putting at risk 14 million Filipinos, the Department of Health said.

In a statement, the DOH said six more provinces are expected to be declared malaria-free this year. These provinces are Batanes, Abra, Quirino, Romblon, Misamis Occidental, and Dinagat Islands.

"The current malaria situation in the Philippines shows a large, steady reduction in both the number of cases and deaths. Last year, there were a total of 9,154 malaria cases,...a 53-percent reduction from the 19,644 cases in 2010," DOH said.

There were 10 malaria deaths for 2011, a 67-percent reduction from 30 deaths in 2010.

Agri registry system launched in Romblon

ROMBLON, Romblon, April 24 (PIA) -- The Department of Budget and Management (DBM) launched a registry system in Romblon for basic sectors in agriculture through the Good Governance and Anti-Corruption (GGAC) cluster of the national government.

The Registry System for Basic Sectors in Agriculture (RSBSA) for basic sectors in agriculture was conceptualized to organize information about the agriculture sector.

One of the priority programs of the good governance cluster is the digitization of basic agricultural information that includes the profile of farmers, farm laborers, fishermen, and their farming and fishing activities.

A total of 223 interviewers were hired to implement the registration process in the province. They were guided by 219 barangay secretaries who acted as their immediate supervisors in the entire registration process.

The Municipal Planning and Development Coordinators served as the over-all supervisors in their respective municipalities. The month-long activity showed the cooperation between the local government units and the registry system partner agencies to ensure the success of the said project.

ENRO facilitates turn-over of endangered sea eagle to DENR-CENRO

ODIONGAN, Romblon, April 22 (PIA) -- The Provincial Government- Environment & Natural Resources Office (ENRO) through ENRO Raynaldo Angel M. De Juan and Raymund G. Inocencio, Wildlife Enforcement Officer facilitated the formal turn-over of the endangered sea eagle to the custody of DENR-CENRO in Odiongan, Romblon.

According to Mr. Julie M. Rafael, a fisherman and resident at Sitio Landing, Barangay Tubigon, he decided to surrender the sea eagle because of his limited financial resources to buy food for the bird. He added that it was captured last April 13 around 2:00 p.m.. at the coastal area of the same barangay.

On April 18, upon the request of Rafael, the municipal government of Ferrol through Municipal Agriculturist Gelito and Agricultural Technologist Rommel F. Faderogaya extended assistance to the said fisherman for the turn- over of the endangered sea eagle to the concerned government authorities located at Odiongan, Romblon.

Based on the documentation of EMS II Raymund G. Inocencio- PG ENRO, the sea eagle was identified as an adult White-Bellied Sea Eagle (Haliaeetus leucogaster) also known as the White-breasted Sea Eagle which possessed a white head, breast, under-wing coverts and tail. The upper parts are grey and the black under-wing flight feathers contrast with the white coverts. The tail is short and wedge-shaped as in all Haliaeetus species. It has brown feathers, chalky white legs, a bluish-gray bill, and gray-feathered breast.

One of the bird's wings measures two feet and nine inches (0.84 meter); the length from head to tail measures two feet and three inches (0.69 meter) and weighs 2.4 kilos.

The bird is in good condition even although the right eye is blind. This bird species is included in the lists of Convention on International Trade and Endangered Species of Wild Fauna and Flora as an endangered species not necessarily threatened with immediate extinction but which could become so unless trade is closely controlled. The distribution of this bird is throughout the Philippines and indigenous to Southeast Asia.

Under the Wildlife Act of 2001 (RA 9147), collecting, hunting, or possessing wildlife, their by-products and derivatives such as White-bellied Sea Eagle without legal documents is illegal. For any person who undertakes illegal acts under this category, the following penalties and/ or fines shall be imposed: imprisonment of six months and one day to one year and a fine of P10,000 to P100,000. Eco-friendly project gets push at 2nd Romblon Provincial Fair

ODIONGAN, Romblon, April 20 (PIA) -- The Charcoal Briquetting Project showcasing local, low-tech and environment-friendly technology from biowastes caught the attention of various local and foreign nationals during the 2nd Romblon Provincial Fair in Children’s Paradise, Odiongan, Romblon.

It aims to save trees and generate income among local residents through the utilization of biowastes and address the environmentally degrading side effects associated with the production and consumption of traditional charcoal.

The project targets households and other institutions with a goal to create general awareness and increase the use of briquettes as an inexpensive and eco-friendly alternative to traditional charcoal amongst the general public particularly in Tablas Island, Romblon. The project will tap local investors and other stakeholders in establishing briquettes sales outlets in the Municipality of Odiongan and nearby municipalities.

A demonstration process on how to produce biowaste briquettes and equipments was made last April 8-12 spearheaded by personnel from Provincial Government- Environment & Natural Resources Office (ENRO) EMS II Raymund G. Inocencio, EMS I Daisy F. Familaran, FWII Dennis F. Magno, FW I Larry G. Forio, AA IV Adrian C. Gaytano with the participation of Mr. Mirlobin V. Gaa, the local developer/fabricator of briquetting equipments from Calatrava, Romblon.

NDRRMC: 44 hurt in road accidents in Romblon, La Union, Benguet

At least 44 people were injured, three of them seriously, in road accidents in Romblon, La Union, and Benguet, the National Disaster Risk Reduction and Management Council (NDRRMC) said on Monday.

In Romblon, an overloaded passenger jeep fell off a cliff at 11:00 a.m. on Sunday.

The initial investigation showed that the jeep driven by Cresencio Malavega, 58, was carrying 25 passengers including the conductor when it fell 20 to 30 feet while negotiating a steep portion of the road.

The NDRRMC said three of the passengers were seriously hurt: Flordeliza dela Cruz, 68 Milagros Muyo, 68 Kathleen dela Cruz, 21

The passengers were taken to the Romblon District Hospital for treatment.

Meanwhile, in La Union, a Baguio Bus Line (AVW-176) tipped on its side while negotiating a sharp curve along Naguilian Road in Sitio Gabor in Old Poblacion village in Burgos town in La Union at 7:00 p.m. on Sunday.

Benguet accident

Meanwhile, seven people were injured after an Isuzu jeep bound for Dagupan, Pangasinan went out of control after its brakes failed along Badiwan, Poblacion in Tuba, Benguet at 6:10 p.m. Friday.

26 injured as passenger jeep plunges into Romblon ravine

MANILA — Twenty-six people were reported injured after a passenger jeepney plunged into a 30-meter ravine in Barangay Palje, Romblon, Romblon Sunday morning. A report forwarded by the Romblon police to the Philippine National Police headquarters in Camp Crame, Quezon City said the accident took place at 11 a.m. Initial investigation indicated that the jeepney (DWX-636) landed in the ravine after the vehicle swerved to avoid another light utility vehicle coming from the opposite direction. Bystanders and responding police units immediately rescued the injured passengers and brought them to the nearest medical center for treatment.

STUDENT KILLED POLICE are investigating the death of a female college student in barangay Cogon-Pardo, Cebu City. Mary Luz Candoli, 19, a first year Hotel Restaurant and Management in a Cebu City university, was shot dead in her house on Wednesday night. Police said the woman’s boyfriend Julito Ponce, 41, a plumber, was a suspect in the killing. He could not be found after the woman was killed. Police said Candoli was last seen alive with Ponce going to the second floor of the house. Before they went up, the boyfriend handed his salary to the woman. Ponce also owns an Internet cafe in sitio Romblon, barangay Inayawan where he lives. Police said that according to the caretaker of the Internet shop, Jeremias Zapanta, 25, he heard a gunshot ring out a few minutes after the couple went upstairs. Zapanta later found the woman in the room with a gunshot wound in the chest. A .45 pistol and four bullets were recovered in the crime scene. Zapanta said he didn’t see the couple fighting or notice any commotion before that. PO1 Esmer Escultor, homicide investigator, said there was talk that Ponce claimed that what happened was an accident. Jealousy is still being considered a possible motive for the killing due to reports that Ponce was upset after he caught the woman chatting with another man on Facebook. /CORRESPONDENT CHITO O. ARAGON MAN HOLDS MOTHER HOSTAGE A MENTALLY unstable man held hostage his mother with a bladed weapon yesterday in their house in Liloan town, north Cebu. Condino “Dondon” Transmonte, 49, was armed with a 12-inch scythe and two spears when he started acting strange at about 5 a.m. His 89-year-old mother, Desideria Transmonte escaped unharmed after three hours in sitio Capas, barangay Catarman, She slipped out the house back door while Condino was negotiating with police past 8 a.m. At 11:30 a.m., Condino surrendered peacefully to the police. Condino said he had no intention of hurting his mother and that he just asked her to lock the house because someone was out to kill him. Desideria told police that her son ate only a little food in the past few days and had been drinking heavily. She said she wouldn’t file charges but police said they would file an alarm and scandal case against Condino.

Coast guard station Romblon on full alert for Holy Week

ROMBLON, Romblon, April 4 (PIA) -- The Philippine Coast Guard (PCG) in Romblon is on full alert as the nation observes the Holy Week.

LTJG. Geoffrey Espaldon of the Philippine Coast Guard (PCG), commanding officer of Coast Guard Station Romblon said that in compliance with the Department of Transportation and Communications Office directive, the PCG will will undertake proactive measures to organize and set-up a DOTC Passenger Assistance Center or help desk dubbed as “ Oplan Ligtas Kwaresma 2012.”

This is established in partnership with Philippine Ports Authority, Maritime Industry Authority (MARINA), other government organizations and non-governmental organizations.

With the heavy influx of passengers during this period, the help desk which is located in strategic areas within the ports will ensure orderly operation of sea transport facilities, safe and convenient travel of the seafaring public from March 29 to April 11.

The Passenger Assistance Center shall act as facilitators on the requests and complaints of the seafaring public and shall refer the matter on hand to the office of shipping or boat operators concerned and shall be guided by relevant vessel safety standards and regulations to ensure safe voyage at all times.

Coast Guard Station Romblon will intensify its Mandatory Pre-Departure Inspection (MPDI) to check the appropriate capacity of the vessel, adequate number of life-saving equipment, and appliances for the safety and security of the vessel and riding public. This is to prevent over-crowding and overloading of vessels.

The riding public are advised to come early prior to departure to avoid hassles caused by influx of passengers and to be vigilant or cautious during their voyage on this Holy Week celebration.

LGU Clarin now the “Bayong Capital” of Mis. Occ.

CLARIN, Misamis Occidental, April 2 (PIA) -- The local government unit (LGU) of Clarin has added a new name for itself, that of being “The Bayong Capital” of Misamis Occidental, aside from being the “Suman Capital” of the province.

This, after Clarin went into the mass production of “bayong” (native bag) to replace the plastic shopping bags in the markets and allow local weavers to earn more.

Mayor David Navarro said these bayongs are made from biodegradable materials, specifically from the leaves of the romblon plants, that are abundant in the area.

Mats made of romblon, like that of pandan and the ticog reed, cool and soothe the body.

“Being biodegradable, the romblon plants are, therefore, friendly to the environment,” the Mayor added.

He said going into bayong production is in coordination with the Department of Trade and Industry (DTI) which conducted the training for the residents who wanted to learn about bayong-weaving and bag-making. The shift from plastic to natural materials is congruent to a worldwide altered mindset to use items made of natural fibers, as much as possible.

During the 91st Araw ng Clarin Anniversary celebration, DTI Director Delia Ayano thanked the Mayor for giving importance to the concern for environment protection. (PI /PIA 10, Misamis Occidental)

CSC turns over Botika Project to gov't employees cooperative in Romblon

SAN FERNANDO, Romblon, Apr. 1 (PIA) -- The CSC Regional Office No. 4, represented by CSC Field Office – Romblon recently turned over the medicines for Botika para sa Taumbayan to San Fernando, Romblon Government Employees Multi-Purpose Cooperative (SFRGEMPC).

In line with the CSC’s Strategic Priority - Cultivating Harmony, Morale, and Wellness in the Workplace, the Department of Health (DOH) and the Civil Service Commission (CSC) forged a Memorandum of Agreement (MOA) creating Botika para sa Taumbayan.

The DOH granted 15 million worth of medicines to initiate 300 drug retail stores in government agencies. Romblon province was allotted with five (5) slots.

SFRGEMPC led in complying the requirements of the Botika outlet. It will sell low priced but quality medicine to government employees and to the public.

Ms. Chuchi Andres, Municipal HRMO explained to the government employees and cooperative members how the botika will operate after the turn-over.

Ms. Corona A. Tandog, Senior Personnel Specialist, Civil Service Commission – Romblon Field Office, explained the programs of the Commission specifically the Botika para sa Taumbayan.
