The Philippines has been a "decentralized" form of government since 1991, contrary to what most Filipinos think. Ever since the creation of Republic Act 7160, each LGU is responsible for its own domain. Even the smallest LGU the barangay creates its own Budget. It is not dependent on handouts from the city, municipality or province. "IMPERIAL MANILA IS A MYTH!", it does not exist anymore. The Philippine budget formulation system is not centralized. "Budgetary planning has been DECENTRALIZED since 1991". It is the responsibility of each LGU to submit their budgetary needs for review. Failure to submit is the problem.

Geography of Bangued, Abra, Philippines

Bangued is a landlocked municipality. It is elongated in shape towards the north and south, and bisected through the center by the large Abra River. It is situated in the western portion of the province with boundaries defined by the Province of Ilocos Norte and the Municipality of Danglas in the north; La Paz, Tayum and Peñarrubia in the east; San Isidro in the south, and Langiden and Pidigan in the west.

Bangued has a total land area of about 112.4 km² accounting for 2.83% of the total area of the province. It is generally mountainous from north to south; however, it is flat and rolling at the midsection. From here it has an elevation of 30 meters above mean sea level. In the north, which consists mostly of mountains, elevation ranges from 60 to 1,036 meters. In the south, which is interspersed with mountain and hills, elevation ranges from 45 to 300 meters. One such hill is Cassamata Hill which was declared a national park.

Bangued is accessible through the Abra-Ilocos Sur National Road from the west, Abra-Kalinga Road from the northeast, and Abra-Ilocos Norte Road from the North. It is 408 km from Manila, 197 km from Baguio City and 60 km from Vigan City. The climate falls under the first type of tropical climate, which is characterized by two pronounced seasons, dry from November to April and wet during the remaining months of the year. Prevailing wind blowing in the area is mostly in the direction from northwest to southeast. It is situated in the western portion of the province with boundaries defined by the Province of Ilocos Norte and the Municipality of Danglas in the north; La Paz, Tayum and Peñarrubia in the east; San Isidro in the south, and Langiden and Pidigan in the west.

History of Bangued, Abra, Philippines

Bangued means "ROADBLOCK". The town of Bangued is bounded on the north by the town of Danglas, on the south by the towns of Pidigan and Peñarrubia, on the east by the towns of La Paz and Tayum and move on the west by the town of Langiden and the province of Ilocos Sur.

Bangued is at present the provincial capital of Abra province. It was established as a regular town in 1598 and was made as the seat of the provincial government of Abra on July 25, 1861, which inauguration was coincided with the Feast Day Saint James the Great.

The early settlers were the Tinguians belonging to the Bago, Itneg, Masadjit, lbanao, Indayas tribes, who latter intermarried with the inunigrating Ilocos Sur.

The Tinguians were opposed to Christianization which was introduced by the Friars who penetrated the eastern settlements. The Tinguian residents prevented the Spaniards from penetrating their area of which they placed roadblocks on all roads leading to the place. They also cut big logs and thrown to the Abra river to prevent the incoming colonizers from entering the area with the use of their boats and bamboo rafts. These logs were made as obstacles and big rocks were placed along the roads which the natives called "BANGEN" meaning obstacles.

When the conquistadores led by Juan de Salcedo decided to penetrate the area, they proceeded eastward and saw for themselves the big logs along the Abra river and the big stones which were place blocking all roads leading to the community. The Salcedo's subaltern happened to meet one of the natives and asked what was the name of the place and thinking that they were inquiring about the big stones that were placed on the roads, he answered "BANGEN" and the subaltern jotted down on his notebook about the word "BANGEN".

The Spaniards were successful in their attempt to penetrate the inner communities in the east by removing the obstacles saying in Spanish "Abra ese obstucus" and it was in that happening when they developed the area and established the towns and barangays. The place where they found many obstacles, they named it "Bangen" and the province they called it "Abra".

When the Americans colonized the country they established the civil form of government and when they formally declared the town Bangen as a regular municipality they named it "BANGUED" a modification of the word Bangen and when the town was made a Provincial Capital of the province of Abra, they retained the name as Bangued up to this day. The Philippines is a tropical country and practically anything will grow. The DENR has the planting trees project that goes on every year. Lots of picture taking for the media. Planting trees one by one is the "human" way of doing it. This individual planting of trees is good if done to "line" the roads and highways with trees or along fences or property divisions, or if you have a plantation.

To reforest the nation of the Philippines we have to plant trees the "mother nature" way. Sow the seeds during the rainy season. Go deep into "bald" forests and plant trees by sowing seeds. If there's not enough volunteers to do this, use the military helicopters to fly over the designated areas and sow the seeds.

We are using our rivers as our sewer system. If you ask a Filipino, "Are the Filipinos a clean people?" The answer is an automatic, "Yes!". However, the Filipinos are suffering from the same disease or attitude as most people do, and that is the "NIMBY" disease or "NIMBY" attitude. (NIMBY) Not In My Back Yard. So it is OK to dump my garbage and sewer there. Not mine! Someone else will take care of it.

This attitude is killing our rivers. Your great-grandparents, grandparents or parents were once proud to tell the stories of how they enjoyed swimming in the river behind your house or nearby. However, you can't say the same or tell the same stories to your kids or grand kids. Why? Because your generation is killing the river.
