CITY OF MALOLOS, Bulacan- Bulakenyos with pets, especially dogs and cats, were urged to bring their animals to the Provincial Veterinarian Office (PVO) in the Capitol compound to get free anti-rabies vaccine this Rabies Awareness Month. 
 
“The province of Bulacan remains committed to its advocacy on animal welfare and public health and safety, thus building public awareness on the prevention and control of rabies through education and vaccination,” said the Provincial Public Affairs Office (PPAO) in a statement.
 
According to Dr. Voltaire Basinang, provincial veterinarian, about 20,000 dogs and cats have been around the province have been inoculated with free anti-rabies vaccine since January up to March. 
 
Apart from information dissemination campaign in elementary schools, Basinang said that free vaccination will be conducted throughout the month in different barangays in the province while free anti-rabies shots will be given during weekdays in the PVO.
 
PPAO said that the Provincial Government of Bulacan headed by Governor Wilhelmino Alvarado is committed in achieving a rabies-free Philippines by 2020 in line with the observance of Rabies Awareness Month in the country this March.
“To protect every Bulakenyo against rabies exposure, Alvarado urges the public to have their pets, especially dogs and cats, vaccinated with anti-rabies vaccines being offered free by the Provincial Veterinarian Office,” PPAO added.
Rabies is a deadly disease of animals caused by a virus which is transmissible to human beings through the bites of infected animals, through contact of the saliva with an opening or wound in the skin, causing acute inflammation of the brain and the spinal cord. It can also be transmitted through aerosol transmission, faulty vaccines, and tissue and organ transplants.

PRESIDENT Benigno Aquino III declared April 23, a Monday, as special non-working day in Plaridel, Bulacan in commemoration of the Battle of Quingua.
 
Executive Secretary Paquito N. Ochoa, Jr. signed Proclamation No. 350 declaring the holiday to give the people of Plaridel the full opportunity to celebrate and participate in the occasion.
 
The Battle of Quingua was fought on April 23, 1899 in Quingua (now Plaridel,) during the Philippine-American War.
 
Filipino soldiers led by General Gregorio del Pilar attacked a reconnaissance mission under Major Franklin Bell. The battle was one of the most significant victories of the Filipinos during the war.

CITY OF MALOLOS, Bulacan- The Bulacan Provincial Police Office (BPPO) has announced a 29.93-percent drop in crime rate in 2011.
 
BPPO director Police Supt. Fernando Mendez, Jr. reported during the Peace and Order Council Meeting yesterday here that 14,155 crime incidents were recorded last year against the 20,202 of 2010, marking a decrease of 6,047 incidents.
 
“Bulacan may be considered as one of the leading provinces in terms of growth nationwide. And based on crime statistics, it may be safe to declare that Bulacan still continues to enjoy a generally peaceful and orderly situation,” said Mendez.


The BPPO also disclosed the arrest of four most wanted criminals in the province last year.
A security aide of Justice Secretary Leila de Lima was found dead on a roadside in San Ildefonso, Bulacan, at dawn yesterday.


Out of the 14,155 cases last year, the BPPO had filed suit to 3,253 which posted a cases cleared efficiency of 22.98 percent as compared to the 15.12 percent in 2010. The Bulacan police also solved 1,940 cases where suspects were arrested, exceeding its crime solution efficiency of 15 percent in 2010 to 22.98 percent.
De Lima said Alister Quintos, 32, an organic member of the Department of Justice’s (DOJ) Intelligence Service Operations Group (ISOG), was apparently shot once in the body.


“The considerable decrease in the total crime volume and the remarkable improvement in the crime solution efficiency and crime cleared efficiency ratings could be attributed to the all-out campaign of this office against criminality,” said Mendez.
“We are all shocked. We were together last night when they took me home and he was okay,” she said.


The BPPO has trimmed the index crimes from 11,597 in 2010 to last year’s 7,820.
Senior Supt. Fernando H. Mendez Jr., Bulacan police director, said Quintos’ body was found in Barangay Garlang. He was wearing black pants, black shoes and a white polo shirt over a white t-shirt.


Index crimes include homicide, rape, robbery, burglary, aggravated assault, larceny, motor vehicle theft and arson.
Police recovered from the victim’s pockets a Nokia cell phone, a Swiss knife, a lighter, a P500 bill and a P100 bill.


“Definitely, your police shall never waver to intensify efforts to curb criminality, maintain peace and order, and ensure the security and safety of the people of Bulacan,” added Mendez.
De Lima said one of her aides had dropped Quintos off in Cubao, Quezon City, Thursday night.

CITY OF MALOLOS, Bulacan- Public and private establishments in Bulacan have outlined their month-long activities in line with the observation of Fire Prevention Month this March.
The secretary said Quintos’ service firearm was missing.


With the theme “Makiisa, Makialam, Makipagtulungan upang Sunog ay Maiwasan,” the event aims to increase the consciousness of Bulakenyos in fire prevention and to prevent fire incidents in the province.
De Lima admitted they have no idea who killed Quintos or why, saying the aide did not mention any threats to his life. She described Quintos as “kind, quiet, and would always smile.


Felicisima Mungcal, head of the Provincial Disaster Risk Reduction and Management Council, said a bloodletting drive and a fire awareness run will be held this month to be participated by policemen, firemen, non-government response teams, military and employees of the Provincial Capitol.
She said she has ordered the National Bureau of Investigation (NBI) to conduct a parallel probe of the aide’s death.


Souvenir items will be given to the first 150 participants while trauma kits and other prizes will be awarded to the winners of the said marathon.
Bulacan police believe Quintos was killed somewhere else and dumped in San Ildefonso.


Mungcal added that a region-wide fire and earthquake drill will again take place at the Provincial Capitol apart from seminars and fire safety trainings.
Police established his identity after calling Benito Talabucon from Quintos’ cell phone.


Governor Wilhelmino Alvarado said awareness in fire safety must always start in homes to educate the children of fire prevention measures.
Talabucon said he was a member of ISOG.


“The building of the Provincial Capitol must also be taken cared of as the second home of the Bulakenyos. This is why the employees of the Capitol will be taught first so that they could contribute their knowledge to the progress of the government and the country,” said Alvarado in Filipino.
De Lima said her other security detail tried calling up Quintos’ two mobile phone numbers. A recording answered in the first number, while the second phone was already in police custody.


Meanwhile, SM City Baliwag will hold a fire and earthquake drill on March 10 in partnership with the Bureau of Fire Protection.
De Lima said they will also conduct their own investigation on the incident.  


“Every day, thousands of people visit shopping malls to spend quality time with their loved ones. In the events of emergency situations like earthquake and fire, customer safety is a top priority,” said press relations officer Beverly Cruz.

CITY OF MALOLOS, Bulacan- The Department of Trade and Industry (DTI)-Bulacan has conducted a seminar on detecting fake flat glass to warn consumers as there were reports citing that hundreds of “guerilla” glass retailers are operating in the province.
CITY OF MALOLOS, Bulacan- Tourism Infrastructure and Enterprise Zone Authority (TIEZA) Chief Operating Officer Mark Lapid encouraged local government of Bulacan to finish as early as possible the Angat Water Park Eco Tourism project in Sitio Pugpog, Brgy. Sta. Cruz, Angat recently.


DTI-Bulacan director Rhine Aldana said many flat glasses which are used in making windows, doors and high-rise buildings are substandard and pose hazard to consumers especially to children.
During the groundbreaking ceremony and signing of memorandum of agreement between the local government of Bulacan and TIEZA, Lapid said their office is willing to invest funds for the realization of the project.


“Many flat glasses are imported and there is no problem if they were, but if they are smuggled, the consumers will be left pitiful. They will just be surprised that their glasses will fall and children might be hit,” said Aldana in the seminar which was first conducted in Bulacan among Central Luzon provinces.
“The plan for this project is already available. But I suggest to every municipalities covered by this project to think of something unique or have distinct tourist attractions in their own municipality to avoid competition and provide different activities for tourists visiting the water park,” said Lapid.


According to Virna Liza Villareal, press relations director of Flat Glass Alliance of the Philippines, Inc., there were reports that poor quality flat glasses in malls had fallen and injuries were cited.
Bulacan Governor WIlhelmino M. Sy-Alvarado said that they are giving their 100 percent support on this project that is designed to develop Angat River into a three-hectare Environment Water Sports Facility which will provide a complete adventure package of water sports and activities.


Villareal said that they had apprehended fake retailers in Central Luzon and had sealed their products with the help of DTI.
“Investors are very willing to invest in Bulacan, that’s why there is a huge potential for development and progress. But with development also comes our responsibility to our environment. We must properly monitor the execution of this project so as to continuously preserve the abundant gift of nature found in this place,” said Alvarado.


“A glass cooked less is sensitive to temperature that it could break. They might have distortion in the surface, blemishes, thickness and low transmittance of light,” said Villareal.
He added that this project will cover four towns in the province such as Angat, Norzagaray, Bustos and San Rafael.


A fake glass, she added, has defects like chipping, scratches, bubbles and stones.
Also, Angat Mayor Gilberto Santos, who initiated the project, added that they had constructed roads going to the area, nipa huts built, and water sports equipment like water bikes and kayaks readied.


Oscar Caluag, president of Bahay Bulacan Hardware Association, Inc., said hundreds of guerilla glass retailers or those who contract and install aluminum and glass at a cheaper price are difficult to apprehend.
“We are planning to put amenities such as water skiing, jet skiing, boating, kayaking, zipline, wakeboarding, floating restaurants, fishing and picnic areas. We are hoping that the entire facility will be finished next year,said Santos.


He said the underground contractors could operate with the use only of “simple equipment” like screwdrivers, glasscutters, saw and electric drills.
San Rafael Mayor Lorna Silverio, Norzagaray Mayor Feliciano Legaspi and Bustos Mayor Arnel Mendoza also joined in signing the memorandum of agreement between TIEZA and the local government units involved.


With this, Aldana said they would coordinate with local government units and monitor glass retailing shops which would be followed by inspection and confiscation operations when found culpable of selling substandard glasses.
With all the resources and plans put in place, Lapid remarked, very soon people will say, “Water sports are more fun in Bulacan!”


“Legal vendors and consumers could contact DTI. We want to educate not only the retailers but the consumers,” said Aldana.

CITY OF MALOLOS, Bulacan- The British ambassador has remarked yesterday in his visit that Bulacan is a magnet for investments with its accessible location.
A joint project of the Provincial Government of Bulacan headed by Gov. Wilhelmino M. Sy-Alvarado and Philippine Development Assistance Funds (PDAF) of Senator Allan Peter Cayetano, the grant aims to rehabilitate the businesses of the victims of typhoons “Pedring” and “Quiel” in the first district.


British ambassador to the Philippines Stephen Lillie acclaimed the province for its “warm welcome” after being received by Governor Wilhelmino Alvarado, Northern Luzon Command chief Lt. Gen. Anthony Alcantara, town mayors, government officials and teachers at The Pavilion, Hiyas ng Bulacan Convention Center in this city.
“Ang livelihood assistance cash grant na ito ay hindi dapat pabayaan sapagkat ito ay biyaya na kinakailangang pagyamanin at palaguin,” Alvarado said.


“Your great province has so many things to offer. It is a well-situated place for investments and there are lots of job opportunities,” Lillie said.
“After two-three months, kukumustahin ang nabigyan ng nasabing grant at kapag lumago ang kanilang business ay makakatanggap sila ng additional incentives,” Provincial Social Welfare and Development Office Department Head Rowena Joson-Tiongson said.
“In my two and a half years as the British ambassador, I am deeply touched by the warm welcome of the Filipino people. The welcome of Bulacan is just as warm,” he added.


The ambassador also commended the new tourism slogan of the country, saying it is apt to the diverse attractions and sites found here.
Aside from the awarding of cash donation, Provincial Cooperative and Economic Development Office head Jovito Saguinsin and Provincial Youth, Sports, Employment, Arts, Culture and Tourism Office head Elizabeth Alonzo also conducted an orientation on Simple Accounting and Basic Management.


“It’s more fun in the Philippines, more fun in Bulacan. The slogan is correct. I wish success for the tourism here,” he said.
The orientation aims to educate the beneficiaries of the livelihood assistance in responsible management of their businesses.


Meanwhile, Alvarado said that the British Embassy and the provincial government will discuss the youth exchange program in which Bulakenyo students could study in the United Kingdom which has one of the largest and most technologically sophisticated armed forces in the world.
Saguinsin added that the orientation was focused on small-scale businesses.


“May this meeting serve as a recommitment between Britain and Bulacan to help one another in search of common solutions to our common problems and share the same dreams that sent you across the high seas and onto Southeast Asia and still fires the nobility in our hearts and lights up our indomitable spirit,” Alvarado said.
Aside from Dr. Willie Buenaventura, Sen. Cayetano’s representative, also present at the event were Department of Social Welfare and Development Regional Director Adelina Apostol, Vice Gov. Daniel Fernando, First District Board Members Felix Ople, Michael Fermin, and Therese Cheryll Ople.


Lillie was accompanied by Her Majesty’s Consul Brendan Gill and some British youth from the Global Exchange Program.

CITY OF MALOLOS, Bulacan- The Malolos City Police Station (MCPS) has started accepting applications for police aspirants under the Philippine National Police (PNP) Recruitment program.
With its theme “Kalusugan ng Batang Bulakenyo, Sigurado Basta I-GP Mo!” the Provincial Public Health Office went to different health centers, rural health units and community health centers wherein 374,978 children were given Vitamin A to increase their body resistance and 416,643 children aged less than five years old were given deworming tablets.


PO1 Agnes M. Baluyot of MCPS said aspirants could submit their applications to their office located at the Malolos City proper beside the city hall.
Bulacan governor Wilhelmino M. Sy-Alvarado advised pregnant women to visit the nearest health center regularly for sure ways of child healthcare that include regular check-ups by the midwives, nurses or doctors until they give birth, as well as giving care for the newborn baby.


Baluyot said the applicants would undergo six months of training in the Regional Training School at Magalang, Pampanga.
He also recommended exclusive breastfeeding for babies until they are six months old, complete vaccination, vitamin A supplementation and deworming every six months.


Qualifications include Filipino citizenship; with good moral character; must have passed the psychiatric/psychological, drug and physical tests to be administered by the PNP or a government hospital accredited by the National Police Commission (NAPOLCOM); must possess a formal baccalaureate degree; and must be eligible in accordance with the standards set by the commission.
“If there is sickness or if symptoms persist, consult the doctor for the necessary treatment. Parents should also teach the children proper hygiene and oral health, maintenance of cleanliness of the environment such as proper way of brushing, washing of hands, use of toilet and making each home smoke-free,” said Alvarado.


The applicants also must not have been dishonorably discharged from military employment or dismissed for any cause from any civilian position in the government; must not have been convicted of a crime involving moral turpitude; must be at least 1.62 meters in height for male and 1.57 meters for female; and at least 21 but not over 30 years of age.
The governor added that Bulacan supports the DOH’s bi-annual program being conducted during the months of April and October that aims to reduce various illnesses among children that usually result to their early death. He also pointed out the importance of promoting positive childcare behavior and education of the public on matters concerning the significance of maternal healthcare and newborn care.  


Those who would want to take the position Police Officer 1 should have an eligibility which could be acquired from the PNP Entrance Exam by the National Police Commission, Civil Service Commission Police Officer 1, or from passing the bar or board exams.

CALUMPIT, Bulacan — The Sergio Bayan Park in front of the municipal hall in Barangay Balungao in Calumpit is being reconstructed following the damage wrought by floods last September, according to local government authorities. A Historical Corridor will be erected in the park and will hold historical treasures of the 437-year-old town, the oldest in Bulacan. PULILAN, Bulacan- The local police join the Valentine’s Day celebration in this municipality which kicked-off with a fun run dubbed as “Run for Your Heart” at 5 in the morning yesterday.
 
In her report to Senior Supt. Fernando Mendez Jr., Bulacan police director, Supt. Myrna Reyes, Pulilan’s chief of police, stated that the 4-kilometer run from Bgy. Tibag to the quadrangle of Pulilan Municipal Building was headed by Hon. Mayor Vicente Esguerra and  participated by more or less 150 runners composed of municipal employees, barangay chairmen, tanods, including civic organizations and local police.
 
The fun run which aims to promote health consciousness was followed by “Taebo Aerobics” at around 6 in the morning at the municipal quadrangle. An acoustic band also performed during the event to cool down the runners.
 
The program was concluded by the signing of “manifesto of commitment” by Elena C. Santos, Municipal Agrarian Reform officer; Loreto De Jesus, Municipal Agriculture officer; and Teresita Tetangco, Municipal Environmental and Natural Resources officer to signify full support to the National Greening Program of the government through the implementation of “Pulis Makakalikasan: 10 Milyong Puno Pamana sa Kinabukasan.

MALOLOS CITY, Bulacan- Motorists now only wait for the formal opening of the Plaridel Bypass Road as the almost 10-kilometer artery to the North Luzon Expressway (NLEX) is already complete.
 
Public Works and Highways Secretary Rogelio Singson said that the new road network is expected to be opened this March as installation of teller machines for the toll plaza were to be finished.
 
“This is our long-term solution to the congested traffic in Daang Maharlika particularly in Sta. Rita exit of NLEX,” said Singson in Filipino.
 
Motorists going north of Bulacan like Nueva Ecija, Quirino, Isabela and Cagayan have been griping over the long queues in the Sta. Rita exit as no other convenient route is available.
 
According to Roberto Ocampo, resident living near the said exit and who is commuting to Manila every day, the traffic in the area is so choked-up even in normal days.
 
“You could not even tell what the occasion is because even if it is not a holiday, the traffic is so slow. Unlike when you’re going to Baguio, if you don’t want to use the MacArthur Highway, there is NLEX,” said Ocampo in Filipino.
 
Shane Velasco, a professor in Bulacan State University and frequent driver, said the quality of the Plaridel Bypass Road is “so great” that the driver would not feel the acceleration of the vehicle.
 
He added that it only took five minutes from the new toll plaza to Pulilan town compared to an hour and 30 minutes wasted when stuck in intense traffic in Daang Maharlika from Sta. Rita exit going to Pulilan.
 
The Japan International Cooperation Agency (JICA) funded P680 million for the Plaridel Bypass Road which traverses the towns of Balagtas, Guiguinto, Plaridel and Pulilan.
 
This bypass road, phase I of a three-contract package for the construction of a 26-km road to San Rafael town, and a phase II crossing Bustos and Angat towns were all funded by JICA with P1.7 billion.

MEYCAUAYAN City- Authorities arrested four suspected motorcycle thieves while “cannibalizing” a stolen motorcycle in Bgy. Lawa, this city, Saturday.
 
Bulacan police director Senior Supt. Fernando H. Mendez Jr., said the arrested suspects were identified by Meycauayan police chief Supt. Hector Samar as Efren Mondonedo Jr., 26, pedicab driver, of 54 J. Legaspi St., Bgy Zamora; Jonathan Talusig, 26, of 87 Villano St., Bgy. Zamora; John Anthony Ocampo, 18, single, jobless, of 54 Bgy. Mendez said the suspects were nabbed at around 2:45 a.m. in the act of dismantling a motorcycle at Blk. 2, Lot 1, Phase 2, Meywoods Villages, Bgy. Lawa, from an information given by a concerned citizen.
 
Confiscated from the suspects were dismantled parts of a motorcycle and a plate number 3357RJ.
 
Initial investigation disclosed that the dismantled motorcycle was reportedly stolen on February 10 at about 8 p.m. in front of the residence of Luiz Marquez, Jr. on J. Legaspi St., Bgy. Zamora, Meycauayan City.
 
The stolen motorcycle is registered to Ronnie Calderon, of 84 Tinejero, Pulilan, Bulacan, brother-in-law of Luiz Marquez.
 
The arrested suspects and dismantled motorcycle were placed under the custody of Meycauayan police. Criminal charges will be filed against the suspects.

MALOLOS CITY, Bulacan, Philippines — Rescuers and social workers in Bulacan are now more prepared in addressing emergencies after completing a three-day workshop and seminar on Basic/Intermediate Course on Incident Command System (ICS) which ended last Friday at the Hiyas ng Bulacan Convention Center, here.
 
ICS is a systematic tool used for the command, control, and coordination of emergency response, said Governor Wilhelmino M. Sy Alvarado, who stressed on the need for such training.
 
“Filipinos have always lived in harm’s way because of the country’s geographical location and other emerging hazards like climate change that is why there is really a need to know how to handle emergencies,” said Alvarado.


Liz Mungcal, Executive Officer of the Provincial Disaster Risk Reduction and Management Office (PDRRMO), said the objectives of the course were to enhance understanding of ICS as a vital tool for effective disaster response; familiarize with the concepts, organizations, features and terminologies of ICS; and demonstrate knowledge of basic functions through exercises and discussion.
CITY OF MALOLOS—As the commercial price of palay rises way past the government’s support buying price of P17 a kilo, farmers are selling to commercial grain traders rather than to the National Food Authority (NFA).


“This seminar is just one of our projects to help prepare those directly involved in rescue and relief efforts during calamities. It’s a venue to answer the questions and challenges that they may be confronted with in times of emergency, so that when the situation presents itself, they know what to do,” Mungcal said.
Early in March, the Department of Agriculture announced that it is willing to buy more palay from farmers—as much as 1.2 million metric tons this year—as the country cuts down on its importation of milled rice from neighboring countries.


Speakers include Subic Bay Metropolitan Fire Chief Ranny Magno, Angelito Layug and chief of operations and warning; Jeffrey Lapid from the Olongapo City Disaster Risk Reduction and Management Office (DRRMO); and Noel Dacio from the SBMA Fire Department.
Agriculture Secretary Proceso Alcala said that stepping up the government’s procurement of palay from farmers will encourage them to plant more and boost the country’s chances of becoming self-sufficient in rice by the year 2013.


Also present to share their experiences in emergency response operations were Office of Civil Defense Region 3 (OCDR3) Director Josefina Timoteo and Fire Senior Superintendent Joseph Bacareza.
The NFA buys palay from farmers to stabilize prices particularly during the harvest season when the farm-gate price of palay usually nosedives because of an abundant supply.


Lapid said the purpose of ICS, using management best practices, is that it ensures the safety of responders and others; achievement of tactical objectives; and efficient use of resources.
Serafin Manalili, provincial manager of NFA in Bulacan, told the BusinessMirror that rice traders in Intercity Industrial Estate in Bocaue—a major rice trading center of the country—are currently buying palay from P17.80 to P18.80 a kilo depending on its quality and variety.


“ICS is flexible and can be used for incidents of any type, scope, and complexity. ICS allows its users to adopt an integrated organizational structure to match the complexities and demands of single or multiple incidents,” he said.
Manalili said that they simply cannot compete with commercial grain traders from buying local farmers produce.


Rudy Bartolome from MDRRMC-Paombong, one of the attendees said the course is a big help for them to respond quickly and effectively to incidents.
He also added that as the rice lean months approaches, commercial palay prices are expected to increase further.


The Module includes the Philippine Risk Reduction and Management System, Principles and Fundamentals of ICS, ICS Organization and Staffing, Incident Facilities, Organizing and Managing Incident Events, Delegation of Authority, Incident Resources and Resource Management, Incident and Event Planning, and Transfer of Command/Demobilization/Closeout.
For the current year, Manalili said they have set a target of 450,000 sacks of palay to buy from local farmers in the province. However, they have only been able to procure more or less 22,000 sacks of palay when farmers stopped selling their produce to the NFA and instead haggled for the much higher price from commercial traders.

Bulacan bagged nine gold, six silver and four bronze medals to seal the competition dubbed as the “Olympics of blue-collar jobs” which was revived after a six-year hiatus.
A New York-based think tank is urging the World Bank (WB) to fund the cleanup of the Marilao-Meycauayan-Obando River System (MMORS), which it considered as the fifth dirtiest waterway on earth in its 2005 survey of 200 rivers worldwide.


“This win shows that Bulacan shines not only in Central Luzon but also worldwide. They are globally competitive,” said Dang Sagum, supervising technical education skills development specialist of Technical Education and Skills Development Authority (TESDA)-Bulacan.
Blacksmith Institute (BI) is a leading organization on pollution control in the world and has lobbied consistently for multilateral financial insti¬tutions to support clean-up programs in Asia, Latin America, and Africa.


Bataan placed second with six gold, seven silver and five bronze medals, followed by Pampanga with three gold, four silver medals. Aurora got a medal tally of 3, 2, 2 respectively, Tarlac with 2, 4, 3, Nueva Ecija with 2, 3, 4 and Zambales with 1, 1 and 3.
Two BI officials arrived here last week to conduct an ocular inspection of MMORS.


The gold medal winners in the event will move on to represent Central Luzon to the Philippine National Skills Competition tentatively scheduled on March. The top performers will compete in the Association of Southeast Asian Nations (ASEAN) level in Indonesia.
BI director for operations John Keith, and technical adviser Jim Darling met with Bulacan Governor Wilhelmino Sy Alvarado on Thursday.


Asked what took Bulacan to win the competition, Sagum said the technical and vocational trainers and students contained the attitude at par in the globally competitive arena.
Alvarado heads the MMORS’ water quality management board.


“The Bulakenyos really prepared for it (skills competition). They want to glorify the province and show their drive for pride,” said Sagum.
The governor told the BI executives that before any massive clean-up effort for MMORS is undertaken, there should be strict enforcement of local and national laws to prevent the dumping of industrial and household waste into the river.


Aside from medals, the Bulakenyo participants who competed among the about 700 participants last January 25 to 26 also received P30,000 cash incentive and trophy.
Alvarado wants enforcers to break old habits, particularly on waste disposal.
 
Governor Wilhelmino Alvarado lauded the delegates of the province, saying the competition is a big help to the “youth to show their skills and intelligence which are now in-demand in other countries.”
 
The participants vied in 18 trade areas which include information technology, welding, web design, electrical installation, hairdressing, automobile technology, cooking, restaurant service, refrigeration, graphic design, electronics, information network cabling and mechatronics.

San Rafael received a cash prize worth P100, 000 and  P1 million aid for infrastructure projects. The resolution, certified as urgent, would also “urge the DENR secretary to suspend/cancel all mining claims, exploration permits, mineral production sharing agreement, etc., that are destructive and/or violative of existing laws, rules and regulations.
A flood-proof sanitary landfill is being built in the village with support from the local and national governments.


Alvarado said, “the several disasters that befell our province are really alarming. Our recent flooding experiences teach us to be more vigilant and proactive in the protection of the environment and natural resources.
Ecoshield has a standing agreement with the Bulacan provincial government and the Department of Environment and Natural Resources (DENR) to initiate the cleanup of MMORS.  


The governor said, “It is not only climate change that should be blamed for all these disasters. MALOLOS CITY, Bulacan — Rampant incidents of bullying by students towards fellow students at schools prompted the Sangguniang Panlalawigan (Bulacan Provincial Board) to pass Provincial Ordinance No. 2012-06, the Anti-Bullying Ordinance.


In his request to the provincial council of Bulacan, the governor said, “With disturbing lawlessness in the mountains and the denuded state of our watersheds in Bulacan, there is an urgent need to protect the Sierra Madre Mountains to prevent the clear and present danger of violence and impending disaster.”
Timely and relevant, the measure authored by Board Member Therese Cheryll Ople (1st District) and Board Member Mark Jerome Anthony Santiago (Sangguniang Kabataan Provincial Federation president) is an “ordinance restricting the prevalence of harassment and finger-pointing or “bullying” and the like in all schools either private or public in the province.”


The governor said, “The most prominent of these lawlessness and destructive activities is the mining of iron ore in the municipality of Doña Remedios Trinidad [DRT], in which municipal mayor, Ronaldo T. Flores, has been the subject of numerous complaints.
Governor Wilhelmino M. Sy Alvarado supports the ordinance and its provision for the establishment of a provincial council called Panlalawigang Konseho sa Pagsasawata sa Bullying that will formulate plans and policies and monitor and evaluate the implementation of the ordinance.


He added that “there are also conflicting large-scale mining claims secured by several security guards that fuel tension in the said municipality.
The Council is headed by the governor and the Mayors’ League president, Mayor Donato Marcos of Paom¬bong, and representatives from the Department of Education (DepEd), and the president of the Provincial League of Barangay Chairmen.


Alvarado said that investigation reports of the Department of Environment and Natural Resources, its Mines and Geosciences Bureau, Cenro and Benro also show illegal mining activities in DRT.
It will also involve the repre¬sentatives from the Bulacan Private Schools Athletic Association (BULPRISAA), private and non-government organizations, religious groups, and the Philippine Association of Graduate Education (PAGE)- Bulacan Chapter as members.


Due to these circumstances, the governor has requested the Sangguniang Panlalawigan of Bulacan to “urgently pass a resolution providing for a moratorium in the mining of iron ore and other metallic mineral resources and urge the secretary of the DENR to immediately suspend and/or cancel all large mining claims, mineral production sharing agreements, exploration permits and all other permits that are destructive in nature and/or with complaints and violations to protect our last great forest, the Sierra Madre Mountains and the people of Bulacan. More so, this would not only prevent the repeat or occurrence of such disaster but also the eruption of further lawless violence in the area.
Bullying, is defined as “any severe or repeated use by one or more students of a written, verbal or elec¬tronic expression, or a physical act or gesture to put someone in reasonable fear,the ordinance states.


Meanwhile, on Tuesday the committee on justice and good governance of the Sangguniang Panlalawigan recomended the six-month suspension of Flores after he was found guilty of conflict of interest, abuse of authority, and violations of RA 7160 and RA 6317.

Six provincial board members voted in favor of suspending the DRT chief executive, three voted against the suspension, and four were absent.
MALOLOS CITY, Bulacan — Provincial officials will implement a massive tree-planting program for the Sierra Madre mountain range in the eastern side of Bulacan that will be in conjunction with a project to rehabilitate the heavily-polluted Marilao-Meycauayan-Obando river system.


Committee Chairman Enrique de la Cruz Jr. said that after almost two months of hearing and deliberating the merits of the cases, the body agreed that complainant Roberto Sembrano, village chief of Barangay Camachin,  were able to prove the complaints.
This was revealed yesterday by Governor Wilhelmino M. Sy Alvarado after meeting Wednesday night with officials of different government agencies and the New York-based environmental watchdog Blacksmith Institute.


De la Cruz said that it was very clear that the accused is a public officer and that he has direct or indirect financial or pecuniary interest in any business, contract or transaction.

The body also found that the mayor has indeed abused his power when he used his position as municipal mayor to favor his trucks as the hauler of iron ore of Ore Asia Mining and Development Corp. by issuing permits, use of municipal employees in his personal business ventures, apprehension of rival trucks and threatening Ore Asia that he will not issue permit if they will not hire his company to haul ore and use the Ore Transport Permit of Ore Asia.

MALOLOS CITY, Philippines – The Bulacan provincial council suspended Donya Remedios Trinidad (DRT) town Mayor Ronaldo Flores for six months starting Tuesday.
During the meeting, Alvarado told the Blacksmith team that plans are underway for the dredging of the MMO river system, as well as the planting hundreds of thousands of mangroves along the said rivers, which the Blacksmith Institute has branded as among the 30 mostdirtiest rivers in the world.


Vice Governor Daniel Fernando said the decision is immediate and executory after Gov. Wilhelmino Alvarado signed it.
He said that the provincial government is also coordinating with the mayors of Caloocan City and Valenzuela city in the cleaning of the river system since most pollutants came from industries in those cities.


He said for more than three months, the Bulacan provincial council conducted series of investigation on the charges of conflict of interest and violation of environmental laws against Flores.
“We are not playing politics here. Everybody, especially the communities in the said areas, must help in cleaning the rivers, “ Alvarado said.


“He is found guilty in the charges files against him.” Fernando said in a telephone interview.
The Blacksmith team said that their role is to initiate proposals and technical solutions that’s why they are conducting the consultative discussion.


He said the plenary made the decision after members of the Committees on Environment and Good Governance voted unanimously.
“Everything goes down to the river. For the dredging to be successful we must stop the source of the pollution,” said John Kieth of the Blacksmith Institute.


Named after the mother of former First Lady Imelda Marcos, DRT is the youngest town in the province that was carved from the towns of San Miguel, Angat and Norzagaray in 1976.
The governor said that the negative image of the rivers should be erased because investors are now looking north of Metro Manila and they can’t promote the province unless the bad image will be erased.

De Lima’s Security Escort Found Dead In Bulacan

A security aide of Justice Secretary Leila de Lima was found dead on a roadside in San Ildefonso, Bulacan, at dawn yesterday.

De Lima said Alister Quintos, 32, an organic member of the Department of Justice’s (DOJ) Intelligence Service Operations Group (ISOG), was apparently shot once in the body.

“We are all shocked. We were together last night when they took me home and he was okay,” she said.

Senior Supt. Fernando H. Mendez Jr., Bulacan police director, said Quintos’ body was found in Barangay Garlang. He was wearing black pants, black shoes and a white polo shirt over a white t-shirt.

Police recovered from the victim’s pockets a Nokia cell phone, a Swiss knife, a lighter, a P500 bill and a P100 bill.

De Lima said one of her aides had dropped Quintos off in Cubao, Quezon City, Thursday night.

“He was supposed to be on his way home to Antipolo,” she said.

The secretary said Quintos’ service firearm was missing.

De Lima admitted they have no idea who killed Quintos or why, saying the aide did not mention any threats to his life. She described Quintos as “kind, quiet, and would always smile.”

She said she has ordered the National Bureau of Investigation (NBI) to conduct a parallel probe of the aide’s death.

Bulacan police believe Quintos was killed somewhere else and dumped in San Ildefonso.

Police established his identity after calling Benito Talabucon from Quintos’ cell phone.

Talabucon said he was a member of ISOG.

De Lima said her other security detail tried calling up Quintos’ two mobile phone numbers. A recording answered in the first number, while the second phone was already in police custody.

De Lima said they will also conduct their own investigation on the incident.

TIEZA urges Bulacan to speed up water park development

CITY OF MALOLOS, Bulacan- Tourism Infrastructure and Enterprise Zone Authority (TIEZA) Chief Operating Officer Mark Lapid encouraged local government of Bulacan to finish as early as possible the Angat Water Park Eco Tourism project in Sitio Pugpog, Brgy. Sta. Cruz, Angat recently.

During the groundbreaking ceremony and signing of memorandum of agreement between the local government of Bulacan and TIEZA, Lapid said their office is willing to invest funds for the realization of the project.

“The plan for this project is already available. But I suggest to every municipalities covered by this project to think of something unique or have distinct tourist attractions in their own municipality to avoid competition and provide different activities for tourists visiting the water park,” said Lapid.

Bulacan Governor WIlhelmino M. Sy-Alvarado said that they are giving their 100 percent support on this project that is designed to develop Angat River into a three-hectare Environment Water Sports Facility which will provide a complete adventure package of water sports and activities.

“Investors are very willing to invest in Bulacan, that’s why there is a huge potential for development and progress. But with development also comes our responsibility to our environment. We must properly monitor the execution of this project so as to continuously preserve the abundant gift of nature found in this place,” said Alvarado.

He added that this project will cover four towns in the province such as Angat, Norzagaray, Bustos and San Rafael.

Also, Angat Mayor Gilberto Santos, who initiated the project, added that they had constructed roads going to the area, nipa huts built, and water sports equipment like water bikes and kayaks readied.

“We are planning to put amenities such as water skiing, jet skiing, boating, kayaking, zipline, wakeboarding, floating restaurants, fishing and picnic areas. We are hoping that the entire facility will be finished next year,” said Santos.

San Rafael Mayor Lorna Silverio, Norzagaray Mayor Feliciano Legaspi and Bustos Mayor Arnel Mendoza also joined in signing the memorandum of agreement between TIEZA and the local government units involved.

With all the resources and plans put in place, Lapid remarked, very soon people will say, “Water sports are more fun in Bulacan!”

500 Families In Bulacan Receive P5,000 Gov’t Cash Grant Each

CITY OF MALOLOS, Bulacan — Five hundred families from the first district of Bulacan received P5,000 cash grants from the Livelihood Assistance for Neighborhood in Need through Cash Grant held at the Bulacan Capitol Gymnasium in this city yesterday.

A joint project of the Provincial Government of Bulacan headed by Gov. Wilhelmino M. Sy-Alvarado and Philippine Development Assistance Funds (PDAF) of Senator Allan Peter Cayetano, the grant aims to rehabilitate the businesses of the victims of typhoons “Pedring” and “Quiel” in the first district.

“Ang livelihood assistance cash grant na ito ay hindi dapat pabayaan sapagkat ito ay biyaya na kinakailangang pagyamanin at palaguin,” Alvarado said.

“After two-three months, kukumustahin ang nabigyan ng nasabing grant at kapag lumago ang kanilang business ay makakatanggap sila ng additional incentives,” Provincial Social Welfare and Development Office Department Head Rowena Joson-Tiongson said.

Aside from the awarding of cash donation, Provincial Cooperative and Economic Development Office head Jovito Saguinsin and Provincial Youth, Sports, Employment, Arts, Culture and Tourism Office head Elizabeth Alonzo also conducted an orientation on Simple Accounting and Basic Management.

The orientation aims to educate the beneficiaries of the livelihood assistance in responsible management of their businesses.

Saguinsin added that the orientation was focused on small-scale businesses.

Aside from Dr. Willie Buenaventura, Sen. Cayetano’s representative, also present at the event were Department of Social Welfare and Development Regional Director Adelina Apostol, Vice Gov. Daniel Fernando, First District Board Members Felix Ople, Michael Fermin, and Therese Cheryll Ople.

Bulacan provides health services for children

CITY OF MALOLOS, Bulacan- Bulacan has intensified its comprehensive medical services provision to new born children up to 59 months during the first round launch of the Department of Health’s program Garantisadong Pambata (GP) held recently in this province.

With its theme “Kalusugan ng Batang Bulakenyo, Sigurado Basta I-GP Mo!” the Provincial Public Health Office went to different health centers, rural health units and community health centers wherein 374,978 children were given Vitamin A to increase their body resistance and 416,643 children aged less than five years old were given deworming tablets.

Bulacan governor Wilhelmino M. Sy-Alvarado advised pregnant women to visit the nearest health center regularly for sure ways of child healthcare that include regular check-ups by the midwives, nurses or doctors until they give birth, as well as giving care for the newborn baby.

He also recommended exclusive breastfeeding for babies until they are six months old, complete vaccination, vitamin A supplementation and deworming every six months.

“If there is sickness or if symptoms persist, consult the doctor for the necessary treatment. Parents should also teach the children proper hygiene and oral health, maintenance of cleanliness of the environment such as proper way of brushing, washing of hands, use of toilet and making each home smoke-free,” said Alvarado.

The governor added that Bulacan supports the DOH’s bi-annual program being conducted during the months of April and October that aims to reduce various illnesses among children that usually result to their early death. He also pointed out the importance of promoting positive childcare behavior and education of the public on matters concerning the significance of maternal healthcare and newborn care.

Palay price increases pose problems for NFA

CITY OF MALOLOS—As the commercial price of palay rises way past the government’s support buying price of P17 a kilo, farmers are selling to commercial grain traders rather than to the National Food Authority (NFA).

Early in March, the Department of Agriculture announced that it is willing to buy more palay from farmers—as much as 1.2 million metric tons this year—as the country cuts down on its importation of milled rice from neighboring countries.

Agriculture Secretary Proceso Alcala said that stepping up the government’s procurement of palay from farmers will encourage them to plant more and boost the country’s chances of becoming self-sufficient in rice by the year 2013.

The NFA buys palay from farmers to stabilize prices particularly during the harvest season when the farm-gate price of palay usually nosedives because of an abundant supply.

Serafin Manalili, provincial manager of NFA in Bulacan, told the BusinessMirror that rice traders in Intercity Industrial Estate in Bocaue—a major rice trading center of the country—are currently buying palay from P17.80 to P18.80 a kilo depending on its quality and variety.

Manalili said that they simply cannot compete with commercial grain traders from buying local farmers produce.

He also added that as the rice lean months approaches, commercial palay prices are expected to increase further.

For the current year, Manalili said they have set a target of 450,000 sacks of palay to buy from local farmers in the province. However, they have only been able to procure more or less 22,000 sacks of palay when farmers stopped selling their produce to the NFA and instead haggled for the much higher price from commercial traders.

He noted that the bulk of palay coming from rice-producing provinces in Northern Luzon usually arrives in Intercity during the month of April and traders usually buy stocks of the staple grain for the lean months on the third quarter of the year.

To prevent unscrupulous traders from abusing the open importation rice program of the government, Manalili said they have thoroughly investigated the capabilities and documents of the 327 farmers cooperatives in Bulacan which will participate in the program.

They are set to trim the list down further amid speculations that that unscrupulous traders use dubious farmer’s cooperatives in importing rice to the detriment of local farmers and legitimate rice traders.

110 wanted persons arrested in Bulacan

MALOLOS City- The Bulacan Provincial Police Office (BPPO) yesterday reported the arrest of 110 wanted persons in its anti-crime drive last month.

Bulacan police director S/Supt. Fernando Mendez Jr. said the series of apprehension is part of BPPO’s continuous conduct of manhunt operations against persons with warrants of arrest in the province.

Among those apprehended include Roberto Ramos, 32, resident of Bgy. Sta. Rosa II, Marilao, Bulacan; Ernesto Azaña, 21, of Bgy. Taal -- the second most wanted in Pulilan town; Resituto Fajardo, 63, of Bgy. Sapang Bulak, and the No.1 most wanted person in Doña Remedios Trinidad, Bulacan.

The Sta. Maria police under S/Supt. Lailene Amparo has the most number of arrests with 16. San Jose del Monte City police headed by Supt. Marcos Rivero has 11 arrests and Pulilan police under Supt. Camilo Lintao ranks third with 10.

River Cleanup In Bulacan Eyed

A New York-based think tank is urging the World Bank (WB) to fund the cleanup of the Marilao-Meycauayan-Obando River System (MMORS), which it considered as the fifth dirtiest waterway on earth in its 2005 survey of 200 rivers worldwide.

Blacksmith Institute (BI) is a leading organization on pollution control in the world and has lobbied consistently for multilateral financial insti¬tutions to support clean-up programs in Asia, Latin America, and Africa.

Two BI officials arrived here last week to conduct an ocular inspection of MMORS.

BI director for operations John Keith, and technical adviser Jim Darling met with Bulacan Governor Wilhelmino Sy Alvarado on Thursday.

Alvarado heads the MMORS’ water quality management board.

The governor told the BI executives that before any massive clean-up effort for MMORS is undertaken, there should be strict enforcement of local and national laws to prevent the dumping of industrial and household waste into the river.

Alvarado wants enforcers to break old habits, particularly on waste disposal.

Keith and Darling, accompanied by Jenny Amparo, the BI country coordinator based at the University of the Philippines – Los Baños (UPLB), also visited the mangrove nursery of the Ecoshield Development Corporation in Barangay Salambao, Obando.

A flood-proof sanitary landfill is being built in the village with support from the local and national governments.

Ecoshield has a standing agreement with the Bulacan provincial government and the Department of Environment and Natural Resources (DENR) to initiate the cleanup of MMORS.

Bulacan: Anti-Bullying Ordinance Takes Effect

MALOLOS CITY, Bulacan — Rampant incidents of bullying by students towards fellow students at schools prompted the Sangguniang Panlalawigan (Bulacan Provincial Board) to pass Provincial Ordinance No. 2012-06, the Anti-Bullying Ordinance.

Timely and relevant, the measure authored by Board Member Therese Cheryll Ople (1st District) and Board Member Mark Jerome Anthony Santiago (Sangguniang Kabataan Provincial Federation president) is an “ordinance restricting the prevalence of harassment and finger-pointing or “bullying” and the like in all schools either private or public in the province.”

Governor Wilhelmino M. Sy Alvarado supports the ordinance and its provision for the establishment of a provincial council called Panlalawigang Konseho sa Pagsasawata sa Bullying that will formulate plans and policies and monitor and evaluate the implementation of the ordinance.

The Council is headed by the governor and the Mayors’ League president, Mayor Donato Marcos of Paom¬bong, and representatives from the Department of Education (DepEd), and the president of the Provincial League of Barangay Chairmen.

It will also involve the repre¬sentatives from the Bulacan Private Schools Athletic Association (BULPRISAA), private and non-government organizations, religious groups, and the Philippine Association of Graduate Education (PAGE)- Bulacan Chapter as members.

Bullying, is defined as “any severe or repeated use by one or more students of a written, verbal or elec¬tronic expression, or a physical act or gesture to put someone in reasonable fear,” the ordinance states.

Bulacan Set On Saving Watershed

MALOLOS CITY, Bulacan — Provincial officials will implement a massive tree-planting program for the Sierra Madre mountain range in the eastern side of Bulacan that will be in conjunction with a project to rehabilitate the heavily-polluted Marilao-Meycauayan-Obando river system.

This was revealed yesterday by Governor Wilhelmino M. Sy Alvarado after meeting Wednesday night with officials of different government agencies and the New York-based environmental watchdog Blacksmith Institute.

The Blacksmith Institute team headed by John Kieth, Jim Darling, Dr. Robert Kurkjian and BI country coordinator Jenny Amparo are still holding consultative meetings with local government units and stakeholders at the Hiyas ng Bulacan Convention Center, here.
