These tribal people are some of the indigenous peoples of the Philippines. Their tribes existed in the Philippines long before Islam and Christianity arrived in the Philippines. The Muslims only showed up in the year 1380. However, many Muslim historians and politicians have successfully convinced the government of the Philippines to make their tribal names synonymous with the word Muslim. Many of these tribal people are non-muslims and following different religions. By sheer political clout the Muslims of the Philippines managed to persuade the Philippine government to create the [[ncmf|National Commission on Muslim Filipinos]] with a yearly budget of over 500 million pesos per year. Non-Muslims do not belong to this commission and it is strictly for Muslims only and its [[Ncmf#Mandates_of_the_NCMF|mandate]] is for the betterment of the Muslim people and spreading Islam in the Philippines.

This is the reason why legislature is talking about the BBL. This is the reason why the Philippines spends over 25 billion pesos per year in financially supporting the spread of Islam in the Philippines. When the BBL gets approved, the budget will more than likely skyrocket to over 50 billion pesos per year.

The NCMF violates the [[Philippine_Constitution#Section_6|1987 constitution]]. First and foremost, the Muslims are followers of ISLAM and not per se all indigenous.

As an example: A Muslim Filipino with and Arabian heritage, is not an indigenous person. He is Muslim but not by any definition an indigenous person. He is a muslim-filipino with an arabian heritage. Don't be confused with race and religion. There are many Muslims in the Philippines who fall into this category.

If a tribe converts to Islam and all the members of that tribe become Muslims, it does not make the Muslims indigenous, it only makes the indigenous people in that tribe Muslims.

The National Commission on Indigenous Peoples ([[NCIP]]) is a government organization that support all indigenous people, Muslims, Christians, Non-Muslims and non-Christians. So why does the Philippines continue to support the National Commission on Muslim Filipinos ([[NCMF]]), which is strictly for Muslims only and with a strict mandate to spread ISLAM in the Philippines.

The National Commission on Muslim Filipinos ([[NCMF]]) is the silent GIANT of ISLAM in the Philippines. The Bangsamoro or ARMM are geographically limited to Mindanao. While the NCMF is loose and free to roam throughout the Philippines and establish offices financed by the Philippine government. The NCMF used to have offices only in Mindanao. Now they have 11 regional offices throughout the Philippines (Luzon, Visayas, Mindanao). Their goal is to open an office for each of the [[Provinces of the Philippines|81 province]] in the Philippines.

So what did the Philippine government do? 

Congress created two commissions. The NCIP (national commission on indigenous peoples) and the (national commission on muslim filipinos). 

Now here is the part that hurts. They (congress) concentrated on helping the Muslims instead, because the government classified the Muslims as '''indigenous''' people. Why?  Because they wanted to appease the rebellious Muslims.

==What some Filipino Politicians say about the indigenous people==
Former Senator Aquilino Pimentel Jr., a prominent supporter of federalism does not know, is ignorant or simply refuses to understand the meaning of the word "indigenous". He believes that Moros are indigenous people. Doesn't he know that Moro means Muslim? Some moros may be indigenous, but definitely not all.
