Land access to Peñarrubia is primarily via road from Bangued and other lowland municipalities of Abra, using the provincial and national road network that links the town to the rest of the province and to Ilocos. From Metro Manila and other regions of Luzon, travelers typically reach Bangued by bus or private vehicle and then continue by jeepney, van, or other local transport to Peñarrubia. The nearest major airports serving travelers to Abra are in Baguio City and Laoag City, while the closest significant seaports are located along the Ilocos and La Union coasts. From these coastal and airport gateways, overland travel provides access to Bangued and onward to Peñarrubia.
