The Philippines has been a "decentralized" form of government since 1991, contrary to what most Filipinos think. Ever since the creation of Republic Act 7160, each LGU is responsible for its own domain. Even the smallest LGU the barangay creates its own Budget. It is not dependent on handouts from the city, municipality or province. "IMPERIAL MANILA IS A MYTH!", it does not exist anymore. The Philippine budget formulation system is not centralized. "Budgetary planning has been DECENTRALIZED since 1991". It is the responsibility of each LGU to submit their budgetary needs for review. Failure to submit is the problem.

Wars of ancient history were about possessions, territory, power, control, family, betrayal, lover's quarrel, politics and sometimes religion.

But we are in the Modern era and supposedly more educated and enlightened .

Think about this. Don't just brush off these questions.

  • Why is RELIGION still involved in WARS? Isn't religion supposed to be about PEACE?
  • Ask yourself; What religion always campaign to have its religious laws be accepted as government laws, always involved in wars and consistently causing WARS, yet insists that it's a religion of peace?

There are only two kinds of people who teach tolerance:
  1. The Bullies. They want you to tolerate them so they can continue to maliciously deprive you. Do not believe these bullies teaching tolerance, saying that it’s the path to prevent hatred and prejudice.
  2. The victims who are waiting for the right moment to retaliate. They can’t win yet, so they tolerate.

Landang Gua is located on the east side of the island of Sacol. There are 4 Barangays in Sacol Island. The population is predominantly muslim. Livelihood is mostly from fishing and farming.

Whatever the residents of this community need for their livelihood, they get from the island or via boat from Zamboanga City proper. Living in this island is like living in a different country.

There is electricity in Sacol island now but the generator quite often breaks down. Help is desperately needed. Water is not properly distributed and during the dry season the people suffer. Security, healthcare, communication, and education are four of the basic needs that are desperately needed in sacol island and in the 4 barangays within it.

Basically, Landang Gua is a barangay that is pretty much ignored by the administration of Zamboanga City.

We appeal to the barangay leaders of Landang Gua that they should let their voices be heard by the administration. Do not wait for the handouts. Demand for your share for the development of your community. Ask the city mayor and your congressman for your fair share of the improvements that are going on in Zamboanga City, after all you are a part of Zamboanga City.

My grandfather used to say "The squeaky wheel always gets oiled". So people of Landang Gua start shouting. Start demanding. Let your voices be heard.

History of Landang Gua, Zamboanga City

The place Landang Gua of Sacol Island became a Barangay of Zamboanga City upon the enactment of Commonwealth Act No. 39, s. 1937. It is one of the 98 Barngays of the City of Zamboanga.


There are numerous tales about the mystery or origin of Sacol Island. The island is composed of four (4) Barangays, namely: Busay, Pasilmanta, Landang Laum, and Landang Gua. The biggest of the four is Barangay Landang Gua. It is our more or less 20 kilometers from point to point.

One of the mysteries or origin of the name Landang Gua tells of a story of a group of people during that time. There are many fish in the island, there are many different fishes.

During the Spanish regime, when they are visiting the island, there are many groups of women who are cooking fish on the seashores. And there was a small fish that the ladies were cooking, and the visitors asked what the name of the fish is, and the ladies replied nicely “Landang-Landang”. And so, it was the beginning of the name of Landang Gua.

First Zamboanga integrated school established in Landang Gua

FOR THE FIRST TIME in the history of Zamboanga City, an integrated school is established to provide secondary education to students in 6 island barangays.

Mayor Lobregat, Division Office representatives and chieftains from the island barangays of Landang Gua, Landang Laum, Busay, Pasilmanta, Manalipa and Tumalutab on Thursday, June 14, 2009 forged an agreement providing for the operation of the Landang Gua Integrated School starting this month.

Based on the agreement, the Landang Gua Elementary School is converted into an Integrated School that will provide secondary education to first year students. The city government is committed to fill in two teacher items for assignment in the school to ensure its immediate opening this school year.

The officials who signed the MOA included Division of City Schools OIC Norma Vecina, Landang Gua barangay chairman Musa Sakaluran, Landang Laum barangay chair Husnie_H._Arabbasa, Busay chairman Ahmad_K._Yusop, Pasilmanta barangay chair Abbas_M._Jamhin, Manalipa chairman Abubakar_H._Alphad, Tumalutab barangay chairman Carsona_A._Abunawas and Manicahan District Principal in-charge Erlinda Ducanes. Councilor Rudy Lim, Council Committee on Education chairman and Assistant Division City Schools Supt. Pedro Melchor Natividad affixed their signatures on the MOA as witnesses.

The agreement states that the Division Office under the Department of Education will provide the textbooks and other instructional materials for the school; fast track compliance of all requirements of the Department for the establishment of the such schools; monitor status of processing by the DEPED Central office of the application and to promptly comply with deficiencies, if any to accelerate the approval process.

On the other hand, the chairmen of the 6 island barangays will provide the logistical support in the form of chairs, tables and desks while the teachers of the Landang Gua Elementary School as well as others belonging to the Manicahan District, through Ducanes will support the manpower requirement of the said integrated school by handling certain classes requiring their expertise, in addition to their present teaching load and in accordance with a schedule to be developed by and agreed upon among themselves.

The Philippines is a tropical country and practically anything will grow. The DENR has the planting trees project that goes on every year. Lots of picture taking for the media. Planting trees one by one is the "human" way of doing it. This individual planting of trees is good if done to "line" the roads and highways with trees or along fences or property divisions, or if you have a plantation.

To reforest the nation of the Philippines we have to plant trees the "mother nature" way. Sow the seeds during the rainy season. Go deep into "bald" forests and plant trees by sowing seeds. If there's not enough volunteers to do this, use the military helicopters to fly over the designated areas and sow the seeds.

We are using our rivers as our sewer system. If you ask a Filipino, "Are the Filipinos a clean people?" The answer is an automatic, "Yes!". However, the Filipinos are suffering from the same disease or attitude as most people do, and that is the "NIMBY" disease or "NIMBY" attitude. (NIMBY) Not In My Back Yard. So it is OK to dump my garbage and sewer there. Not mine! Someone else will take care of it.

This attitude is killing our rivers. Your great-grandparents, grandparents or parents were once proud to tell the stories of how they enjoyed swimming in the river behind your house or nearby. However, you can't say the same or tell the same stories to your kids or grand kids. Why? Because your generation is killing the river.
