Within these 17 regions in the Philippines, there are 42,027 barangays, 1486 municipalities, 148 cities, 82 provinces. It has a democratic form of government and the freedom of speech is upheld by law. English is the "lingua franca" and is the mode of instruction in all high schools, colleges and universities. Laws and contracts are written in English.

The Philippines has been a "decentralized" form of government since 1991, contrary to what most Filipinos think. Ever since the creation of Republic Act 7160, each LGU is responsible for its own domain. Even the smallest LGU the barangay creates its own Budget. It is not dependent on handouts from the city, municipality or province. "IMPERIAL MANILA IS A MYTH!", it does not exist anymore. The Philippine budget formulation system is not centralized. "Budgetary planning has been DECENTRALIZED since 1991". It is the responsibility of each LGU to submit their budgetary needs for review. Failure to submit is the problem.

- Barangay Muti is located about 58 kilometers from city hall on the east coast just past the barangay Buenavista.
History of Muti, Zamboanga City
The place Muti is a place of many trees. It became a Barangay of Zamboanga City upon the enactment of Commonwealth Act No. 39, s. 1937. It is one of the 98 Barangays of the City of Zamboanga.
There are many tales about the mystery or origin of Muti. During the time when Muti was not yet a Barangay, it was full of big and small trees and there few house built yet on the place. It is near the sea, fronting many small islands. When the people started to go down the hill, they started to cut the trees until the area became clean and they started to build houses on the place.
One of the mysteries of the origin of the name of Barangay Muti tells of a story in which the place was full of trees before. There are many kinds of trees that grew in the place before. One of these trees is called munti-munti. This kind is a kind of fruit tree sweeter than guava.
So the story goes that during the Spanish regime, when the Spaniards came to visit the place they saw people eating this fruit. One of the conquistadores asked the people what was it that they were eating and the natives answered "munti-munti". The Spaniards have difficulty in pronouncing the word munit-munti, they pronounce instead muti, hence, the beginning of the name Muti.
