The Philippines has been a "decentralized" form of government since 1991, contrary to what most Filipinos think. Ever since the creation of Republic Act 7160, each LGU is responsible for its own domain. Even the smallest LGU the barangay creates its own Budget. It is not dependent on handouts from the city, municipality or province. "IMPERIAL MANILA IS A MYTH!", it does not exist anymore. The Philippine budget formulation system is not centralized. "Budgetary planning has been DECENTRALIZED since 1991". It is the responsibility of each LGU to submit their budgetary needs for review. Failure to submit is the problem.

  • Adjacent Barangays are: Lanzones on the west, Lumayang on the south and in the watershed area of Zamboanga City Water District. It has 4 Zones and 6 Sitios.

History of Salaan, Zamboanga City

The place Salaan became a barangay of the city upon the enactment of Commonwealth Act No. 39, s. 1937. It is one of the 98 barangays of Zamboanga City.

There are numerous tales about the mystery connecting the name of Salaan. But the old folks who have been staying at Barangay Salaan state that during their time, people residing there are all farmers and one day the residents are wondering why the water is disappearing even though it is rainy season. So the people went to look for a river or pond where possibly the water has gone.

So one day, one of the inhabitants made a study about this phenomenon. So people gathered together and discussed about the drought and one person stood up and told the group that he was able to find out where the water strained. And it strained to Boalan. So the place was named Salaan after the chavacano word sala which means "strained".
