The Philippines has been a "decentralized" form of government since 1991, contrary to what most Filipinos think. Ever since the creation of Republic Act 7160, each LGU is responsible for its own domain. Even the smallest LGU the barangay creates its own Budget. It is not dependent on handouts from the city, municipality or province. "IMPERIAL MANILA IS A MYTH!", it does not exist anymore. The Philippine budget formulation system is not centralized. "Budgetary planning has been DECENTRALIZED since 1991". It is the responsibility of each LGU to submit their budgetary needs for review. Failure to submit is the problem.

Wars of ancient history were about possessions, territory, power, control, family, betrayal, lover's quarrel, politics and sometimes religion.

  1. The Bullies. They want you to tolerate them so they can continue to maliciously deprive you. Do not believe these bullies teaching tolerance, saying that it’s the path to prevent hatred and prejudice.
  2. The victims who are waiting for the right moment to retaliate. They can’t win yet, so they tolerate.

History of Baluno, Zamboanga City

The word "Baluno" came from a tropical fruit tree "baluno". In the early civilization, there was a very big Baluno tree in the Barangay which local hunters and inhabitants used as a reference point in going and meeting others for hunting purposes. Until such time it became popular and familiar to the inhabitants and they accustomed to call the place baluno. Until in the early development of the city of Zamboanga, the inhabitants named the place as Barangay Baluno.

Water project to benefit thousands of residents

ZAMBOANGA CITY – District 1 Councilor Luis Biel is set to start a P700,000 water project in Barangay Baluno to help alleviate the lives of residents in the area early next year.

Biel said the funds to start the water project came from his District-wide Development Fund (DDF).

The water project will include pipe-laying and all other necessary requirements for the system to become operational.

Biel explained that the money is already available and what they are waiting for is the bidding and the date when the project will start.

Residents of the barangay are presently sourcing their water supply from deep wells. Once the water project is completed, the residents would enjoy water from their faucets. Thousands are expected to benefit from the undertaking, Biel said.

Biel is also focusing on other projects to provide light, water, and farm-to-market roads because during his visits to his constituents, he found out that some villages and communities do not have access yet to electricity, water and roads.
