The Philippines has been a "decentralized" form of government since 1991, contrary to what most Filipinos think. Ever since the creation of Republic Act 7160, each LGU is responsible for its own domain. Even the smallest LGU the barangay creates its own Budget. It is not dependent on handouts from the city, municipality or province. "IMPERIAL MANILA IS A MYTH!", it does not exist anymore. The Philippine budget formulation system is not centralized. "Budgetary planning has been DECENTRALIZED since 1991". It is the responsibility of each LGU to submit their budgetary needs for review. Failure to submit is the problem.

Wars of ancient history were about possessions, territory, power, control, family, betrayal, lover's quarrel, politics and sometimes religion.

But we are in the Modern era and supposedly more educated and enlightened .

Think about this. Don't just brush off these questions.

  • Why is RELIGION still involved in WARS? Isn't religion supposed to be about PEACE?
  • Ask yourself; What religion always campaign to have its religious laws be accepted as government laws, always involved in wars and consistently causing WARS, yet insists that it's a religion of peace?

  1. The Bullies. They want you to tolerate them so they can continue to maliciously deprive you. Do not believe these bullies teaching tolerance, saying that it’s the path to prevent hatred and prejudice.
  2. The victims who are waiting for the right moment to retaliate. They can’t win yet, so they tolerate.

This barangay is located on the West Coast, 6 kilometers from City Hall.

History of San Roque, Zamboanga City

In the early civilization of the Pre-Hispanic time, the inhabitants of Barrio San Roque were known as Barrio Tipong and the inhabitants were non-Christian. After the arrival of Spaniards in the Philippines in 1628, non-Christian inhabitants fought against the invading Spaniards. However, due to the modern military equipments at that of the Spanish soldiers, local warriors were defeated.

At the height of local revolt against soldiers, epidemic disease called Tipus broke out. In the modern medical term the disease is called as Typhoid Fever. It wildly spread out and contaminated inhabitants both young and adult.

The sad and painful experienced of the epidemic disease, remained fresh in their minds and hearts of the inhabitants until such a time, the inhabitants named Barrio Tipus. But this sad and painful experienced let their to changed Barrio TIPONG.

When people of Tipong learned of the good news that Saint San Roque will be arriving on August 16, 1912. This joyful moment, the people of Tipong voluntarily assembled and proceeded to the Pier with band to welcome Patron Saint San Roque.

Father Francis pleaded the local Tipong residents to offer prayers to Saint San Roque, a saint San Roque, most of the local residents of Tipong converted their religion to Christianity and even changed the name Barrio Tipong to Barrio San Roque in response for thanks and honor to Saint San Roque and as well the date of Barrio fiesta on the 16th of August, the date when the Saint arrived in this barrio and never change.

Mayor Celso Lobregat and City Schools Supt. Dr. Dolores Alcantara unveil the P8.7 million two-storey 8 classroom building project in San Roque Elementary School August 19, 2009.

This brings to five school building projects inaugurated since last month alone, namely: two-storey six-classroom building at Manicahan Poblacion Elementary School, two-storey eight-classroom building at Maasin Elementary School, another two-storey eight-classroom builidng at Talisayan Elementary School and two-storey six-classroom building at Culianan Elementary School.

In Barangay San Roque alone, the city government under Lobregat’s administration has administration has invested millions of pesos for various infrastruccture projects. These include a covered court and a multi-purpose building worth P1.3 million at the Regional Science High School; drainage system - P930,000; another drainagve system worth P2.2 million; farm-to-market road amounting P497,000; road improvement for P400,000; road concreting at the back of slaughterhouse - P398,000; concreting of San Roque-Capisan road - P1.7 million; slope protection worth P499,000; another slope protection amounting to P574,000, and riverbank slope protection at Little Tondo - P490,000, among others.

Lobregat said many, many more projects have been completed, undergoing construction and scheduled for inauguration in practically all the city's 98 barangays. "Even if we inaugurate one project every day, palta el dia na un año para inagura kita todo el proyecto," the mayor said as if to belie allegations by his political critics that his administration has done nothing good for the city.

Attending the inaugration of the new school building that boast of a modern design were City School Division Superintendent Dolores Alcantara, Assistant Superintendent Norma Vecina, District Supervisor Rodolfo Nicolas, school principal Eduardo Ibañez, City Engineer Luis Despalo, barangay chairperson Allen Feliciano, Executive Assistant on Barangay Affairs Mario Roca, Executive Assistant Percival Ramos, Pasonanca Elementary School Principal Basilio Uy and Upper Pasonanca Elementary School Principal Joselito Francisco.
