The Philippines has been a "decentralized" form of government since 1991, contrary to what most Filipinos think. Ever since the creation of Republic Act 7160, each LGU is responsible for its own domain. Even the smallest LGU the barangay creates its own Budget. It is not dependent on handouts from the city, municipality or province. "IMPERIAL MANILA IS A MYTH!", it does not exist anymore. The Philippine budget formulation system is not centralized. "Budgetary planning has been DECENTRALIZED since 1991". It is the responsibility of each LGU to submit their budgetary needs for review. Failure to submit is the problem.

  1. The Bullies. They want you to tolerate them so they can continue to maliciously deprive you. Do not believe these bullies teaching tolerance, saying that it’s the path to prevent hatred and prejudice.
  2. The victims who are waiting for the right moment to retaliate. They can’t win yet, so they tolerate.

It is bounded by San Roque in the west, Sinunuc, Malagutay and San Jose Gusu in the south. It is coastal and plain.

Clarian is considered as one of the biggest Barangays, thickly populated in terms of land area. It comprises 16 puroks.

History of Calarian, Zamboanga City

In 1937, Calarian became one of the 98 barangays of the City of Zamboanga upon the enactment of the Commonwealth Act. No. 39. Calarian is popularly known before as Upper and Lower Calarian.

Long ago, all the west coast bound for Labuan passes the main road of Lower Calarian shoreline. Until there are numerous tales of the mystery on origin of the place. One story tells of a group of people that discovered the natural Bog Lake as sanctuary of wild animals like white crocodile. The people living in this area have seen many wild animals like birds and monkeys which was then called Upper Calarian. Now, it is popularly known as Bagong Calarian.
