CDC: Capilion is within Clark Freeport

CLARK FREEPORT -- The 3.8-hectare property where Capilion would put up its Clark Green Frontier (CGF) Project is within the Clark Freeport Zone, the Clark Development Corporation (CDC) reiterated Wednesday.

Under Republic Act 9400, the location of the project falls within the Freeport. A survey map issued by the National Mapping and Resource Information Authority (NAMRIA) shows the boundaries of the Clark Freeport Zone and it includes the CGF area.

NAMRIA is the central mapping agency of the government.

The law has specifically carved out of the Freeport “only” the 22-hectare commercial area (SM City Clark) and another 7.5 hectares (Bayanihan Park).

The Capilion area was also already designated by the CDC Board of Directors on February 13, 2014 as part of a mixed use commercial district, thus, cannot be said to be a "no-build zone".

The area was formerly designated as an open space which could be converted into other purposes under existing laws.

CDC would also like to ask all concerned to be patient and allow traffic experts from UPNCTS to finish the Traffic Impact Assessment.

This traffic study and plan would be presented to concerned parties in the near future. CDC asks the public not to lose sight on how it is putting up a wholistic approach to help LGUs address traffic problems.

It is also going to implement soon the East Perimeter Road that would also help decongest MacArthur Highway from Mabalacat to Balibago area.
