That means that these firms are responsible for evaluating the safety and labeling of their products before marketing to ensure that they meet all the requirements of DSHEA and FDA regulations.

Wars of ancient history were about possessions, territory, power, control, family, betrayal, lover's quarrel, politics and sometimes religion.

But we are in the Modern era and supposedly more educated and enlightened .

Think about this. Don't just brush off these questions.

  • Why is RELIGION still involved in WARS? Isn't religion supposed to be about PEACE?
  • Ask yourself; What religion always campaign to have its religious laws be accepted as government laws, always involved in wars and consistently causing WARS, yet insists that it's a religion of peace?

There are only two kinds of people who teach tolerance:
  1. The Bullies. They want you to tolerate them so they can continue to maliciously deprive you. Do not believe these bullies teaching tolerance, saying that it’s the path to prevent hatred and prejudice.
  2. The victims who are waiting for the right moment to retaliate. They can’t win yet, so they tolerate.

Hot Lumbers Seized in Baliguian

Baliguian, Zamboanga del Norte - Baliguian MPS received a phone call from a tipster informing them that several volumes of lumber were seen in Barangay Lumay, Baliguian at about 5:00 PM on December 26, 2014.

Investigation showed that several Lauan and Mangasenoro lumbers with an estimated value of Php 24,000.00 were recovered in the area. However, the suspects fled to unknown direction. Baliguian MPS is conducting follow-up operation for the identity of the owner of said wood products. Recovered items are placed under the custody of Baliguian MPS for proper disposition.

Baliguian No. 12 Most Wanted Arrested

Baliguian, Zamboanga del Norte - Baliguian Municipal Police Station led by Police Chief Inspector Khisna Asaali and Regional Intelligence Unit 9 personnel arrested the number 12 most wanted person in this municipality during the conduct of a joint manhunt operation in Barangay Mamad at about 12:25 PM on December 26, 2014.

Suspect was arrested for rape docketed under criminal case number 241 issued by Judge Reubin Maraon of Regional Trial Court Branch 27 with no bail bond recommended. Suspect is detained at Baliguian MPS waiting for commitment order from court.

Salug MPS Corners Shooting Perp

Salug, Zamboang del Norte - Salug Police Station received a report that a shooting incident transpired in Barangay Liguac at about 12:25 AM on December 25, 2014,

Reports showed that they responded to an info given to them wherein the victim identified as Alberto M. Turtor sustained a gunshot wound on his right thigh. Accordingly, victim was under the influenced of liquor when he challenged suspect Rolito Diada Lagare. This led to a heated argument where the suspect shot the victim. After the incident, Lagare fled to unknown direction. The suspect was later arrested during a hot pursuit by Salug MPS which led to the recovery of a caliber 22 gun in his possession. Suspect and recovered firearm are placed under the custody of Salug MPS for proper disposition. Victim is at a local hospital undergoing medical treatment.

Dapitan City holds ‘Hudyaka sa Pa Handuraw’

THE “Hudyaka sa Pag Handuraw”, a celebration that reminisces the life and works of the country’s National Hero Dr. Jose Rizal, has formally opened Saturday in Dapitan City, Zamboanga del Norte.

Dapitan City Tourism Officer Apple Marie Agolong said the “Hudyaka sa Pag Handuraw” kicked off with a motorcade around the city proper.

It was followed by an opening program and judo and arnis competitions, which are among those being taught by Rizal during his four-year exile in Dapitan City, dubbed as the Shrine City of the Philippines.

Rizal was sent in exile to Dapitan City by the Spanish government.

Escorted by Spanish soldiers, Rizal arrived in Dapitan City on July 17, 1892 and stayed in that city until to July 31, 1896.

In the evening, Agolong said a theatrical presentation followed with a certain storyline for the group contestants to interpret.

“The storyline is about Rizal’s arrival and stay in Dapitan City,” Agolong added.

She said that several other activities have been lined up for the “Hudyaka sa Pag Handuraw” the culmination of which is on December 30, Rizal Day.

Rizal Day is a Philippine national holiday commemorating the life and works of Rizal.

The “Hudyaka sa Pag Handuraw” is one of the events that attracts tourists to visit Dapitan City.

The other is the “Kinabayo Festival” which is being held every July in honor Dapitan City patron--Saint James the Greater.

Bus Passenger, Farmer Arrested for Drugs in Kabasalan and Manukan

Kabasalan, Zamboanga Sibugay – A man was arrested after he was seen secretly throwing a suspected shabu from his pocket to the floor of a bus during an operation conducted by the operatives of Kabasalan MPS inside a passenger bus while parked at the bus terminal in Barangay Poblacion at about 11:55 in the evening of December 22, 2014.

Police Senior Inspector Jerwin D. Cagurin, Kabasalan Chief of Police, identified the arrested suspect as Rowel Lumayag y Palma, 40, resident of Barangay Ipil Heights, Ipil town. He was on board a Rural Transit en route from Pagadian to Zamboanga City when the police operatives saw him throw something to the floor of the bus. When the item was verified, it contained a sachet containing white crystalline granules suspected to be shabu with an estimated street value of Php 6,000.00. Arrested suspect was put under arrest and and detained at Kabasalan MPS pending the filing of appropriate charges before the Provincial Prosecutor’s Office.

Manukan, Zamboanga Del Norte – A fishermen was nabbed by authorities during a drug buy-bust operation conducted by Manukan MPS in Barangay East Poblacion at about 10:00 AM on December 23, 2014. Police Inspector Jimmy Tagapan Abrasaldo - Officer in Charge of Manukan MPS, identified the arrested person as Vicente Manolong y Aniñon, 59, resident of Sitio Loquilos, Barangay East Poblacion, Manukan. Confiscated from him were three sachets of suspected shabu, an unsealed transparent sachet containing same substance, several drug paraphernalia, and marked money. Proper documentation and markings were done in the presence of a media representative and a councilor of said village. Arrested pusher is temporarily detained at Liloy MPS pending filing of appropriate charges in court.

Elderly pa stabs own son in Dipolog City

DIPOLOG CITY – Police arrested a 63-year man who stabbed his son during a heated argument inside their house in Dipolog City in the southern Philippine province of Zamboanga del Norte.

Police said Atilano Gumahad, Sr. was immediately arrested and detained for wounding his son and namesake on Christmas Day in the village of Punta.

His son was rushed to hospital for wound in the abdomen, according to the police.

It was not immediately known what triggered the argument, but both father and son live in the same house.

Anti-gambling campaign nets village official

A FEMALE village official was arrested in an anti-gambling operation in Zamboanga del Norte province, official said Thursday.

Senior Superintendent Juanito Enguerra, Zamboanga del Norte police director, identified the arrested village official as Melodina Paglalunan.

Paglalunan, 30, a council member of in the village of Farmington, Tampilisan, was arrested around 8 p.m. Wednesday at the public market in the village of Poclacion, Tampilisan, Zamboanga del Norte.

He said Paglalunan was caught on the act of distributing illegal gambling paraphernalia, locally known as "Swertres" tips.

Police recovered 21 pieces of Swertres tips from Paglalunan's possession.

Cases are set to be filed against the arrested official, Enguerra said.

Cops arrest NPA rebel

A NEW People’s Army (NPA) rebel was arrested at a public market in the province of Zamboanga del Norte, the police said Wednesday.

Police Regional Office information officer Inspector Dahlan Samuddin identified the arrested NPA rebel as Joel Gumactang alias Ka Efren, 30, a member of the NPA’s Front Committee Feliciano B.

Samuddin said Gumactang was arrested around 10:30 a.m. Tuesday by virtue of a warrant of arrest for the crime of frustrated murder with P200,000 recommended bail.

Samuddin said Gumactang was on marketing “for their consumption in the mountain” when the policemen chanced upon him at the public market of Sindangan, Zamboanga del Norte.

Gumacatang is a resident of the village of Mawal, Sindangan town.

Samuddin said the arresting policemen have recovered from the possession of Gumactang list of assorted goods, school ID of Lipa City Colleges and P2,400 cash.

Gumacatang is temporarily detained at Sindangan Municipal Police Station for proper disposition, said Samuddin.

FEATURE: DAR programs: Transforming lives, building communities

DIPOLOG CITY - Through the years the Department of Agrarian Reform (DAR) has been consistent in fulfilling its mandate of promoting agricultural development and growth by assisting the farmer organizations to increase productivity and ensure food security.

This assistance includes crop production training as well provision of agricultural inputs, machineries/equipment including post-harvest facilities.

As can be gleaned from the agency’s logo, DAR is committed toward sustainable development in the country. The sun in its logo, which radiates its light into the field of green divided into 12 segments, represents the original 12 regions covered by the program; the green color stands for fertility and productivity while the yellow color represents hope and a golden harvest of agrarian reform beneficiaries who are the recipients of the services provided by the agency via CARP. All this implies that economic growth and sound rural development can be achieved through agrarian reform.

Agrarian Reform Communities Project (ARCP) 2

Accordingly, the lack of equitable access to the means of production, including land, capital, technology, information and markets, lead to poverty of the large number of rural popiulation in the country.

DAR took the initiative of conceptualizing and putting into action the Agrarian Reform Communities Project (ARCP) 2 assisted by the Asian Development Bank (ADB)/OPEC Fund for International Development (OFID).

This project aims to reduce poverty and thus improve the socio-economic status of the identified communities in selected ARCs.

It is expected to improve access to livelihood assets by the rural poor including the landless farm workers and to develop sustainable livelihood, agribusinesses and long lasting improvements in the wellbeing of the poor and marginalized groups in the target communities.

In Zamboanga del Norte, ARCP 2 has greatly helped the Agrarian Reform Beneficiaries (ARBs) and other farmers in increasing their income while improving their quality of life in a sustainable manner.

Clemento C. Guio, a farmer from Dipolog City and member of the Dipolog-Polanco Irrigators Association (DPIA) expressed his appreciation to the assistance extended by the government particularly that of the DAR in partnership with the city government of Dipolog and the second district congressional office of Representative Rosendo Labadlabad.

“DAR has helped us to have efficient supply of irrigation water to improve our production. We are very fortunate that we are one of the recipients of this project,” Guio said.

Meanwhile, Engr. Kerr Porlas, officer in-charge of the City Agriculturist’s Office, disclosed that the DAR and the city government of Dipolog jointly funded the repair and construction of the Dipolog Communal Irrigation System (DCIS), each contributing 50 percent of the project cost.

Guio said that before the implementation of ARCP 2 project, they really had a problem in the supply of irrigation water for the past 10 years.

“There’s only little supply of water before the repair of the irrigation system because we were only using earth canal and the water dam at that time was not operational. We were always praying for rain during that time,” he recalled.

After the repair and construction of the irrigation system, the farmers can now plant on time and in synchronization with other farmers to prevent pest and diseases.

With the completion of the repair and construction of the irrigation system, Guio said, his produce has improved and he is now able to pay his debts, acquire a service vehicle, solar dryer, rice mill and some savings in the bank.

Also, in an interview with this writer, Engr. Porlas said: “It is our mission to help improve farming, food security and increase economic growth, as it is the vision of the city government, that for every infra project, there’s always economic activity.”

System of Rice Intensification (SRI)

In line with the ARCP 2 project, the System of Rice Intensification (SRI) has been introduced to the farmers. SRI is a method of planting and growing rice that reduces costs but increases yields without using agro-chemicals. It also aims to strengthen the farmers’ knowledge, capacity and skills through technical information to improve their rice cultivation methods.

In an interview with Teofilo R. Burbano, a farmer and at the same time technician-painter from Dipolog City, said, “the SRI is a great help because it will help the farmers increase their crop production.”

“We accepted this new technology because this is chemical-free and requires lesser production costs,” he stressed.

Meanwhile, DAR promised to provide farmers with mechanical equipment under ARCP 2 if the SRI would be successful in the province.

Partnership against Hunger and Poverty (PAHP)

PAHP is a convergence of efforts of DSWD, DAR and DA creating greater synergy in engaging the poor households and working closely with the rural communities to provide essential social and economic services toward eliminating hunger and alleviating poverty.

In Dipolog City, a marketing agreement was entered into between the Day Care Service Parents Group (DCSPG), Pantawid Parent Leaders Organization (PPLO) and the Agrarian Reform Community Organization (ARC) Organization.

DAR continues extending technical assistance to ARCs and ARBOs that were engaged in the provision of food items required by DSWD for the feeding program in the Day Care Centers.

“I know that this program will be successful because of lesser cost but greater crop yield while providing healthy vegetables to consumers,” Rey Abequibel, president of Dipolog Organic Vegetable Grower Federation, said in an interview.

He lauded the dedication and commitment of DAR in improving the lives of farmers toward sustainable development in communities.

“Without the assistance of DAR, we would have lesser crop yield,” he said.

On the other hand, Engr. Porlas emphasized that the freshness of vegetables will be assured, saying that the city government of Dipolog is providing farmers with free organic fertilizers, free transportation of their vegetables to the market and have them display their products at the city hall and city central market.

“What we have to do is to connect the dots, provide support and market to cut the middleman. The farmers had already signed an agreement with the City Social Welfare and Development Office (CSWDO) to supply Day Care Centers with 147 kg. of vegetables per week.” Engr. Porlas added.

“What we need is expansion. It shall be institutionalized from DepEd, hotels down to the restaurants to buy directly from farmers,” he suggested.

1 Wanted for Child Abuse in Polanco, 7 Other Wanted Persons Arrested

Polanco, Zamboanga del Norte - A man implicated for two counts of violation of Article 3, section 5 of Republic Act 7610 and acts of lasciviousness was cornered by ZNPPO Provincial Intelligence Branch, Piñan and Polanco Police Stations, Criminal Investigation Detection Group, and personnel from EYE in Brgy. Poblacion South at about 11:30 AM on December 18, 2014.

Suspect identified as Erlito Mesa y Clemente was arrested based on a warrant docketed under Criminal Case Numbers 19241, 19242, and 19243 with Php 200,000.00 and Php 180, 000.00 bail bond respectiviely, issued by Judge Rogelio D. Laquihon of Regional Trial Court Branch 7. Suspect is under the custody of Polanco MPS for proper disposition.

Midsalip, Zamboanga del Sur - Midsalip Police Station personnel led by SPO4 Eulogio Aballe arrested suspect Benben Arapon a.k.a. "Ben" for the crime of rape during the conduct of a manhunt operation in Purok 2, Barangay Golictop at about 2:45 PM on December 18, 2014. Suspect was caught based on the warrant docketed under Criminal Case Number 11-10-773, non-bailable, issued by Judge Ernesto Laurel of Regional Trial Court Branch 30. Suspect is detained at Midsalip MPS for proper disposition.

Dumingag, Zamboanga del Sur - A wanted person identified as Marilyn Tampos y Ybañez was collared by Dumingag Police Station led by SPO2 Mensel Lao during the conduct of an operation in Barangay Lower Landing at about 3:30 PM on December 18, 2014. Marilyn was nabbed based on the warrant of arrest for slander by deed docketed under CC No. 4967-D with Php 12,000.00 recommended bail bond issued by Judge Crislyn D. Pangindian of MCTCC.

Zamboanga City - A warrant of arrest was served to Rodel Juan y Canedo, who is wanted for frustrated murder during the conduct of operation by Culianan Police Station led by SPO1 Raul Galvez in Barangay Mercedes at about 6:00 PM on December 18, 2014. Rodel has a standing warrant of arrest under Criminal Case Number 239540 with Php 120,000.00 bail bond issued by Judge Peter V. Eisma of Regional Trial Court Branch 14. Suspect is detained at Culianan PS for proper disposition.

Baliguian, Zamboanga del Norte - Baliguian Police Station received a text message from a concerned citizen informing them that Elmer Neri y Tumaban a.k.a. "Junjun" was sighted in Brgy. Poblacion at about 6:45 AM on December 17, 2014. A team led by Police Senior Inspector Khisna Asaali proceeded to said area and arrested the above-named suspect. This is by virtue of a warrant for robbery with Criminal Case Number 1797 with Php 24,000.00 bail bond, issued by Judge Renato B. Gleyo of Regional Trial Court. Suspect is detained at Baliguian MPS for proper disposition of the case.

Siayan, Zamboanga del Norte - Elements of Siayan Police Station led by Police Inspector Nicanor Bautista arrested Rodulfo Aloc y Tulawe, Stewart Aloc y Cuento and Ronel Aloc y Cuento based on the warrant of arrest for direct assault to an agent of a person in authority with Criminal Case Number 12407 with recommended bail bond of Php 6,000.00 each, issued by Judge Nimfa B. Carreon of MCTC. Suspect is detained at Siayan PS for proper disposition.

Suspect is detained at Godod MPS for proper disposition.

Iligan City - One of Sibutad’s top 10 most wanted person identified as Christopher Ian Suan Andaloc was collared by elements of Sibutad Police Station led by Police Senior Inspector Jose Francsco Reviro II, in coordination with Iligan City Police during a manhunt operation in Decan 4, Subdivision, Villa Sabarre Function Hall at about 10:20 AM on December 18, 2014. Accordingly, suspect was arrested based on the warrant for violation of Article 302 of Revised Penal Code docketed under Criminal Case Number 18305 with Php 24,000.00 bail bond. Suspect is detained at Sibutad MPS for proper disposition.

Dipolog City - Personnel of Dipolog City Police Station led by SPO2 Jerry A. Isaw served an arrest warrant to suspect Ariel Patoc y Villar during a manhunt operation in Barangay Sta. Isabel at about 9:50 AM on December 17, 2014.

Suspect is a wanted for violation of Section 5 of Republic Act 9262 docketed under Criminal Case Number 19220 with a recommended bail bond of Php 24,000.00, issued by Judge Rogelio D. Laquihon of Regional Trial Court Branch 7. Suspect is detained at Dipolog CPS for proper disposition.

Zambonga City - Operatives of Tetuan Police Station 6 arrested Danilo Malingin y Del Rio a.k.a. “Titing” for slight physical injuries filed under Criminal Case Number 48383 issued by Judge Nancy Bantayanon Cuaresma. Accused is detained at Tetuan PS prior his turn-over to the court concerned.

Piñan Most Wanted, 2 Others Cuffed

Dapitan City - A senior citizen who was listed as the top most wanted person in Piñan Municipality was arrested during manhunt operation conducted by the elements of CIDG-Zamboanga Del Norte, Piñan MPS, Dapitan CPS, and Zamboanga Del Norte-PIB, in Barangay Opao at about 6:40 PM on December 16, 2014.

Arrested was Telesporo R. Recla, 76, resident of said village. He was arrested at his residence by virtue of Warrant of Arrest issued by Judge Rogelio Laquihon, RTC9, Branch7, Dipolog City dated December 28, 2009 for the crime of Statutory Rape docketed under Criminal Case no. 15747, without bail bond recommended. Suspect is now detained at Dapitan CPS for proper disposition.

Jose Dalman, Zamboanga Del Norte - Operatives of Jose Dalman MPS arrested a wanted person in Barangay Siparok at about 10:00 AM on December 16, 2014. Police Senior Inspector Vergil Bruce Dacion Dario, chief of police of Jose Dalman MPS identified the arrested man as Gil Into, 31, resident of Barangay Lumaping. Suspect was arrested by virtue of warrant for the crime of qualified theft of coconuts docketed under Criminal Case Number S-3775, with recommended bail bond amounting to ₱24,000.00, issued by Presiding Judge Reymar L. Lacaya of RTC9 Branch 11 of Sindangan municipality. Arrested wanted person was turned-over to Sindangan District Jail based on the commitment order issued by the court.

Leon B. Postigo, Zamboanga Del Norte – A fisherman who is facing charges for violation of Sec. 90 of Republic Act 8550 was arrested by the operatives of Leon B. Postigo MPS in Barangay Poblacion at about 11:00 AM on December 16, 2014. Arrested was Franklin Serdan y Bachiller, 40, resident of of Brgy. Poblacion. Suspect was nabbed by virtue of warrant of arrest docketed under Criminal Case No. 12399, with recommend bail bond of ₱10,000.00, issued by Presiding Judge Nimfa B. Carreon-Padao of Municipal Circuit Trial Court, 9th Judicial Region, Branch 11, Sindangan, Zamboanga Del Norte. Arrested person is now detained at above-mentioned police station.

DTI OKs almost P8M projects under GPB

The Department of Trade and Industry has approved two projects worth P7.805 million for the municipalities of Salug, Zamboanga del Norte and Ramon Magsaysay in Zamboanga del Sur under the Grassroots Participatory Budgeting.

DTI-9 Industry Development Division Chief Ms. Grace C. Aduca said the projects were approved by DTI head office in Manila which include a bio-diesel plant set to rise in Salug and a mini coco oil mill in Ramon Magsaysay.

“Our head office gave its nod on the bio-diesel plant project in Salug worth P6-M and a P1.805 million mini coco oil mill project proposed by the local government of Ramon Magsaysay”, Ms. Aduca revealed.

Aduca said the P1.805 million budget was already released to Ramon Magsaysay LGU, while the P6-M budget for the bio-diesel plant was already obligated and ready for release upon completion of some requirements from the local government of Salug.

“We are expecting to release the P6-M before the year ends upon submission of the remaining documents by Salug LGU,” Aduca said.

Last month, DTI-9 has released P2.7 million to six municipalities for various LGU-initiated projects, still, under the GPB. All in all, the agency has released over P10.5 M worth of assistance this year.

Aduca explained that the proposals for the two recently approved projects were submitted along with the projects funded last month but needed the approval of DTI head office since the proposed budgets are over P1-M.

Gunman shoots ex-official

A FORMER elected official was shot and wounded by a lone gunman while listening to children on caroling in the province of Zamboanga del Norte, the police reported Thursday.

Police Regional Office (PRO)-Zamboanga Peninsula information officer Inspector Dahlan Samuddin said the incident took place around 8:30 p.m. in the village of Ramon Magsaysay, Sindangan, Zamboanga del Norte.

Samuddin identified the victim as Romeo Porton, 56, a former councilor of Ramon Magsaysay village.

He said investigation showed that Porton was lying at a hammock outside his house listening to children who were caroling when shot by the gunman as he was picking up money from his pocket.

Porton was brought to Sindangan District Hospital by his relatives for immediate treatment but was later transferred to a hospital in Dipolog City, the capital of Zamboanga del Norte.

Investigation continued Thursday in a bid to identify and arrest the gunman, said Samuddin.

ZN declared Conflict-Manageable and Development-Ready province

DIPOLOG CITY — The province of Zamboanga del Norte has been declared Conflict-Manageable and Development-Ready province following the signing of a joint resolution by the military, police and local elective officials in a simple ceremony held last Dec. 11 at the Zamboanga del Norte Convention and Sports Center this city.

The signing was led 1st Infantry Tabak Division Commander, BGen. Gerardo Barrientos Jr., Western Mindanao Command chief, Lt. Gen. Rustico Guerrero, Philippine National Police (PNP)-9 regional director, Chief Supt. Edgar O. Basbas, and Zamboanga del Norte Governor Roberto Y. Uy and attended by other AFP, PNP and local government officials.

Dipolog City Mayor Evelyn Uy, PNP provincial director, Sr. Supt. Juanito Enguerra and other provincial, city and municipal officials also came to witness the event.

In his welcome message, Vice Governor Senen O. Angeles called upon the local populace to support the effort of the military and police in sustaining the maintenance of peace and order in the province, as it will open up the avenue for development of the people’s lives.

Except for some minor adjustments, Barrientos said the military personnel presently assigned here will remain here and will support the local police in the maintenance of peace and order.

Governor Roberto Uy also vowed to implement development projects and address the poverty problems in the province, as he also thanked the military and the police for their support in the maintenance of peace and order.

Chief Supt. Basbas said “peace and order is a universal concern and everyone is duty-bound to play his respective role.” He further assured that “the police will continue to enforce law and order and will never lower their guard, so as not to allow lawless elements any opportunity to strike.”

10th most wanted person falls

POLICEMEN from Zamboanga del Norte have arrested one of the 10 most wanted persons in Cebu, a police official said Tuesday.

Police Regional Office (PRO)-Zamboanga Peninsula information officer Inspector Dahlan Samuddin identified the arrested fugitive as Harold Regencia, 39, a resident of Polanco, Zamboanga del Norte.

Samuddin said Regencia was arrested around 1:30 p.m. Monday in the village of Bankal, Lapu-Lapu City, Cebu. The arrest was made in coordination with Lapu-Lapu City police office.

Samuddin said Regencia was arrested by virtue of warrants of arrest for the crime of three counts rape issued by the Court in Dipolog City.

Regencia is listed as the top 10 most wanted person in the municipality of Polanco, Zamboanga del Norte, Samuddin said.

Suspect in Belmonte ambush arrested; denies allegations

LAGUINDINGAN, Misamis Oriental (MindaNews / 14 December) —Authorities arrested on Saturday one of the suspects in the December 11 ambush-slay attempt on Iligan’s lone representative to Congress, Vicente “Varf” Belmonte, after residents informed officials of their presence in their village.

Senior Police officer 4 Gabino Sambaan Jr., Laguindingan police investigator said Dominador Tumala of Osmena town, Zamboanga del Norte, was arrested after he asked for water and food at a sari-sari-store in Sitio Pagangon in Barangay Gasi at around 4:30 a.m. Saturday. But the 60-year old Tumala denied the allegations.

Tumala was arrested some 40 hours after gunmen ambushed the two-vehicle convoy of Belmonte who had just arrived in Laguindingan Airport from Manila and was on his way home to Iligan City on Thursday when gunmen on board a Mitsubishi L300 van and other suspects hiding on the side of the Laguindingan AIprort Access Road fired at Belmonte’s convoy at around 2 p.m. Three of his escorts were killed while three others were injured, including Belmonte, who sustained minor injuries.

A manhunt is still ongoing for Tamula’s two companions who are belived to be hiding somewhere in farmlands with thick undergrowth in Barangay Gasi.

PNP Region 10 director Chief Superintendent Isagani Genabe Jr., and top officials of the National Bureau of Investigation (NBI) in Northern Mindanao brought Tumala to Iligan City immediately after his arrest.

NBI Iligan chief Alex Caburnay said Belmonte was able to identify Tumala as one of the M16-wielding gunmen who waylaid his convoy as they left for Iligan City last Thursday.

“Rep. Belmonte positively identified Tumala as the one who shot his aides in the other vehicle,” Caburnay said.

Investigators said Belmonte was able to survive by ducking under the hood in his Mazda pick-up vehicle.

Belmonte, who is completing his third term as Representative and is running for mayor in 2016 pointed to politics as the motive behind the ambush.

But police said they are not drawing any conclusion as investigation is still ongoing.

Senior Police officer 4 Gabino Sambaan Jr., Laguindingan police investigator said Tumala admitted he was a former member of the New People’s Army but denied he was involved in the attack on Belmonte.

Sambaan said Tamula told him he was going to Laguindingan Airport to fetch someone when he lost his way and found himself in Barangay Gasi.

Found in his wallet was a torn cedula or Residence Certificate and P1,200 in cash.

The store owner, narrated by Sambaan, told us she suspected something was wrong when Tumala, who asked for a glass of water, appeared disheveled. Her suspicion grew when Tumala drank five glasses of water,” Sambaan narrated.

Sambaan said that at around this time, the entire town of Laguindingan, which has a population of 21,000, was already aware that some of the suspects in the ambush might have been hiding in Barangay Gasi.

He said the store owner identified as a certain Enra offered Tumala a cup of coffee while she instructed her nephew to inform the soldiers and police manning a nearby outpost in Sitio Pagangon

A team of soldiers, policemen and tanods went to Enra’s store and arrested Tumala.

Supt. Rolando Estura, chief of the PNP Regional Public Safety Battalion said Belmonte’s assailants in the van may have left Tumala and his two companions who were on the roadside in their haste to escape.

Estura said Tumala and his two companions were left with no recourse but try to escape on foot toward Sitio Liberty. The L300 van was found burned in Sitio Liberty

Misamis Oriental Administrator Edmundo Pacamalan Jr., said barangay officials reported that the suspects were seen walking and asking for directions to Sitio Liberty.

“The barangay officials and residents insisted the suspects were hiding in their village. That is why we set up outposts around it,” Pacamalan said.

After Tumala’s arrest, Estura said they are continuing their search for the two remaining suspects.

Estura said the manhunt is concentrated on some 50 hectares of farmlands where there were four sightings of the suspects by villagers Saturday.

Hernan, a resident of Barangay Gasi said he saw a man with a backpack resting in an abandoned house while he was looking for his cow in Sitio Pagangon around 3 p.m. Saturday.

He said the man walked away fast, though limping, when he saw him coming.

Zamboanga del Norte cops arrest German national for qualified theft

ZAMBOANGA CITY, Dec. 13 (PNA) -- The police have arrested a German national for qualified theft in the province of Zamboanga del Norte, an official disclosed Saturday.

Insp. Dahlan Samuddin, Police Regional Office-9 (PRO-9) information officer, identified the arrested German national as Poker Haugk, 60.

Samuddin said that Haugk was arrested by virtue of a warrant of arrest with Php 20,000 recommended bail issued by Regional Trial Court (RTC) Branch 28 Judge Oscar Tomarong of Liloy, Zamboanga del Norte.

He said Haugk was arrested around 12:30 p.m. Friday in Barangay Bubungan, Labason, Zamboanga del Norte.

Haugk is temporarily detained at police headquarters of Labason town for proper disposition.

Man arrested for raping neighbor’s wife in Zamboanga Norte

ZAMBOANGA DEL NORTE – Police arrested a 22-year old man who allegedly raped his neighbor’s wife in the southern Filipino province of Zamboanga del Norte, officials said Friday.

Police said Relan Caballero Agob was immediately arrested after the woman’s 51-year old husband sought the help of authorities in Tampilisan town.

The woman’s husband said Agob asked his permission to use his bicycle and went home to get it, but it took him so long. And when he returned home in the village of Galingon, his 41-year old wife – who was still in shock from the terrifying ordeal - said she was abused by Agob.

The victim and her husband said they will press criminal charges against Agob.

DepEd-Zambo. Norte to construct new office building

Dipolog City, Dec. 11 (PIA) – After its office went up in smoke nearly three month ago, the Department of Education-Zamboanga del Norte division (DepEd-ZN) will soon have its new office building on a lot donated by the provincial government here in the city.

Provincial Schools Division Superintendent Natividad P. Bayubay told the press in a recent “Kapihan sa Dipolog” media forum held at Sunburst Fried Chicken, Camila Hotel I this city.

Bayubay disclosed that the two-storey building would be constructed on the 2,702 square-meter lot, under Lot 702-C-8 with Transfer Certificate Title No. 19768.

Earlier, the provincial board has approved the Deed of Usufruct Over Real Property and granted authority to Governor Roberto Y. Uy to sign a Memorandum of Agreement with DepEd for the purpose.

Bayubay said the DepEd central office has already released the allocation of P20 million for the construction of the new building and the bidding was also completed recently.

It could be recalled that the old division office was razed last September and the city fire department has yet to complete its investigation on the incident.

Presently, the division personnel are now holding office at the lobby of the Zamboanga del Norte Sports and Convention Center along General Luna st., Estaka, Dipolog City.


Bfar urges Zamboanga seaweed producers to expand farms

SEAWEED farmers in Zamboanga peninsula should expand their farm size to increase production and meet the traders’ demands, and at the same time, for them to make a dent in the market and improve their quality of living.

Isidro Velayo, Bureau of Fisheries and Aquatic Resources (Bfar) National Seaweeds coordinator, issued the advice, citing small or inadequate farming size is one of the main culprits why farmers remain poor despite the vast potential of seaweeds production in the region in particular and the country in general.

“If our farmers only plant five to 10 lines or sell only one sack or two, these do not have value in the market. But it’s different when you plant 200 to 300 lines of seaweeds. You will have your volume and you can command better price for your products. This is what we call economy of sale,” Velayo said.

“Have we ever wondered why typical farmers are still poor, and can only afford a hand-to-mouth standard of living? It’s because what they produce is not even enough for their needs,” Velayo added.

To address the situation, Velayo said the Bfar has laid out plans to ease the plight of the farmers and ultimately, contribute to the resurgence of the seaweeds industry in the region.

“We at BFAR are really trying to provide support for our farmers. We extend seaweed production support to existing farmers for farming area expansion. These include seedlings, soft tie and floaters. Our aim is to give farmers surplus income that will uplift their quality of living,” he said.

He said farmers should always aim to expand their area since there are still vast coastal areas that can be utilized in the region.

He noted that in Zamboanga del Norte alone, the coastal area utilized for farming is only about 10 percent.

“Our farmers should strive to expand. There are still a lot of farming areas all over the region. If you can produce 1 ton per harvest, that would be around P56,000 in 60 days. Now, if you can make three or four cropping per year, that would translate to around P224,000, enough for our farmers to have a decent quality of life,” he said.

However, he reminded the farmers to ensure that they produce quality seaweed products.

“Not all seaweeds type has the same price, and if you know your products, then you can demand for higher price,” Velayo said.

SVC celebrates 80th Nat’l Book Week

2 Wanted Persons Nabbed In Dipolog City

Dipolog City, Zamboanga del Norte - Two individuals wanted for attempted homicide were collared by Dipolog City Police Station in Sta. Isabel, Dipolog City at around 1:15 PM of December 03, 2014. Suspects were identified as Cyrus Murro y Toledo and Joepel Murro y Toledo.

Both suspects are arrested based on the warrant of arrest issued by Judge Chad Martin Paler of MTCC Branch 1 docketed under criminal case number A-44203 with Php 12,000.00 recommended bail bond each. Both suspects are detained at Dipolog City Police Station for proper disposition.

OCD9 Director says region is prepared for Ruby

Office of the Civil Defense 9 Regional Director Emilia Julhajan said region 9 is prepared for possible effects of typhoon Hagupit due to preparations made by the local government units.

This as two provinces are reportedly included among areas to experience the harsh effects of Typhoon Hagupit.

Sacks of rice have reportedly been prepared for possible distribution to evacuation centers. Evacuation centers have been identiifed and local government units and volunteer organizations mobilized, according to Julhajan.

Meanwhile, the OCD has advised residents in two provinces, Zamboanga del Norte and Zamboanga del Sur, to take the necessary precautions as they are expected to experience the harsh effects of the typhoon.

The two provinces, which are in Alert level C, are likely to experience 10-20 millimeters of rainfall per hour, heavy rains that could make travel dangerous and disrupt electric lines.

OCD advise these residents to become very alert and take precautions against water level rise. LGU’s in these areas are advised to have a standby operation center and organize their local CDRRMC and volunteer organizations to respond to the calamity.

Zamboanga Sibugay province and Zamboanga city are reportedly categorized in Alert Levels B and A respectively. These areas are likely to experience 5-10 millimeters of rainfall per hour and moderate to heavy damage to agriculture.

Residents in these areas particularly in low lying areas are advised to remain alert for possible evacuation due to flooding and to watch out for landslides.

All provinces and cities are advised to remain alert for storm surges.

Man Accused of Beating Partner Arrested in Salug

Salug, Zamboanga Del Norte - A man identified as Madjie Anja Palanas, 42, was arrested after he was accused by his live-in partner of physical abuse during their scuffle in Barangay Poblacion East near the Catholic church at about 6:15 PM on November 30, 2014.

Initial investigation disclosed that at around 6:15 PM of same date, the suspect was under the influence of intoxicating liquor and persuaded the victim to board his motorcycle. However, the victim refused to ride with him, leading to a brief scuffle until she got away. The victim immediately reported the incident to Salug MPS. PNP personnel therein apprehended the suspect at Salug Public Market. The suspect is temporarily detained at Salug MPS for filling of appropriate charges in court.

Salug, Zamboanga Del Norte - A man was arrested by elements of Salug MPS after he was accused of mauling his wife during a heated argument at their residence in Barangay Caracol at about 12:50 PM on November 29, 2014.

Prior to his arrest, a concerned citizen informed the said police station regarding the incident involving the couple. Initial investigation conducted by Salug MPS disclosed that at around 4:00 AM of same date, the couple had a violent argument, wherein suspect “Ken-ken”, 27, got wild and damaged their door, chair and other belongings inside the house. After the incident, the suspect fled to unknown direction. At about 12:00 noon of same date, the suspect went back and entered the house through the window. Inside the house, he chased his wife, pulled her blouse and squeezed her left arm. The responding team successfully apprehended the said suspect in the area. “Ken-ken” is now under the custody of Salug MPS for proper disposition.

Pitogo, Zamboanga del Sur - Elements of Pitogo Police Station conducted an operation against wanted person in Barangay Upper Panikian at around 7:30 PM on November 28, 2014 which resulted in the arrest of Joey Daban through the service of warrant of arrest for rape and forcible abduction in relation to RA 7610 docketed under Criminal Case Numbers DNO-3936 and DNO-3837 to 3839 issued by Judge Sylva Aguirre Paderanga of 7th Judicial Region Branch 25. Suspect is detained at Pitogo PS for proper disposition.
