KORONADAL CITY, Oct 21 (PIA) -- Environment officials in South Cotabato said their implementation of programs and projects in protected areas are being hampered because of conflicting tenurial instruments issued by agencies of the government. | |||
Engr. Seigfred Flaviano, officer-in-charge South Cotabato Provincial Environment Management Office (PEMO) said, they are unable to promote co-management programs such as community-based forest management (CBFM) in declared protected areas because of conflicting claims by private individuals and indigenous peoples. | |||
He said some portions of upland areas declared as protected by the Department of Environment and Natural Resources (DENR) have also been issued certificate of land ownership award (CLOA) by the Department of Agrarian Reform (DAR) while at the same time being claimed by indigenous peoples and have been issued certificates of ancestral domain title (CADT) by the Commission on Indigenous Peoples. | |||
Flaviano cited some upland areas in T’boli town as having such problems. | |||
“This is quite common in the upland areas of South Cotabato and in other areas of the country,” he said. | |||
The protected areas in T’boli are part of the 102,350-hectare Allah Valley Protected Landscape covered by the National Integrated Protected Area System as provided for by Republic Act 7586. | |||
In a press conference on Wednesday, Flaviano said they have already recommended to South Cotabato Gov. Arthur Y. Pingoy Jr. for the creation of technical working group (TWG) composed of the agencies involved in the issuance of titles. | |||
He said the TWG should identify the areas with overlapping tenurial documents, look into the issue and resolve how to harmonize the conflicting documents. | |||
Flaviano said Gov. Pingoy has already endorsed the creation of a TWG. He expects the governor will soon issue on executive order regarding this matter. (PIA 12) | |||
