Three major road networks in Apayao were recently upgraded from secondary roads to primary roads by the Department of Public Works and Highways (DPWH) after much work by the Regional Development Council and its National Economic Development Authority(NEDA) secretariat, the Apayao provincial government, and the regional DPWH.
The Christmas celebration in Cordillera was generally peaceful, both from firecracker-related injuries and health, reported Department of Health (DOH-CAR) Regional Director Dr. Myrna Cabotaje in a kapihan media forum at the PIA Regional Office Conference Hall here.


The upgrading means the roads namely Ilocos Norte-Apayao Road (from Ilocos Norte Boundary, Solsona to Kabugao); Kabugao-Conner-Abbut Road (from Kabugao to Junction Abbut); and Kabugao-Pudtol-Luna Road are given priority by the national DPWH.
Based on their monitoring, Cabotaje said there were no unusual illnesses reported during the Christmas celebration in the region but she also advised the public not to be complacent and keep themselves warm and healthy as the temperature particularly in the city and the upland areas of Cordillera is getting colder and colder.


In a memorandum to DPWH-Cordillera , DPWH Secretary Rogelio Singson stated that the Ilocos Norte-Apayao Road; and the Kabugao-Conner-Abbut Road are now priority projects.
Cabotaje also reported that as per their monitoring from Dec. 21 to 28, nine cases of fire cracker-related injuries were recorded all over the region, the lowest recorded compared to the same period of monitoring in the past several years.


Singson’s memorandum related the following basis for the upgrading : Ilocos Norte-Apayao Road (from Ilocos Norte Boundary, Solsona to Kabugao); and Kabugao-Conner-Abbut Road (from Kabugao to Junction Abbut) link three regional centers from Manila North Road at Laoag City to Kabugao to Daang Maharlika and end at Tuguegarao City.
For the nine cases, two were recorded in Baguio City, four in Abra , two in Apayao and one in Mt. Province.


On the other hand, Kabugao-Pudtol-Luna Road is now a continuous road and satisfies the definition of Primary National Road which has three categories namely North-South Backbone (main trunkline from Northernmost Luzon down to Southern Mindanao interconnecting the major islands); East West Lateral (roads traversing to backbone and across the islands and about 100 kms. apart; and direct access to important centers and other areas vital for regional development and emergencies); and National Roads (other roads which complement with the national arterial roads to provide access to other main population and production centers of the country).
According to Cabotaje, five of the victims are seven and eight years while the oldest is 54 years old. All suffered minor injuries mostly on their fingers.


Kabugao-Pudtol-Luna Road belongs to the second category as it directs access to important centers and other areas vital for regional development and emergencies – Luna being a business growth center and the seat of the of the government of Apayao.
Cabotaje cautioned the public not put their guards down as usually about 50 percent of the firecracker related injuries occur during the New Year revelry or on December 31 to January 1.


The memorandum also explained that Claveria-Calanasan-Kabugao Road cannot be upgraded as it still has big gap between Calanasan and Kabugao and it also duplicates the function of Kabugao-Pudtol-Luna Road.
Cabotaje again reminded the public of the DOH’s APIR campaign or Aksyon: Paputok Injury Reduction ‘Give Me Five’ campaign, wherein public is reminded that using firecrackers/fireworks can cause injuries thus use safer means of making noise and merry making for the New Year celebration.


‘I thank RDC for its role in the upgrading of our roads,” said Apayao Congresswoman Eleanor Begtang during the special meeting of the RDC ExCom last December 7, 2011 at the Sulo Hotel in Quezon City.
In the same forum, PSr. Supt. Joseph Adnol of the Police Regional Office – Cordillera (PRO-Cor) also reported a peaceful and orderly celebration of Christmas all around Cordillera with no no untoward incident reported region wide during the period.
 
Adnol assured security measures are in place relative to the increasing volume of tourists coming in to Baguio and other prime destinations in Cordillera this yuletide season. There are Tourists Police in addition to the Police Integrated Patrol System or PIPS that they are implementing especially in key municipalities/cities, tourism areas and central business districts in the region, he said.
