| QUEZON CITY, August 31 (PIA) -- The Quezon City health department is eyeing malls in its bid to extend the city’s efforts in encouraging people to donate blood especially for dengue patients and those with high-risk illnesses.

| The QC government is coordinating with heads of different malls in QC as it is set to put up blood donation booths at three SM malls-- SM North Edsa, Cubao, and Fairview, and at Trinoma and Ever Gotesco - Commonwealth. This is according to city health officer Dr. Antonieta Inumerable. The city health department regularly conducts mass blood donation activities at the QC Hall and district health centers.

| The QC government has been active in the information campaign against dengue which stresses the importance of maintaining cleanliness and sanitation of the community. | QUEZON CITY, Philippines - Informal settlers in Quezon City warned Tuesday that they are ready to barricade EDSA again if the government pushes through with their relocation.

| Estrelieta Bagasbas, chairperson of an urban poor group in San Roque, North Triangle, Quezon City, said they have been on high alert since August 27 following a deadline set by the city government for their relocation to Rodriguez, Rizal.

| In September last year, the informal settlers had a pitched battle with police last year, resulting in a violent confrontation that spilled into EDSA.

| THE Quezon City government has found a strong ally with the National Historical Commission of the Philippines (NHCP) on its pursuit for the transfer of the remains of the Grand Old Lady of the Katipunan, Melchora Aquino, from Himlayang Pilipino to the Tandang Sora Shrine.

| This was learned after the NHCP has expressed willingness to support the QC government’s interest to pursue the transfer of the heroine’s remains in order to gain congressional approval for its exhumation.

| Mayor Herbert Bautista said that there is a need to transfer the remains of Tandang Sora since Himlayang Pilipino was not included in the list of NHCP’s national historical shrines and the failure of the memorial park’s administration to provide the city government with valid documents supporting claims that the heroine should remain buried at Himlayang Pilipino.

| QUEZON CITY, August 27 (PIA) -- Department of Health Secretary Enrique T. Ona said that the Department of Science and Technology (DOST) is still in the process of studying the herbal plant Tawa-Tawa as a potential cure against dengue.

| In yesterday’s Communication and News Exchange Forum (CNEX) of Philippine Information Agency (PIA), Sec.Ona said, “Mukhang ma-I-isolate na ang active ingredient sa tawa-tawa (It seems like the active ingredient in tawa-tawa will soon be isolated).”

| He admitted that the said herbal plant Tawa-Tawa or Euphorbia Hirta may have some medicinal potential against dengue.

| The scientific method of forming a medicine according to Ona, is finding the active component in the plant, isolating it and from there, a more concentrated form of medicine can be made.

| According to anecdotal reports, drinking boiled water with tawa-tawa leaves can cure dengue patients. Sec. Ona, however, cautioned the public against self-medication, especially to cure dengue fever.

| On reports that there is already a tablet form of tawa-tawa in the market, Ona said he would like to see it for himself, if there is such.

| Meanwhile, new reports from Zambia and Uganda says the chemical, Dichloro-diphenyl-trichloroethane (DDT) is once again becoming effective against certain types of mosquitoes. This prompted some to think that DDT can be used against Dengue-carrying mosquitoes. But Secretary Ona said it is not advisable to use DDT because it has toxic effects on human and it oftentimes causes resistance to mosquitoes.

| MANILA, Philippines — A Quezon City councilor has proposed an ordinance seeking the establishment of a dialysis clinic in five health centers in the city.

| Councilor Jessica Castelo Daza of the fourth district said that if her proposal is approved, the dialysis clinics will also be equipped with x-ray facilities and chemotheraphy rooms.

| With the rising number of patients with renal diseases, Daza said the costly dialysis treatment could be a burden to families whose members need the treatment.

| The Quezon City Health Department plans to establish dialysis clinics in Toro Hills Health Center, Dona Narcisa Health Center, Escopa Health Center, Arsenia Maximo Super Health Center and Kamuning Super Health Center.

| MANILA, Philippines — The Quezon City government Monday said it will award 25,000 housing units in the National Housing Authority (NHA) relocation sites to the city’s informal settlers especially those living in areas listed as danger zones.

| Ramon Asprer, head of the city’s Urban Poor Affairs Office (UPAO) said the Department of the Interior and Local Government (DILG) is in the midst of validating the master list of informal settlers to ensure that qualified beneficiaries are immediately relocated after the submission of the list to the NHA.

| He added that the NHA has allotted 25,000 housing units for the city’s squatter families mostly those affected by the demolition of illegal structures and shanties located near transmission lines, sidewalks, esteros and major waterways.

| | |
| Mayor Herbert Bautista stressed that the city government will continue to push the city’s advocacy for housing for local residents in need of decent homes to live in.

| | |
| “We will do our best to fulfill our promise to relocate families living in danger zones,” Bautista said.

| He also directed city legal officer Christian Valencia to inquire from the Department of Finance, Bangko Sentral ng Pilipinas and Philippine Deposit Insurance Company the status of the 80-hectare Banco Filipino property in Barangay Payatas, a site that could accommodate 24,000 housing units once it is turned into a housing project by the local government.

| Bautista said he expects thousands of the city’s informal settlers to benefit from the housing units being offered to them by NHA. Aside from the NHA housing project, the city government is also offering two other options for informal settlers to choose from.

| Two other options are to resettle in the city’s socialized housing units either in Payatas, a housing project to be built by Habitat for Humanity or Kaligayahan by Phinma Properties and the “Balik Probinsya” program.

| Under the socialized housing project, Phinma is set to construct more than 800 housing units at the Arce homesite in Barangay Kaligayan while the Habitat for Humanity will build almost 400 units at the Oviedo homesite in Payatas.

| Bautista added that more policemen, teachers, firemen, jail officers and other government employees could avail themselves of the city’s socialized housing once it is completed next year.

| The mayor expects the bulk of informal settler’s families living in danger zones to be accommodated in the NHA housing sites either in San Jose Del Monte or in Montalban (Rodriguez, Rizal).

| He also ordered to fast track the development of the city’s big socialized housing projects, the first ever in the history of local government units in line with his pro-poor program of building housing communities for the city’s underprivileged residents.

| As this developed, with the heavy rains prevailing in the metropolis, a Quezon City councilor asked the city’s informal dwellers living near the danger zones to voluntarily vacate the area for their safety.

| Councilor Jimmy Borres of the third district of Quezon City said that squatters’ cooperation is necessary to avert untoward incidents like deaths or serious injuries in times of natural calamities.

| He reminded them that by being law abiding citizens “they are doing the country a great deal of service’’ since a huge burden of the emergency and rescue groups are stricken off their shoulders.

He noted that collecting household and industrial discards from the drainage systems and waterways would have been much easier without the illegally-constructed structures near the danger zones.

| QUEZON CITY, August 21 (PIA) -- The Metropolitan Manila Development Authority (MMDA) will start the strict implementation of bus tagging scheme of metro Manila buses tomorrow.

| First time violators will be fined P500 while second time violators will face cancellation or suspension of their franchises.
| |

| The implementation of the bus tagging scheme started on August 15 and a one week dry run was given where apprehended violators were only given warnings.
| |
| | |
| MMDA chairman Francis Tolentino said, “We will now start with the very strict enforcement of the bus tagging scheme. Any city bus caught violating will be meted with appropriate sanctions."

| The tagging scheme will expand to other public utility vehicle including school shuttle services, taxis, provincial buses, and cargo trucks plying the major and secondary metro roads by October.

| MANILA, Philippines — As a tribute to the city’s elderly, Quezon City Mayor Herbert Bautista has signed into law an ordinance exempting all local senior citizens from the payment of initial parking rates in city-based establishments charging parking fees.

| To avail of the exemption, the city’s elderly residents must present their valid senior citizens identification cards upon entry in malls, hospitals, or any other similar establishments charging parking fees.
| |
| | |
| However, Bautista said the privilege granted by the ordinance shall not apply to overnight parking.

| Greg Banacia chief of the city’s Public Affairs and Information Service Office (PAISO) said initial parking rates refer to the payment for the use of parking spaces provided by malls and similar establishments for the first three hours.

| | |
| After the normal first three hours the senior citizens will then be required to pay the succeeding hourly parking rates of the concerned establishments.
| |
| | |
| He noted that senior citizens with valid identification cards secured from the Office of the Senior Citizens Affairs (OSCA) are entitled to the parking privileges.

| Banacia stressed that elderly occupants of the vehicles whether they are the drivers or passengers can enjoy the city’s special parking rates.

| Councilor Allan Benedict Reyes of the city’s third district is the author of the ordinance.

| Reyes said that under the ordinance, cashiers or booth attendants violating the law shall be penalized with a fine of P500 or an imprisonment of one day to 30 days or both at the discretion of the court.

| The measure, approved by the 26-member city council on second reading on June 13, also carries a fine of P2, 000 or an imprisonment of one day to 30 days to any operator or manager violating the ordinance.

| Reiteration of infraction by the operator or owner shall result to the revocation of the business permit of the parking area or space concerned.

| To date, there is a continuing effort from the Quezon City government to expand the delivery of basic services among the city’s elderly residents in recognition to the vital role they play in the task of nation-building.

| The government of Quezon City wants the house of its founding father declared as a heritage site.
| |

| It has made the request to the National Historical Commission of the Philippines (NHCP) following reports that President Manuel Luis Quezon’s heirs were planning on selling the 3,678-square-meter property where he lived while recovering from tuberculosis before World War II.
| |
| | |
| Quezon was the president during the Commonwealth era. Quezon City was established in 1939 and was named after him.
| |
| | |
| He briefly served as the city’s acting mayor in 1939 until Tomas Morato took over the post.
| |
| | |
| The sprawling property on Gilmore Avenue in Barangay (village) Mariana, New Manila, includes a two-story house, two one-story structures, quarters for servants and a swimming pool.
| |
| | |
| In the city government’s documents, the two-story house where Quezon lived was described as a colonial-type structure with five rooms built in the 1920s.
| |
| | |
| The city government learned of the purported plan to sell the property as early as 2008, during the term of Mayor (now House Speaker) Feliciano Belmonte Jr.
| |
| | |
| In an interview with the Inquirer, Belmonte said only three or four old houses remained in upper-middle-class New Manila.
| |
| | |
| “I really think the city government should move not only to declare [the Quezon property] a heritage site but also to acquire and preserve it,” Belmonte, a history buff, pointed out.

| Cultural treasure

| :Quezon City planning and development officer Tomasito Cruz has written NHCP chairperson Maria Serena Diokno declaring the city government’s intention of registering the property as “an important cultural treasure.”

| :In a letter dated August 8, Cruz wrote: “It was brought to the attention of the city government that the Quezon-Avanceña property located along Gilmore Avenue is being offered for sale.

| :“May we therefore request your good agency [to tell us] the possible options on how to acquire subject property and declare it a heritage site in accordance with the National Cultural Heritage Act of 2009.”

| :The Inquirer tried to confirm the planned sale of the property with Quezon’s grandson, Enrique Quezon-Avanceña. But he responded in a text message: “The family has no comment on private family affairs.”

| :Former Inquirer columnist and now Palace Undersecretary Manuel Quezon III did not reply to inquiries by text message.

| :The city government itself has yet to receive official word from the family about the supposed planned sale.

| :In documents furnished to the Inquirer, the property was described as occupying two lots and bounded by Gilmore Avenue and 7th and 8th Streets in Barangay Mariana.

| :Avanceña, now in her 90s, lived in the house for 62 years. She has been living in Ayala Alabang since 2006.

| :The family had rented the house before buying it on installment, Avanceña said in an article run in the Inquirer in September 2008. She said the family had come to consider it a “lucky” house.

| :A caretaker now looks after the property that also includes a Japanese tea house, a gazebo, a basketball court and a guard house, according to Greg Banacia, chief of Quezon City’s Public Affairs Information and Service Office.

| Inspection in 2008

| :Endriga recalled that Belmonte commissioned an inspection of the property after reports of the planned sale first surfaced. The inspection was conducted in the presence of a Quezon grandson.

| :A 2008 report on the inspection stated that the swimming pool was “nonfunctional but with new tiles installed,” and that the Japanese tea house was in fair condition.

| :A two-story structure built in the 1970s, which was used as office and storage space, and a one-story recreational hall, which served as a multipurpose hall, were among the renovations, the report said.

| :Endriga said the city government wanted to convert the property into a museum dedicated to the late President.

| :“That property has such a great historical significance that it would be a waste to let it go,” he said.

| The government, through the concerted efforts of the Department of Social Welfare and Development (DSWD), Council for the Welfare of Children (CWC), Department of Interior and Local Government (DILG), Metro Manila Development Authority (MMDA), and the 17 local government units (LGUs) in Metro Manila gathered in a forum last August 9 to find ways to address the needs of the street people especially the children.

| The Advocacy Forum with Metro Manila local chief executives and partners in Safeguarding the Welfare of Street Children, Street Families and the Bajaus held last August 9 at Crowne Plaza in Ortigas seeks to give the street people their basic rights deprived of them.

| The DSWD asked the assistance of all stake holders to return the basic rights deprived of them and is pressing for zero streetchildren in 10 critical areas in Metro Manila.

The incidence of streetchildren was based on the rapid appraisal conducted in November 2010 by DSWD with partner agencies and non government organizations.

| A massive rescue operation conducted last April 27 and May 10-11, 2011 in cooperation with the 16 LGUs except Makati was able to produce profile of these street people and pinpoint the 10 critical areas where they mostly converge.

| On his part, City of Manila Mayor Alfredo Lim said that he will give his all out support to the program but needs the resources of the government for a successful implementation of the “Zero Street Children.”

| “To avoid the incidence of merry go round, a unified, concerted, and systematic coordination among local government, national government, and of nongovernment organization must be enforced,” Mayor Lim added.

| The importance of a well organized and active Barangay Committee for the Welfare of Children (BCPC) was the Department of Interior and Local Government’s (DILG) answer to prevent the incidence of streetchildren.

| DILG Secretary Jesse Robredo said, “Mahalagang bigyan ng katotohanan ang BCPC. Mag-umpisa sa sarili at asikasuhin ang sarili.”

| Secretary Robredo added that amendment to juvenile law is needed so that the children will not be used in crimes as this prevents them from getting a good future. He said that this must be immediately addressed while they are still young for who knows what they will be capable of when they are older.

| Meanwhile, the DSWD has already lined up programs for the street people which include provision of permanent shelter and access to income generating opportunities, educational assistance, provision of income generating projects through SEA-K to home based families of street children, center based services, reunification to parents, balik probinsiya, activity centers, and others. | Councilor Precious Hipolito Castelo of the city’s second district, who authored the ordinance, said the top 10 graduates from the city’s public high schools will automatically qualify as SYPD scholars regardless if the student is already a scholar of other schools or institutions.

| The approval of ordinance number SP-2071 S-2011 has practically doubled the city’s admission slots for scholars from public high schools for the next school year.

| QUEZON CITY, August 10 (PIA) -- President Benigno S. Aquino III lauded the use of coconet technology in the rehabilitation of esteros and other waterways in Metro Manila.

| Public Works and Highways Secretary Rogelio L. Singson said coconet is suitable to line creekside because the material is known for its water absorption capability that also helps in flood prevention.

| Singson also said that the DPWH’s program to use coconet coir fiber as bio-engineering solution can help minimize flooding and soil erosion.

| The highly indigenous geotextile material made from discarded coconut husks can be used as fender to control soil erosion, slope protection or stabilization, embankment, and shore protection.

| Meanwhile, the South Manila District Engineering Office has already cooperated with other government agencies and civic organizations in rehabilitating Estero de Paco using cocofiber or coconets instead of concrete structures along creek sides and embankments.

| The Estero de Paco Rehabilitation Project that stretches from Pedro Gil to Pasig River is in line with the government’s flood prevention activities and enhancement program for the people living within the area.

| Hundreds of military personnel participated in the kick-off launching of the DOH’s Breastfeeding TSEK (Tama, Sapat at Eksklusibo) program Monday morning, August 8 at the Quezon City Memorial Circle together with community health workers, mothers, officials, and employees of the Quezon City local government.

| Armed Forces chief General Eduardo Oban assured that the country’s premier defense institution will further its efforts in advancing significant programs.

| “These programs greatly help the men, women and children we have sworn to protect,” added Oban.

| Likewise, the campaign is a concerted effort of the DOH, National Nutrition Council, World Health Organization, United Nations Children’s Fund (UNICEF), and other partner agencies promoting exclusive breastfeeding for a period of six months.

| A QUEZON City councilor is asking the Metro Manila Development Authority to deputize barangay public safety officers to direct traffic, enforce traffic laws, and apprehend violators on major roads.

| Councilor Ranulfo Ludovica, ex-officio member and Liga ng mga Barangay president of the city, urged Chairman Francis Tolentino to grant barangay officers the authority to enforce all traffic rules not just on secondary or inner roads but on major thoroughfares as well.

| Despite its competence and expertise, MMDA lacks the manpower to “fully implement all traffic laws and regulations, and closely monitor all traffic situations,” he noted.

| Ludovica blamed the lack of traffic personnel on the streets for traffic jams and even road mishaps.

| He said barangay personnel could help the agency in traffic management since they are more familiar with the roads in their own barangays.

| A traffic violator who would try to evade apprehension could be easily identified and apprehended by barangay officers more than by the MMDA enforcers, Ludovica added.

| QUEZON CITY, August 6 (PIA) -- A three day training will be given to a chosen one thousand two hundred eighty nine(1,289) Pantawid Pamilyang Pilipino Program (4Ps) parent beneficiaries to become effective parent leaders and active partner of the Department of Social Welfare and Development (DSWD) in the implementation of the 4Ps.

| The participants will come from the local government units (LGUs) in the National Capital Region (NCR) excluding Makati and San Juan, that composed the set four areas covered by the program. They were chosen by their fellow beneficiaries for their leadership skills and dedication to community work.

| The parent leaders will undergo capability building training to provide them with the necessary skills, knowledge and attitude necessary in the implementation of the Pantawid Pamilyang Pilipino Program of the DSWD.

| Peralta further explained that the Beneficiary Update System (BUS) is a means to gather, validate, report and record the changes that have occurred on the status of any member of the beneficiary’s household, while the Grievance Redress System (GRS) is a means to address and resolve issues and complaints related to program implementation which include the circumstances or expression of dissatisfaction seriously affecting an individual or group related to the program, and the Compliance Verification System or (CVS) is a means to confirm the compliance of beneficiaries to conditions set by the program which also serves as basis of payment of the cash grants.

| During the Communication and News Exchange (CNEX) forum at the Philippine Information Agency, MMDA general manager Corazon T. Jimenez, together with the Office of the Chairman chief of staff Atty. Maria Resa S. Celiz, announced the launching of the August Estero Blitz to take place August 8 to September 8.

| MMDA targets to decongest 60 Metro Manila waterways by cleaning two esteros per day for 30 days with 400 people from their flood control group.

| The project was derived from MMDA’s previously held “480 Minutes Clean-Up Drive” last July 24, where 8,000 to 10,000 personnel and volunteers cleaned-up flood prone areas.

| Areas which were cleaned in the previous decongestion effort and may also be included in the current project are the Sampaloc area/R.Papa in Manila; Makati Diversion Channel/South Superhighway in Makati City; Maysilo Circle, Boni Avenue, Kalentong, New Panaderos, Shaw Boulevard and Acacia Lane in Mandaluyong City; Barangays Salapan and Balong Bato, San Juan City; and Dona Imelda, Damayan Lagi, Tatalon and Talayan in Quezon City.

| In line with the MMDA’s smoking ban in public places, violators who refuse to pay the fines may be given the option to render community service by cleaning esteros instead.

| According to general manager Jimenez, garbage is the primary cause of clogged waterways which eventually lead to flooding. “Almost all of the esteros, creeks and rivers, basura ang nandiyan.

| Pakiusap lang namin, huwag magtapon ng kahit ano.” (Wastes are in the esteros and rivers, thus we appeal to everyone not to throw wastes in these waterways.)

| MMDA also asks for the assistance from the local government units to issue policies dealing with garbage and waste disposal as some residents who reside near riverbanks tend to dump their trash indiscriminately.

| The Department of Interior and Local Government (DILG) has ordered LGUs to implement an organized waste disposal system to prevent citizens from throwing garbage in waterways.

| MANILA, Philippines — Quezon City Mayor Herbert Bautista led local officials Thursday in launching a citywide anti-littering program to act against the indiscriminate throwing of garbage on the city’s major roads and thoroughfares.

| Under the “QC Ko, Love Ko” program, the city government will harness the participation of nearly 1,000 stakeholders from the barangays, police, out-of-school-youth, educational institutions and city-hired garbage haulers who will be mobilized and deputized by the city government to enforce the city’s environmental laws, especially policies against littering.

| On the part of city schools, 130 high school students from 13 pilot public schools will be deputized as junior environment police officers who will be tasked to issue notices of violation within the confines of the pilot schools.

| The city’s anti-littering initiative also covers the introduction of the green desk program where 35 selected police officers from 12 stations of the Quezon City Police District will be deputized as green desk officers to address environmental concerns.

| The city’s environmental protection and waste management department’s (EPWMD) program was launched at SM City North Edsa Sky Dome. | BSP director for Monetary and Financial Policy Francisco G. Dakila Jr. revealed during DZRB Radyo ng Bayan, Philippine Information Agency, and PTV 4’s Talking Points that the country’s current inflation rate is within the target range at 4.6 percent this June.

| Director Dakila stated that monetary policies are created in order to properly balance interest rates from local banks in a manner which will compromise neither the inflation rate nor businesses. “Kapag masyadong mababa ang interest rate magkakaroon ng inflation. Kapag masyadong mataas ang interest rate maaring bumaba ang inflation rate pero magiging matumal naman ang negosyo.”

| He also explained the significance of inflation through an analogy easily understood by average consumers - through the price increase of commodities. Products and services which can be bought at P100 can be purchased for P104.60 after a 4.6 percent inflation rate.

| According to Dakila, the inflation rate must be kept under close watch since most companies do not adjust wages in accordance to the rise in prices of commodities due to inflation. | MANILA, Philippines — The Quezon City government said its continuous disaster preparedness trainings at the barangay level have enhanced the city’s rescue and response capabilities in emergency situations as zero casualties were reported during the recent typhoons.

| Several areas in the city were submerged in floodwaters, but residents of low-lying-barangays were quick to respond to the city’s call to evacuate to safer grounds to minimize loss of lives and damage to properties.

| The city’s Social Services Development Department (SSDD) reported that 2,834 families in 29 barangays were affected by the flash floods as heavy rains pounded most parts of the metropolis.

| Tadeo Palma, secretary to the mayor, said the SSDD headed by Teresa Mariano set up 52 evacuation centers where affected families were provided food assistance during the city’s relief operation.
