| Panabo City (3 March 2010) -- Panabo City is determined in raising its tax rates but City Mayor Jose Silvosa explained such move as a means for the local government to become self-reliant.

| In his State of the City Address (SOCA), Silvosa detailed the reasons of tax rate hikes, while admitting that rolling out such policy at the onset of the national and local elections, had become a hot issue.

| To his detractors, he shared thoughts of economists and people in the academe who pointed out that "too much politicking has stunted the growth of local governments despite the passage of the Local Government Code" (LGC).

| Silvosa pictured the general situation among LGUs which had become dependent on the Internal Revenue Allotment (IRA), defeating the purpose of LGC which seeks to mold LGUs to become self-sustaining.

| In the case of Panabo City, he revealed that the city government is drawing only 31 percent local income while the rest of the income-pie, comes from the national government in the form of IRA.

| But Silvosa bared ahead of time that local governments would be facing a substantial cut of IRA by about P40 million "with the recent decision of the Supreme Court, upholding the cityhood of 16 municipalities."

| Meanwhile, Silvosa explained in his SOCA that Panabo City had stayed behind other towns and cities of Davao del Norte in tax rates, while also noting that the city's previous tax code was enacted 18 years ago.

| Citing as an instance, he said that Panabo held for such a long time, a base market value for banana land at P38, 400 per hectare, while the rest of the towns in the province had hiked their rates at P113,000 per hectare.

| "So, you can see that banana farmers of Braulio Dujali are paying three times realty tax than the farmers of Panabo City. Rural residents of Sto. Tomas are paying double the amount of taxes we are paying for our rural homelots," he said after narrating instances of tax rate hikes of nearby municipalities.

| Stressing the relevance of the newly approved Revised Local Tax Ordinance, Silvosa brought the attention of his audience to Article Three, Book 2 of the Local Government Code which "provides that the rates of taxes that the city may levy, may exceed the maximum rates allowed for the province or municipality by not more than 50 percent."

| Taking effect since January 2010, Panabo City's newly revised tax ordinance provides a 20 percent increase from the old tax rate for business and real estates.
